For the fire-fighting industry to advance, it is necessary to conduct research on which parts of the fire-fighting law should be changed from the system level, and to study the opinions of the fire-fighters whoa re working in the fire-fighting industry today, and to identify what needs to be changed. Moreover, it is necessary to become aware on the preventive measures to take to avoid fire so that the citizens can lead stable life. Design business among the fire-fighting facility business, it is the fire-fighting facility business that serves as the most basic when constructing building structure. This is an important legal matter that follows the fire-fighting business, fire-fighting audit business and even the maintenance and management business. This research sought to help the fire-fighting industry to contribute to the life of the general public and to increase welfare by identifying the problems pertaining to the fire-fighting facility design business among the fire-fighting industry so that the industry can become the fire-fighting industry that the citizens are interested in. Moreover, direction for advancement is proposed. As for the improvement measures for the fire-fighting policy pertaining to the fire-fighting facility design business, it is divided into the machinery and electricity fields in terms of the legal system pertaining to the general fire-fighting facility design business. Likewise, specialty in design is deficient. Thus, it should be integrated in a systematic level to contribute to the safety of the general public.

Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".
Presently, there is no legal regulation pertaining to the installation, maintenance, management and operation of fire-fighting facilities in single housing in Korea, relying instead on the awareness of the residents which hopefully will prevent fire. Likewise, accident prevention effort is very limiting and weak. Accordingly, this research examines current situation in which fire results, identifies root causes and studies application of regulations and develop design measures centered on the single housing that is most afflicted with fire. As part of the measure to prevent fire that afflict housing, it is necessary to classify single housing as specific target for fire fighting just like the joint housing among the types of the building structures that are classified according to the usage on the "Appendix Chart I of the Enforcement Ordinance of the Construction Law" for management purpose. Moreover, it is necessary to make the installation of fire-fighting facilities such as simple sprinkler facility for residential area, fire extinguisher, warning system and others for the sake of the senior citizens and disabled people who reside in single housing, mandatory.
From the viewpoint of fire-fighting activities, public building have structural and management problems in fire, so evacuation disturbance and risk of expanding combustion are high. As a result of analyzing various fire fragile factors of public building, The evaluation areas were derived from safety systems, fire-fighting facility, structure safety, general safety and the evaluation factors were presented. Also, the characteristics of domestic and foreign certification systems were analyzed by comparing and analyzing the status of fire safety performance certification system for 6 domestic and overseas apartment houses. In conclusion, the 5 convergence directions of certification system and 22 evaluation items by 4 evaluation fields were derived, and based on this, we have established 3 convergence introduction plans of fire safety performance certification system of public building.
Regarding the landslide that took place around 00:08 on July 27, 2011, in a village in the city of Chuncheon (Sanjidanggol, Majeoksan, Cheonjeon-ri, Sinbuk-eup, Chuncheon-city, Gangwon-province), this paper surveyed fire-fighting officers who were injected into the site to rescue the disaster, thereby determining the problems surrounding the initial fire-fighting response and improvement measures. As a result, specialist education of volunteer fire-fighters and utilization, improvement measures included the early response ability enhancement of and cooperation between relevant agencies, the strengthening of specialist education about landslide response, the strengthening of situation management and field command system, the installation and operation of speedy field emergency infirmary, the operation of an appropriate volunteer waiting facility, the operation of an appropriate control lines, appropriate control of media, a sufficient securing of individuals' rescue equipment and fuel for heavy equipment, the provision of sufficient portable radios and chargers, the securing of fire-fighting budget thereof.
Until recently, GIS technology was mainly based on 2D for disaster management. Necessity of 3D spatial information came to the fore with a speedy and accurate response system in disaster management. However, most fire-fighting facilities presently use CAD with 2D formation, Image drawings, and conception of construction data's formation. It is not about the drawings in map production. It's about varieties of construction ways or contents. In this study, we are proposing the ways on analyzing the existing disaster management targets for 2D technology drawings, designing the 3D spatial information data model, and transforming the effective 3D spatial information into algorithm and dimension spatial information construction for easily building on mass 2D architectural drawings to 3D spatial information effectively in disaster management. We can maxim ize efficient construction time and expenses. Then what is proposed in this study about constructing 3D spatial information for manual work, and it's significance for improving decisive decisions and utilizing the tasks to prevent, prepare, respond and restore steps in disaster management.
The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

The integrated prevention of disaster management system is collected prevention of disaster data from prevention of disaster relation other systems and smart sensor in USN. This system manages fire fighting facility effectively. The purpose of this study is to analyze elemental maintenance costs for educational buildings. The adapted research method selected three school buildings in Seoul as BTL projects. On the basis of the selected case, the study suggested a model to establish a system for each parts and to estimate analyzed maintenance costs through that system. According to the analysis, the study proposed a partial maintenance costs standard and analyzed proper maintenance costs. The results of this study are as follows 1) The system is divided into 8 large-groups and 24 small-groups for the analysis elemental maintenance costs. 2) The average rations followed by analysis of partial maintenance costs of the three school buildings are as followings, the total maintenance costs are analyzed 3,992 million won and each part of average rations is exterior of building 10.9%, interior of building 41.58%, electricity & fire fighting facility 14.22%, water supply & healthy facility 11.39%, heating & water supply facility 12.93%, landscape 6.3%, civil engineering works 2.69%.

The purpose of this study is to analyze maintenance costs and estimation of elemental costs for educational buildings. The adapted research method selected four school buildings in seoul region as BTL projects. The total construction costs is analysed 6,666million won and each part of average rations is structure 47.15%, exterior of building 8.34%, interior of building 23.37%, electricity & fire fighting facility 5.74%, water supply & healthy facility 4.27%, heating & water supply facility 5.25%, landscape 1.36%, civil engineering works 4.51%. 2)The average ratio followed by analysis of partial maintenance costs of the four school buildings are as followings. The total maintenance costs is analysed 4,309 million won and each part of average ratio is exterior of building 11.02%, interior of building 41.81%, electricity & fire fighting facility 14.81%, water supply & healthy facility 11.22%, heating & water supply facility 12.76%, landscape 5.75%, civil engineering works 2.63%.
