어촌 소득 증대 방안에 관한 연구 : 어업외 소득을 중심으로 (A Study on Policies to Increase the Income of Fishing Villages Focused on Non-fishing Income)

  • The reduction of fishing grounds due to the establishment of EEZ system among China, Japan and Korea together with the depletion of fish resources by pollution of waters and successive reclamation projects along the east and the south coastal lines has made many problems in coastal communities including the decrease of population, the deepening aging phenomenon in the fishery society and the fall of relative income level compared with those of rural and urban residents. Especially, the income level of a fishing household is 90%. of a rural resident and 70% of a urban resident. The income of a fishing household consists of 55% of fishing income, 20% of a agricultural source, 20% of income from non-fishing areas, and 10% of transferred income. Compared with that of a Japanese fishing household which has more diverse income sources such as 62% of income coming from non-fishing areas through being hired in manufacturing firms, etc., that of Korean ones is highly dependent upon fishery and agriculture, so that the diversification of income sources is urgently needed, especially in non-fishing areas. This paper shows that as a model to upgrade fisherman's income level, firstly, it is necessary to enhance the value-added of fishing products through processing and new innovation of distribution process and, secondly, to promote tourism in fishing villages. To ascertain this model, a questionnaire survey to fishermen was carried out and showed that they expressed a strong support for the increase of income by the value-added process through processing and innovative distribution system and the active introduction of tourism in fishing villages. A case study on Gosan cooperative in Jeju was also introduced to identify the rationale of the suggested model and this study proved the validity of the model again. Conclusively speaking, to level up the fisherman's income requires the value- added activities through the introduction of product processing and new distribution system together with the introduction of marine tourism in fishing villages.

해양오염 퇴적물 정화사업의 어업자원회복 및 수산물 소비회복효과분석 (Analyzing Recovered Effects of Marine Contaminated Sediment Cleanup Project on Fisheries Resources)

  • There are various types of predictable economic benefits to restoring beneficial uses from contaminated marine sediment cleanup. These benefits can be derived from reduction in aquatic animals died or infected, increase in their consumption recovery, increase in tourism including recreational fishing, reduction in human health risk, increase in amenity and aesthetics, increase in ecosystem integrity, and so on. The paper focuses on estimating the net increase in value for producers and consumers from producing and consuming those fish due to the pollution reduction of marine contaminated cleanup project. Almost Ideal Demand System(AIDS) is employed for estimate of the demand for fish, and the production cost function for fish are determined using market data. The result shows 10.8 billion won per year for economic surplus to the net increase for producers and consumers.

농어업유산, 유산관광 그리고 에코뮤지엄 -농어업유산의 지역 활성화 연계를 위한 에코뮤지엄 적용 연구- (The Agricluture Heritage, Heritage Tourism, and Ecomuseum -A Study on Application of Ecomuseum for Linking Agriculture Heritage to Regional Revitalization-)

  • 농어업유산의 지역 활성화 전략으로서 에코뮤지엄을 통한 유산관광의 활성화 방안을 살펴봤다. 에코뮤지엄은 '살아 있는 유산의 역동적 보전'이라는 농어업유산제도의 목적을 실현할 수 있는 중요한 수단이 될 수 있다. 하지만 실제 사례를 적용해본 결과, 유산으로서 가치가 높고 유산관광을 추진하고 있었으나, 유산관광의 4요소(진정성, 교육성, 엔터테인먼트, 향수)를 대비해보면 유산관광의 체계가 갖춰져 있지 않았다. 또한, 에코뮤지엄으로서 가능성이 높았으나, 에코뮤지엄의 4요소(유산, 박물관, 참여, 콘텐츠)별로 살펴보면 체계가 미흡하고 해결해야할 과제가 많았다. 에코뮤지엄을 통한 지역 활성화 성과를 거두기 위해서는 에코뮤지엄의 4요소를 구축하고, 유산관광의 4요소가 충족될 수 있도록 진정성 있는 콘텐츠 개발, 주민 창조계급 이해관계자의 참여, 사이트 구축, 다양한 학술적 접근, 주민소득 연계방안 마련 등이 필요하다. 또한, 국가농어업유산을 에코뮤지엄으로 조성할 경우에 박물관으로서 정부지원이 가능하도록 법적 근거를 마련해야 한다.

어촌·어항을 활용한 해양스포츠 체험관광 활성화 방안 (The Promotion of Experiential Marine Sports by Developing aPlan for Fishing Village and Port)

  • The plan of developing a fishing village and port will be indirectly funded by the government. In the short term, there will be five different multi-functional fishing village models which are based on the first industry to attach to the third industry of marine sports experience tourism. In the long run, they have to be reached gradually. The popular scenic spot of the marine sports experience tourism is made by human resources and fundamental installations considering that it must be done in unpolluted water. It is necessary to separate the fish harbor into two sides. One side is an existing fishing industry. The other side is made up of several pontoons for the marine sports equipment of the marine mooring. It is necessary to build facilities, such as the mooring facility, the storage facility, the repair-check facility, supply-cleaning facility, information booth, accommodations, education facility, and a marine culture exchange facility.

  • This study analyzes the strategy of determining economic development planning on SME improvement in Indonesia. A qualitative approach was conducted through interview questionnaires with twenty respondents, including sixteen Regional Apparatus Work Unit, Fisheries and Marine Office lecturers, subdistrict heads, and development observers. The method used is Analytical Hierarchy Process (AHP). AHP prioritizes criteria and sub-criteria to increase economic growth, reduce poverty, and increase community participation, while indicating the sub-criteria to optimize resource potential, strengthen micro-economy, develop tourism potential, utilize fishery potential and cultivation, and improve institutional performance. The AHP weighting results based on competitiveness and regional development of Bantaeng Regency is the priority in policy-making for a solution. The research shows that the government strategy, based on the perception of the stakeholders, is: optimizing resources strategy with priority to maximize the resource-carrying capacity that includes agriculture and farm, tourism development potential strategy, self-reliance of community groups and coaching and management. Strategies to strengthen micro economy include: industrial control, SMEs, community cooperatives and infrastructure improvements, strategies to improve institutional performance work capacity and work ethic, and strategies to utilize fisheries and cultivation potential technological development, provision of processed industries of fishery products, and improvement of the quality of the environment.

AHP 기법을 적용한 제주지역 친수공간 자원화방안 요인의 중요도 분석 (Priority Analysis for Resource Development of Waterfront in Jeju Region - Using AHP method)

  • Recently, in the context of increased interest for marine tourism, Jeju region of South Korea has attractive waterfront space and also has potential requirements for development. The objective of this paper was to analyze the priority for resource development of waterfront in Jeju region. In order to calculate the importance of factors related to the development of waterfront in Jeju area, this study conducted exploratory factor analysis to extract the factors and established the AHP model based on the factors name focusing on a total of 198 tourists. In this study, in accordance with the procedures of AHP analysis, pairwise comparisons were conducted focusing on a total of 15 experts. Especially, difference test between groups (academics and bureaucratic) was conducted. In the 1st criterion for evaluation, 'exploring experience' factor is most important thing and 'facilities & infrastructure' factors were in the following order. In the secondary criterion, AHP analysis showed that experience facilities, environmental management, and absence of residents consciousness were the important factors. In the future time, the results of this research can be utilized as basic data in the aspects of tourism development in Jeju waterfront region.

마을어장 이용에 따른 어촌계와 주민간의 갈등 해소 방안 연구 (Study on the Solving Conflicts between Fishing Village Community and Residents in using Community Fishing Ground)

  • On the conflict factors in using community fishing ground and their solutions, some conclusions are derived with the survey for fishing villages, residents, tourists as follows: Jeju Island has beautiful sceneries with seas in all the directions and so remarkable potential as personal experience fishing village. For sustainable development of ecological tourism in each fishing village, systematic, long-term development plans and management systems through decision making with residents in fishing and non-fishing villages are demanded. For tourist development of fishing village, protection management systems for marine and swampy land are needed first of all. Next, economical profit and the participation of resident have first priority, and also individual standards for each village are urgently prepared based on the results of basic research on each village. Finally, educations on environment and fishing village with professional tourist guide are needed. Ecological protection, environmental education, resident participation, local government's concern, and financial support could solve residential conflicts and make Jeju Island a Mecca of local fishing village tourism.

연안바다목장의 어업 인식도 및 유어낚시 수요도 조사: 통영시 비진도·용초도·죽도 사례를 중심으로 (A Survey on the Fishery Perception and Recreation Fishing Demand Level of Coastal Waters Ranch with the Case of Tongyeong City's Bijin-do Yongcho-do, Juk-do)

  • The purpose of this study is to investigate the fishery perception and recreation fishing demand level of coastal waters ranch with the case in Tongyeong city's Bijin-do Yongcho-do, Juk-do. The study conducts a survey of 27 fishermen and 113 recreation fishing tourists from September 26 to November 21, 2016. The major results of this study are as follows. First, the survey of fishery perception level suggests that the increase of fishery resources by Tongyeong-si coastal waters ranch project contributes to the rising income of fishermen, decreased fishing cost, and increased the number of tourists. Second, the survey of recreation fishing tourists's demand level suggests that a beautiful view, fish populations, kindness of residents, fishing point information, charter information, and the convenience of transportation are highly praised and highly regarded. However, links to nearby tourism, lodging facilities, and food information that can increase the income of fishermen is poorly praised. Therefore, this study suggests that a careful marine policy with fishery resource creation should be followed for marine fishing village tourism consumer's benefits in order to increase fishing village's income.

조건부가치측정법을 이용한 고래자원 보전의 대안으로서 고래관광 가치 추정 연구 (A Study on the Whale Watching as an Alternative for Conservation of the Cetaceans Using the Contingent Valuation Method)

  • The purpose of this study was to estimate the economic values of whale watching. The data used in this study were collected with 1,599 coastal tourists and the questionnaire included contingent valuation method questions. The results show that coastal tourists obtained the benefits of about KRW 15,970 from whale watching. Further analyses were conducted to check the differences of willingness to pay for whale watching based on the three variables as follows: previous experience of whale watching and participation intention in whale watching tourism, and previous experience of cruise trips. The results indicate that the respondents, who already participated or intended to participate in this type of tourism activity, were willing to pay higher than those, who did not participated or had no intention of participation, respectively. These results imply that whale watching could be a feasible alternative to the direct consumption of whale meat. Based on the study results, we provide policy and management-related implications for whale watching programs.

어장·어촌과 연계한 지방어항건설사업의 평가분석 (The Evaluation Analysis of the Local Fishing Port Construction Project in Connection with Fishery and Fishing Village)

  • The government has promoted the local fishing port construction project since 1972 for conquest of the crisis of the fishing village by withering of a fishery, the improvement in fishermen's living environment and quality of life, and promotion of fisheries. In order to estimate the local fishing port construction project objective and synthetically, and to grope for the method proposal of system establishment of the project, the monitoring survey was carried out. The monitoring survey was classified into the program and the performance monitoring. The program monitoring was carried out in order to investigate the project fit for the inhabitants of a fishing village. The performance monitoring was carried out in order to investigate the development latent powers, fishery latent powers, tourism latent powers of a fishing village, rural settlement conditions, etc. using various statistical materials. Since investigating the measured value before executing a policy was not completed, the project effect was compared with the measured value of other areas. According to the local fishing port construction project, the development latent powers, fishery latent powers, and tourism latent powers of the fishing village where the project was undertaken improved greatly, and income of the fishing village increased greatly. As a result of comparing project fit in order to evaluate the project, the project fit of the local fishing port construction project area was higher than the non-project area. Desirable method proposal of monitoring survey was established and the method for raising the efficiency of monitoring survey was extracted.
