The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.

The purpose of this study was to review the current state and issues of family life welfare policy and service delivery system in Korea Up to now social welfare has exclusively represented welfare area and family life welfare has been treated as a subarea of social welfare not an independent area Recently the organization system of family life welfare in Korea was reorganized. The depatment of family life welfare was disorganized and the role and function of it was dispersed. The present policy for family life welfare and service delivery system pose many issues in legal arrangement administrative dimension approach characteristics of welfare concerned department institution professional personnel and certificate system.

This study examines the changing paradigm of family welfare policy and tries to find an appropriate model for the delivery system of family welfare service. First, the study reviews the contexts of family policy in new paradigm, and traces the changing process of family welfare-related administration from the ministry of human and health to the ministry of family and gender equality. Second, the study examines the principles of the delivery system for family welfare service to pursue the advancement of family policy. In conclusion, it proposes an alternative model for the successful settlement into community of family welfare delivery system, and a desirable position and role of family support center. The principles of the delivery system of family welfare service is fundamentally to make family policy come realistic, such as strengthening family stability through the harmonic reconciliation of work and family, preventing any forms of families from social safety net, and securing happy lives. Comprehensiveness, continuity, effectiveness, and accessibility of the system are also needed. In particular, family support center, recently very controversial, could be better as a representative council of networking various kinds of community organizations in the fields of family welfare enhancement, rather than organization of direct service provision, such as family counselling, education and therapy. Finally, an alternative model of delivery system for family welfare service is presented.

This study attempted to develop integrated family policy. For this purpose, a delphi survey was conducted twice among 15 professionals regarding the general contents of family policy, the goals and outcomes of president Roh's administration, the direction and plan of action for future family policy. The results of this study are as follows: Firstly, the main results of president Roh's administration were the creation of the Ministry of Women and Families, and the Healthy Families Law. Nevertheless, that government had no long-term vision or action programs. Secondly, there are two aspects of family policy which one is family members based and the other is family life cycle based. Accordingly the subjects of this study insist that family policy has to cover people's whole life, all families regardless of family structure, and has to integrate the plans and programs which have been served to individuals, for example, women, child, youth, and elderly. Thirdly, the orientations of future family policy are to be toward happiness, health, equality, coexistence, harmony, growth, generosity, diversity, self-control, and a sustainable society. So the concept of the integrated family policy has to cover all aspects of the family and the diversity of family life. Therefore, the service delivery system for family policy has to converge into the Healthy Family Center.

This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

In Korean society, a housewife and mother often plays the role of family resource manager. In 2008, the newly appointed Korean government proposed a new direction in social policies, including family policy, that is, "active social welfare". According to "active social welfare", family policy focuses on a preventive policy and a family needs-oriented policy. In other words, newly established family policies should reflect parents' needs in their family resource management. In this economic downturn, family policies should be established to satisfy parents' needs to overcome their own family's economic crisis. This study focuses on policy recipients' real voices and their needs: they need the government's help supporting their efforts to overcome the economic crises within their families.

Since the Framework Act on Healthy Families came into effect in 2005, family policy has become a primary field of social policy, and 'family' has emerged as an important keyword for solving Korean society's various phenomena and problems. In order to seek practical plans for reforming social policy through family policy, this thesis has analyzed the transitional characteristics of Korean families in relation to where Korean families currently stand and the situation they are facing. This thesis has also reviewed the content of family policy in the master plan of healthy families, the starting point of the actual family policy, and other related policies. It also has analyzed the key content of child care support policy. From these various analyses and discussions, this thesis has emphasized "family care" as the keyword of family policy, family effect analysis as the means of reinforcing family perspective, and family integrity for policy effectiveness.

This study focused on the necessity and structural framework of tentative draft of "Act on Family Welfare". The changing Agenda of the family policy is to be influenced by many factors. The structural change of population and aging problem in modern society are generally included in main factors which produce political needs. Therefore, migrant family is recognized as a alternative which is to resolve the socioeconomic problems of aging industrial societies. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the third way("neue Mitte") which the social economic structure intends to neo-liberalistic trend. The concern on the welfare policy for the migrant families has grown recently in neo-liberalistic age, but research on german welfare policy for migrant families is very limited in quantity and Depth. The main purpose of this study is to examine how the welfare policy for the migrant families of Schroeder-government has been developed in Germany. And this paper evaluates the results of transforming policy. Based on this evaluation, this paper attempts to be manifest the problem of korean family policy for the migrant population and to find out implications of german model.

The purposes of this study are to explain the need of family therapy service in Korea to explain the realities and problems of family welfare policy, family therapy institutions and family therapist of Korea and to suggest several ways in terms of family welfare policy family therapy institutions and family therapist for activating family therapy service. One of the most important factors to activate family therapy service is the financial support of government for family therapy service.
