Korea is faced with the challenge of adapting to the world's fastest - growing low birthrate, aging society, and low growth with low interest rate era. With low fertility and aging population, the factors of financial income of health insurance are decreasing, and the increase of public interest in health, high cost medical technology and the development of medicine are leading to increase expenditure of health insurance. In this study, I will examine the strengthen protection of health insurance, financial stabilization, and fairness of medical care. First, the present status and limitations of health insurance were identified through domestic policy report, domestic and foreign literature, and precedent research. Second, the foreign health insurance policy measures to stabilize the finances were examined separately. Based on this study, in order to maintain sustainable health insurance through reinforcement and financial stabilization of health insurance, the current financial income structure of health insurance must be renovated. It will be necessary to expand government subsidies and discover new tax revenues. In addition, a policy to save finances by reorganizing the medical bill payment system and medical delivery system will also be needed.

This study is to confirm whether SMEs can manage production facilities well and receive help in establishing new product development strategies if they actively engage in external networks. And under this influence, it is to check whether sales growth and financial performance improve. After reviewing the literature and theory, an empirical analysis using the questionnaire method was conducted to verify the research model. To verify statistical significance, programs 'SPSS 20.0' and 'Smart PLS 2.0' were used. The results of the study are summarized as follows. First, the higher the level of technical cooperation external networking of SMEs, the higher the level of management of their production facilities and new product development strategy was confirmed. Second, it was confirmed that the higher the level of production facility management and new product development strategy of SMEs, the higher their financial performance. Third, among the external networking levels of SMEs, the factor that has the greatest influence on management level of production facilities was identified as degree of participation in human network activities to secure technology. And the factor that had the greatest influence on level of new product development strategy was identified as participation in joint research and commissioned research.
This paper intends to provide a more effective understanding of the management performance (survival and growth) of startups and to suggest methods that can be applied to empirical research related to startups in the future. Therefore, in this study, the effect of entrepreneurship, trend analysis, and government support on business performance (non-financial and financial) is studied. A total of 220 questionnaires were received, and 215 were adopted except for 5 insincere questionnaires. Therefore, it was evaluated based on statistical data of 215 companies surveyed by startup officials. The questionnaire was analyzed using the SPSS 28.0 statistical program. The results of the study confirmed that all three items of the hypothesis, government support, entrepreneurship, and trend analysis of start-ups all play a positive role regardless of the difference in financial and non-financial management performance.

Construction contactors must continuously seek to improve their cash flows, which reside at the heart of their financial success. They require careful planning, analysis, and optimization to avoid the risk of bankruptcy, remain profitable, and secure long-term growth. Sources of cash include bank loans and retained earnings, which are conceptually similar in that they both incur a cost of capital. Financial management therefore requires accurate yet customizable modeling capabilities that can quantify all expenses, including said cost of capital. However, currently existing cash flow models in construction engineering and management have strongly simplified the manner in which interest is assessed, which may even lead to overstating it at a disadvantage to contractors. The variable nature of cash balances, especially in the early phases of construction projects, contribute to this challenging issue. This research therefore extends a new cash flow model with an accurate interest calculation. It utilizes singularity functions, so called because of their ability to flexibly model changes across any number of different ranges. The interest function is continuous for activity costs of any duration and allows the realistic case that activities may begin between integer time periods, which are often calendar months. Such fractional interest calculation has hitherto been lacking from the literature. It also provides insights into the self-referential behavior of compound interest for variable cash balances. The contribution of this study is twofold; augmenting the corpus of financial analysis theory with a new interest formula, whose strengths include its generic nature and that it can be evaluated at any fractional value of time, and providing construction managers with a tool to help improve and fine-tune the financial performance of their projects.

Due to levitate and rapid growth of E-Commerce, most of the organizations are moving towards cashless transaction Unfortunately, the cashless transactions are not only used by legitimate users but also it is used by illegitimate users and which results in trouncing of billions of dollars each year worldwide. Fraud prevention and Fraud Detection are two methods used by the financial institutions to protect against these frauds. Fraud prevention systems (FPSs) are not sufficient enough to provide fully security to the E-Commerce systems. However, with the combined effect of Fraud Detection Systems (FDS) and FPS might protect the frauds. However, there still exist so many issues and challenges that degrade the performances of FDSs, such as overlapping of data, noisy data, misclassification of data, etc. This paper presents a comprehensive survey on financial fraud detection system using such data mining techniques. Over seventy research papers have been reviewed, mainly within the period 2002-2015, were analyzed in this study. The data mining approaches employed in this research includes Neural Network, Logistic Regression, Bayesian Belief Network, Support Vector Machine (SVM), Self Organizing Map(SOM), K-Nearest Neighbor(K-NN), Random Forest and Genetic Algorithm. The algorithms that have achieved high success rate in detecting credit card fraud are Logistic Regression (99.2%), SVM (99.6%) and Random Forests (99.6%). But, the most suitable approach is SOM because it has achieved perfect accuracy of 100%. But the algorithms implemented for financial statement fraud have shown a large difference in accuracy from CDA at 71.4% to a probabilistic neural network with 98.1%. In this paper, we have identified the research gap and specified the performance achieved by different algorithms based on parameters like, accuracy, sensitivity and specificity. Some of the key issues and challenges associated with the FDS have also been identified.

The study examines the effects of growth opportunities, debt maturity and liquidity risk on leverage, making use of a large panel of Chinese listed firms. Research on capital structure has broadened its scope from a single capital structure decision (the debt/equity choice) to various attributes of the debt in firms' capital structure. We use the system Generalized Method of Moments estimator to control for unobserved heterogeneity and the potential endogeneity of regressors. We find a negative relationship between growth opportunities and leverage. Further, we find that while the proportion of short-term debt attenuates the negative effect of growth opportunities on leverage, it negatively affects leverage as predicted by the liquidity risk hypothesis. When we distinguish between state owned firms and private controlled firms, we find evidence that these effects are only relevant to private controlled firms. However, our analysis indicates that the economic implication of liquidity risk effect is much lower for Chinese firms than that observed in the literature for US firms. Our study suggests that these differences can be explained by differences in the institutional environment in which firms operate. This finding related to Diamond's (1991) liquidity risk hypothesis extends our understanding of the relationship between liquidity risk and the debt maturity choice.

In Indonesia, micro-, small- and medium-sized enterprises (MSMEs) are introduced to increase income by providing many easier jobs to improve economic growth. They have also been reported to be generally supportive of the local industry. The government policies on investment and expenditure have the ability to promote MSMEs and economic growth. Therefore, this research was conducted to analyze the theoretical background and empirical study to investigate government's role to promote MSMEs growth in Indonesia. The secondary data after the 2008 global financial crisis recorded quarterly from 2009 to 2019 Q3 were analyzed using the Ordinary Least Square (OLS) regression model. The results showed government expenditure has a positive and significant contribution to small- and medium-sized enterprises, but the effect was not significant for micro-businesses. Meanwhile, the investment sector was discovered to have a positive and significant effect on MSMEs. The policy implications of the Indonesian government are expected to focus on its expenditure's role as the most important factor for "social-economic protection of the community" through micro-enterprises, which are numerous and more attached to the real community economic-social life. Therefore, the existence of micro-businesses is very helpful for the lower classes despite their high vulnerability to crisis.
Korea's air transport industry has a 70-year history since Korea National Airline was establishment in October 1948. Korea has 9 airlines which have international air transport business licenses, and as of 2017, air transport performance(Domestic & International) is ranked 8th in the world. Through analysis of Korea's air transport industry, this paper examines the essential problems of the domestic air transport industry and what policies and laws should be supplemented, and presents an "Policy Directions for the Air Transport Industry" that can continue to grow into a global aviation leading country in the future. Analysis of aviation statistics shows that the nation's air transport industry has a very high growth rate, and national airlines continue to invest in sustainable growth. Furthermore, new companies are also trying to enter the market. As of November 2018, four companies applied for licenses for international air transport business, one for international air transport business (cargo) license, and the Ministry of Land, Infrastructure and Transport is expected to decide whether to issue the license by first quarter of 2019. While some expect price reductions and consumer benefits through competition promotion, others worry about worsening airline financial structures and reducing safety investment due to competition. To sum up the problems of the nation's air transport industry, first, low-cost airlines focus only on attracting domestic demand, and thus have a weak foundation for continued growth. Second, the rapid growth in recent years has led to the lack of aviation professionals such as pilots and technicians and the saturation of slots at major airports. Third, since the financial soundness of airlines is not systematically managed, the financial situation of airlines can quickly deteriorate and the damage can be attributed to consumers. In order for the national airlines to continue to develop, the first is to focus on the endless demand of the global aviation market and to secure international competitiveness. Second, the government should support the airline infrastructure according to the size of the air transport industry, third, we will systematically nurture aviation experts who will lead the future of the nation's air transport industry, and finally, the government will have to continuously manage the financial status of airlines to prevent consumer damage in advance. Nowadays the air transport industry has become very competitive. Not only do airlines have to work hard for the sustainable development of national airlines, but all government agencies must support our airline companies in policy to win international competition.

By comparing to Chinese American banks, this research shows the uniqueness of Korean American banks. This article argues that instead of the cultural attributes and/or informal financial institutions, formal financial institutions, such as the ethnic banks studied here, are responsible for the business success of Asians abroad. However, ethnic banks have different development trajectories depending on their respective ethnic communities. Korean American banks are notably different from Chinese American banks in terms of growth, profitability, and banking strategies. Although both ethnic banks exercise relationship banking strategies in their loan portfolios, their deposit compositions are very different and cause significant differences in financial performance. The focus on business loans and high rates of non-interest deposits allow for higher growth rates in Korean American banks. Therefore, relationship banking does not adequately explain the differences of ethnic banks. This research attempts to understand the underlying factors in choosing banking strategies by mainly focusing on the unique examples found in Korean and Chinese immigrant societies. For Chinese Americans, the heterogeneity of their population composition and foreign influence dominate their bank structures. On the other hand, Korean American homogeneity and business orientation are distinctly different. The influence of Korean capital is not significant when compared to overseas Chinese capital.
