The purpose of this study was to identify the effects of a hands-on training regarding maritime safety including abandon ship and fire-fighting as related to sea survival, fire-fighting knowledge and emergency response leadership in seafarers engaged on a seagoing ship. The study was conducted with a nonequivalent control group pre-posttest design. Two hundred-sixty-six participants were assigned to either the experimental group(128) or control group(138). The hands-on training regarding maritime safety included sea survival and fire fighting drill, and it was implemented with the experimental group for two days from July 1, 2015 to June 30, 2016. Data was analyzed using chi-square, t-test and ANCOVA by using IBM SPSS Statistics(version 24) program. The experimental group who had the hands-on training showed significantly higher sea survival knowledge(F=902.32, p<.001), shipboard fire-fighting knowledge(F=1013.76, p<.001) and emergency response leadership(F=1802.62, p<.001) for maritime safety compared with the control group who had traditional education. The results indicate that a hands-on training is an effective teaching method to improve sea survival, fire-fighting knowledge and emergency response leadership in seafarers engaged. Further study is needed to identify the effect of a hands-on training regarding maritime safety according to the environmental changes of seafarers.

환경친화적이면서 저가의 비이온성 계면활성제가 함유된 소화약제를 조제하고 이의 물성과 소화약제 성능시험을 수행하였다. 약제의 주된 계면활성제로서 에톡실레이티이드 솔비톨 셉타올레이트, 에톡실레이트 솔비톨 트리올레이트 그리고 선형 에톡실레이트 이차 알코올을 사용하였다. 본 연구에서는 휘발유의 부피보다 4배 가량의 6％ 소화약제가 투입되는 경우 화재를 진압할 수 있는 능력을 가지고 있는 것을 알 수 있었다. 1단위 B급 화재 진화 시험을 수행한 결과, 소화성능은 계면활성제의 농도에 정비례하는 것으로 나타났다.

본 연구에서는 문화재청에서 지정한 123개 목조문화재를 대상으로 소방대책을 고려한 실태조사 및 분석을 다음과 같이 실시하였다. 첫째 우리나라 목조문화재의 관리 및 원인별 화재발생현황을 조사하여 정리하였다. 둘째, 123개의 중요목조문화재에 대하여 2008년 8월부터 10월까지 현장조사 및 유관기관 자료조사를 실시하여 문화재의 지정구분, 소재지구분, 해당건축면적, 보유문화재수, 소방시설현황, 소방차의 진입방향, 자위소방대 인원, 방화관리자 선임여부, 소방서와의 거리 및 소요시간 등의 소방대책 마련에 필요한 내용들을 조사 분석하여 중요목조문화재의 기본현황을 정리하였다. 셋째, 위의 조사 자료를 기본으로 123개 중요목조문화재의 화재발생을 고려한 위험도를 살펴보고자 문화재의 내부적 현황과 외부적 현황으로 구분하여 평균지수에 의해 분석하고 우리나라 중요목조문화재의 소방대책수립을 위한 기초자료를 정리하였다.

본 연구에서는 2007년부터 2013년까지 수행된 소방안전 및 구조 구급 분야 기술 체계별 연구개발비 투자 현황을 분석하였으며 이를 바탕으로 국내 소방안전 및 구조 구급분야 연구개발 역량에 대해 조사 분석하였다. 국민안전처 소방안전 분야 연구비는 점진적으로 증가하는 추세이며, 소방안전 및 특수재난 대응 기술과 소방안전 및 특수재난 예방 대비 기술 관련 R&D에 80%에 이상의 예산이 투자되었음을 알 수 있었다. 소방안전 및 구조 구급 R&D의 역량을 분석한 결과, 7점 만점 기준으로 절반(3.5점)에 못 미치는 중간 정도의 수준인 것으로 조사되었다. 향후, 국민안전처 소방안전 분야 연구개발 발전을 위해서는 자원에 대한 운용 능력이 향상될 수 있도록 예산/법/제도 등 지원 체계의 유연성 및 합리성이 확보되어야 하며, 추가적으로 성과물이 실용화, 사업화, 상용화가 될 수 있도록 성과 확산 프로그램 사업이 필요하다고 판단된다.

A large scale fire experiment was conducted through the collaboration between the Tokyo Fire Department and the National Research Institute of Fire and Disaster (NRIFD) for the purpose of studying the effectiveness of aerial fro fighting against urban fire. Ten model houses and ten collapsed model houses were arranged in an area of about $2,000\;m^2$. Water was dropped totally fourteen times by helicopters onto the model houses. In order to know influence of water drop, radiation was measured by four radiometers and four IR (Infrared) cameras, which were set around the burning area. In this report, the influence of aerial Ore fighting on fire was discussed in terms of irradiance and IR images. Data of irradiance, flame temperature and flame area showed that influence of each water drop continued only at most a minute.

The main purpose of this study is to evaluate the awareness survey on the experience of fire fighting safety education and living safety consciousness of college students in the department of noncommissioned officer. Additionally, making provision of basic references and the effective fire fighting safety education is another important purpose of this study. In order to evaluate the awareness, the survey consist of 43 queries based on 6 queries for general characters, 9 queries for experiences of fire fighting safety education and 30 queries for living safety consciousness. The collected data from survey was analyzed using SPSS 20.0 win program. The interrelationship for general characters was confirmed using analysis of frequency, percentage, independent T-tset, ANONVA analysis, and regression analysis. The results show that the experience of fire fighting safety education and living safety consciousness of students from the combatant branch and ordnance corps are higher than those students from quartermaster corps. This may be attributed to the presence or absence of safety relevant courses on a curriculum. Therefore, the presence of safety courses on a curriculum should be one of important points for improving the experience of fire fighting safety education and living safety consciousness of these college students.

연구목적: 본 연구는 국내 적층형 창고건물의 소방대응력 강화를 위한 제도적 개선방안을 제시함을 목적으로 한다. 연구방법:경기도 소재 창고 화재사례 및 설계사례를 분석하고 11명의 현장대응 소방전문가 집단인터뷰를 수행하였다. 연구결과: 초기소화용 이동식 장비마련, 3면 이상 접근성확보, 내부진입창 설치, 옥외소화설비의 적정배치, 현장정보의 이미지처리, 현장지휘관 인센티브 강화 등을 통한 소방활동 개선방안이 필요하다. 결론: 창고의 규모별 구조별 화재특성 및 위험요인을 고려하여 출동단계 및 현장대응단계별로 효율적인 표준작전절차 및 안전기준을 수립 적용되어야 한다.

2012년 2월 5일을 기점으로 하여 소방검정 시스템에 대하여 전반적인 변화가 있었다. "소방시설 설치 유지 및 안전관리에 관한 법률" 개정시행과 동시에 행정안전부령인 "소방용 기계 기구의 형식승인 등에 관한 규칙"이 "소방용품의 품질관리에 관한 규칙"으로 명칭이 변경되었다. 이에 따라 제품검사방법에 제조업체에서 유통 전에 생산시마다 검사하는 생산제품검사와 제조업체의 품질관리에 따라 검사하는 품질제품검사를 도입하는 등 소방검정시스템이 크게 바뀌었으며 이에 따른 주요 변경사항과 소방검정시스템에 대하여 소개하고자 한다.

소방선 훈련시스템은 실선을 모사하여 제작된 소방선 훈련 시뮬레이터이다. 훈련원은 교관의 제시에 따라 다양한 훈련 시나리오를 수행하며 상황 대처 능력과 운항 및 소방 기술을 습득할 수 있다. 이러한 과정에서 훈련원에 대한 객관적이고 적절한 평가는 필수적이므로 이를 위한 훈련원 평가시스템을 개발하였다.
