국내 항만횡단 해상교량의 건설 절차 분석 및 개선방안 (Construction Processing Analysis of Domestic Bridges Crossing Navigable Waterways and Improvements)

  • 최근 민간투자에 의한 사회기반시설 확충, 육상 도로망의 직선화 및 최적화를 위해 항만 및 주요 항로를 횡단하는 해상교량 건설이 활발히 추진되고 있다. 이러한 해상교량 건설에 있어 해상이용자의 통항 안전, 항만 운영의 효율화 및 장기 개발 등에 미치는 영향을 충분히 고려하지 않고 경제적인 측면만을 부각하여 건설되고 있다. 이로 인해 해상교량의 위치 및 규모 결정시 해상교통안전 확보를 요구하는 해상이용자와 해상교량 건설주체와 지속적인 갈등이 반복되고 있는 실정이다. 이러한 문제들의 근본적 원인은 항만의 개발 운영 및 해상교통안전 관점에서 제시된 해상교량 건설시에 필요한 교량규모 및 통항 예상 대상 선박 등에 대한 설계기준 및 절차 통이 없기 때문이다. 이에 본 연구에서는 항만별 해상교량 건설현황을 조사 분석을 통해 국내 해상교량 건설에 따른 절차상의 문제점을 우선 고찰하여 개선 방안을 제시하고자 한다.

Development and Validation of an Integrated Healthy Workplace Management Model in Taiwan

  • Background: Impacts of exposure are generally monitored and recorded after injuries or illness occur. Yet, absence of conventional after-the-effect impacts (i.e., lagging indicators), tend to focus on physical health and injuries, and fail to inform if workers are not exposed to safety and health hazards. In contrast to lagging indicators, leading indicators are proactive, preventive, and predictive indexes that offer insights how effective safety and health. The present study is to validate an extended Voluntary Protection Programs (VPP) that consists of six leading indicators. Methods: Questionnaires were distributed to 13 organizations (response rate = 93.1%, 1,439 responses) in Taiwan. Cronbach α, multiple linear regression and canonical correlation were used to test the reliability of the extended Voluntary Protection Programs (VPP) which consists of six leading indicators (safe climate, transformational leadership, organizational justice, organizational support, hazard prevention and control, and training). Criteria-related validation strategy was applied to examine relationships of six leading indicators with six criteria (perceived health, burnout, depression, job satisfaction, job performance, and life satisfaction). Results: The results showed that the Cronbach's α of six leading indicators ranged from 0.87 to 0.92. The canonical correlation analysis indicated a positive correlation between the six leading indicators and criteria (1st canonical function: correlation = 0.647, square correlation = 0.419, p < 0.001). Conclusions: The present study validates the extended VPP framework that focuses on promoting safety and physical and mental health. Results further provides applications of the extended VPP framework to promote workers' safety and health.

  • The Emergency Core Cooling System in current nuclear power plants typically has a considerable number of complex functions and largely cumbersome operator interfaces. Functions for initiation, switch-over between various phases of operation, interlocks, monitoring, and alarming are usually performed by relays and analog comparator logic which are difficult to maintain and test. To improve problems of an analog based ECC (Emergency Core Cooling) System, the trip computer for ECCS based on Dynamic Safety System (DSS) is implemented. The DSS is a computer based reactor protection system that has fail-safe nature and performs a dynamic self-testing. The most important feature of the DSS is the introduction of test signal that send the system into a tripped state. The test signals are interleaved with the plant signals to produce an output which switches between a tripped and health state. The dynamic operation is a key feature of the failsafe design of the system. In this work, a possible implementation of the DSS using PLC is presented for a CANDU Reactor. ECC System of the CANDU Reactor is selected as the reference system.

  • 지보재의 파괴가 고려된 터널의 안전율을 산정하는 방법으로 숏크리트 내에 발생하는 응력이 허용응력을 초과하면 숏크리트가 파괴된다고 가정하고 전단강도 감소기법을 이용하여 지반과 숏크리트의 파괴를 고려한 안전율을 구하는 방법이 유광호 등(2000)에 의해 제시되 바 있고, 유광호 등(2005)과 한동식 등(2006)에 의해 꾸준히 수정 보완되었다. 본 논문에서는 터널의 안전율을 산정함에 있어 시공단계를 고려할 수 있도록 기존 routine을 수정 보완하였다. 또한, 전단강도 감소기법을 사용하여 연속체요소와 보요소로 숏크리트를 모델링하고, 허용응력설계법에 근거하여 파괴를 판단함으로서 터널의 안전율을 정량적으로 산정하는 기존 연구와의 비교를 통해 적정 숏크리트의 모델링 방법을 제시하고자 한다.

전기적 열선의 발화 및 화재 위험성에 관한 연구 (A Study on Ignition and Fire Risks of Electric Heat Wire)

  • This study aims to examine the risk of electrical fire in places where electric heat wires are used. In general, the use of electric heating wires is becoming more common and prevalent in a bid to prevent increasing damage caused by freezing and bursting in residential water pipes, factory pipes and irrigation pipes in vinyl greenhouse and a variety of heat wire products are available in market with legal safety requirements imposed on them. However, the widespread use of anti-freezing burst heat wire products has caused increasing incidents of fire, which often fail to be incorporated into statistics due to quick onsite extinguishing and insignificant damage although damage is gradually on the rise. Against this backdrop, this study aims to look into the possibility of ignition caused by electric heat wires and the mechanism of how it turns into catching fire through overheat and short circuit tests for anti-freezing burst electrical heat wires (hereinafter called the 'heat wire') and expects to serve as the basis for further observations and analyses on the cause of fire and the process of ignition in a scientific manner.

공동주택 대안적 화재 피난방식에 대한 건설전문가 평가조사 (Analysis on Field Professionals' Assessment of Alternative Fire Escape Methods in Apartment Building)

  • In apartment buildings, casualties, especially fatalities have occurred in balcony areas in fires if residents fail to escape to the main entrance. Potential consequences of a particular infrequent event should be considered. In attempting to design apartment buildings for fire safety, alternative escape methods such as vertical penetration could be considered. The purpose of this study is to investigate present building regulations regarding apartment buildings and examine pros and cons of the current escape method and alternative escape methods. Focus group interview was conducted to discuss problems of fire escape methods. In addition, questionnaires were distributed to field professionals working in architecture, construction and related industries. Among 500 questionnaires distributed, 192 questionnaires were collected. Usable 162 questionnaires were analyzed using SPSS 15. Regarding alternative fire escape methods, several concerns were mentioned. Safety, privacy, security, effectiveness of escape, water proof problems were raised. Based on the opinions, vertical penetration between apartment unit appeared more safe, secure, effective than horizontal penetration. However, both methods have its own pros and cons under specific contexts. Alternative escape methods need be considered for a selective options for residents in case of fire.

  • KSR-III의 추진시스템 종합성능시험과 단인증시험을 위한 수직형 연소시험시설이 구축되었다. 이러한 시험은 발사체에 준하는 단품을 사용하는 시험으로, 상대적으로 낮은 수준의 안전율 하에서 시험이 진행되게 된다. 이에 연소시험 안전대책의 하나로 엔진부에 대한 비상정지 시스템이 검토되었으며, 정확하고 빠른 판단을 위하여 연소실 압력과 가속도신호를 사용하는 비상정지 시스템이 구축되었다. 이러한 측정변수를 통하여 점화지연 및 실패, 소화, 추진제 공급상태, 불안정 연소, 구조물 과도진동 등을 감시할 수 있었으며, 이상 상황인지 후 빠르게 시험을 중단할 수 있었다. 이처럼 빠른 판단과 후속조치로 시험의 안전을 확보할 수 있었으며, 목적한 개발시험을 안전하게 마칠 수 있었다.

자율주행 자동차를 위한 주행 데이터 기반 종방향 제어기 고장 감지 알고리즘 개발 (Development of Vehicle Longitudinal Controller Fault Detection Algorithm based on Driving Data for Autonomous Vehicle)

  • This paper suggests an algorithm for detecting fault of longitudinal controller in autonomous vehicles. Guaranteeing safety in fault situation is essential because electronic devices in vehicle are dependent each other. Several methods like alarm to driver, ceding control to driver, and emergency stop are considered to cope with fault. This research investigates the fault monitoring process in fail-safe system, for controller which is responsible for accelerating and decelerating control in vehicle. Residual is computed using desired acceleration control command and actual acceleration, and detection of its abnormal increase leads to the decision that system has fault. Before computing residual for controller, health monitoring process of acceleration signal is performed using hardware and analytic redundancy. In fault monitoring process for controller, a process model which is fitted using driving data is considered to improve the performance. This algorithm is simulated via MATLAB tool to verify performance.

액체수소 사고피해 완화기술에 대한 연구 (A Study on Mitigating Accidents for Liquid Hydrogen)

  • 이 연구에서는 최근의 액체수소안전관련 연구현황을 간략히 살펴보고자 한다. 액체수소 저장용기가 파손되어 액체수소가 누출될 수 있다. 누출된 액체수소는 풀을 형성하고 증발하여 수소증기 운을 형성한 뒤 증기운 폭발이 일어날 수 있다. 액체수소를 저장하고 있는 용기가 외부로부터 유입되는 열에 의하여 증발하는 가스를 처리하지 못할 경우에는 BLEVE가 발생할 수 있다. 압축된 수소가스가 있는 시설에서는 수소누출에 의한 제트화제가 발생하고 지연점화에 의하여 개방공간에서 플래시 화재 및 폭발이 발생할 수 있다. 이러한 여러 가지 사건에 대하여 최근의 기술개발과 향후연구개발 방향에 대하여 간략히 살펴보았다.

산업안전·위생지도사 제도 및 운영에 대한 인식도 조사연구 (Survey on the Industrial Safety & Hygiene Consultant System and It's Operational Issues)

  • The Korean government had introduced the industrial safety & hygiene consultant(ISHC) system to improve worksite health and safety level by providing specialized industrial safety & hygiene(S&H) services in 1996. Despite of initial hopeful expectation it has been said that this plan might fail to settled down and maintain its purpose. This study was designed to investigate operational issues and problems concerning the ISHC system, that would direct the way of change and future role. Questionnaire were sent to ISHC, professional engineer, agencies for occupational injury prevention, S&H specialist in the corporation nationwide and totally 256 people responded to in having 62.7% of response rate. The result of this study were as follows; 1. One hundred and forty two cases of safety assessment and 27 cases of process safety reports were the six years' results since 1996 the ISHC program had first been introduced. This results showed that injury prevention activities of ISHC had been stagnant. 2. The 78.8% of respondents had negative opinion about injury prevention activities of ISHC program. 3. The operational problems of ISHC were lack of understanding of company about ISHC, low systematization of work items, duty overlapping with agencies for occupational injury prevention, low support by government. in order. 4. It was suggested that abolition of ISHC and promotion of professional engineer system should be considered. 5. To promote professional engineer system it was suggested that the professional engineer could conduct consulting service and ISHC should be integrated with the expert system.
