Risk Assessment of Submerged Floating Tunnels based on Fuzzy AHP (퍼지 AHP를 이용한 수중터널의 재해위험도 분석)

  • In the construction and operation of large marine structure, hazard risk analysis is one of important factors. Therefore, this paper investigates the hazard risk indexes and evaluates the risk level in the construction and operation of SFT on the basis of expert survey and Fuzzy analytic hierarchy process. Hazard risk is divided into natural hazard risk (earthquake, typhoon, tsunami, and ice collision) and human factor hazard risk (fire, explosion, traffic accident, ship or submarine collision). Also, the influence of hazard risk indexes on SFT was evaluated in tunnel tube, supporting system, ventilation tower, foundation, and connection part. As the hazard risk level of SFT is compared with those of bridge, underwater tunnel, and immersed tunnel, the intrinsic risk level of SFT was evaluated. Tsunami and earthquake had higher risk level in natural hazard risk, and the risk levels of fire and explosion were higher in human factor hazard risk. Hazard risk level of SFT was 1.4 times higher than immersed tunnel, and 3.2 times higher than bridge.

  • Recently as recognition to prevent nature disasters is reaching the climax, the most important job of government official is to provide information related to the prevention of nature disasters through the Web and to bring notice to prevent disaster under people. Especially, if the case of daily forest fire hazard index is provided within visualization on Web, people may have more chances to understand about forest fire and less damages by large scale of forest fire. Forest fire hazard index presentation system developed in this paper presents daily forest fire hazard index on map visually also provides the information related to it in text format. In order to develop this system, CBDP(Component Based Development Process) is proposed in this paper. This development process tries to emphasize the view of reusability so that it has lifecycle which starts from requirement and domain analysis and finishes to component generation. Moreover, The concept of this development process tries to reflect component based method, which becomes hot issue in software field nowadays. In the future, the component developed in this paper may be possibly reused in other Web GIS application, which has similar function to it so that it may take less cost and time to develop other similar system.

  • The basis of modem risk-based safety management is to focus on what might happen and ensure it is designed out of the system by robust hazard identification and risk analysis. However, in the real world things go wrong and it is essential to be prepared for the worst so that the response can minimise harm and loss of property and damage to the environment. Whilst some hazard mitigation measures are aimed at preventing incidents, others are venting escalation. The results of the tests concluded that the most effective means by the control room, both with and without, local station staff assistance using directive public address announcements and CCTV surveillance.

  • Recent patterns of diversification of a disaster, depending on the size of the larger trend, quick and efficient response to disaster prevention, to increase the importance and role of advanced equipment and technology of fire protection industry is becoming more, over market size 11 trillion won and 10 million workers in industries of national importance, but to exceed, As most SMEs compared to other industries are backwardness. Therefore, in this study closely the characteristics of the fire protection industry analysis, the systematization of theoretical models of the finance cooperative system considering the characteristics of fire protection industry and provider the fosterage, they will contribute to independent economic activity and industrial development for operators to use the finance cooperative system of fire protection industry.

  • In underground culvert are established main and basic facilities for electric power, communication, gas and heating pipe etc. In the future the use of underground culvert will be enlarged and the peril of fire will be increased. Thus it is necessary to make a general plan to prevent fire. The skills to prevent fire in underground culvert will be accumulated by the spray distribution of the nozzle and domestic skills in fire fighting will be upgraded. It will also contribute to the construction of common small fire fighting system suitable to the domestic surrounding and the growth of domestic skills for fire fighting and disaster prevention.

  • The study is to analysis of fire protection regulations for the nuclear power plants (NPP) in the United States, Japan, the UAE (United Arab Emirates), and Korea with the intention of exporting NPP to the UAE. Fire protection regulations for NPP for these countries permit the fire protection design and facilities in accordance with the evaluation of the potential fire hazards. However, in Korea, the NPP is a part of power generation facilities in Korea fire protection law, and the atomic energy act classifies them as the reactor and related nuclear facilities. The fire protection law and atomic energy act are different to the criteria for the fire protection of NPP. To maintain the leading position as a nuclear exporting country, the performance-based fire hazard analysis should be reasonably incorporated in the design of the fire protection system. It was suggested that the integrated requirements of the fire protection for NPP should be incorporated to the construction article for the fire protection facilities specified in paragraph 2 of Act II, being classified into the special objects to be protected against fire, which requires a performance-based design in order to incorporate the specific requirements for NPP.

  • The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.
