  • Recently, despite the presence of a large number of people with disabilities, facilities and services for the disabled are insufficient in comparison with the advanced countries. Especially, unmanned facilities and devices are not available for disabled people without help. As interest in disabled people increased, the convenient facilities for the disabled person should be legally installed in the public places. Moreover, social consensus formation and technical approaches are being actively pursued. In this paper, we propose a five-step scenario to use an unmanned post office. Based on the proposed scenario, we present the method to improve the accessibility of the user interface of the unmanned facilities. And we present a plan for establishing the short- and medium-term service models. This plan is expected to be highly practicable because it reflects the current situations of Korea Post and analysis result of the domestic and oversea cases.

To this end, a literature survey and a survey on the current educational welfare facilities for disabled college students were conducted. The fact-finding survey was conducted in writing and visiting evaluations on 19 campuses located in Gangwon-do(province). The results of this study are summarized as follows: 1) The college enrollment rate of the disabled has doubled since 2000, but it was found to be half of the enrollment rate based on school enrollment, and the number of students who gave up in the middle is increasing. This is due to an obstacle in the learning environment, so it is necessary to improve welfare facilities. 2) As a result of evaluating the status of educational welfare support for students with disabilities, it was found that the overall evaluation result was improved, but the absolute evaluation result was less than 70%, and it was not improved. 3) As a result of evaluating the actual conditions of the intermediate facilities, indoor facilities, sanitary facilities, guidance and other facilities, and unit spaces, it is necessary to expand and improve them due to the lack of disabled parking marks, continuity of access roads, pedestrian safety passages, lifts, and rest areas for the disabled.

  • Private universities are going through difficulties in improving facilities for the disabled students due to financial reasons. Extension elevators, grips on both sides of the hallways for the visually disabled, handrails on the walls of ramps and stairs in the existing building, and improvement of the dormitory chambers are some items of such facilities in this analysis of MyongJi University. Hence, financial support based on the long-term plans and evaluations from the National Treasury to private universities with financial stringencies, will be a critical promotion in appropriating educational budgets and executing corresponding funds. This will eventually bring equal development of educational welfare for the disabled students among national, public, and private universities.

  • This study is to promote barrier-free environment to accommodate the request and the need for accessibility and convenience of disabled people including pregnant women, children and the elderly in using civic service offices which are supposed to play a role as community centers. This study researches the current state of facilities for convenience and analyzes the result according to the type of reasons which prevent disabled persons to get the accessibility and convenience for the information as well as the facilities. Sample cases are 15 civic service offices which are newly built after 1998 in the city of Daegu. There are found three types of problems about convenient facilities, which are the first cases with facilities not installed, the second cases with facilities not properly installed according to the rule, and the third cases with facilities installed properly according to the rule but inconvenient for the actual use. This study proposes a more critical process for the building permit to promote the rate of proper installation of convenience facilities, and the supplementary law with more specific regulations to improve the physical environment for the actual use of physically disabled people.
