이식용수산물 교역의 정보비대칭과 원산지표시제도 영향에 관한 연구 (A Study on Information Asymmetry and the Country of Origin Labeling in Live Small Fish Trade for Aquaculture and Naturalization)

  • The main objective of this study is to analyze problems of the Country of Origin Labeling(COOL) in small live fish(SLF) trade by applying the asymmetric information theory which is called ${\ulcorner}$Lemon Market Theory${\lrcorner}$. The purpose of importing SLF is to enhance fishing household income and import substitution effect as well. SLF importation is quite different in its nature from importing general fish and fish products for final/direct consumption. SLF are imported for the purpose of domestic aquaculture and naturalization where domestic production/supply of SLF is less than domestic demand for or such species are not native to Korean waters. Information asymmetric problems arise even in SLF trade as the same way in general goods and services. However, the information asymmetry issues in SLF trade are much more complex than non-living goods because SLF are traded in the live state. To alleviate such problems the Korean government initiated the general COOL scheme to imported SLF. However, many experts argues that such policy on SLF would not be appropriate because of SLF's very nature. Applying the lemon market theory, we can analyze how information discovery schemes are able to signal correct information to SLF trading parties and to result in more symmetric information in SLF trade markets. This research carried out a case study about small live eel(SLF) trade and its farming. The results showed that applying the COOL to small live eels just right upon coming into fish farms tends to increase substantially fish farmer's income and at the same time to lower unnecessary transaction costs. In particular, such transaction costs by imposing simply the general COOL on SLF may easily outweigh its benefits. For instance, to resolve the problems, the Korean ministry of agriculture and forestry(KMAF) has developed a quite different COOL rules from the general ones and has applied them to imported live cattle and medium/small livestocks. The KMAF's differentiated COOL policy on some imported livestocks may be a good case which can be applied to imported SLF. In addition to the differentiated COOL on SLF, Sanitary and Phytosanitary (SPS) and traceability system would play crucial complementary roles in alleviating information asymmetry problems in SLF trade. Advanced fisheries tend to strengthen their SPS system rather than to adopt the general comprehensive COOL schemes into imported SLF trades and domestic market exchanges.

전복 양식업의 발전과정과 당면과제 연구 (The Research on the Development Procedure and Current Problems of the Korean Abalone Industry)

  • Abalone aquaculture has developed very rapidly in Korea. Until the mid 1990s it has annually produced about 100 tons. Since then the yield has increased to about 9,000 tons in 2012. The amount accounts for 20% of the global abalone yield. About 86% of produced abalone is consumed domestically and the rest is exported. 100 tons for export seemed as an unattainable goal back in 2003. However, the export rose up to 1,333 tons in 2012. Despite its rapid growth, Korean abalone industry is faced with some problems. The first is the slowdown of yield increase rates. Abalone production increased by 50~60% until the mid 2000. However, the rate continued to drop to below 10%. Reasons behind the slow increase are deteriorating aquaculture grounds and worsening market problems. Constant aquaculture aggravated productivity and overcrowded facilities at a limited space made matters worse. Moreover, abalone export has stalled and so did domestic consumption. In the meantime, rising mortality of young abalone has lowered productivity at abalone breeding places. The mortality rates of abalone remained below 5% in the early 2000s but rose to 30~40% these days. This translates into rising abalone prices. The market problems imply stagnant or shrinking export as well as domestic consumption. The export increase rates took a nosedive from 200 to below 50 between the early 2000s and the late 2000s. Moreover, the increase rates of domestic consumption have become remarkably sluggish. According to, it stood at 50~60% in the mid 2000s but continued to decrease after 2008. These problems, in turn, affected the size of abalone. The usual abalone size for market was 10~12 shells per kg, but recently the size became smaller and smaller to 15~16 shells per kg. The change of size implies shift in consumption patterns: Consumers not only eat live abalone but also they cook soup with it. The size of abalone for uncooked dish is usually very big, like 10~12 shells per kg. In contrast, smaller abalone, such as 20~25 shells per kg, are used for making soup. Increasing use of smaller abalone leads to lower income of abalone aquaculture households. This is partly because that the size determines the price and the price gap between big abalones and smaller ones is extreme in Korea. For the sustainable growth of Korean abalone industry, we need to come up with strategies. First, a reasonable production system needs to be in place, especially for better management of abalone aquaculture grounds. Management of abalone licenses is also necessary because local governments issue relevant licenses as well as supervising abalone grounds. Second, abalone export destination need to be diversified. Japan, the major importer of Korean abalone, takes up a lion's share of export, at 95%. Third, new consumption style of abalone needs to be developed. Abalone used to be consumed as 'raw type' or Sashimi in Korea. This sole type of consumption hampers the growth of abalone market. Moreover, more strategies are needed to encourage and distribute home cooking of abalone rather than eating-out at restaurants. Last but not least, distribution system should be improved for better delivery of live abalone.

어항투자사업의 경제성 평가에 관한 연구 (The Study on the Economic Appraisal of Fishing Port Investments)

  • From the economic point of view the fishing port is the complex of installations on land, organized to serve the fishing fleet and its cargo, and is the main link in the production chain of all components of the fishing industry, with the aim of achieving the planned targets with the minimum cost. Fishing port investment decisions have had significant impact on the development aims of Korean fisheries. Fishing port investments in Korea are made mostly by public or semipublic port authorities. Such investments should be judged not purely on the basis of financial profitability but rather on the extent to which they serve the development aims of the fishing industry. This makes the economic appraisal process more complex and presents certain problems in correctly quantifying the economic costs and benefits of the fishing port projects. This study concentrates more on the theoretical economic appraisal models than on the purely financial aspects of fishing port investments and points out the difference between the two approaches. In the result, there is clearly an element of judgment as to whether or not a shadow price needs to be used in estimating economic benefits and costs. From this viewpoint, some attempts are made to provide definitions of the possible economic benefits and costs, and methods for estimating and evaluating them in Part III and IV. Especially queueing theory is applied in the calculation of economic benefits. When a project is contemplated and analysis shows it to Lave a positive NPV, one question that arises is whether it should be implemented now or delayed. In this paper, the first year rate of return method is regarded as a more concise way of solving the timing of investment, At the end of Part IV, risk analysis of fishing port investments is considered. It can be handled in a number of ways, ranging from informal judgment to complex statistical analyses involving large-scale computer models, This paper recommends that evaluators of fishing port investments use the sensitivity analysis indicating exactly how much NPV will change in response to a given change in an input variable, other things held constant. Decisions regarding the amount of capacity to provide must be made in fishing port investments. Providing too much service would involve excessive capital costs. On the other hand, not providing enough service capacity would cause the waiting line of fishing vessels to become excessively long at times. Therefore, in Part V, the optimal number of berths and berth productivity in fishing port are defined as follows: Minimize E(TC) = E(WC)+E(SC) The minimum of this function is the solution and that is the optimal number of berth and berth productivity in fishing port.

미국 서부 초기 수산업에 미친 중국인의 경향 (The Influence of Chinese Immigrants at Early Stage on Western Fisheries of the United States)

  • 본 연구는 필자가 미국 Oregon 주의 수산업사를 조사하던 중 1940년대부터 시작된 미국으로 이민 한 중국인들이 미국 서부 수산업에 미친 영향이 거대하다는 것을 발견하고, 이에 관련된 문헌을 찾아 최초 미국 서부(특히, California 주)에 이민하기 시작했던 중국 이민자들이 미국에서 수산업 활동을 시작한 배경과 그에 따른 영향 등을 살펴본 것이다. 중국인이 미국에 이민하기 시작한 배경은 두 가지가 있다. 하나는 국내적인 요인으로서 중국에서의 경제적 빈곤과 정치적 핍박이었고, 다른 하나는 국외적인 요인으로서 금캐기가 가능하다는 소식 등 미국 생활에 대한 동경이었다. 중국인의 미국 이민사에서 독특한 점의 하나는 중국 남부지 방에 위치한 광동성 지방민들이 절대적인 비중(90% 이상)을 차지하고 있다는 것이다. 가장 큰 이유는 광동성은 일찌기 외국문물이 드나드는 곳이어서 인근 광동성 지방민들은 다른 지방민보다 외국소식을 쉽게 접할 수 있었기 때 문이었다. 미국에 도착한 광동성 지방민들은 쉽게 직업을 구할수 없는 처지이 되자 그들이 익숙하게 알고 있는 바다생활에 뛰어들었고, 마침내는 미국 서부에서 진취적인 어업인이 되었다. 따라서 서부에서 최초의 상업적 어업인이 되었으며, 미국 서부에서 시작한 중국인의 수산업은 점차 다른 주로 퍼져 나갔다는 기록은 중국인이 미국 전역에서 최초의 상업적 어업인이었음을 알게 한다. 최초의 중국인 어촌은 1854년 San Francisco의 Rincon Point에 세워졌으며, 25척의 어선과 150여명의 주민이 살았다. 그들이 사용한 어구ㆍ어업은 통발, 정치망, 선망, 낚시, 연승 등이었으며, 중국풍의 어선과 어구를 직접 만들어 새우, 철갑상어, 대구, 우럭, 넙치, 게, 가재, 전복 등을 어획했다. 1888년에는 San Francisco 전역에 20개의 어촌이 형성되었고, 2천여명의 어업종사자가 있었다. 1900년부터는 점차 그 수가 줄기 시작하였다. 가장 크고 오래 지속된 어업은 새우어업은 1860년대부터 1940년 중반까지 계속되었으며, 이 어업에 의해 새우가 인근 지역의 보편적인 식품으로 자리하게 되었다. 인디언에 의해 단순한 장식품으로 사용되던 전복은 중국인에 의해 그 맛이 알려지게 되었고, 유럽이나 미국 동부로 팔려 나갔다. 상어 또한 중국인에 의해 먹기 시작하였으며, 내장에서 뺀 기름이 사용되기 시작하였다. 게를 잡기 위한 통발과 시장형성으로 San Francisco부두의 많은 부분이 차지되었다. 1880년대부터 시작된 해조류의 채취는 처음에는 인디언들에 의해 시작되었으나, 곧 중국인들에 의해 본격화되었다. 광동성 지방민들의 초속식품의 하나인 오징어를 잡기 위해 중국인들은 배를 만들어 야간에 횃불을 밝혔다. 오징어는 곧 San Francisco 주민은 물론 태평양 연안주와 미국 전역에 있는 중국식당에서 수요가 지속되었다. 중국인들은 1849년부터 연어를 상업적으로 잡기 시작하였으며, Washington주에서 시작되어 Oregon, British Columbia, Alaska로 퍼진 통조림 공장은 주로 중국인의 노동력에 의해 운영되었다. 위와 같이 중국인들이 미국 수산업 분야에서 크게 활동하자 미국인들은 그들의 수산업 활동을 제재 또는 통제하고자 일정한 납세를 명시한 각종 법률, 특히 The Chinese Exclusion Act 등을 제정하였다. 미국 서부에서 중국인의 수산업은 미국인의 법적 제재, 중국인의 다른 직업으로의 이직 등으로 1940년대를 끝으로 막을 내렸다.

천해양식어업발달과정에 관한 연구 - 기술개발활동을 중심으로 - (A Study of Technical Development of Mariculture in the Coastal Water)

  • Mariculture is contrasted with inland aqua-culturing fisheries. It is defind as the Industry of rearing Aquaorganism in limited coastal area relatively shallow in depth. Then, It's coming into being realization of Mariculture in it is long in history that Mariculture was realized in Korea. But it is from the early part of 1960s, that this industry has normally developed. Owing to 200 miles economy-zone problems of coastal countries, the development of deep sea fishing was limited, so the Korean Government has now appreciated the importance of cultured industries in the field of coastal fisheries. And the Korean Mariculture the output of which was only 18, 000 M/T in '60s attained 540, 000M/T in 1980s, has now occupied its relative importance in Korean Fisheries Industry. So the purpose of this report is to suggest the prospect of technical development of mariculture in the future of Korea, through the analysis of the various problems that affect upon the individual management '||'&'||' fishing ground utilization, along with the appreciation of "how to extend of those technical innovation" and "how the fishermen's technique level is extended at this stage. According to this study, the result is summarized as follows. First, Maricultural technique is classified into 8 sub-techniques as follows, as shown in fig. 1.Fig. 1. The Formation structure of mariculture technique Second, the change of technical method of mariculture in coastal area of Korea has made as 5 stages; 1) Scattering of culturing organism 2) Culturing by putting stone and installing bamboo 3) Culturing by installing rope and seeding 4) Culturing of putting objectives in cages 5) Culturing fish by feed Third, the maricultural fisheries of Korea has about 70 years long in history. It began from 1910s. But at that time there was no special technique in aquaculture and its technique was confined in searching out the object of species. The species was laver, oyster ect.Forth, although realization of mariculture in Korea has been long time, it is of late from 1960s that this has been industrial with normal development, and its technique of mariculture has mainly has developed from 1970s. Its result not only contributed to the high growth in Korean ecconomy along with the well balanced development between industires, but also it played a great role for the resolution of nation's food problem. Especially maricultural production has shown its sustained annual increase of 13.8% during the last 20 years. So the portion of mariculture among total fisheries stucture was extended from 4.1% in the early 1960s to 22.4% in 1980s.Fifth, it could be safely said that such development in maricultural field is resulted from the activity of aquacultural institutes such as Fisheries Reseach '||'&'||' Development production of major kinds such as Oyster, Sea-mustard, and Laver etc. As well as in the innovation of aquaculturing method with synthetic fiber utilization. FRDA has played important role in the efficient propargation of new aquacultural technique.Sixth, as for the change in aquaculture structure and its during period between 1970s and 1980s, the private management participation shown 25% increase from household number of 45, 173 to 56, 268 in total number. And in the respect of the management scale, of their management decreased, while it showed an increase in relative large scale management, the increase over 3 employees compared with other fisheries field between '70s and 80s. 미국의 연어 시장 가격 예측에 관한 연구 (U.S. FRESH SALMON MARKET)

  • 연어의 미국 양육은 과거 5년동안 평균 300,000톤으로 비교적 안정적이었다. 반면에 동 기간동안 미국의 연어 수입은 1,800,000파운드에서 19,000,000파운드로 10배나 증가하여 왔다. 이러한 연어의 공급은 70%가 노르웨이에서 이루어졌다. 미국은 1981년까지는 노르웨이로부터 미미한 정도의 연어를 수입하였지만, 1983년에는 1,768톤, 1984년에는 3,869톤 그리고 1985년에는 6,272톤을 수입하였다. 카나다산 연어의 수입가격은 과거 5년전에 $2.58/1b에서 1985년에는 $1.25/1b로 지속적으로 하락하여 왔으나, 반면 노르웨이산 연어의 수입가격은 동일기간동안 $3.28/1b에서 $3.45/1b까지 큰 변동없이 유지되어 왔다. 이와같은 노르웨이산 연어는 1985년에 약 $3.35/1b로 카나다산 연어수입 가격의 약 3배에 달하는 것이다. 미국의 연어의 외형상 소비양은 1981년에 50,000톤이었으나 1985년에는 86%나 증가한 92,000톤으로 급격한 증가현상을 보이고 있다. 특히 매년의 1인당 소비는 1981년에 0.47파운드로부터 1985년에는 0.85파운드로 지속적으로 증가하고 있다. 이상과 같은 상황을 기초로 미래의 연어시장가격을 예측하기 위하여 수요모델을 추정하였다. 추정된 수요모델에 의하면 미국시장에서의 매년의 연어 도매가격은 공급의 증가에 의해서는 하락하지만 미국의 GNP증가에 의해서는 상승할 것이라는 점을 나타내고 있다. 본 연구에 의한 결과는 미국의 총공급양이 25% 증가할지라도 미국의 GNP가 매년 $200,000,000,000씩 증가할 때는 1990년의 연어 도매가격은 1985년 수준으로 유지될 것이라는 점이다.

  • 최근 들어 고객만족(CS)은 기업경영의 가장 중요한 개념으로 인식되고 있고 대부분의 기업에서 이를 측정하고 평가하여 고객만족수준의 향상을 위한 개선활동을 수행하고 있다. 따라서 정확한 고객만족수준의 측정은 기업이 고객만족경영을 추진함에 있어서 가장 중요한 것 이 라 할 수 있다. 그러나 고객 만족수준을 측정할 때, 고객 만족 요소에 대한 중요도(가중치) 산출방법에 따라 고객 만족도(CSI)가 변하게 되어 경영전략도 크게 변하게 된다. 본 연구는 고객만족도 측정에 대한 여러 가지 가중치 산출방법에 대하여 살펴보고, 통계적 중요도 산출방법에 따른 각각의 결과를 실제 사례를 통해 비교 분석하여 장단점을 제시하고자 한다. 또한 각 방법의 장단점을 바탕으로 hybrid가중치 적용방법을 제안한다.

「항만안전특별법」 시행으로 인한 항만근로자 안전관리의 변화와 과제 (Changes in and Tasks for the Safety Management System for Port Workers: The Special Act on Port Safety)

  • Objectives: In order to provide basic data for future researchers, this study aims to explore future tasks after reviewing the changes in port safety management due to the enforcement of the Special Act on Port Safety. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. Results: There are two major changes that have stemmed from the Special Act on Port Safety: 1. The scope of application for port participants has been expanded, safety education has been made compulsory, and safety management plans have been established and implemented for each business site. 2. The government is operating a port safety consultative body for each port and has hired one port safety inspector for each of the eleven local maritime and fisheries offices across the country. Future tasks include elaboration of port safety accident statistics, strengthening shipping companies' responsibility for stevedore safety, the unification of contracts, and government interest and support for port safety facilities. Conclusions: The primary feature of the Special Act on Port Safety is the emphasis on autonomous safety management by participants in port transportation. In addition, the enactment of the special law has allowed the Ministry of Maritime Affairs and Fisheries to actively intervene in port loading and unloading safety.

「항만안전특별법」시행 1년의 성과와 과제 (The Introductin of the Special Act on Port Safety in South Korea: First-year Results and Future Tasks)

  • Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.

대기 중 유기염소계 살충제(OCPs)와 PCBs의 높이별 농도 변화 (Variation of Atmospheric Concentrations of Organochlorine Pesticides (OCPs) and Polychlorinated Biphenyls (PCBs) at Different Height)

  • This study was performed to find the atmospheric concentrations of organochlorine pesticides (OCPs) and polychlorinated biphenyls (PCBs) at four different heights (l0, 50, 150 and 1,500 cm) using low volume polyurethane foam (PUF) plug air sampler in semi-rural area. ${\alpha}-/{\beta}-/{\gamma}-HCH$ with low molecular weights and Koa (octanol-air partitioning coefficient) in OCPs were similarly high concentrations at all heights, but the other OCPs (p,p'-DDE, p,p'-DDD, p,p'-DDT, Heptachlor epoxide, ${\gamma}$-CHL, ${\alpha}$-CHL, Trans-nonachlor) with high molecular weights and Koa decreased with increasing heights. However, the concentrations of PCBs increased with increasing height.
