The purpose of this study is to grope for the improving the management in order that Korea community centers may put better welfare services to community residents. Community welfare center is a professional social welfare agency that meets welfare needs of community residents by offering synthetical and various welfare services in community according to social, economical, cultural, regional background. Community welfare center was established for clearing up the conflict between social classes after Industrial Revolution in England, for solving problems of women movement and immigration in America, for different purpose in other countries. But there is no difference between countries in the sense of welfare services activities centering around poor community though each purpose are different. It can be known that community center must perform the function as social welfare professional agency which aimed at community care program. Resource which are needed for management of community center are mostly in community and community center must strive to get resources which are in community. But all the weakness of finance and facility which community center has may not be solved by using community resources. Community welfare center is not fixated yet in Korea. And community residents has little understanding of community center. Thus national financial support is needed. Actually community has difficulty to mobilize community resource. The problem is how to carry out this national financial support effectively and going on study about this problem is needed.

We have seen a sharp increase in the utilization rate of medical services since the launch of Nation Health Insurance system in 1989. However, the market share of oriental medicine in the Korean health sector has been gradually diminished mainly due to low insurance coverage and high price. Especially high price as an entry barrier to oriental medical services has played a major role in decreasing market share. This paper investigated the effects of price discount on the financial condition and market share of oriental medical institutions. Microeconomic theory and multiple regression analysis were used as a methodology in testing the alternative hypothesis: price discount of enveloped herb drug will result in increases in both the revenue and market share of oriental medical institutions. Data was collected from the statistical yearbook and sample survey. The price elasticity of demand for enveloped herb drug was estimated at 5.8 during 1987-1995 period, which means that a 1% decrease in price will bring about a 5.8% increase in the utilization of oriental medical services. The empirical result shows that a drastic price discount for the enveloped herb drug will eventually improve the financial status of the oriental medical institutions and enlarge the market share of oriental medicine in the Korean health care sector.

Nowadays, Smart Wallet technology trend that is able to save users' consuming costs and also retain users' redundant behaviors such as Single-tapping, One-way communication, Integrated ID, has been issued in recent Mobile Industrial Fields. As one of Smart Wallet functions, Integrated ID is proposed for users' convenience, handiness, and immediate responses. It is designed for the effective management of users' IDs which are easy to be forgot because of its unusual structures. To be detail, instead of user, Integrated ID system can certificate users identification from various online sites (where user resisted) authorization requests via one-clicking, not putting identification data in each sites. So, this technology would be helpful much to a certain user who has lots ID and its Password in multiple Online shopping companies by establishing integrated ID. However, although Integrated ID has lots advantages to be used, most Mobile Service Companies has hesitated to apply Integrated ID service in their shopping systems because this technology requires them sharing their users' data. They have worried that this service would be not helpful to gain their profits. Furthermore, Users who join in multiple shopping companies and use Integrated ID services also are difficult to decide which company they have to save their points in before payment because this system could not show any financial benefit analysis data to their users. As following facts, via this paper majorly we propose the advanced Integrated ID system which concern shopping point management. Basically, this system has a strong security payment service and secure network services like other mobile Shopping systems. Additionally, this system is able to service (or to support) shopping -point -saving guide for customers' financial benefits and conveniences.

Bilbao, Spain, made a mark as a example of the regional revitalization by culture and tourism. Korean Government have a perspective that culture and tourism could be an alternative to the regional crisis of manufacturing in 2018. The main purpose of this study is to analyze the locational specificity and the revival strategies for the regional development of Bilbao in a structural context. This could provide implications to the regional crisis of Korea. The main results are summarized as follows. Firstly, the local government of Bilbao has taken an active role, using not only its political and financial autonomy but also its locational advantage as an important nodal region of transnational trade networks in Europe. Secondly, Bilbao was able to sustain its regional revitalization initiatives for a long period by facilitating public-private partnership system. Finally, despite the effectiveness of the mega project and place marketing, low job security and the polarization of the service sector have emerged as a problem at the same time. Still, the deindustrialization of Bilbao could be possible due to the various services including knowledge-based services and financial services as well as culture and tourism.

In this study, we investigated and the following conclusions are presented by identifying the current status and problems in order to expand the future's value of the community care project introduced and implemented to improve the quality and care for the elderly's life. First, the needs analysis of the elderly receiving services is composed of patient-centered rather than investigator-centered, and in particular, medical management through medical staff visits should be strengthened, and specialized service items according to gender, age, disability type, and personal preference should be strengthened. This will have to be gradually strengthened. Second, by analyzing the satisfaction, redundancy, and effectiveness of service items, we save money, and consider the consumer-oriented service item composition and application of items necessary for new services. Third, through the introduction of an integrated schedule management system, it is necessary to specialize in pre-booking and visit schedule management between the elderly and the direct service organizations that provide services. Fourth, as an effort to solve the financial problem, it is necessary to prepare a rational resource sharing system with health and medical finance, long-term care insurance system, and social welfare financial project. and it may consider that putting the medical personnel who are from local public medical college input. Through these proposals, the community care business will be able to complete and have future value as a universal aged care system.

As the online bookstore market has been saturated and the level of competition has become more intense, maintaining competitive advantage by mitigating consumers' perceived risks can be considered as one of good alternative strategies a company should use. Although studies that identify the types of consumers' perceived risks in the context of online bookstores as well as validate the relationships between perceived risk and its antecedent/consequent factors in an integrated manner are strongly required, there has been less attention paid to these matters. Therefore, based on previous literature, we identify five types of perceived risks (financial, performance, online payment, delivery, and seller's response risk) and validate the impacts of online bookstore specific characteristics and user specific characteristics on perceived risk. In addition, we also verify causal relationship between perceived risk and intention to use online bookstores. The results of PLS test using 108 samples collected from undergraduate and graduate students confirm that perceived risk has a negative impact on intention to use and four antecedents (reputation, service quality, self-efficacy, and user experience) are significantly related to perceived risk.

Most of banks in Korea provide smartphone banking services. To use the banking service, public key certificates with private keys, which are stored in personal computers, should be installed in smartphones. Many banks provides intermediate servers that relay certificates to smartphones over the Internet, because the transferring certificates via USB cable is inconvenient. In this paper, we analyze the certificate transfer protocol between personal computer and smartphone, and consider a possible attack based on the results of the analysis. We were successfully able to extract a public key certificate and password-protected private key from encrypted data packets. In addition, we discuss several solutions to transfer public key certificates from personal computers to smartphones safely.

Purpose: This study defines a vulnerable group in a community that has become the main target of a national health project also, it is descriptive research to suggest an evidence-based direction to meet their deficit health-related needs, Method: This research examined 833 families and 1,835 family members of the financially vulnerable class that was registered in a home visiting program of a public health center. Among them, 892 persons who had health problems, and their family members were examined in detail to find out their characteristics of vulnerability and health needs by assessment during a nurses home visit. Frequency distribution, stepwise-regression and factor analysis were used to analyze the data. Result: The vulnerable group that was defined with social indexes set as standards, involved substantial characteristics of vulnerability. The characteristics of demand showed tendencies of being clustered in 5 factors needs of intensive nursing care, chronic nursing care problems and helplessness, maintenance of family functioning with a disability, deficient problem solving ability, and simple financial fragility. Conclusion: Categorization of needs is an evidence-based estimator of workload in nurse home visiting services, and can be used as a basic resource for direction to meet the deficit needs of a vulnerable group.

As the smartphone-based devices are diffused and developed rapidly, they provide the convenience to the users. The abovementioned sentence technologies are being used not only in the existing sensor and wireless network technology but also in the application services of the diverse fields application services such as smart appliance, smart car, smart health care, etc. and the new fusion paradigm from the industry is presented by undertaking the researches in diverse area by the enterprises and research institutions. However, the smart environment exposes its weaknesses in the mobile terminal area, existing wireless network and IT security area. In addition, due to new and variant ways of attack, not only the critical information are disclosed However also the financial damages occur. This paper proposed the protocol to perform the smartphone-based safe device monitoring and safe communication. The proposed protocol designed the management procedure of registration, identification, communication protocol and device update management protocol and the safety against the attack techniques such as the an-in-the-middle-attack, impersonation attack, credential threat, information leaks and privacy invasion was analyzed. It was observed that the proposed protocol showed the performance improved by approximately 52% in the communication process than the existing system.

Since the global financial crisis, funding for startups or ventures has been diminished seriously. In this situation, crowd-funding has attracted worldwide attention as a viable means to financing startups/ventures. After reviewing existing laws in other countries, this study investigated the current status of crowd-funding legalization in Korea and surveyed requirements from three groups of participants to crowd-funding. Investors already recognized the high risk of crowd-funding into startups and asked for the protection of their investment. But, their priorities were on the enlargement of tax benefits and the establishment of a trading market for selling their equity. In addition, investors wanted to shorten the compulsory holding period. Issuers as fund raisers hoped fast legalization, convenient process of crowd-funding, and expansion of government support. Crowd-funding platform operators requested policies for establishing paths to become new growth companies from startups, tax benefits, and the setup of separate fund for startups. Currently, the National Assembly in Korea is holding the discussion on the submitted law. For desirable outcomes to all participants, it would be better to proceed in the following sequence. First, legalize the crowd-funding with clauses protecting investors; Second, encourage investment through tax benefits; Third, develop communities among participants for reducing information asymmetry; And fourth, establish diverse trading markets for selling equities of startups.
