Restructuring the Family Policy from the Gender-integrating Perspective: Reconciling Work and Family life (가족정책의 성 통합적 재구조화: 노동 주체의 관점에 근거한 일과 가족의 양립을 중심으로)

  • The purpose of the paper is to discuss the restructuring of the family policy from a gender-integrating perspective. Several meaningful conclusions were reached. First, examining family policy from the laborer's perspective, the issue of work and family becomes not a gender-related issue but rather an issue for universal people. Second, in order to include the difference in interest among men and women in the labor market, and to view the issue from a gender-integrating perspective, the framework for family policy should consider the place of labor. Third, if family policy is divided into family and labor arena based on the above mentioned framework, the core content of the policy should gear toward loosening and/or eliminating barriers to fulfill the right to work for pay and the right to care for family. Lastly, family policy should aim at men and women sharing the responsibility of supporting and caring for the family. By doing so, we may be closer to maintaining work and family together, the ultimate goal of family policy.

University Students' Perception of Childbirth according to the Types of Family Values (남녀 대학생의 가족가치관 유형에 따른 자녀출산에 대한 인식)

  • The primary objective of this study was to classify different family values and to examine how university students' perceptions of childbirth differ according to the types of family values. The sample for this study consisted of 601 university students living in the cities of Seoul, Incheon, and the Gyeonggi province. The data were collected using structured questionnaires distributed through an online survey. Descriptive statistics including frequencies, percentages, means and standard deviation and cluster analysis, One-Way ANOVA and $X^2$ test are applied to analyze the data. The major results of this study are as follows: 1. The values of the university students regarding marriage, children, and familism were used as parameters to categorize the different types of family values on the cluster analysis. The results of the cluster analysis showed that the university students' family values could be classified into three types; "family-centered values", "individual-centered values", and "familism children-centered value". 2. The family values of the university students differed according to each student's gender, age, religion, socioeconomic status, gender-role attitude, and relationships with his or her father and or mother. 3. On average, the number of children that the students would like to have in the future is higher than the number of children that they actually plan to have. 4. The students' perceptions of family planning and low birthrate circumstances differed according to their family values. The university students categorized as having "family-centered values" planned to have the highest number of children in the future and thought that the low birthrate was a very serious issue, whereas the students with "individual-centered values" planned to have the lowest the number of children in the future. 5. To conclude the study, recommendations were made for the government to improve the low birthrate and for facilitate further research regarding this issue.

A Study on the Elderly Woman and Welfare in Aging Society (고령화 사회에서 여성노인과 복지에 관한 고찰)

  • An aging society in which the proportion of the aged of a society is growing faster than the of the young is becoming an worldwide phenomenon owing to low birth rate, the upgraded medical art and so on. Korea is one of the most rapidly aging societies in the world today. Since aging society is totally different from the traditional society in the many field, potential problems must be expected and countermeasure must be considered. One of the potential problems it may cause is the issue of supporting subject of the aged. Parent-supporting and welfare for the aged become important social issues. Especially the supporting of the aged woman is more important issue because of their longer average life than man and their exposure to sexual discrimination and their welfare is very important issue of social welfare system. Accordingly the purpose of this study is to present the practical counter measure to the supporting of the aged woman. These studies can be divided into traditional approach which insists on the family supporting and modern approach which asserts government(or social) supporting. Comprehensive literature study reveals that both of government and family are responsible for the supporting of the aged woman.

Why the states has no housework policy\ulcorner : The political issue on housework (가사노동의 정채적 반영을 위한 연구)

  • This paper explored the public issue on housework analyzed the policy and the law associated housework and developed the theorical model for its political program. This idea is dependent that the policy has priority over change of the social ideology. That policy contains a campaign and a education to be aimed to share of housework in order to make responsibility of men as well as women on family and work. Also it contains economic value estimates to quantify and value the non-wage work(childcaring homemaking etc.) in order to confirm its productive activity. It would assume the lawful form as like a social security or a pension. For example the Family Rights Law Tax Law and Social Security Act have to be reflected on the value of housework and to be secured the social status of provider. After all this work was useful to improve a wage and a social status of all women. As consistent policy and operation associated housework are poor in Korea it is difficult to develop theoric l model on this theme. On the range a political proposal on housework would be bound by family policy(evaluation of housework) and women's labor policy(housework support). So the policy intend to secure a family life to improve welfare of women and to equilibrate the family and the work.

An Analysis of Issue Shift in German Family Welfare Policy (독일 가족복지정책의 쟁점변화 분석)

  • 독일에서 가족은 전후의 산업화과정 속에서 다면적인 사회변동을 경험하면서 형태적 측면과 내용적 측면에서 다양화와 탈제도화 그리고 개인화의 경향이 강해지는 현상을 보이게 되었다. 이러한 변화과정 속에서 가족은 저출산문제, 보육문제, 역할분담을 둘러싼 갈등, 빈곤과 실업, 노인부양문제 등과 같은 다양한 문제와 직접적으로 당면하게 되었다. 특히 1980년대 후반부터는 통일을 전후로 하여 약 10년간에 걸쳐 저출산문제가 심화되면서 가족문제는 중요한 사회정책이 슈로 부각되기 시작하였다. 이러한 현상은 근대적 가족주의에 기반한 가족의 복지정책의 개선에 대한 사회적 요구를 증대시켰고 그로 인해 독일 가족복지정책은 인구변화로 인해 발생되는 가족의 복지욕구를 수용해야 한다는 과제를 떠안게 되었다. 본 연구는 1950년대 이후부터 현재에 이르기까지 독일에서 시대별로 각 집권정당들은 다양한 가족쟁점들을 어떠한 관점에서 수용하여 정책의제화하고, 이에 대한 대응전략으로써 어떠한 정책방안들을 발전시켜 왔는가 하는 과정적 전개양상을 문헌연구방법을 통해 분석함을 목적으로 하였다. 연구를 통해 획득된 결과는 다음과 같다: 독일의 가족복지정책은 가족쟁점의 변화에 따라 1인 부양자모델의 확립기, 취업모 지원과 가족의 다양성에 대한 정책적 수용기, 보육정책의 확대기로 구분될 수 있으며, 그 과정에서 체계화된 정책 프로그램은 소득지원, 양육 및 교육지원 그리고 노인부양가족지원 프로그램이 핵심을 형성하게 되었다. 이러한 프로그램들의 발전은 정책이 1인 부양자모델에서 2인 부양자모델로 연속적으로 변화되는 양상을 반영하고 있다는 점에서 가족문제의 해결책을 모색 중인 우리나라에도 시사하는 바가 많다.

Purchase Intention Toward Family-Look Clothing Related to Family Cohesion and Consumer Clothing Value (가족응집성 및 의복가치에 따른 '패밀리룩' 의류제품 구매의도)

  • The growth in the amount of selling of family-look clothing was recently observed in an domestic apparel industry. The issue related to the consumers' purchase behavior toward family-look clothing would closely connected with their relationship among family members, especially, the family cohesion. To understand the consumers' purchase behavior toward family-look clothing, the study investigated the relationship with the purchase behavior toward family-look apparel and family cohesion as well as other clothing behavior. Most of the respondents$(76.7\%)$ had never purchased family-look clothing and most of the consumers$(75.7\%)$ who had purchased family-look clothing expressed their satisfaction with the purchase. The results revealed that the family cohesion had statistically significant influence on purchase intention toward family-look clothing, that is, consumers who were closely linked together with their family tended to have an intention to purchase family-look clothing.

  • Korean families have been undergone tremendous changes during the past three decades with societal changes. Korean families become smaller, diverse, and multi-cultural. These family changes challenge child development research. Family is not just an intimate relationship. Family is also a structural environment, a system linking micro and macro system, an institution, and an ideology. Consequently, researchers need to pay attention to various ways family influence child development and take into account family as a whole unit. Researchers are also challenged to make a stance regarding family changes and diversity. Temporality is another important issue in studying how family development and child development interact. In terms of public policy, social services should be developed to cope with the new social risks from family changes and to mitigate a growing developmental gap among the children of families with different economic classes.

Influencing Factors on the Family Caregivers' Burden of Inpatients with Acute Stroke (급성기 뇌졸중 입원환자 가족 간호제공자의 부담감 영향요인)

  • Purpose: The purpose of this study was to explore the influencing factors on the family caregivers burden who have has inpatients with acute stroke. Methods: Subjects were 126 family caregivers who have has inpatients with acute stroke. Data were collected by questionnaires. The collected data were analyzed by t-test, ANOVA, Scheffe's test, Pearson's coefficients and multiple regression. Results: The Anxiety of family caregivers was identified as a determinant of family caregivers burden who have has inpatients with acute stroke by the multiple regression analysis (${\beta}=.58$, p<.001). Gender and low cognitive function of inpatients were significantly related to family caregivers burden. And knowledge about care (r=-.27, p=.002) was correlated with anxiety significantly. Conclusion: The family caregivers burden is not only an important issue for nursing but also major nursing problem to be addressed nurses. Family caregivers with acute stroke inpatients feel more anxiety than family caregivers with other illnesses. The anxiety of family caregivers is important especially to the family caregivers who have to care acute stroke inpatients to reduce their burden.

  • The Guarantee of Rights and Support for Persons with Developmental Disabilities Act was enacted and revised in 2014. However, national measures for persons with developmental disabilities remain insufficient. In the film, "Grown Up," director Hyeyoung Jang filmed the daily life of her sister, who has developmental disabilities. She raised not only the issue of institutionalization in people with developmental disabilities in Korea but also the issue of a lack of policies that would be essential to them and their family members. In the future, I hope that as experts, child and adolescent psychiatrists in Korea will pay more attention to the lives of people with developmental disabilities outside the clinic and propose policies to help them and their family members.

A Study on the Discourse of Family and Family Policy in the Legislative Process of Strong Family Act (건강가정기본법 제정과정에 나타난 가족 및 가족정책 담론)

  • This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.
