A Study on Practical Analyzing and Improving Disaster Management Organization of Korean Government (재난관리조직의 실태분석과 발전방안)

  • I. introduction. A government goal at the present is established to make a welfare nation and to keep people's safe living, but it is criticised that when a large-scale disaster happens, the authority concerned could not deal with it, causing many people injured and material damage. Moreover, in these days, cities have many risk factors. extremely large and intelligent building, industrial facilities and underground equipment have many risk themselves along with scientific progress. The cope with disaster effectively, government must have efficient organization, skillful personnel, tool, facilities and so on. To reduce the damages, what's the most effective government organization\ulcorner II. Government organization for managing disaster In a few decades, a large-sized accidents broke out in korea, for example, collapse of Sampoong department store, break of Sungso bridge, explosion of Daegu city gas, gas explosion accident at Ahyon-dong etc. but government has not any adequate disaster response organization. Especially, after collapse of Sampoong department store broke out, Disaster Management Act is enacted to solve the past problem. According to Disaster management Act, disaster is limited in manmaid disaster. Therefore, in this thesis, disaster management is inspected theoretically, organization of disaster management for pattern of disaster, and role, duty of government organization, emergency relief organization system and actual conditions are analyzed. there are some problems. there are trials and errors. the government has changed the disaster management organization by the disaster management law. the organization consists of central and local government. but both of government do not work together harmoniously. in thesis, I would like to introduce the advanced nations disaster management organization, and study our central, local government organization. III. Conclusion Change and development of the government disaster management organization is the goal of this thesis. we have to increase public service in response and manage disaster. protecting civilian's life from the disaster is very important responsibility of government. there would be better way of government disaster management organization.

  • Since the 90's, the world's aerospace industry have been experienced the era of radical changes. We make a comparative study about the 10 countries government policies and corporate strategies changes in this era. In this study, we figure out aerospace industry's evolutional patterns and factors through evolutionary perspective, and then, proposed development strategies and implications for Korea's aerospace industry.

  • This study looked into conflicts of government policies for oil spill sites which are focusing on Taean-gun after the oil spill in Taean-gun and examined the effects on the conflicts. There are lots of conflicts on the on-going restoration project of fishing ground environment(fishing ground inspection, restoration program development, improvement in fishery biology ecosystem and fishery productivity). For example, these show diverse conflicts between business associates, project processes, business subjects, project participation, and the use of fishing ground. This study found out the first reason of dissatisfaction and conflicts is that there is a difference between groups in terms of political aims and perception. Secondly, lack of communication and cooperation between the center and the provinces, organizations in the provinces, the local government and fishing village cooperatives, fishermen in the fishing industry. Thirdly, the local government and the fishing village head don't show their leadership to improve project performance.

Achieving Local Residents' Support for Tourism Development through Community Satisfaction and Government Trust

  • The purposes of the study are (1) to explore relationships amongst attitudes to positive/negative tourism impacts, community satisfaction, government trust, and support for tourism development and (2) to provide practical implications for policy makers how they can gain residents' support by increasing community satisfaction and government trust, which are resulted from attitudes to tourism impacts. A questionnaire is self-administered to local residents using a systematic sampling method in Ninh Hai Commune, Hoa Lu District, Ninh Binh Province, Vietnam. The results indicate community satisfaction and government trust are core factors of support for tourism development. The study highlights that to attain community satisfaction and government trust, the policy makers should especially increase positive socio-cultural and environmental impacts and minimize negative economic impacts on the community simultaneously.

The Effects of Entrepreneurial Self-Efficacy on Perceived Firm-Efficacy, Policy Satisfaction, and Managerial Performance in SMEs and Startups: Focusing on Government Support Policies for SMEs and Startups

  • The government's various support policies have helped Korea's SMEs and startups to grow from the beginning to the end, from domestic companies to exporters. In particular, direct business support policies such as financial support, R&D projects, and export support have been effective in helping a large number of entrepreneurs and startup companies to establish themselves in the market and have achieved tangible results every year since the establishment of the Ministry of SMEs and Startups. As such, the government is making significant efforts to create and promote various types of support policies and to help companies utilize them in their business. However, this study aims to analyze the factors that affect the satisfaction of government policies and the achievement of managerial performance from the companies' perspective and to suggest the purpose of government support policies and the direction companies should take. Specifically, this study categorizes entrepreneurial self-efficacy into marketing, innovation, management, risk-taking, and financial management, using the relationship model of self-efficacy and collective efficacy to ultimately lead to practical results for SMEs and startups support policies. It uses perceived firm efficacy as a variable to reveal the influence relationship. In addition, the direct and mediating effects of entrepreneurial self-efficacy and policy satisfaction on managerial performance were analyzed to determine what SMEs and startups support policies should do. The results showed that, first, among the five components of entrepreneurial self-efficacy, innovation, and risk-taking efficacy positively affected perceived firm efficacy. Second, the specific components of entrepreneurial self-efficacy, marketing, and financial management efficacy positively influenced policy satisfaction. Third, we found that perceived firm efficacy positively influenced policy satisfaction and managerial performance, which are factors of SMEs and startups' policy performance. Specifically, perceived firm efficacy positively influenced policy satisfaction managerial performance. Fourth, we found that policy satisfaction positively influenced managerial performance.

Effects of Elderly Characteristics and Service Characteristics on the Use Intention of Government 24 (고령자 특성 및 서비스 특성이 정부24 이용 의도에 미치는 영향)

  • As non-face-to-face contact was activated due to the progress of the 4th Industrial Revolution and COVID-19, the government's civil service was also rapidly reflecting this phenomenon. However, there were cases in which it was quite burdensome and rather uncomfortable for the elderly who were relatively alienated from the digital culture. Therefore, in this study, we tried to empirically analyze the factors that affect the use of government 24(a government civil integration service) by the elderly. For this purpose, the characteristics of the elderly and the characteristics of services were paid attention. As the characteristic factors of the elderly, cognitive characteristics, psychological characteristics, and physical characteristics were derived, and as service characteristics, usefulness, ease of use, security, and government support were derived when using government 24. The effect of these factors on the intention to use Government 24 was empirically analyzed. For empirical analysis, a survey was conducted targeting the elderly in their 60s and older, and 250 valid sample were used for analysis. The analysis results were as follows. Among the characteristics of the elderly, cognitive characteristics, psychological characteristics, and physical characteristics were all found to had a significant negative (-) effect on the intention to use Government 24. On the other hand, usefulness, ease of use, and government support were found to had a significant positive (+) effect on the intention to use government 24. On the other hand, security was not tested for a significant relationship with government 24 use intention. Among the variables that have a significant impact, the psychological characteristics of the elderly had the greatest impact on the intention to use Government 24. Usefulness, cognitive characteristics, physical characteristics, ease of use, and government support were in order. The fact that this study conducted an empirical analysis by combining the characteristics of the elderly and the characteristics of services was meaningful at the academic level. In addition, considering that psychological characteristics appeared to be the most important factor, it seemed necessary to consider these points to promote the use of Government 24 by the elderly.

The Determinants of the Usage of Government Institutions' SNS (행정기관 SNS 이용의 결정요인)

  • Purpose: This study was tried to investigate a structural relationship among key impacting factors and usage in SNS of government institutions. It was designed to research the processing property of SNS, the emotional property of SNS, and the service property of SNS for the SNS usage. Based on the research framework from the relationships among intrinsic SNS characteristics, social psychological characteristics, and the attitude of government institutions' SNS, the empirical research model and the hypotheses were established. Design/methodology/approach: Data for empirical study were collected from 453 of total distributed 500 by the structured questionnaire survey with SNS users of government institutions. The analysis was performed from effective 432 data, and the sample was mainly consisted of men, the thirty-old, and salesmen. Findings: The results showed that the emotional and service properties in intrinsic characteristics of SNS have a significantly positive effect to the value perception and the security variable in social psychological characteristics has a significant positive effects to the trust. Finally, the value perception has positive effects on both trust and use intention of government institutions' SNS. Meaning of these results is that intrinsic SNS characteristics, social psychological characteristics, and the attitude of government institutions' SNS have a significant effect on SNS usage.

Analysis of the relationship between self-efficacy beliefs and industrial accidents (안전효능감과 산업재해의 관계 분석)

  • Two studies were conducted to examine the relationship between self-efficacy beliefs and industrial accidents. In the preliminary study, focus group interviews were conducted with employees working in manufacturing and construction sector, safety managers, and government officials to understand factors that were associated with industrial accidents. Based on interviews, a questionnaire survey was constructed to assess individual factors (such as self-efficacy beliefs, following safety procedures, life-satisfaction, and stress) that were identified as affecting industrial accidents (such as minor and major accident rates). The questionnaire were administered to a total of 917 respondents (542 employees working in the manufacturing and construction sector, 210 safety managers, and 165 government employee officials overseeing government regulations). The result indicated that three subscales of self-efficacy for employees (self-regulation, enlisting social support, and controlling the environment) were negatively correlated with the company's industrial accident rates. Moreover, those employees with higher self-efficacy were more likely to follow safety procedures and had higher life-satisfaction and lower stress levels. For safety managers, the self-efficacy beliefs were positively correlated with better implementation and higher effectiveness of the educational programs and negatively correlated with their company's accident rates.

Factors Affecting City Image During the COVID-19 Era

  • This study examined the perceived contingent factors that affect South Korean citizens' image of the city they reside in. The respondents in this study perceived the image of their city through two dimensions--leading and safe--during the COVID-19 era. When respondents perceived the openness and expertise of the local government, the transformational and transactional leadership of the government leader, liberal political orientation of the leader, lower degree of law compliance of the mayor, high degree of citizenship, and high level of living infrastructure and competitiveness as attributes of the city, they were more likely to perceive the city as having a "leading" image. The perceived cultural characteristics of the local government, specifically the factor of hierarchy and regulation, the perceptions of citizenship, and all three variables regarding the perceptions related to city attributes (i.e., environmental, cultural, and living infrastructures and competitiveness) positively influenced the perception of a "safe" city image. Based on the results, various theoretical and practical implications were discussed in this study.

Drivers for Technology Transfer of Government-funded Research Institute: Focusing on Food Research and Development Projects (정부출연연구기관 식품연구개발사업의 기술이전 성과동인 분석)

  • In this study, project information of government-funded research institute in the food field was collected and analyzed to systematically identify the factors affecting the process of transferring technological achievements of public research institute to the private sector. This study hypothesized that human resources, financial resources, and technological characteristics as input factors of R&D projects affect output factors, such as research papers or patents produced by R&D projects. Moreover, these outputs would serve as drivers of the technology transfer as one of the R&D outcomes. Linear Regression Analysis and Poisson Regression Analysis were conducted to empirically and sequentially investigate the relationship between input factors and output and outcome of R&D projects and the results are as follows: First, the principle investigator's career and participating researcher's size as human resource factors have an influence on both the number of SCI (science citation index) papers and patent registration. Second, the research duration and research expenses for the current year have an influence on the number of SCI papers and patent registrations, which are the main outputs of R&D projects. Third, the technology life cycle affects the number of SCI papers and patent registrations. Lastly, the higher the number of SCI papers and patent registrations, the more it affected the number of technology transfers and the amount of technology transfer contract.
