Economic feasibility study using weighted average variable Jeju System Marginal Price, SMP, was conducted for Gasiri wind farm of Jeju Island. To predict the variable Jeju SMP, generator share ratio for SMP was calculated from the real time wind power production and the power demand data for years. Also, sensitivity analysis on Net Present Value, NPV, and Benefit/Cost Ratio, B/C ratio, were performed to clarify which factors are more important in assessing economic feasibility. The result shows that the Gasiri wind farm has a minimum of 110 billion won and a maximum of 132 billion won difference between fixed and variable SMP. Also, Capacity Factor, C.F., had the highest sensitivity for NPV, followed by SMP. Accordingly, when economic analysis for a potential wind farm site is carried out, the variable SMP as well as C.F. should be considered for more accurate assessment of the wind farm.

Recently, in an attempt to overcome the defects of quiescent power shutdown system, smart quiescent power control system has been developed. However, due to its higher investment costs, feasibility evaluation must be conducted. While LCCA (Life Cycle Cost Analysis) model is useful to estimate net savings of alternatives that differ with respect to initial costs and operating costs, the environmental burdens are not considered. On the contrary, LCA (Life Cycle Assessment) model is suitable to assess environmental impacts associated with the stages of a product's life but it does not consider costs. In this study, a comprehensive analysis on the economic and environmental impacts of smart quiescent power control system is conducted by using LCCA and LCA model. In addition, sensitivity analysis is carried out to quantify accuracy of estimates.

Structural damage is used to be modeled through reductions in the stiffness of structural elements for the purpose of damage estimation of structural system. In this study, the concept of joint damage is employed for more realistic damage assessment of a steel structure. The joint damage is estimated damage based on the mode shape informations using neural networks. The beam-to-column connection in a steel frame structure is represented by a rotational spring at the fixed end of a beam element. The severity of joint damage is defined as the reduction ratio of the connection stiffness with respect to the value of the intact joint. The concept of the substructural identification is used for the localized damage assessment in a large structure. The feasibility of the proposed method is examined using an example with simulated data. It has been found that the joint damages can be reasonably estimated for the case with the measurements of the mode vectors subjected to noise.

Objectives: The detection of autism spectrum disorder (ASD) is based on behavioral observations. To build a more objective datadriven method for screening and diagnosing ASD, many studies have attempted to incorporate artificial intelligence (AI) technologies. Therefore, the purpose of this literature review is to summarize the studies that used AI in the assessment process and examine whether other behavioral data could potentially be used to distinguish ASD characteristics. Methods: Based on our search and exclusion criteria, we reviewed 13 studies. Results: To improve the accuracy of outcomes, AI algorithms have been used to identify items in assessment instruments that are most predictive of ASD. Creating a smaller subset and therefore reducing the lengthy evaluation process, studies have tested the efficiency of identifying individuals with ASD from those without. Other studies have examined the feasibility of using other behavioral observational features as potential supportive data. Conclusion: While previous studies have shown high accuracy, sensitivity, and specificity in classifying ASD and non-ASD individuals, there remain many challenges regarding feasibility in the real-world that need to be resolved before AI methods can be fully integrated into the healthcare system as clinical decision support systems.
There is an increasing interest in passive safety systems to minimize the need for operator intervention or external power sources in nuclear power plants. Because a passive system has a weak driving force, there is greater uncertainty in the performance compared with an active system. In previous studies, several methods have been suggested to evaluate passive system reliability, and many of them estimated the failure probability using thermal-hydraulic analyses and the Monte Carlo method. However, if the functional failure of a passive system is rare, it is difficult to estimate the failure probability using conventional methods owing to their high computational time. In this paper, a procedure for the application of the Chernoff bound to the evaluation of passive system reliability is proposed. A feasibility study of the procedure was conducted on a passive decay heat removal system of a micro modular reactor in its conceptual design phase, and it was demonstrated that the passive system reliability can be evaluated without performing a large number of thermal-hydraulic analyses or Monte Carlo simulations when the system has a small failure probability. Accordingly, the advantages and constraints of applying the Chernoff bound for passive system reliability evaluation are discussed in this paper.
There is a general consensus that many health care problems are attributable to the structural defects of the health care delivery system in Korea. The basic policy aimed to address these problems is to reform the delivery system so as that it incorporates two core principles: (1) stratification of medical care institutions into primary, secondary, and tertiary care providers according to the capability to perform specialized and complex services; (2) patients seeking care starting from the primary care provider and, if necessary, to be referred to the other provider step by step. This policy has been consistently pursued for about 30 years, but the achievement is far from success. Thus it is believed that the feasibility of the policy should be questioned. Starting from this question, based upon the observation of the current structure of the delivery system and its expected changes, the reform policy was discussed focusing on the assessment of its feasibility from both practical and theoretical viewpoints. The discussion leads to cast doubt on the policy for its possibility of making planned changes and producing expected desirable effects. Therefore it is advisable to investigate a wide range of alternative strategies and models for improving health care delivery.

This paper presents the damage assessment of a building structure by using a novel optical fiber accelerometer system. Especially, a sub-scaled building model is designed and manufactured to check up the feasibility of the optical fiber accelerometer for structural health monitoring. The novel accelerometer exploits the moir$\acute{e}$ fringe optical phenomenon and two pairs of optical fibers to measure the displacement with a high accuracy, and furthermore a pendulum to convert the displacement into acceleration. A prototype of optical fiber accelerometer system has been successfully developed that consists of a sensor head, a control unit and a signal processing unit. The building model is also designed as a 4-story building with a rectangular shape of $200{\times}300$ mm of edges. Each floor is connected to the next ones by 6 steel columns which are threaded rods. Basically, a random vibration test of the building model is done with a shaker and all of acceleration data is successfully measured at the assigned points by the optical fiber accelerometer. The experiments are repeated in the undamaged state and the damaged state. The comparison of dynamic parameters including the natural frequencies and the eigenvectors is successfully carried out. Finally, the optical fiber accelerometer is proven to be prospective to evaluate dynamic characteristics of a building structure for the damage assessment.
As most of environmental impacts caused by development projects are irrevocable, a thorough review is utmost necessary. Ecological-economic integrated approach inspired by Norgaard's co-evolution theory should be applied to the environmentally adjusted CBA, which plays a decisive role in the feasibility analysis. Based on case studies of NamHan River Management Project and Yeongsangang Wetland Reclamation Project, this paper attempts to show the usefulness of linking basic plan and implimentation design to EIA and suggests to integrate EACBA into the current EIA system institutionally as a more effective policy tool for realizing sustainable development in Korea.
Purpose: The purpose of this study was to classify the elderly in long-term care facilities using the Resource Utilization Group(RUG-III) and to examine the feasibility of a payment method based on the RUG-III classification system in Korea. Method: This study measured resident characteristics using a Resident Assessment Instrument-Minimum Data Set(RAI-MDS) and staff time. Data was collected from 530 elderly residents over sixty, residing in long-term care facilities. Resource use for individual patients was measured by a wage-weighted sum of staff time and the total time spent with the patient by nurses, aides, and physiotherapists. Result: The subjects were classified into 4 groups out of 7 major groups. The group of Clinically Complex was the largest (46.3%), and then Reduced Physical Function(27.2%), Behavior Problems (17.0%), and Impaired Cognition (9.4%) followed. Homogeneity of the RUG-III groups was examined by total coefficient of variation of resource use. The results showed homogeneity of resource use within RUG-III groups. Also, the difference in resource use among RUG major groups was statistically significant (p<0.001), and it also showed a hierarchy pattern as resource use increases in the same RUG group with an increase of severity levels(ADL). Conclusion: The results of this study showed that the RUG-Ill classification system differentiates resources provided to elderly in long-term care facilities in Korea.
This paper presents the comprehensive feasibility study of solar mini-grid project located in Bajhang District, Sudur Paschim Province, Nepal. The study has been conducted with the aim of developing a suitable size solar mini-grid system to meet electricity demand of proposed settlements of the village people. The study forecasts that the estimated average daily peak power consumption of load is about 20kW and average daily energy demand of load is about 100-150kWh/day in the base year 2022. The shared ratio of productive end uses is about 25% of the total power consumption and about 27% of the total energy demand, which will be used for small business/income generation activities and required 45kWp size solar power generation mini-grid system. The estimated project cost for the proposed 45kW solar mini-grid system technology, including 3 years of operation & maintenance, as well as power distribution network up to end user's premises is about 0.24 million USD. It is concluded that 45kWp photovoltaic mini-grid is feasible for the location.
