A Study about Legal Issues of Ship Crash in Open Ports Act (개항의 항계 안에서의 선박충돌에 따른 법률상의 쟁점 -해양안전심판원의 재결사례에 대한 분석을 중심으로-)

  • Open port has the designated course and traffic jam of ships happens often. This fact may connect to ship crash easily. And the accident happens due to violation of navigation mainly. In ship crash between Neoblue and Shinkwang 7 at incheon open port, the Korean incheon maritime safety tribunal shows that the violation of navigation and duty of attention at the open port would produce ship crash directly. Wherefore, the interpretation and application of navigation are important to protect future ship crash accident. The points of navigation as objects of study are divided into two categories, interpretation and application of navigation on crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, interpretation and application of navigation on crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other. And as conclusion, I refer the legal responsibility both Neoblue and Shinkwang 7 in detail. The results of this study as follows : First, in case of crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, public order in open port act can be applied by priority. However, in applying the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application are mandatory considerations. Second, in case of crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other, we should focus on the reasons of crew. Also, the reasons of crew need strict conditions. These means that the awareness of crash danger and recognition of special circumstance including limit state of ships, existence of emergency danger, non escaping crash danger by only observance of navigation. And in case of this state the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application should be considered by priority, too.

Forecasting of Hairtail (Trichiurus lepturus) Landings in Korean Waters by Times Series Analysis (시계열 분석에 의한 어획량 예측 - 한국 근해산 갈치를 예로 하여 -)

  • Short-term forecasting of fish catch is of practical importance in fisheries management. Ecosystem models and multi-species models as well as traditional single-species models fall short of predicting power needed for practical management of fisheries resources due to the lack of sufficient data or information for the required parameters. Univariate time series analysis, on the other hand, extracts the information on the stochastic variability from the time series itself and makes estimates of the future stochastic variability. Therefore, it can be used for short-term forecasting with minimum data requirements. ARIMA time series modeling has been applied to the monthly Korean catches of hairtail (Trichiurus lepturus) for $1971{\sim}1988$. Forecasts of hairtail catch were made and compared with the actual catch data from $1989{\sim}1990$ which were not included in the parameter estimation. The results showed a good agreement (r=0.938) between the forecasts and the actual catches with a mean rotative error of $59.5\%$

The fishing grounds and frequency of appearance of Chinese fishing vessels obtained by analyzing AIS data in the south coast of Jeju Island (AIS data 분석에 의한 제주도 남해안에서의 중국 어선들의 조업어장과 출현빈도)

  • We collected AIS information on fishing vessels operating near Jeju Island, and analyzed appearance density of the Chinese fishing vessels and inferred the movements of the fishing grounds. AIS information was received from October 16, 2016 to October 16, 2017 and stored on a hard disk through a program called AisDecoder. Unauthorized fishing vessels within the Exclusive Fisheries Agreement Zone (EFAZ) operated near the EFAZ boundary, and the frequency of appearance of fishing vessels were high in the middle waters of Korea and Japan, 252 and 250 fishing zones. Chinese fishing vessels authorized to enter appeared scattered outside the Prohibiting Fishing Zone of the Large Trawlers (PFZLT), and the closer they were to the PFZLT boundary, the higher the appearance density. And the appearance of Chinese fishing vessels with a speed from 0 to 3 knots was mostly outside the EFAZ, showing high density in the waters close to the boundary between Korea and Japan. On the other hand, within the EFAZ, the frequency of appearance of Chinese fishing vessels was also low and scattered. The appearance of Chinese fishing vessels with a speed from 3 to 5 knots mostly shows some variability within the EFAZ, but the frequency of appearance was high and the density was high. The seasonal appearance of Chinese fishing vessels in the waters south of Jeju Island appeared in the southwest in the autumn and then moved south and southeast of Jeju Island in the winter, and in the spring and summer. They were considered going to other fishing grounds without fishing in the waters south of Jeju Island.

Molecular Identification and Morphological Description of Larvae of the Previously Unrecorded Species Cryptacanthodes bergi (Zoarcoidei: Cryptacanthodidae) collected from Gangwon Province, Korea (강원도에서 채집된 등가시치아목 1미기록종, Cryptacanthodes bergi 자어의 분자동정 및 형태기재)

  • On March 13, 2018 two postflexion larval specimens (18.28 mm and 16.80 mm in standard length) belonging to the family Cryptacanthodidae, suborder Zoarcoidei were collected from Sokcho and Gangneung in Gangwon Province. The family Cryptacanthodidae comprises 4 species worldwide: 3 in the North Pacific Ocean and 1 in the western North Atlantic Ocean. As a result of analyzing 620 bp of the mtDNA COI region, the two postflexion larvae collected in this study were identified as Cryptacanthodes bergi by 99.5% agreement with C. bergi adult registered in NCBI. Postflexion larvae of C. bergi are compressed with large eyes and radial pectoral fins and the anus located in front of the center of the body. Melanophores were intensively distributed along the dorsal midline, except for caudal peduncle, and sporadically distributed on the back of the anus. In addition, there were limited star-like melanophores on the back of the gut. This species showed 0.058 genetic distance when compared mtDNA COI region of C. aleutensis, and it was well distinguished in the distribution pattern of black vesicles of the head, count and measurement traits. Considering the morphological and ecological characteristics of this species, we suggest a new Korean name, " Gwisin-jang-gaeng-i ".

A Historical Consideration on the Evolution of Competition in Offshore Fisheries (근해저인망류어업에 있어서 업종별 경합관계 형성에 관한 사적고찰)

  • The offshore trawl fishery is seeking its survival way to overcome current management conditions in red, resulted from the bilateral agreement with China and Japan. However, this movement magnifies conflicts between fisheries on the contrary and it is thought to be impossible to get over current situations. For all that, this study is aimed at investigating how this current situations have occurred. The management freedom as response to the change in fishing conditions of a certain fishery, in case of Korea, is affected by institutional regulations. The example of this is controls on fishing gears, fishing vessels, and fishing grounds. The most exposure of this control is a segmentation of institutional fisheries. The initial segmentation of the offshore trawl fishery in Korea was occurred in the period of Japan's colonization when the degree of use of fishing grounds was limited geographically. At that time, fisheries were divided by fishing areas, but it did not divide the fishery itself. The large - sized fishing vessels were developed politically to be more competative to Japanese fishing vessels since 1950s. During this time, the trawl fishery was merged into current Eastern trawl fishery and South - Western trawl fishery. It was also inevitable to divide into the pair trawl and single trawl fishery as a result of the physical mergency between Western trawl and Southern trawl fishery. In order to develop the trawl fishery, new licenses were issued on the shrimp trawl fishery, through which it was expected to boost the trawl fishery. As opposed, the shrimp trawl fishery was changed into the mid - sized trawl fishery, targeting on the eastern fishing areas and the large - sized trawl fishery was developed since the late of 1970s with the development of filefish processing industry. The large trawl fishery that led in development of offshore trawl fishery since the late of 1950s was started to divide into a pair trawl and single trawl according to the fishing method and capital power. It finally became an institutionally independent fishery in 1980s, respectively. Looking into these historical process, the segmentation of the trawl fishery is thought as a result of the lack of long - term perspective and as a production of trial and error resulted by unprepared policy. As a result, these segmentation of fisheries roles as critical obstacles in harmonization of fisheries and in overcoming of current situations. Therefore, the review of this institutional segmentation of the offshore trawl fishery should be taken for an optimal redistribution of fishing grounds suits with business and fishing technology. For this, the fishery must be divided into large capitalized fishery and small - mid fishery with consideration of capital, fishing method, and the condition of use of fishing grounds. In addition to this, by limiting outline of fishing ground that the large fishery can harvest, it must allow for the small - mid fishery to catch with its own boundary. Furthermore, by launching buyback programs on the trawl, eastern trawl, pair trawl, it can provide broader fishing grounds where the fishery can harvest with management freedom.

A Astudy on Bandwidth Enhancement of a Ultrasonic Transducer with a Taper (Taper형 초음파 진동자의 대역폭 개선에 관한 연구)

  • A ultrasonic transduce with a single acoustic matching layer has been designed as an attempt to increase the bandwidth of underwater transducer. The wideband resonance condition was accomplished by attaching a single matching layer on the front face of a ceramic resonator composed of a piezoelectric bar, a taper part and a head part. A modified Mason's model was used for the performance analysis and the design of transducers, and the constructed transducers were tested experimentally and numerically by changing the impedance and thickness of the matching layer in the water tank.The obtained results are summarized as follows:1. Measured resonant and antiresonant frequencies of the piezoelectric transducer with no matching layer in air were 24.7 kHz and 25.6 kHz, respectively. 2. Two resonant frequencies of the piezoelectric transducer with a single matching layer were 21.7 kHx and 26.9 kHz, respectively, in air and 21.4 kHz and 22.7 kHz, respectively, with a water load.3. Two distinct resonance peaks in the transmitting voltage response(TVR) of the developed transducer were observed at 22.0 kHz and 25.8 kHz, respectively, with center frequency of 24.0 kHz. The values of TVR at these frequencies were 130.1 dB re $1 \muPa$/V at 22.0 kHz and 128.5 dB re $1 \muPa$/V at 25.8 kHz, respectively.Reasonable agreement between the experimental results and the numerical values was achieved.

Age and growth of the flathead grey mullet (Mugil cephalus) in the coastal water of Yeosu (여수 연안 숭어 (Mugil cephalus)의 연령과 성장 연구)

  • The age and growth of flathead grey mullet, Mugil cephalus, were studied using samples collected from the coastal water of Yeosu from September 2009 to August 2010. Spawning season estimated from the gonadosometic index (GSI) was from November to January. A method for increasing the readability of the otolith was described and criteria for the interpretation of otolith was provided. The annual ring was formed in September once a year. Annual ring in otolith for flathead grey mullet is validated for fish aged 1-8 using the marginal increment analysis. Using the sectioned otolith, between reader precision was 84%. Also, Within-reader agreement for sectioned otolith age readings was higher (reader 1=84%, reader 2=87%). The relationship between fork length and total weight was TW=$0.022FL^{2.818}$. The estimated von Bertalanffy growth parameters for the flathead grey mullet were $L_{\infty}$=67.97cm K=0.164/year and $t_o$=-0.81year.

Changes in the Orientation and Frequency Dependence of Target Strength due to Morphological Differences in the Fish Swim Bladder (어류 부레의 형태학적 차이에 따른 음향산란강도의 자세 및 주파수 의존성의 변화)

  • Controlled broadband acoustic scattering laboratory experiments were conducted using a linear chirp signal (95-220 kHz), and x-ray images of live and model fish with an artificial swim bladder were analyzed to investigate the changes in orientation and frequency dependence of target strength (TS) due to morphological differences in fish swim bladders. The broadband echoes from live and model fish were measured over an orientation angle range of ${\pm}45^{\circ}$ in the dorsal plane and in approximately $1^{\circ}$ increments. The location of nulls in the simulated echo response of the SINC [sinc function] model was overlaid on the TS map, showing the orientation and frequency dependence of fish TS, and they matched very well. It was possible to infer the equivalent fish scattering size (or swim bladder) using the null spacing in the experimentally obtained broadband TS map. Good agreement was observed for inferring the equivalent scattering size between the SINC model and the broadband echoes measured for the three fish species (black scraper Thamnaconus modestus; goldeye rockfish Sebastes thompsoni; and whitesaddled reef fish Chromis notatus). Some results of this inference are discussed.

Sensible heat flux estimated by gradient method at Goheung bay wetland (고흥만 습지에서 경도법으로 산출한 현열플럭스)

  • Meorological data have been collected to monitor the wetland area in Goheung bay since 2003 and four intensive observations were conducted to study effects of the atmospheric turbulence on the energy budget and the ecological changes. We improved an algorithm to estimate the sensible heat flux with routine data. The sensible heat flux estimated by gradient method was in good agreement with that measured by precision instruments such as surface layer scintillometer and ultrasonic anemometer. Diurnal variations of sensible heat flux showed analogous tendency to those of temperature gradient. When the vertical wind shear of horizontal wind components was weak, even though temperature gradient was strong, the gradient method underestimated the sensible heat flux. A compensation for the cloud will make this gradient method be a helpful tool to monitor the ecosystem without expensive instruments except for weak wind shear and temperature gradient.

Dynamic Response of Hydraulic Transmission Lines with an Accumulator (축압기를 갖는 유압관로의 동특성에 관한 연구)

  • More recently, unsteady flow in small-diameter pipes plays a major role in liquid propellantrocket systems, hydraulic and pneumatic control system, and elsewhere. And it has shown that line dynamics can have a marked effect on the hydraulic system characteristics. In this paper, transfer function of hydraulic lines with an accumulator and an outlet orifice is' developed and compared with experimental data from frequency response tests at various airvolume(V.) and the location of accumulator(ld1t), so that their performance may be correctly and easily predicted and the design of the systems incorporating them improved. The obtained results are as follows: 1. The dynamic response of hydraulic lines may be analyzed more accurately by use of the viscous term(22) in unsteady laminar flow. 2. There was good agreement between the theoretical and experimental results of this investigation, and hydraulic systems with liines included an accumulator can be analyzed more accurately by use of the pressure transfer function given by eq. (16). 3. For the mitigation of surge in hydraulic lines, it is more effective that the location ofaccumulator is close to the pipe outlet side. 4. According to the gas volume of accumulator is increased(the sealing pressure is close tomean line pressure), the damping effect of pressure wave is improved.
