중국 어선의 북한 동해수역 입어동향과 대응방향 (A Study on the Status of Chinese Fishing in the East Sea off North Korea and Directions for Countermeasures)

  • This study is aimed to analyze the change of chinese fishing vessels' entry into the East Sea off North Korea and suggest directions for countermeasures. Based on the real landing data in China, Chinese fishing vessels' squid catch volume and value in the East Sea off North Korea are estimated. Results show that at least 205 thousand tons of squid was caught by Chinese fishing vessels in 2014. If the catch amount is calculated by the unit price per kilogram at the same year in Korea, it would be 556.3 billion KRW. As the UN sanctions become stricter with the recent resolution 2371 passed, Chinese fishing vessels' entry may increase in the future to compensate decreased seafood supply from North Korea. Even though there are not many options left for Korea to decrease the impact of Chinese depletive fishing, the study suggests countermeasures such as strengthening cooperative crack down on the Chinese illegal fishing vessels in Korean waters; increasing cooperation with UN member countries to incorporate banning the trade of fishing rights in the next UN sanctions; establishing regional fisheries management organization and managing migratory species with China and Japan cooperatively in the long term.

  • Koreans have been interested in the North Pacific fisheries since the exploratory fishing was carried out by R/V Baek-Kyung of Pusan Fisheries College in 1966. Although the salmon fishing was interrupted by some countries, Korean trawlers are venturing in the North Pacific Ocean for catching demersal fishes. The trawl fishery in the region raises some problems. i. e. the conflict with the coastal or nearshore fishery, low fish price, etc. This paper concerns with the plan for the settlement of these problems..

동북아 수역의 수산자원 보존관리 협력체제에 관한 연구 (A Study on International Cooperation System for Fisheries Resources Conservation & Management in the Northeast Asia)

  • This study is designed to propose the ways of the multilateral cooperation system for effective management of fisheries resources in the various overlapping zones established by bilateral fisheries agreements between Korea, China and Japan in North East Asia as semi-enclosed sea. It is necessary to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia because conservation & management of transboundary fish stocks could not be guaranted effectively by the management of fisheries resources in the area where piled up the current-fishing-pattern zone, as white zone and the various grey zone as middle zone, and the interim measures zone of bilateral fisheries agreements between Korea, China and Japan are piled up. Fisheries management in Korea, China and Japan by the bilateral fisheries agreements in North East Asia is faced with difficulties manage fisheries resources. International relationship on fisheries is maintained by bilateral fisheries agreements based on UNCLOS. However fisheries resources are over-exploited and the recovery of the fisheries resources is very slow because proper conservation and management of transboundary fish stocks which article 63(1) of UNCLOS defines have not prepared yet. Thus close cooperation among the coastal States for a proper conservation and management of transboundary fish stocks is necessary. Since the transboundary fish migrate within the EEZs of two or more coastal States, there is a need to manage the fish stocks in the region between Korea, China and Japan through a multi-lateral mechanism at ccircumference area of the current-fishing-pattern zone as white zone. Coastal States must guarantee sustainable maintenance of transboundary fish stocks through the regional cooperation for a proper conservation & management because one coastal State alone could not guarantee conservation and management of fish stocks. Thus there is a need to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia. There are many successful instances including the Barents' sea for a proper conservation & management of transboundary fish stocks. The Barents' sea is one of the best research object to study the regional cooperation for a conservation & management of transboundary fish stocks in North East Asia. In conclusion, it is necessary to build a multilateral fisheries cooperation system between Korea, China and Japan in North East Asia to conserve and manage transboundary fish stocks effectively. It seems desirable that the range of the area to conserve and manage fish stocks should may be any partial area in the current-fishing-pattern zone and interim measures zone between Korea and China, Jeju middle zone between Korea and Japan, interim measures zone of bilateral fisheries agreements between China and Japan.

북한(北韓)의 산업기술교육(産業技術敎育)과 수산교육체제(水産敎育體制)의 개요(槪要) (An Epitome on the System of Industrial Technical Education and Fisheries Education in North Korea)

  • Taking the present circumstances into account that we are approaching the realization stage of interchange and cooperation between North and South Korea through a preparatory stage, recovery of national homogeneity is an essential precondition for reunification. The important first Step is pursuing of recovery of educational homogeneity for this purpose. The authors carried out 8 general observation on the fundamental educational system with ideology, on the actual state and characteristic of educational system for industrial technicians, and especially on the educational system for fisheries technical manpower in the North Korea. It was found that the North Korea's basic idea of educational policy is constituted by bringing up the communistic human beings on the ground of "the Ideas of Identity" and by bringing up industrial technical manpower for development of communistic economic. The basic educational system consists of 1-4-6-4 school years system, and 11 years of compulsory education up to the higher middle schools is imposed to all people. The educational system for industrial technicians is also composed of the regular school system which is following the basic educational system and of the irregular school system which is being attached to the industrial bodies. The fisheries educational system is very similar to the general educational system for industrial technicians, and the fisheries workers are treated more warmly in comparison with the workers engaging in the other industrial fields. By this study, the authors failed to find out the concrete content of the fisheries educational system including the curriculum owing to the lack of information, but this task should be studied continuously to make provision of reunification in the near future. Expressly, a continuous and profound research is required to be carried out on actual accepted state of the international maritime conventions together with the marine officers' certification system for the shipping and fisheries fields in the North Korea.

  • The purpose of this paper is to suggest issues of South and North Korea's common fisheries policy that is expected to be realized in the process of economic integration between the two countries. The paper has shown feasible policy alternatives of fisheries cooperation according to the steps of economic integration between the two countries. The paper has examined the possibilities and economic effects of several policy alternatives as follows : South Korea's fishing in North Korea's fishing area with fishing fee, limited reciprocal fishing in the opposite countrie's fishing zone, joint, ventures between two countries, and South and Nort Korea's common fisheries policy.

북한수산업(北韓水產業)의 현황(現況)과 전망(展望) (Present Status and Future Prospect on Fishing Industry in North Korea)

  • In recent years, the communication and the trade between the Republic of Korea(South Korea) and the Communist bloc has been activated. The simultaneous entrance of South Korea and North Korea to the United Nations will accelerate the political dialogue and also the trade which is indirectly carried out through a third country at present will be turned into direct way. Fisheries products are also treated as one of the important trade goods and there is a hopeful prospect that the amount of trade will be steeply increased in the near future. Furthermore, there is a great possibility of development up to the joint utilization of fishing grounds or the joint investment in fisheries projects. Concerning such points, since it is very much important to understand the present status of fisheries in North Korea, the author made a study on this field as requested by the Board of Unification, and report a part of the study here. The prominent character of North Korea's ruling sea area is that the sea is completely separated into two regions-the East Sea Region and the West Sea Region-and no continuity exists between them. The East Sea Region locates in the fringe of the biggest fishing ground of the world-the North Pacific Ocean-and very rich in resources not only warm water fishes but also cold water fishes. Especially alaska pollack, Theragra chalcogramma, is caught abundantly in this region. Contrary to that, fishing activity in the West Sea Region seems to be interrupted in winter. Even though some valuable warm water fishes-yellow corvenia, Pseudosciaena manchurica, and hair tail, Trichiurus lepturus, and so forth-come to this region from spring to summer along the coast line of this region for spawning, and vigorous fishing activity is carried out. But the most of them migrate southward to the neighboring waters of Cheju Island for wintering from autumn to winter, and so the fishing activity in this region seems to be interrupted greatly during winter. The total number of fishing boats in North Korea is estimated at 36 thousand and the rate of mechnization at about 70% compared with 99 thousand and 78% in South Korea. North Korea proclaimed an exclusive economic zone of 200 nautical miles in 1977. Specific character of this zone is setting of military boundary zone, up to 50 miles from the base line in the East Sea Region and also it covers whole region of the economic zone in the West Sea Region. Especially in the East Sea Region she set up a straight base line which can not be permissible by the international law. North Korea's statistics on fisheries product has not been announced officially on account of her unique isolationism, but it can be estimated through several data procured. At the first, the amount of fisheries products in the North Korea is reported as about 1.7 million ${\frac{M}{T}}$ by Fisheries Statistics which issued by the FAO in 1987, but a North Korea's trade organization announced the amount as 3.5 million ${\frac{M}{T}}$ in 1988. The former seems to be underestimated and the latter must be an exaggeration. According to Chikuni, who is a Japanese worker for FAO, prepared the unofficial statistics based on the evidence which he collected through the fineries development plan of the FAO/UNDP, and estimated the mean amount between 1982 and 1984 was 2.4 million ${\frac{M}{T}}$ or so. The Board of Unification estimated on the basis of various factors that the amount was 2.2 million ${\frac{M}{T}}$ or so in 1987 and in 1988. This seems to be the most reasonable. To solve the chronic lack of foreign currency, North Korea makes effort on the development of fisheries, and has even aimed fisheries product at 11 million ${\frac{M}{T}}$ by 1993, but this target looks unrealistic under the present circumstances. Somehow, we can exploit her extreme policy which has gone so far as to establish such an excessive and impractical target. Nevertheless this will be helpful to promote the joint development of the fishery activity between South Korea and North Korea.

북한산 수산물 반입제약요인 및 확대전략 (Expanding the Imports of North Korean Fishery Products)

  • South Korea imports more than one hundred tons of fishery products every year from China, Japan, North Korea, etc. However, imported North Korean fishery products was only 4% of the total fishery products imported in 2007. Though South-North Trade as inter-Korean trade is exempted from tax, imports of North Korean fishery products have not been activated owing to import restrictions, insufficient quality control etc. Expanding imports of North Korean fishery products seems, however, to contribute to lessen the supply and demand unbalance in fishery products of South Korea. It will especially gratify a part of fresh and cold fishery products demand. Therefore, we need to expand the imports of North Korean fishery products by quality control improvement, reformation of origin certifying system, import liberalization etc. This study researches the demand and supply of fishery products of South and North Korea, the actual conditions of imports of North Korean fishery products, and suggests strategies to expand their imports. As the greatest reason to oppose imports of North Korean fishery products is the pricing pressure of domestically produced fishery products due to imports of North Korean fishery products, we need to research and analyze the distribution channels, retail markets, sales prices of imported North Korean fishery products to verify that imports of North Korean fishery products has not caused lower pricing of domestically produced fishery products.

  • In North Korea, the level of scientific technical research and development is evaluated as low owing to the contradictoriness and limitations of social system. Especially the recent fisheries research fruits are embodying the scientific technical policy of the government faithfully. The characteristics of the fisheries research system and recent research movement in North Korea are summarized as follows : First, the research system is not equipped with sufficient condition for the researchers to act to the best of their individual ability on account of standardized governmental control. Second, the fisheries research activities are excuted mainly on the means of industrial problem solution rather than academic ones. Accordingly, the level of fisheries research can be estimated the same as early in 1970s in South Korea. Third, analysis by the fisheries research sectors shows that research activities on the marine fishery and aquaculture are somewhat active, but on the marine products processing are falling behind comparatively.

동북아 어장에서의 어업분쟁 해결 사례를 통한 국제법 적용 방안 (A Study on the Application of International Law through Disputes Settlement in Northeast Asia Fishing Ground)

  • This article's aim is to review the jurisprudence which has emerged pursuant to the international dispute settlement provisions and to provide a provisional expectation as to the future of international dispute settlement under "UNCLOS". Globally, marine fisheries play an important role in ocean biodiversity and the food security of millions of people, providing a vital source of high-quality dietary protein and supporting individuals' livelihoods and income. In the 1982 Convention, the establishment of co-operative mechanisms for effective monitoring, control, surveillance and enforcement, decision-making procedures facilitating the adoption of such measures of conservation and management, and the promotion of the peaceful settlement of disputes are called for. In this study, 'Northeast Asian Sea' means that the Yellow/East China Sea, the East Sea, the Ohotsk Sea, the Kamchaka Sea, the Alaska Sea, and the Bering Sea surrounded by Korea, China, Japan, Russia, U.S.A. and Canada including their EEZs. There are several bilateral fisheries agreements existing in Northeast Asian area, the Fisheries Agreement between Republic Korea and Japan, between Republic of Korea and China, between China and Japan, between Republic Korea and U.S.A., between Republic Korea and Russia, between Russia and Japan, And there are several regional fisheries organizations existing in Northeast Asian area, for example NPAFC(Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean), CBSPC (Convention on the Central Bering Sea Pollack Conservation), PICES(North Pacific Marine Science Organization), NPFC(North Pacific Fishery Commi-ssion) etc. It analyzed the proliferation of bilateral treaties and multilateral treaties due to the adoption of the EEZ in Northeast Asia reviewed the strengthening of management rights on the high seas marine living resources and marine environment preservation of regional fisheries organizations. In view of the changes in the international fisheries mechanism this paper suggested the future direction of the country in overseas fisheries. We concluded as follows. We shall apply bilateral treaties first, regional fisheries organizations' treaties secondly, and provisions under "UNCLOS" for dispute settlement last.
