  • The Equator Principles are a set of voluntary environmental and social guidelines for ethical project finance. These principles commit banks and other signatories to not finance projects that fail to meet these guidelines. The principles were conceived in 2002 on an initiative of the International Finance Corporation and launched in 2003. Since then, dozens of major banks have adopted the Principles, and with these banks among them accounting for more than three quarters of all project loan market volume the Principles have become the de facto standard for all banks and investors on how to deal with potential social and environmental effects of projects to be financed. While regarding the Principles an important initiative, NGOs have criticised the Principles for not producing real changes in financing activities and for allowing projects to go through that should have been screened out by the Principles, such as the Sakhalin-II oil and gas project in Russia. In early 2006, a process of revision of the principles was begun. The Equator Principles state that endorsing banks will only provide loans directly to projects under the following circumstances: - The risk of the project is categorized in accordance with internal guidelines based upon the environmental and social screening criteria of the International Finance Corporation (IFC). - For all medium or high risk projects (Category A and B projects), sponsors complete an Environmental Assessment, the preparation of which must meet certain requirements and satisfactorily address key environmental and social issues. - The Environmental Assessment report addresses baseline environmental and social conditions, requirements under host country laws and regulations, applicable international treaties and agreements, sustainable development and use of renewable natural resources, protection of human health, cultural properties, and biodiversity, including endangered species and sensitive ecosystems, use of dangerous substances, major hazards, occupational health and safety, fire prevention and life safety, socio-economic impacts, land acquisition and land use, involuntary resettlement, impacts on indigenous peoples and communities, cumulative impacts of existing projects, the proposed project, and anticipated future projects, participation of affected parties in the design, review and implementation of the project, consideration of feasible environmentally and socially preferable alternatives, efficient production, delivery and use of energy, pollution prevention and waste minimization, pollution controls (liquid effluents and air emissions) and solid and chemical waste management. - Based on the Environmental Assessment, Equator banks then make agreements with their clients on how they mitigate, monitor and manage those risks through an 'Environmental Management Plan'. Compliance with the plan is required in the covenant. If the borrower doesn't comply with the agreed terms, the bank will take corrective action, which if unsuccessful, could ultimately result in the bank canceling the loan and demanding immediate repayment. - For risky projects, the borrower consults with stakeholders (NGO's and project affected groups) and provides them with information on the risks of the project. - If necessary, an expert is consulted. The Principles only apply to projects over 50 million US dollars, which, according to the Equator Principles website, represent 97% of the total market. In early 2006, the financial institutions behind the Principles launched stakeholder consultations and negotiations aimed at revising the principles. The draft revised principles were met with criticism from NGO stakeholders, who in a joint position paper argued that the draft fails by ignoring the most serious critiques of the principles: a lack of consistent and rigorous implementation.

  • The Hebei Spirit oil spill incident occurred in December 7, 2007 and caused approximately $12,547k{\ell}$ of crude oil spillage along 370km off the west coast of Korea. Due to the astronomical and irrecoverable damage to the marine ecosystems and the overall living standards of the residents, the oil spill incident has been notoriously named as the "worst oil spill incident" occurred in Korea. Nevertheless, though almost a decade has passed since the tragic incident in Korea, it appears that compensation and recovery efforts seem not close to satisfaction and the local residents are still struggling with various negative impacts incurred by the incident because of critical cleavage among the interests of the relevant parties to the incident. In this paper, the analysis of Hebei Spirit oil spill incident regarding two aspects was carried out; First, meticulously analyze the practical and statistical data of the incident to precisely examine the fundamental causes for its occurrence to further prevent the reoccurrence of such disastrous incident; and the second, comprehensively inspect reasons for the protracted and inefficient damage recovery and victim-oriented compensation. To be specific, this study observed the levels of compensation against damages from the incident, and the adequacy of it in terms of ultimately and inclusively addressing financial, social and ecological aspects based primarily upon the legal verdicts, and statistical and empirical surveys.

Field tolerance of pesticides in the strawberry and comparison of biological half-lives estimated from kinetic models (Kinetic models에 의한 딸기 중 농약의 생물학적 반감기 비교와 생산단계잔류허용기준 설정)

  • This study was conducted to determine the amounts of pesticide residues after treatment of criterion dose with 4 pesticides(tolclofos-m, folpet, procymidone, and triflumizole) under cultivated period and to compare the biological half-life of pesticides with 6 kinetic models(first, zero and second order kinetics, power function, elovich and parabolic model) and to establish proposed field tolerance using biological half-lives. Recovery of 4 pesticides form strawberry was ranged from 85.1 to 105.5%. For all of 4 pesticides, dissipation rate was over 73% at 5 days after application. Among 6 kinetic models, first order kinetic model (FO) was best fit to describe the relationship between residual pattern of pesticides and time. Therefore, half-lives were calculated by FO for establishing the field tolerance. These results showed that half-life should be calculated by comparative best fit kinetic model and field tolerance can help to prevent unacceptable agricultural products from marketing. It is good for both consumers and farmers having safe agricultural products and financial benefits, respectively.

Public Attitude Survey on Traffic Fine Policy (교통과태료제도에 대한 국민의식조사 분석)

  • Traffic safety has been dramatically enhanced thanks to recent improvements in traffic environment. Nonetheless, many traffic accidents occur due to unchanging driving practices. Therefore, this study addresses the issues of traffic fine and penalty fine policies, and seek appropriate levels of traffic fines through a public attitude survey. For this purpose, a survey was conducted on 905 adult drivers over 20 years of age from 15 provinces and metropolitan cities. Analysis results are as follows. First, traffic environment in South Korea is generally not safe. Respondents perceive violation of traffic laws such as reckless driving, speeding and drunk and driving as an important cause. Second, 61.6% of respondents experienced over one speeding annually, but only 15.2% of respondents were caught in the last three years. Third, opposition to levels of traffic fines has decreased over the past, and responses were more positive when more information was provided. Fourth, to deter moral hazard of paying traffic fines to avoid traffic penalty points, traffic fines should be at least 50,000~70,000 won higher than penalty fines. Fifth, there was less opposition to implementation of accumulated penalty policy compared to income-based differential fine levels. Sixth, traffic fines for different types of traffic violations need to be reorganized. In conclusion, this study suggests the following policy improvements for the current traffic fine and penalty fine policies for violation of traffic laws. First, enough understanding and consensus must be developed for policy improvements. Second, administrative sanctions such as giving penalty points should be considered rather than financial sanctions. Third, there should be policy improvement for accumulative penalty. Current acts of traffic law violation should be reorganized.

  • As the Information and Communication Technologies continue to advance, some sensitive services (e.g. e-commerce, on-line financial service, and etc.) have spread rapidly. Accordingly, ensuring the safety of the sensitive service itself using personal Information as well as the protection of personal Information Is becoming very important. In addition, with the popularization of smart phone and the universalized use of wireless Internet, many services that have been provided on the basis of the conventional wired network are increasingly propagating to wired and wireless converged network environment. These changes in the network environment requires new paradigm for the pursuit of safe and stable communication. In this paper, we propose seamless and secure service framework that can facilitate a sustainable secure connection between the user terminal and the sensitive service system by using both the personal and network Information. The proposed service framework is capable of isolating the source of authorized use by a third party of the personal Information as far as the user terminal is not lost, although some personal Information is disclosed. Besides, it can provide a seamless and safe service environment even if the access network is changed by relocation of terminals in the heterogeneous mobile network environment.

Hygienic Study of Traditional Foodstuffs Subjected to the Mycotoxin (Mycotoxin을 중심으로 한 전통식품의 위생학적 연구)

  • Certain Fungi Including Aspergillus flavus produce low molecular secondary metabolite that is toxic to human and animals, which have been termed mycotoxin. Given the proper humidity and temperature like summer in Korea, are capable of growing of those hazard fungi and elaborating mycotoxin on almost any organic substrate such as traditional foodstuffs and their raw materials including rice, barley, corn, meju, doenjang and gochujang etc. Until now, some people have examined to isolate various fungi such as Aspergillus sp., Penicillium sp. and Fusarium sp. from traditional foodstuffs and raw materials, and have screened various mycotoxin producing strains. Some mycotoxin contamination such as aflatoxin, ochratoxin, deoxynivalenol (DON) and zearalenone etc. also have been confirmed from similar above samples. But these data are different each other and inconsistent in experimental conditions and methods. Especially, almost experiments have been finished for one time. So more consistent experimental method and data are necessary to evaluate objectiely the safety of traditional foodstuffs subjected to the mycotoxin. For this purpose, we have to apply a new advanced technology to develop more simple and rapid methods for determination of mycotoxin and also have to concentrate our efforts on activation of research and accumulation of technology nth sustaining investment of financial support and enlargement of research installation. With those harmonious efforts, it should be possible to examine continuously nd systematically the mycotoxin contamination in our traditional foodstuffs and to assure the safety of them. Then we can maintain and develop the better traditional foodstuffs suited to internationalization.

  • Services take place in Internet environment, a formation of the trust relationship between user and service provider for services. Different authentication schemes such as using Certificate of Public Key Infrastructure authentication and using ID/PW for a simple user authentication have been proposed for trust relationship. In addition, in the case of electronic financial transactions, transaction integrity and non-repudiation features are provided. These services are provided in Internet environment, use various measures to ensure service safety. However, it was difficult to prevent attacks using existing security technology because of emergence of MITB attack that manipulate the memory area of the Web browser and social engineering attacks such as phishing/pharming, requires application of new security technologies became. In this paper, we propose a concept of smart secure-pad, and utilize it safely formed a trust relationship between user and service provider, a model has been proposed to ensure safety of data transmission. Proposed model's security evaluation results show security against to MITB attack and phishing/pharming that can't be prevent attack using existing security technology. In addition, service provider can easily apply the model in safe environment can provide Internet service using provided representative services applying the proposed model.

Extraction of Cause Factors to Enhance the Competition of Ship Management Industry Considering Ship's Lifecycle based an Intuitionistic Fuzzy DEMATEL&ISM (직관적퍼지 DEMATEL&ISM법 기반 선박의 전주기를 고려한 선박관리산업의 경쟁력 강화 원인요인 도출)

  • In those day, the Busan local government had instituted a rule to support and enhance competition as well as improve respect for the ship management industry. This study aims to extract the cause factors to enhance such competition using intuitionistic decision making trial and evaluation laboratory (DEMATEL) and interpretive structural modeling (ISM) methods. First, eight factors were extracted from the specifications in the Ship Management Industry Development Act. Second, the intuitionistic fuzzy number was converted to a crisp number using the standard fuzzy number. Third, the influence relationship was analyzed using DEMATEL, and the priority ranks for the factors are determined using ISM. From the results of the impact relationship analysis, the three main cause factors were determined as improvement of technical ship management capability, improvement of expertise of manpower for onshore management, and improvement of the quality of the Korean seafarer. The priorities under the ISM method, in descending order, were as follows: improvement of the quality of Korean seafarers, improvement of professionalism among the manpower for shore management, improvement of technical ship management capability, improvement of commercial ship management capability, establishment of a comprehensive information system, improvement of the working conditions and employment environment for seafarers, financial support such as overseas orders, and strengthening the availability of foreign seafarers. Therefore, it is necessary to prioritize policy promotion based on these factors, especially the top three, as these have the highest impact.

A Study on the Construction Equipment Object Extraction Model Based on Computer Vision Technology (컴퓨터 비전 기술 기반 건설장비 객체 추출 모델 적용 분석 연구)

  • Purpose: Looking at the status of fatal accidents in the construction industry in the 2022 Industrial Accident Status Supplementary Statistics, 27.8% of all fatal accidents in the construction industry are caused by construction equipment. In order to overcome the limitations of tours and inspections caused by the enlargement of sites and high-rise buildings, we plan to build a model that can extract construction equipment using computer vision technology and analyze the model's accuracy and field applicability. Method: In this study, deep learning is used to learn image data from excavators, dump trucks, and mobile cranes among construction equipment, and then the learning results are evaluated and analyzed and applied to construction sites. Result: At site 'A', objects of excavators and dump trucks were extracted, and the average extraction accuracy was 81.42% for excavators and 78.23% for dump trucks. The mobile crane at site 'B' showed an average accuracy of 78.14%. Conclusion: It is believed that the efficiency of on-site safety management can be increased and the risk factors for disaster occurrence can be minimized. In addition, based on this study, it can be used as basic data on the introduction of smart construction technology at construction sites.

Improvement Plan for Construction Management and Legislation of Donation Collection Facilities (기부채납 시설의 건설관리 및 법제에 관한 개선방안)

  • The donation collection system to secure infrastructure and land necessary for public development projects has been actively applied as an effective means of realizing public interest and the concept of recovering development profits, and has contributed greatly to society in public difficult financial conditions. However, due to the ambiguous legal standards and lack of legal grounds for the operation of the donation collection system, it has been arbitrarily used for administrative convenience in the form of granting a donation collection assistant to install infrastructure. In addition, infrastructure is a facility that is constructed and donated within development profits to obtain licenses, and is promoted to minimize construction costs to improve profitability, posing a risk of poor infrastructure planning, design, and construction, resulting in increased safety and maintenance costs for citizens. Continuous system and legal improvement are needed to improve the excellence, convenience, and safety of facilities that citizens will use for half a century through the improvement of the donation system.
