A Study on the Cooperative Schemes of the fishery manpower in the North East Asian region (동북아지역 어업인력의 협력방안에 관한 연구)

  • This study analyzed and mutually compared the fishery manpower problems in Northeast Asia region including Korea, China, Japan by fishery industry structure, fishery education, fishery manpower and presented fishery cooperative schemes of Northeast Asia. In case of fishery manpower problems, China is still in a better situation whereas Korea and Japan have a hard time of a labor shortage. Korean companies have employed foreign crews to find a way out of the difficulties and the foreign crew rate is growing but the problem is that the reduction of Korean crew could deteriorate the safety of vessel-sailing, efficient operations, and fishery efficiency. Therefore crew management should be placed focus on improvement of working conditions and guarantee positions to foreign crew as assistants in fishery surroundings and systems. Fishery manpower problems are complementary to each nation in Northeast Asia. In consideration of this fact, fishery manpower management needs the mutual fishery manpower and information exchange and for the sake of it, the most urgent task is to build up the international fishery cooperative network through establishing fishery-related information systems of Northeast Asia.

Restructuring of the Off-Shore Otter Trawl Fishery in Korea (우리나라 근해저인망어업의 축소재편에 관한 고찰)

  • This study focuses on the off-shore trawl fishery, specifically on its restructuring and new regulations governing its operation since the 1990s. This fishery has an important role in terms of fishing capacity and production amount and is dependent on close diplomatic relations with adjacent fishing countries. The off-shore trawl fishery has been shrinking since the 1990s. In addition to a decrease in stock and an increase in imports, there are vessel buyback programs and a decrease in fishing grounds related to a tri-lateral agreement among Korea, China and Japan which have sped up the shrinking of the fishery. In this processing, costs exceed the increase of revenue. Excess investments in fishing gear and salary for crews have lowered profits in this fishery. Considering the above, the off-shore otter trawl fishery should stop increases in production and restructure the fishery by coordinating fishing gear restrictions and fishing areas, and down-sizing management capacity.

  • Monitoring infectious diseases for fishery species takes a key role in preventing disease emergence and spreading of cultured fishery species. This research has examined a total of 1,115 fishes of four species (leather carp, fancy carp, stone moroko, carassius auratus) at 23 farm in Jeollanamdo and Jeollabukdo in 2021 for pathogen infection. As a result of disease screening for three legally designated diseases (SVC, Spring viraemia of carp, EUS, Epizootic ulcerative syndrome, and KHVD, Koi herpesvirus disease), no infectious diseases were detected in all examined samples; cyprinid fish studied in Jeolla province would provide important information for declaring a disease-free nation or disease-free region.

A Study on the Theoretical Frameworks and the Implementation Effects of the Fishery Closures as Multi-strategical Measures of Fisheries Management (어업관리 휴어제의 이론체계와 도입 타당성 및 기대효과에 관한 연구)

  • This study describes approaches to fisheries management that restrict access by fishers to an area in some way. When fishery closure is established as a technical conservation measure it is a form of input control as a Korea fisheries management system. There are many compelling reasons why a fisheries manager should seriously consider closed areas and/or time restrictions, either as a complement to other measures or as the primary facet of the Korean fisheries management strategy. Fishery closures have been shown to be effective in many fisheries and are an important tool in the management armoury. In many respects justifications for their use and the process of implementation are likely to be relatively straightforward compared to permanent area closures. From a Korean fisheries management perspective, the benefits that flow from fishery closures are usually less easy to predict than for other management measures. Moreover, even if one accepts that implementation of fisherg clossures will provide higher production levels in adjacent fished areas, the potential benefits may often be in danger of being largely dissipated. If, for example, the fishery remains open access, the increased production is likely to attract new entrants into the fishery, thereby driving it back towards bioeconomic equilibrium. From a Korean wider fisheries conservation perspective, however, fishery closures have important and clearly defensible roles to play and some form of zoning arrangement will often effectively serve conservation values. Given the increasing trend towards the establishment of national networks of fisherg closures, it seems likely that fisheries managers throughout the world will need to ensure that they are familiar with the issues surrounding these approaches. The importance of being explicit about the goals for fishery closures in Korea have been continually emphasised throughout this study. There may, of course, be multiple justifications for the measure, in which case it is important to try and specify them in order of priority.

A Historical Consideration on the Evolution of Competition in Offshore Fisheries (근해저인망류어업에 있어서 업종별 경합관계 형성에 관한 사적고찰)

  • The offshore trawl fishery is seeking its survival way to overcome current management conditions in red, resulted from the bilateral agreement with China and Japan. However, this movement magnifies conflicts between fisheries on the contrary and it is thought to be impossible to get over current situations. For all that, this study is aimed at investigating how this current situations have occurred. The management freedom as response to the change in fishing conditions of a certain fishery, in case of Korea, is affected by institutional regulations. The example of this is controls on fishing gears, fishing vessels, and fishing grounds. The most exposure of this control is a segmentation of institutional fisheries. The initial segmentation of the offshore trawl fishery in Korea was occurred in the period of Japan's colonization when the degree of use of fishing grounds was limited geographically. At that time, fisheries were divided by fishing areas, but it did not divide the fishery itself. The large - sized fishing vessels were developed politically to be more competative to Japanese fishing vessels since 1950s. During this time, the trawl fishery was merged into current Eastern trawl fishery and South - Western trawl fishery. It was also inevitable to divide into the pair trawl and single trawl fishery as a result of the physical mergency between Western trawl and Southern trawl fishery. In order to develop the trawl fishery, new licenses were issued on the shrimp trawl fishery, through which it was expected to boost the trawl fishery. As opposed, the shrimp trawl fishery was changed into the mid - sized trawl fishery, targeting on the eastern fishing areas and the large - sized trawl fishery was developed since the late of 1970s with the development of filefish processing industry. The large trawl fishery that led in development of offshore trawl fishery since the late of 1950s was started to divide into a pair trawl and single trawl according to the fishing method and capital power. It finally became an institutionally independent fishery in 1980s, respectively. Looking into these historical process, the segmentation of the trawl fishery is thought as a result of the lack of long - term perspective and as a production of trial and error resulted by unprepared policy. As a result, these segmentation of fisheries roles as critical obstacles in harmonization of fisheries and in overcoming of current situations. Therefore, the review of this institutional segmentation of the offshore trawl fishery should be taken for an optimal redistribution of fishing grounds suits with business and fishing technology. For this, the fishery must be divided into large capitalized fishery and small - mid fishery with consideration of capital, fishing method, and the condition of use of fishing grounds. In addition to this, by limiting outline of fishing ground that the large fishery can harvest, it must allow for the small - mid fishery to catch with its own boundary. Furthermore, by launching buyback programs on the trawl, eastern trawl, pair trawl, it can provide broader fishing grounds where the fishery can harvest with management freedom.

Effectiveness analysis about Readjustment of Fishery Permit (어업허가 일제정비제도 도입에 따른 효과분석)

  • The coastal and offshore fishery to manage from a fishery permit system in our country at present seems to be a sign of lots problem, which are illegal fishing, a permit rent, non fishing vessel the purpose of vessel reduction, fishery compensation, tax exemption oil, the excessive occurrence of administrative cost due to differences during a period of a fishery permit. All the readjustment system for the permit has suggested an effective solution for a fishery permit management, the maintenance of a fishery order(the prevention of illegal fishery), the prevention of unused fishery, the entrance of new vessel in coastal fishery and it's system has prevent this problems in ahead. This paper has estimated an prevention convenience for an illegal spill of the tax exemption oil, actual effects of vessel reduction, the conservation of fishery resource for the future value and carried out an economic analysis to estimate compliance cost for the system introduction. Also, this study have analyzed throughly the coastal fishery situation and catched lots of issues on the management for the permit system. Especially, the problems improving the readjustment introduction for the permit have estimated the social and economic effects quantitatively and qualitatively with a calculated technique to classify various scenarios. This paper has judged correctly the term of validity for the permit to shorten as a result of the estimation and it will be to take the net convenience cost 1,655thousand million won. The results of this study have expect to provide a basic data to introduce the readjustment system for the permit.

Reorganization of Large Purse Seine Fisheries in Korea and Japan (한국과 일본 근해선망어업의 자원이용과 어업재편에 관한 연구)

  • This study intends to review the development of Large Purse Seine Fisheries in Korea and Japan, and subsequent changes in the fisheries regime as well as management conditions and to examine reorganization directions. In the Northeast Asian Fishing Area, each country has done mutual operation, which causes the fishery competition and controls fishery development. Besides, Exclusive Economic Zon(EEZ) established in 1996 resulted in the prominent changes of fishery development as well as fishery relationship among each country, demands reorganization of fisheries. In the Large Purse Seine fisheries, Korea and Japan are not decreasing, they are stable. In other words, the increase in one country does not necessarily make the decrease in the other country. This is a difference from the case of the bottom fishery. Japan is the highest in the cost, the management is getting worse due to decreasing fish price and shortage of labor. In the case of Korea, the stagnant productivity has been compensated by the rising fish price, but the fishery of low productivity to cut down the size. In addition, during the 1990s the environment of fishery is getting worse because of the free import fishery, shortage of labor, etc. Following the new fisheries paradigm, each country should reorganize its fisheries structure. The principle for reorganization of fisheries structure in each country should be focused on the establishment of sustainable fisheries. The reorganization of fisheries structure for each country by EEZ establishment does not mean only dividing fishing ground and fisheries resources by countries, but means that countries should cooperate together in fisheries management for long-run benefits from fisheries.

Analyzing the Dynamic Productive Efficiency of Large Purse Seine Fishery in Korea (대형선망어업의 동태적 생산효율성 분석)

  • This study is aimed to estimate a dynamic productive efficiency by vessel of large purse seine fishery and analyze changes of them over times using a window/DEA method. In addition, based on estimation results, it aims to suggest production management implications for an viable development of fisheries. Results indicated that an annual efficiency change of large purse seine fishery was estimated at 0.77 for 2007~2008, 0.83 for 2008~2009, and 0.77 for 2009~2010, showing a decreasing trend. As returns on sales of vessels of large purse seine fishery showed a decreasing trend, the degree of efficiency of a vessel might be closely related to the fishing profitability. The Window/DEA method was used in this study to estimate the efficiencies of vessels for large purse seine fishery. This method is well known and widely used to analyze the dynamic efficiency and it can provide useful implications for management of input factors. As a limitation of this study, it was not able to provide detailed management ways to reduce inefficiencies. However, they can be investigated with data on managerial factor, human factor, distribution factors as a future study.

The Norwegian Model of Fisheries Bio-Resources Management (노르웨이 해역 수산생명자원 관리모델)

  • The Norwegian coastal area is the most efficient region for fishery production in the world's oceans, the Norway is the world's top 10 fisheries countries through efficient fishing and fishing aquaculture technology and its scientific management of fisheries bio-resources, with Norwegian salmon having attained the world's highest level. In the late 1980s, fisheries resources were depleted due to overfishing and fish diseases, resulting in a crisis in the fishing industry that lasted until the early 1990s. Since the national fishery emergency, people involved in the fishing industry, including fishermen, research scientists, and government officers, have tried to overcome the challenges facing the industry and identify an appropriate management model for fisheries bio-resources in the Norwegian coastal area. First, research vessels were used to monitor water and sediment conditions and fishery species, with the long-term aim of predicting fishery resources in real time and collecting information on species diversity, abundance, and distribution. Second, a "Healthy Fish Project" was promoted to counter natural disasters and fish disease problems with the development of vaccines against viruses and bacteria, eventually allowing for a decrease in the use of antibiotics and the production of notably healthier fish in the 2000s. Third, a systematic management model was developed to help with preparations for decreases in the total number of fishermen and increases in the proportion of elderly fishermen in the fishery industry using the development of automatic fishing aquaculture systems and short-chain systems. We could learn from the Norwegian model of fisheries bio-resources, management and could adopt it for the preparation of fishery bio-resources management policy for South Korean coastal areas in the near future.

The fishing characteristics of Korean tuna purse seine fishery in the Pacific Ocean (태평양 수역 우리나라 다랑어선망어업의 어획특성)

  • Fishing trend and characteristics of Korean tuna purse seine fishery in the Pacific Ocean were investigated using logbook data compiled from captain onboard and the statistical data from 1980 to 2013. The historical catch of this fishery had sharply increased since mid-1980s, and it has shown fluctuations with about 2-3 hundred thousands, whereas the catch per number of vessel has steadily increased with fluctuations since commencing this fishery. As for the proportion of catch by set type, unassociated type had increased from the mid-1980s to the end of 1990s, and then has decreased up to 2010s. Associated type had decreased continually to the end of 1990s, however, it started to increase since the beginning of 2000s. As for the catch proportion of set type by main species, those of skipjack tuna and bigeye tuna showed higher in the associated type, whereas that of yellowfin tuna has the highest proportion in the unassociated type. Fishing distribution of Korean tuna purse seine fishery was concentrated on the area of $5^{\circ}N{\sim}10^{\circ}S$ and $140^{\circ}E{\sim}180^{\circ}$ through the decades. The monthly catch distribution by longitudinal zone of Korean tuna purse seine fishery expanded the most further to the eastward in September to October.
