In this paper, the factors of 1680 marine casualties occurred during 1986-1988 are analysed by the Principal Component Analysis. The main results are as follows: 1. Most of marine casualties result from the human factors such as careless operation and insufficient engine maintenance. Engine trouble is main part of accidents and great number of accidents is rated for fishing vessels. 2. Accidents are serious in case of cargo ships, passenger ships and tankers from the point of view of the damage of human life and properties. On the other hand, those are not so serious matter in case of fissing vessels and governmental vessels. 3. Grounding, collision and capsizal mainly result from careless operation, however material defect result in flooding

The purpose of this study was to investigate the possibility of fishery in offshore wind farms and evaluate the risk linked to the presence of turbines and submarine cables in these areas. With this objective, we studied an offshore wind farm in the Southwest Sea and the current state of vessels in the surrounding National Fishing Port. The risk assessment criteria for 22 fishing gears and methods were set by referring to the fishing boats; thereafter, the risk was assessed by experts. The fishing gears and methods that could be safely operated (i.e., associated with low risk) in the offshore wind farm were: single-line fishing, jigging, and the anchovy lift net. The risk was normal so that it is possible to operate, but the fishing gears and methods that need attention are: the set long line, drifting long line, troll line, squid rip hook, octopus pot, webfoot octopus pot, coastal fish pot, stow net on stake, winged stow net, stationary gill net, and drift gill net. Moreover, the fishing gears and methods difficult to operate in the of shore wind farm (i.e., associated with high risk) were: the dredge, beam trawl, and purse seine. Finally, those associated with very high risk and that should not be allowed in offshore wind farms were: the stow net, anchovy drag net, otter trawl, Danish seine, and bottom pair trawl.

To establish a vessel safety management system for improving the safety of vessel's traffic and preventing vessel's traffic accidents, the state of marine traffic in the Busan South Port was investigated and analyzed as preliminary survey of the countermeasures. As a result of the study, there are 1,158 vessels in a day, 48 vessels in an hour, and the maximum traffic is about 118 vessels between 16:00 and 17:00 hours everyday, which requires to establish and operate a traffic control system necessarily for ensuring vessel's traffic safety. Furthermore, passages of tanker, passenger ship, cargo vessel and government vessel showed to sail along main traffic lane to be obtained enough sea depth at the survey area. However, passages of fishing vessel and launch showed to sail freely at all survey area owing to outstanding maneuverability and a shallow draft. Some vessels of launch sailed along main traffic lane, but other vessels crossed to sail it. The passages to cross main traffic lane is higher the risk of collision. Therefore, safety measures are urgently needed for the operation of the Busan South Port management system and the prevention of marine pollution.

M/S Pusan 403(GT 243, 1000ps) was originally built as a research vessel on skipjack pole and line fishing in 1972. She had begun to serve as a fishing training ship of National Fisheries University of Pusan from 1974, since the interior structure has been remodelled and some weight articles have been removed, her stability is in doubt. The authors carried out an inclining experiment by using two pendulums at fore and aft with two weights on both sides. Each value obtained was compared with the IMO safety code for fishing vessels and safety regulation for fishing vessels of Korea. 1. The GZ value, being 0.207 m under light ship condition and 0.325 m under departure condition with full load, can be assumed as no impediment on her stability, 2. Under the light ship condition, GM decreased by 0.046 m and KG increased by 0.141 m, compared with the values determined at the time of official sea trial. Therefore, no impediment on the stability exists. 3. The GM decreased by 0.163 m and the KG increased by 0.173 m, compared with the values determined at the time of official sea trial. In no consideration of the free surface effects of liquid in the oil and fresh water tanks, no impediment on the stability exists. But, in consideration of the free surface effect, it may be regarded that some impediment exists.

Over the last ten years, the number of entanglement marine accidents has increased more than other accident types. This study analyzed the annual statistical report of marine accidents from the Korea Maritime Safety Tribunal and Korea Coast Guard. Despite some discrepancies between data of the two organizations, it was found that marine accidents involving fishing vessels were more prevalent than those involving non-fishing vessels. In addition, the main floating materials that caused wounded entanglement accidents were fishing nets, fishing gear, and ropes, and the proportion of them was high. Foreign and domestic policies on marine plastics recognize most marine plastics as marine environmental hazards and focus on marine litter recovery and the prevention of marine pollution. The representative Acts related to the marine environment and marine litter, the Marine Environment Management Act and the Marine Waste and Sediments Management Act, recognize marine litter as a type of marine waste, and deal with the types and definition of this waste. However, clearly defining marine waste is difficult. Therefore, this study tried to examine the relevant legal system of marine litter on ship operation and suggested improvement measures. Moreover, the definition of marine litter for the safe navigation and operation of ships was clearly proposed.

To have a better understanding of the impact of the PETRONAS oil and gas platform on commercial fisheries activities, Universiti Malaysia Terengganu (UMT) examined two approaches which are data collection from satellite and data collection from fishermen and anglers. By profiling the anglers who utilize reefed oil and gas structures for fishing, it can determine if the design and location of the reef platforms will benefit or negatively impacts those anglers and fisherman. Furthermore, this assessment will be contributing to the knowledge regarding the value of offshore oil and gas platforms as fisheries resources. Collectively, the apparent fishing activity data included, combined with the findings in the reefing viability index will help to inform PETRONAS's future decommissioning decisions and may help determine if the design and proposed locations for future rigs-to-reefs candidates would benefit commercial fishing groups, further qualifying them as appropriate artificial reef candidates. The method applied in this study is approaching by using a data satellite known as Google's Global Fishing Watch technology, which is one of the applications to measure commercial fishing efforts around the globe. The apparent commercial fishing effort around the selected twelve PETRONAS platforms was analyzed from January 2012 to December 2018. Using the data collection from fishermen which is the total estimation of commercial fish value cost (in Malaysia ringgit, MYR [RM]) in Peninsular Malaysia Asset, Sabah Asset, and Sarawak Operation region. The data were extracted every month from 2016 to 2018 from the National Oceanic and Atmospheric Administration database. Most of the selected platforms that show a high frequency of vessels around the year are platform KP-A, platform BG-A and platform PL-B. The estimated values of commercial fishes varied between platforms, with ranged from RM 10,209.92 to RM 89,023.78. Thus, platforms with high commercial fish value are selected for reefing in-situ and will serve multi-purposes and benefit the locals as well as the country. The current study has successfully assessed the potential reefing area of the Malaysian offshore environment with greater representativeness and this paper focused on its potential as a new fishing ground.
In the last 5 years, a total of 567 accidents of operating vessels occurred under the influence of alcohol at sea, most of which occurred in fishing boats. Accidents caused by operating vessels under the influence of alcohol at sea are causing human and physical damages. There were 69 accidents caused by operating vessels under the influence of alcohol, leading to five deaths and one missing. The social damage due to operating vessels under the influence of alcohol is also increasing. Under the current law, punishment is given lightly compared to the seriousness of violation. In order to prevent the recurrence of accidents caused by operating vessels under the influence of alcohol, cases in Korea need to be analyzed. Regulations on the crackdown in foreign countries were compared to those in Korea and reviewed. In addition, risks of operating vessels under the influence of alcohol should be provided to ship workers while improving related laws and systems. In addition, efforts should be made to reduce the number of accidents due to operating vessels under the influence of alcohol by strengthening crackdowns on ships at sea so that accidents caused by operating vessels under the influence of alcohol could be prevented in advance in the future.

In order to study on the improvement of gill nets and trap nets fishing for the management of fisheries resource in the coastal area of Yellow Sea, we have investigated the general present condition of those fishing, and the actual fishing operation of gill nets for croaker and trap nets for rock shell which is called the the other trap nets, and then measured the body length of croaker and blue shell caught by their fishing vessels. The results are as follows ; 1. The total number of permission for coastal fishing are 12,944 cases, but the number of operation for coastal fishing are 7,558 cases in the coastal area of Yellow Sea. Among the total number of permission, the gill nets fishing are 5,154 cases with 39.8% but even so the number of operation are 3,724 cases, the trap nets fishing are 1,025 cases with 7.6% but even so the number of operation are 662 cases. On the fishing ratio, the gill nets and trap nets fishing are comparatively higher than the other fishing with 72.3% and 64.6%, respectively. 2. The main fishing period of gill nets for croaker is from the middle of July to early of September, and the main fishing grounds are sandymud bottom of 15-50m in depth around the islands of southern parts of western coastal area, and the fishing operation carry out 1∼2 times per day in flood tide and nets hauling conduct in 1∼2 hours after drifting with current. 3. The distribution range of body length of 139 croakers, which are caught in the gill nets, are 43.0∼120.0㎝ and the mode is 85.0㎝. 4. The main fishing period of trap nets for rock shell which is called the other trap nets is all the year round except the catching period of blue crab from early of September to the middle of October, and the main fishing ground are the sandymud bottom of 10∼20m in depth, and nets hauling conduct in next day after nets casting. 5. The distribution range of maximum carapace of 5,372 rock shells are 4.5∼8.5㎝ and the mode is 7.5㎝.
The production of Korean offshore fisheries has been gradually decreasing due to the severe depletion of offshore fisheries resources caused by excessive fishing efforts. The production of the offshore fisheries in 2016 was the lowest since 1975. So the federal and local governments in Korea adopted and implemented various fisheries management plans and policies in order to restore fisheries resources. However, these plans and polices have not been successful in re-establishing fisheries resources. Thus, in order to accurately diagnose the situation with regard to offshore fisheries, this study sought to estimate not only the return to scale by fishing gear of offshore fisheries, but marginal productivity of individual fishing gear based on production factors derived from offshore fisheries production functions. The study was organized in the following manner. First of all, this study estimates production functions of offshore fisheries. The Cobb-Douglas and the translog production functions are adopted as offshore fisheries production functions. Specifically, the functions are estimated by crew, vessels, and offshore resource as production factors. The offshore resource is estimated by the Clarke Yoshimoto Pooley model based on the surplus production model. Secondly, the fisheries production functions are extended to the fixed-effect model and the random-effect model with panel data. Thirdly, this study analyzes the return to scale of offshore fisheries and the marginal productivity of the production factors from the estimated offshore fisheries production function. In conclusion, this study suggests plans and countermeasures for productivity improvement by group (labor intensive or technology intensive) based on the characteristics of individual offshore fishing gear.
This study intends to review the development of Squid Angling Fisheries of Korea and Japan and subsequent changes in the fisheries regime as well as management conditions and to examine reorganization directions. Although catches and productivity are all increasing in Korea and Japan as the squid resource in the East Sea is improving, the number of fishing vessels and the conditions of fisheries management are showing a symmetrical relationship. The former is increasing in Korea and decreasing in Japan while the latter is aggravating in Korea and rather stable in Japan. And while the competition between the two countries for more fishing grounds and catches are not that serious since the resource is relatively increasing, the catch and price competition with other domestic fisheries is a more significant problem. Furthermore, even though light restriction is implemented in both countries in order to suppress over-competition, it is adopted as a means to curtail management costs and block over-investment rather than to adjust international or inter-fisheries circumstances. Japan has been implementing the TAC system on squid resources since 1998. However, it has a different meaning than as a resource management method in its original sense because it is based on the highest catch level of the past and takes into consideration the fishermen's management conditions. In case of Korea, it is necessary to establish a plan to strengthen its fisheries management competence to address its shrinking catch in the Japanese waters. The developments mentioned so far have appeared amidst the increase of squid resources, and if such conditions disappear, problems such as international allocation of catches and fishing seasons, access to fishing grounds, and domestic conflicts among different fisheries will emerge.
