For managing fire safety system in building by ubiquitous management system, the index system to express the performance level of fire protection system is demanded. If some component formed fire protection system such as sprinkler water supply system is breakdown, that will fall down the performance of fire protection capacity. Consequently, it will affects the level of fire safety of building management and energy response. Consequently, Building fire protection system could give performance level of fire protection condition and the level of fire safety in building. It will also contribute to the development of wide area fire safety management. This development of index system has been developed as a part of the development project of Ubiquitous building fire management system.
The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included 'Fire detector position factor,' 'Smoke diffusion rate factor,' and 'Fire-fighting facilities factor.'

In this study, combustion and smoke release characteristics of a non-class 1E cable for nuclear power plants were investigated according to aging period. The aging was reproduced through an accelerated aging method for interval of 10 years :10, 20, 30 and 40 year, which was applied the Arrhenius equation. The cable was subjected to accelerated aging. In order to understand combustion and smoke release characteristics, the cone calorimeter test was performed according to the standard code of KS F ISO 5660-1. Heat release rate, mass loss rate, average rate of heat emission and smoke production rate were examined through cone calorimeter test. Fire performance index, fire growth index and smoke factor were derived from test results for the comparison of quantitative fire risk. When comparing the fire performance index and the fire growth index, the early fire risk tends to decrease as aging progresses, which might be attributed from the fact that the volatile substances of cables were evaporated. However, when comparing the heat release rate, average rate of heat emission and mass loss rate, which represent the mid and late periods of the fire risk, the values of accelerated aging cables were much higher than those of non-aged cable, which signifies the unstable formation of the char layer resulted in the change in the performance of flame retardants. In addition, the results from the smoke characteristics show that the accelerated aging cables were lager than the non-aged cables in terms of overall fire risk. These results can be used as baseline data when assessing fire risk of cables and establishing fire safety code for nuclear power plants.
Four major social safety indexes including industrial accident, traffic accident, fire, and violent crime were selected, and transition of those values by time series data analysis since 2003 was presented. Comparing with the 2003 figure, the index of industrial accident was reduced by 27.8%, which was the most improved safety index. The indicators describing the traffic accident and violent crime rate were reduced by approximately 12%. However, the fire safety index showed an increase of 40% compared with the base year because national fire classification system was changed so that minor fire is also included in the counting since 2006.
Rapid economic growth in Korea, on the other side, has generated increase of multiple complex dangers. To take off dangers scattered in the Korean society and to conduct safe society for better life, it is needed to develop social safety index. Social safety index analyzed by time series could compare and estimate various social disasters, thus it act as the foundation to set up safety policy. The research has focused on 8 social safety indexes; natural disaster, fire, traffic accident, crime, industry accident, forest fire, collapse and explosion, and environmental pollution. To find out Korean society safety index analyzed by time series, the research analyzed changes of each safety indexes in 10 years since 1994. Looking at the changes of each indexes, traffic accident showed the most improvement overall the nation, with industrial accident and collapse and explosion rating second and third place. However, crime, fire and natural disaster get worse, and especially crime has turned worsened than any other divisions.
Fire is one of the greatest threats to historical buildings not only to the building's occupants but also to the building's structure and contents. The purpose of this research is to evaluate fire risk in historical buildings in Korea through a series of survey and review. In this research, a multicriteria decision-making approach involving Analytical Hierarchy Process has been designed to determine a weighted index to identify factors and quantify fire risk. Fire risk ranking systems of historical building has been developed in some applications, for example, BOCA, WISCONSIN, FSES and HFRI. According to the such derived fire risk indexing, the Human Activity index showed the highest risk, followed by Historic Buildings, Fire Safety Systems, and then Natural Environmental Causes. Comparison of these factors indicates that the derived risk values differ from case to case. It is proposed that a performance-based design approach should consider the building & occupant characteristics, locations and historical significance, resulting in a more accurate and effective evaluation of fire risk.
The fire risk and fire safety of four types of wood were comprehensively evaluated according to Chung's equation-XII. White ash, willow, fraxinus mandshurica, and sagent cherry trees were selected as test specimens. A cone calorimetery (ISO 5660-1) was used to examine the combustion characteristics of the test piece, and finally, the fire risk rating (FRR) was predicted using the fire risk index-XII (FRI-XII). The predicted fire performance index-X (FPI-X) and fire growth index-X (FGI-X) ranged from 469.03 to 1109.73 s2/kW and 0.0009 to 0.0280 kW/s2, respectively. Additionally, the fire performance index-XI (FPI-XI) and fire growth index-XI (FGI-XI) ranged from 0.41 to 0.97 and 1.11 to 3.11, respectively. The fire risk index-XII (FRI-XII), representing a fire risk rating, showed that the fire risk of frasxinus mandsurica tree (FM) was very high at 7.60 (fire risk rating: D). And it was compared with Chung's equation-IX, fire risk index-IX (FRI-IX). The fire risk ratings according to FRI-IX and FRI-XII were generally high for willow and frasxinus mandsurica trees. Additionally, the results of FRI-XII and FRI-IX had a similar relationship, and the size of each fire safety rating closely matched each other.
This paper presents classification of domestic fire detector using response time index. Response time is measured using fire detector distributed in Korea, and the response time index is estimated. Plunge test prescribed by FM is conducted to measure response time of fire detector. The detector used to test is fixed temperature type(thermistor and bimetal type) and rate of rise temperature type(thermistor and pneumatic type). The nominal operation temperature of fixed temperature type detector is $70^{\circ}C$ and rate of rise temperature is $15^{\circ}C/min$. The fixed temperature type is measured 7 products, and the rate of rise temperature type is measured 5 products. The results show that in case of fixed temperature type(thermistor) is classified "Quick" or "Standard" and fixed temperature type(bimetal) is not classified. The rate of rise temperature type(thermistor) is classified "Fast" or "Ultra Fast" and the rate of rise temperature type(pneumatic) is classified "Very Fast" or "Ultra Fast". The pneumatic type shows more fast response than thermistor type. Also these results indicate the fixed temperature type(bimetal) is not suitable for early stage fire detection.
A disaster can be defined in many ways based on perspectives, in addition, its types are able to classify differently by various standards. Considering the different perspectives, the disaster can be occurred by natural phenomenon that is like typhoon, earthquake, flood, and drought, and by the accident that is like collapse of facilities, traffic accidents, and environmental pollution, etc. Into the modern society, moreover, the disaster includes the damages by diffusion of epidemic and infectious disease in domestic animals. The disaster was defined by natural and man-made hazards in the past. As societies grew with changes of paradigm, social factors have been included in the concept of the disaster according to new types unexpected by new disease and scientific technology. Change the concept of social disasters, Ministry of Public Safety and Security (MPSS) has provided the regional safety index, which measures the safety level of a local government. However, this regional safety index has some limitation to use because this index provides the information for city unit which is a unit of administrative districts of urban. Since these administrative districts units are on a different level with urban and rural areas, the regional safety index provided by MPSS is not be able to direct apply to the rural areas. The purpose of this study is to determine the regional safety index targeting rural areas. To estimate the safety index, we was used for 3 indicators of the MPSS, a fire, a crime, and an infectious disease which are evaluable the regional safety index using an accessibility analysis. For determining the regional safety index using accessibility from community centers to public facilities, the safety index of fire, crime, and infectious disease used access time to fire station, police office, and medical facility, respectively. An integrated Cheongju, targeting areas in this study, is mixed region with urban and rural areas. The results of regional safety index about urban and rural areas, the safety index in rural area is relatively higher than in the urban. Neverthless the investment would be needed to improve the safety in the rural areas.
CEN/TS 45545 is Europe consolidation standard for fire safety on railway behicles. This is based on the International Union of Railways(UIC) and different European countries. It is intended to protect passengers and staff in railway in the event of a fire on board. It will be prepared in 2012. Based on this consolidate standard, they are going to make single market, for raising technical competitiveness, technical innovation and globalization of that standard. For this reason, European academies, manufacturers, and sub-manufacturers confer and stady animated about CEN/TS 45545. In Korea, get out the safety assessment for ues incombustible interior material, the needs of quantitative analysis on fire protection, demand on recognition of fire protection scenario, and define about fire load analysis are becomin more and more important. Therefore, this paper will estimate and compare Flammability, Smoke Density, Toxicity Index( this is the key point for appraised fire safety performance of material) between CEN/TS45545 and fire standards on railway vehicle. Then suggest criteria for fire safety on railway vehicles.
