Disaster Resilience in Self-Organized Interorganizational Networks: Theoretical Perspectives and Assessment

  • Building resilient community is often a complicated process to be gained by interorganizational collaboration. Since patterns of interorganizational relations among governments and sectors are constantly changing due to internal and external factors in the field of emergency management, understanding the dynamic nature of interorganizational collaboration is a critical step for improving a community’s ability to bounce back from a catastrophic event. From two theoretical perspectives, this research aims to examine the essential role of working across levels of governments and sectors in building resilient community by focusing on sources of community resiliency and a strong commitment. The empirical evidence highlights the importance of studying resilience as a way to understand the motivation and incentive for organizations to work jointly during emergency response. The study of organizational resilience also draws attention for the importance of various forms of interorganizational collaboration such as formal and informal relations. It also highlights how local organizations can utilize their relations to seek resources without necessarily jeopardizing their ability to perform their core organizational functions.

  • Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants.Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration. As a result of the study, the main aspects of normative legal aspects of information support for the provision of administrative services in the field of public administration were investigated.

  • This paper deals with the thrust calculations and the measurements of a cylindrical Linear Oscillatory Actuator (LOA) sing Transfer Relations Theorem (TRT), namely, Melcher's methodology. Using transfer relations derived in terms of a magnetic vector potential and a two-dimensional (2-d) cylindrical coordinate system, this paper derives analytical solutions for the magnetic vector potential, magnetic fields due to Permanent Magnets (PMs) and stator winding currents and the thrust. The analytical results are validated by non-linear Finite Element (FE) analyses. In particular, test results such as thrust and back-emf measurements are given to confirm the analysis.

Diurnal changes of Tissue Water Relations in Two Allopatric Tree Species (이소적 두 수종의 수분관계 일변화)

  • Diurnal changes of microclimatic conditions and tissue water relations were measured at two sites where Carpinus laxiflora and C. cordata were allopatrically distributed. The microclimatic conditions at a site where C. laxiflora was distributed produced severe water stress condition during summer months. Daily maximum temperature reached $30.4^\circC$ and the highest vapor pressure deficit was 1.31 KPa when 13 rainless days were continued. During this period soil water content decreased to below the field capacity even at a depth of 20 cm and xylem pressure potential also decreased to ­2.04 MPa. However, turgor potential was maintained more than 0.4 MPa. Patterns of stomatal conductance were changed with evaporative demand and soil water availability. On the other hand, microclimatic conditions at a site where C. cordata was distributed were moderate water strees condition compared with those at a site C. laxiflora was distributed. Though soil water content was maintained above field capacity C. cordata showed a remarkable decrease in turgor potential and stomatal conductance throughout the experiment. These results indicate that there is a difference in habitat characteristics between the two species and C. laxiflora is more resistant than C. cordata to water stress.

  • The concept field is defined as the schema of all equivalent definitions of a mathematics concept. Concept system is defined as the schema of a group concept network where there are mathematics relations. Proposition field is defined as the schema of all equivalent proposition sets. Proposition system is defined as a schema of proposition sets where one mathematics proposition at least is "derived" from the other proposition. CPFS structure that consists of concept field, concept system proposition field, proposition system describes more precisely mathematics cognitive structure, and reveals the unique psychological phenomena and laws in mathematics learning.

  • In the earlier papers we analyzed the axisymmetric, nonstationary electrodynamics of the central black hole and a surrounding thin accretion disk in an active galactic nucleus. Based on those papers we analyze the axisymmetric, nonstationary force-free black hole magnetosphere and the motion of the plasma. We concentrate on deriving the relations between the velocity components of the plasma and those of the accreting magnetic field lines. We conclude that the former are given by the sum of the latter and the magnetic field terms.

  • The manifold $^*g-ESX_n$ is a generalized n-dimensional Riemannian manifold on which the differential geometric structure is imposed by the unified field tensor $^*g^{{\lambda}{\nu}}$ through the ES-connection which is both Einstein and semi-symmetric. The purpose of the present paper is to prove a necessary and sufficient condition for a unique Einstein's connection to exist in 5-dimensional $^*g-ESX_5$ and to display a surveyable tnesorial representation of 5-dimensional Einstein's connection in terms of the unified field tensor, employing the powerful recurrence relations in the first class.

  • In the first paper of this series, [2], we investigated how the conformal change enforces the connections and gave the complete relations between connections in Einstein's $^*g^{{\lambda}{\nu}}$-unified field theory. In the current paper we wish to investigate how the vector def $$S_{{\lambda}{{\mu}}{{^\mu}}{=^{def}}S_{\lambda}$$ is transformed by the conformal change. This topics will be studied for all classes and all possible indices of inertia.
