여수·광양항 출입항로 통항 특성 (Characteristics of Ship's Traffic Route in Yeosu·Gwangyang Port)

  • This study analyzed ship's passing characteristics in relation with incoming and outgoing routes in Yeosu Gwangyang Port, and examined the risk factors and measures for safety management of marine traffic. The number of passing ships in Yeosu Gwangyang Port was about 60,000 ships annually based on 2014, and the tonnage rose 73% from 447,000 thousand tons in 2005 to 770,000 thousand tons in 2014. Actually, the number of large passing ships was revealed to enormously increase. As a result of marine traffic survey in Yeosu Gwangyang Port for three days in August 2015, daily average passing ships were 408 ships, and 77% of the total passing ships passed between 04:00 and 20:00. The chemical ships and general cargo ships took up the most at 58% of the total incoming and outgoing ships, followed by other work ships at 21%, tankers at 8%, fishing vessels at 7.5% and container ships at 5.5%. Concerning the size of passing ships, ships less than 1,000 tons accounted for 58.6% of the total passing ships. Ships of 1,000-5,000 tons were 20.1%, and those of 5,000-10,000 tons were 6.8%, and more than 10,000 tons were 14.4%. Especially, ships of 500 tons and less using mainly coastal passing routes took up 49% of the total passing ships. As for ship's passage ratio by route, Nakpo sea area where many routes meet accounted for 27.2%, specified area 49%, costal route 8%, specified area's incoming and outgoing sea area around Daedo 4.5%, and Dolsan coastal ara and Kumhodo sea area 8.5%. The number of ships standing by for anchoring in the six designated anchorages was 230 for three days. The standby rate for anchoring was 25% based on the specified area passing ships. In Nakpo sea area, where many routes meet, parallel passing and cross passing between ships occurred the most frequently. In the specified area, many cases, in which incoming and outgoing cargo ships at the starting and ending parts and incoming and outgoing work ships and fishing vessels at the coastal routes cross, took place. Consequently, the following measures are urgently needed: active passing management in the Nakpo sea area, where passing routes are complex, specified areas and costal traffic routes, the elimination of rocks in the route close to Myodo, an effort to improve routes including shallow depth area dredging, and rational safety management for small work ships frequently incoming and outgoing the passing routes of large ships, and fishing vessels operated in the sea areas around those passing routes.

전문대학(專門大學) 어업과(漁業科) 교육과정(敎育課程)의 발전적(發展的) 개정(改正)에 관한 연구(硏究) (A Study on the Development of Curriculum for the Department of Fishing Technology in Fisheries Junior College)

  • The authors studied on the modification of the curriculum for the department of fishing technology in Fisheries junior college, by collecting and analyaing the references, questionaires and consultation according to the trends in industry and employment. Especially, rapid develop of the fishing technology with the modernization and automatization of fishing vessels, the present curriculum formulated in 1983 is required to be rearranged. Accordingly, the authors studied on the development of characteristic curriculum which could cultivate the professional fishing engineers. The results obtained can be summarized as follows : 1. Total open credits should be 160 credits. 2. Cultural subjects are set 32credits, 20% of total open credits, but the subjects may be choosen by the situation of each fisheries junior college. 3. Major subjects are set 128 credits with 36 subjects including the 3rd year course. 4. The proportion of the compulsory to the elective credits in the major subjects are made 1 to 2. 5. Compulsory major subjects are set 29 credits with 11 subjects during the 1st and 2nd year course. Training on the board (I) and (II) are set 40 credits during 3rd year course and evaluated as pass or not. 6. The proportion of the credits of subjects concerning to fishery and navigation is made 1 to 1. 7. In order to strengthen the computation education, the E.D.P.S. is sets 3 credits in the cultural subjects.

노르웨이 해역 수산생명자원 관리모델 (The Norwegian Model of Fisheries Bio-Resources Management)

  • The Norwegian coastal area is the most efficient region for fishery production in the world's oceans, the Norway is the world's top 10 fisheries countries through efficient fishing and fishing aquaculture technology and its scientific management of fisheries bio-resources, with Norwegian salmon having attained the world's highest level. In the late 1980s, fisheries resources were depleted due to overfishing and fish diseases, resulting in a crisis in the fishing industry that lasted until the early 1990s. Since the national fishery emergency, people involved in the fishing industry, including fishermen, research scientists, and government officers, have tried to overcome the challenges facing the industry and identify an appropriate management model for fisheries bio-resources in the Norwegian coastal area. First, research vessels were used to monitor water and sediment conditions and fishery species, with the long-term aim of predicting fishery resources in real time and collecting information on species diversity, abundance, and distribution. Second, a "Healthy Fish Project" was promoted to counter natural disasters and fish disease problems with the development of vaccines against viruses and bacteria, eventually allowing for a decrease in the use of antibiotics and the production of notably healthier fish in the 2000s. Third, a systematic management model was developed to help with preparations for decreases in the total number of fishermen and increases in the proportion of elderly fishermen in the fishery industry using the development of automatic fishing aquaculture systems and short-chain systems. We could learn from the Norwegian model of fisheries bio-resources, management and could adopt it for the preparation of fishery bio-resources management policy for South Korean coastal areas in the near future.

충돌사고 감축을 위한 어선의 대응 방안에 관한 연구 (A Study on the Requirement to the Fishing Vessel for Reducing the Collision Accidents)

  • 해양안전심판원에 따르면 선박의 등록 척수는 점차 줄어드는 추세이지만, 전체 해양사고 척수와 충돌사고 척수는 증가 추세를 보이고 있다. 2008년부터 2012년까지 최근 5년간 해양사고 발생 현황을 분석해 보면, 해양사고에서 충돌사고가 37 %로 가장 높게 나타났으며, 이러한 충돌사고에서 어선이 58 %로 가장 많이 발생되었는데, 그 중에서도 20톤 미만의 소형선박의 충돌사고가 26 %로 가장 많은 것으로 확인되었다. 또한, 충돌사고의 절반이 넘는 56 %의 선박이 충돌직전까지 상대선박을 발견하지 못한 것으로 분석되었는데, 이러한 사실은 충돌사고가 대부분 경계소홀로 인하여 발생한 것임을 알 수 있다. 따라서 이러한 충돌사고를 줄이기 위해 어선의 운항특성 및 운항과 관련된 제반 규정을 검토하여 어선의 승선 인원, 교육 및 훈련, 그리고 항해장비 측면에서 개선 및 보완할 수 있는 방안을 제시하였다.

어선용 고효율 시리즈(KF 시리즈) 프로펠러에 대한 성능 연구 (Study on Performance of High Efficiency Series Propeller (KF Series) for Fishing Vessels)

  • The MAU series has been usually used for the fishing vessel's propeller, which has been improved in consideration of the efficiency as well as the cavitation point of view in Pusan National University. The high efficiency standard series propeller(KF series) has been applied to the design of 52ton class fishing vessel's propeller in the previous study. The experimental study for the performance of the design propellers called KF series for 52 ton class fishing vessel has been conducted with five cases in Korea Ocean Research & Development Institute towing tank. The model tests have been carried out at different pitch ratio and expanded area ratio in comparison with the standard propeller to make the series chart. The KF series chart and the formula for performance expression have been completed on the basis of the experiment result.

한국의 원양어업관련 국제분쟁 사례연구 (A Study on International Disputes with Korean Distant-Water Sea Fisheries)

  • The primary objective of this thesis is to study, case by case, the international disputes for fishing rights between fishing nations and costal states never imagined till the introduction of the UN Convention on the Law of the Sea adopted in 1982 and came into effect in November 16, 1994, which governs the high seas and EEZ in a new manner. Such a study is to provide help in the understanding on this new marine system and how to deal with. This is addressed by the perspectives of disputes (a) in the high seas between fishing nations having traditionally enjoyed the principle of the freedom of the high seas and costal states, (b) in the EEZ between fishing nations and costal states possessing the exclusive jurisdiction over living marine resources and sovereign rights for determining allowable catch and the surplus in its EEZ. The article can be divided into four main parts. First, both the general principles of the settlement of international disputes, and the nature and procedures described in the UNCLOS are introduced. Second, it gives cases of tuna long-liner, North Pacific trawler and squid jigger occurred in the coastal states EEZ, and analyses the problem in both terms of its background and final judgment. It further describes the possible issues in case it depends on the International Tribunal for the Law of the Sea for its settlement. Third, closely tied to above, important points such as the right of hot pursuit, prompt release of vessel and crew, and the limits of cooperation with costal states inspector on board fishing vessels are considered mostly based on the UNCLOS, Bilateral Agreement and UNIA. Finally, the article concludes as follows ; The need for broad analyses on the nature of international suits and legal system for the settlement, to win the case before the International Tribunal for the Law of the Sea or coastal states court, is really acknowledged. However, considering the lack of previous studies about it, it is preferably recommended that governmental efforts for making legal standards to cover the judicial costs, for helping industry out of becoming bankrupt.

어가의 고용량 결정요인 분석 (An Analysis on the Determinants of Employed Labour Quantity in the Fishing Industry)

  • 본 연구는 포아송모형, 음이항모형, 영과잉 포아송모형, 영과잉 음이항모형을 이용하여 어가의 고용량 결정요인을 분석하고, 개별모형 간 고용량 결정요인을 비교 분석한다. 이들 모형의 추정에 사용된 자료는 통계청에서 제공하는 2010년과 2015년의 농림어업총조사 마이크로 데이터이며, 이들 자료를 풀링(Pooling)하여 고용량 결정요인과 그 변화분에 대해 추정한다. 분석모형의 선정 결과, 과대 산포 경향을 갖고 있으면서 자가 노동 및 가족 경영으로 고용을 대체하고 있는 수산업의 특성을 모형에 동시에 반영하고 있는 영과잉 음이항모형이 선정되었다. 또한 2010년 대비 2015년 고용량 결정요인의 변화분을 분석해 본 결과, 어선을 보유한 어가와 판매금액이 많은 어가는 고용량 감소에 유의한 영향을 미치는 것으로 나타난 반면, 어가의 종사경력은 길수록 고용량 증가에 유의한 영향을 미치는 것으로 나타났다. 결론적으로 자본화된 어가와 고령화의 가속화가 수산업의 어가 고용량 수 변화에 유의한 영향을 미친 것으로 나타났다.

파랑의 조우각과 선속 변화에 따른 어선의 횡동요 특성 (Characteristics on the rolling response of a small fishing boat according to the waves and the ship's speed)

  • Marine casualties of vessel are serious problems on social and national aspects, because it results in sacrifice of lives, a great lose of properties and marine pollution. According to recent statistics of marine casualties of vessel, fishing boats are more likely to be ended in the casualty, and especially, small fishing boats cause much more accidents than any other big vessels. Most of marine casualties were caused by the human factors such as poor watch keeping, inadequate manoeuvering and negligent action for engine, etc. This study is intended to provide navigator of small fishing boat with a specific information of necessary to assist both the manoeuvering and the avoidance of capsizing. The manoeuvering characteristics of ship can be adequately judged by the results of typical ship trials manoeuvres. For this purpose, the author measured the roll responses of a small fishing boat in waves using the real sea experimental measuring system, and analyzed the experimental data by the statistical and spectral analyzing methods to get the characteristics of the roll motion responses of the small boat through the wave directions and the ship's speed.

국내 해역의 월별 해양사고건수에 관한 통계적 고찰 (A Statistical Observation on the Monthly Number of Marine Accidents in Korean waters)

  • 본 논문에서는 월별 해양사고건수를 이용하여 국내 해역의 해양사고에 관한 통계적인 기초분석을 수행하였다. 이를 위해서 해역간 해양사고건수의 차이여부, 연간 해양사고건수의 차이여부, 그리고 월간 해양사고건수의 차이여부 등을 국내 해역별 및 어선과 비어선으로 나누어 일원분산분석을 통해 확인하였다. 그리고 추가적으로 사후분석을 수행하여 분석그룹에 대한 평균차이의 검정을 하였다 결론적으로 해역간 사고건수에는 서해, 남해, 그리고 동해순으로 많았고 서로 유의한 차이가 있었다. 연간 사고건수의 차이에서는 어선의 경우 남해와 동해에서, 비어선의 경우 남해에서 유의한 차이가 나타났다. 또한 월간 해양사고건수에 대한 차이에서는 어선에 대해서만 서해와 동해에서 서로 유의한 차이를 보였다.

  • 본 논문에서는 최근 5년 동안의 국내 및 일본에서 일어난 선박 해난사고, 특히 어선 등 소형 선박에 대한 분석을 통해 사고 특성을 파악하였다. 또한 선박에 설치해야할 무선설비와 선박위치 식별장치의 설치 및 운영에 관한 규정들을 종합적으로 분석하여 사용되는 전파의 전달특성 및 통신기의 운용특성을 고려한 새로운 형태의 해상안전 종합 통신망을 제안하였다.
