A Study on the Improvement Plan of Domestic Fire Industry (국내 소방산업 육성방안에 관한 연구)

  • Due to the city concentrated symptoms, high-rise building symptoms and diversity, the scale of fire disaster is increasing. So the economic expectation of fire disaster industry is growing. The domestic fire industry has an inadequate system, and hasn't a methodical system to foster the industry. And also most of the fire industry company are small and poor scale. So they haven't enough infrastructure like technical skill, manpower, marketing and so on. In order to drive fire industry from local fire protection industry to knowledge service, in this study, the items of human resources fostering, infrastructure and R&D were set and analyzed as detailed growth analysis factors. Also, the improvement plans were suggested and compared with IT industry which is defined as core industry in the 21st century knowledge-based economy in Korea.

  • As cities become recently more crowded, various and enlarged, it is required a cutting-edge technology for fire industry. According to this, a transition is attempted from production intensive industry toward knowledge based industry. At this point, in order to develop fire industry into knowledge based high value industry, industry innovation capability is required and it heavily depends on human resource competitiveness. Accordingly, in this study is aimed to look the status of domestic fire industry personnel training by classifying the fire industry manpower by field skill personnel, high technology personnel, and professional research personnel and to suggest problems with personnel training followed by each classification and how to improve them.

  • Since many accidents have occurred in Korea in these days, many people have lost their health and have been damaged. The damages caused by fires which occur to many buildings where many people always reside takes a substantial share of the total damages. And since the proportions of the domestic fire protection designing/supervising industries are relatively much disregarded compared to other kinds of work, it is in the situation that there are many cases of serious damages because the fire protection equipment didn't exert the proper functions on fire after a building is constructed since the supervision against the poor construction along with the inadequate design. In order to improve such situations, in case of the design industry, the criteria on registration and workforce placement, the scope of operation, the design documents required when requesting the agreement to the construction permits, the responsibilities and authorities about the jobs of the fire protection facility designers must be improved and, in case of supervising industry, the registration criteria, the operation scope and the kinds, methods, targets and criteria of supervision, the criteria on the additional placement of assistant supervisors, the contents and scope of work must be improved, the PQ system and Public Supervision System must be reviewed and the systems for preventing any poor supervision must be improved in order to pursue the security of the people and their properties at the same level as the other kinds of work by preparing for the firm position and foundation of the fire protection design and supervision.

  • This study is to analyze current inadequate status of installing hazardous materials facilities, and to propose rational standards by researching validity for implementing registration for design, construction, supervision for installing fire safety facilities. By studying installation of registering designing, constructing, supervising industry on hazardous material facilities, professional and higher level of stability measures for national hazardous material facility was provided. For above reasons, necessity of institutionalizing of registering standards for construction and supervising industry became clear. Much more gradual institutionalization is needed for construction industry. Moreover, new national qualification should be reconsidered, in order to rebuttal the above and also to cultivate and acquire technical power.

  • The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work.   • This research analyzes clean room major fire prevention standard of clean Room (FM, IRI, and NFPA Code), the structure of Performance-Based Fire Safety Design (PBD) applied the korean fire industry situation. Performance-Based Fire Safety can operate effectively the performance of fire protection equipment & building design, so the fitness of fire safety system can be embodied by operating this. moreover, cost to be consume fire safety of real building can reduce and Performance-Based Fire Safety is considered to important technique in fire protection field. A fire in a clean room may cause a serious loss by spreading smoke particles. We will be investigated by using a computational fluid dynamics, for loss prevention by smoke spreading from one fire area to another for clean room and compared the Performance-Based Fire Safety Design with the prescriptive code design. The methodology of fire safety performance-based fire safety design and guarantee of many kinds design skill of fire system and developing design procedure will be very serious one in order to improve efficiency of domestic system. Therefore, This research will be contributing to secure safety of clean room and to set up the performance-based fire safety design in Korea by regulation for the performance-based fire safety design effectively.
