A Study in the legal standards of healthcare facilities in Korea, China, and Japan (한국·중국·일본의 의료시설 법적기준과 그 변화 과정에 관한 연구)

  • Purpose: Korea, China, and Japan can be seen as a geopolitical community that has developed through various relationships in terms of history. However, nowadays, it seems that they are pursuing different societal goals resulting from the difference in political and social systems, demographic structures, and economic situations. The law provides the minimum standards for people's lives in the direction that the society pursues. Therefore, the aim of this study is to examine the architectural differences in medical facilities and their causes comparing the legal standards of medical facilities in Korea, China, and Japan. Methods: The subject of the study is Korea, China, and Japan's legal standards of facilities corresponding to the Korean medical service act; enforcement decree of medical service act; and enforcement rules of medical service act. The scope of the study is as follows: First, the facilities standards and the reason for the revision of the standards after the 1950s when the current system of each country was established are investigated and thus the changing trends of the facilities standards that each country has pursued are analyzed. Second, the range and level presented by the current facilities standards of each country are compared and the differences are analyzed. Finally, cases in which the differences in the legal facilities standards are reflected in the actual design are compared and the effect of the facilities standards of medical facilities on the architectural plan is identified. Results & Implications: Each country differs in the legal standards of facilities because of changes in demographic structure and experience of disease. Moreover, it is identified that differences in social operating systems, especially in the operating methods of medical facilities, affect the range and level enforced by the facility standards. When investigating and researching foreign standards of facilities and cases for foreign medical facilities, it is required that they should be analyzed in consideration of the social and cultural aspects of each country.

  • In case of the BTL Project for current educational faculties, the proper standards to analyze those said educational standards lack, so it is very difficult to conduct an exact analysis and those improper standards are problematic when proper management and maintenance costs are calculated. In case of such educational facilities, as students have to use them safely for a long time and the quantity of their activities and the status of their physical growth based on individual classes, as well as the features for use by facility and the regional characteristics are different, other standards for maintenance and management must be considered unlike an apartment house. Thus, in this study, to set up the standards considering the features of educational facilities, the maintenance and management level suitable for educational facilities is presented by comparing and analysing that required to maintain and manage an apartment house, targeting the experts specializing management of educational facilities.

A study on the work in fishing convention, 2007 and the fishing vessel's accommodation facilities standards in national fishing vessel act (ILO어선원노동협약과 어선법의 어선거주설비에 대한 고찰)

  • This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

  • The present study has been conducted to accomplish the investment and analysis, to make the construction manuals, to draw the standards, and to build quality and standards informations of the plumbing/drainage facilities materials. The application plan and the anticipation effect of this results include as follows. (1) The investment and analysis of the plumbing/drainage facilities materials is able to suggest the technology trends and the trends analysis in the construction materials. (2) The quality and standards informations of the plumbing/drainage facilities materials are possible to be the construction faculty and the cost/energy reduction in the construction materials. (3) The standards methods of the plumbing/drainage facilities materials are useful for the reliability guarantee and quality escalation in the construction materials. (4) The standard manuals of the plumbing/drainage facilities materials are applied to the specifications in the construction materials.

Comparison of Standards for healthcare Facilities and Environmental Investigation to Analyze Guidelines and Current Status of Healthcare Facilities (의료시설 관련 기준 비교와 환경 조사를 통한 의료시설 지침 및 현황 분석)

  • Purpose: This study aims to analyze and supplement the standards related to healthcare facilities, negative pressure isolation wards, and emergency treatment facilities. In addition, through environmental investigations, analysis of emergency remodeling cases centered on the structural and HVAC characteristics of healthcare facilities is conducted. Methods: Domestic and foreign standards related to healthcare facilities were analyzed. Field investigations and architectural drawing analysis of general and emergency treatment facilities were conducted. Results: Healthcare facilities have different space classifications and air conditioning methods depending on the site situation. Emergency treatment facilities are classified into cases where the HVAC system is remodeled and portable negative pressure unit is installed, and some facilities did not meet the standards for differential pressure and air change rate. Implications: When developing emergency remodeling technology, remodeling and safety evaluation guidelines, it is considered possible to propose clearer guidelines for emergency remodeling treatment facilities for infectious diseases in Korea by referring to the results of this study.

  • This survey study aims to explore the school area standards for elementary, middle and high schools. Traditionally the school site has been recognized as a space of teaching and learning for students. Though its functions and needs have recently been changing from the areas for physical education and training to for various activities such as recreation, play, communication, informal and social areas etc. Moreover the school site is also a critical component of community life. Many communities have a significant shortfall in the amount of park and open space land available and accessible for use. In this viewpoint the standards of school facilities should develop a comprehensive approach to insure that students and residents are provided the opportunity to engage in appropriate types and amounts of everyday's activities during the school day and after school. In doing so, it surveys the school areas of the existing schools and the new schools built in Dongtan City. Finally, it points out the problems of government's regulation for school facilities and proposes the adequate directions for school area standards. This study would help to plan the optimum size of school area and ground and the reasonable expenditure for school facilities.

Comparative Review of Design Guidelines of Hospice Facilities for Establishing Standards (호스피스 시설기준 수립을 위한 디자인 가이드라인 비교연구)

  • Purpose: This study aims to analyze design guidelines for hospice facilities in the US, UK, and Canada focused on design considerations and space requirements, and utilizes them as baseline data for establishing standards for Korean hospice facilities. Methods: Comparative review was carried out to investigate hospice care models, design consideration, and room sizes and requirements for design guideline of hospice facilities in United States, UK and Canada identified on electronic database and review articles, and to examine major characteristics and tendencies of hospice facilities. Results: The hospice care models characteristics in design guidelines is generally largely divided into hospital-based hospice facility, Nursing home-based hospice facility, and daycare hospice. The design considerations in hospice facilities focused on medical efficiency, flexibility, barrier-free environment, person-centered care, and stability. There is also a need for single resident room, rooms for the patient's family, and isolation room for infection control. Implications: it is recommended to establish standards for the installation and operation of required and recommended rooms and considerations when establishing the standards of hospice facilities in Korea. This Study is limited to a simple comparative analysis of the framework of guideline.

Perceptive Gap among Interest Groups to Significance of the Installation Standards of Churches' Convenience Facilities for the Elderly (고령자를 위한 교회 편의시설 설치기준의 중요도에 대한 주체별 인식의 간극)

  • Purpose: The purpose of this study is to provide reference points for the improvement work of churches' convenience facilities for the elderly. To do this, the study generates survey results, showing that the perception to significance of churches' convenience facilities is different among survey constituents. Method: The survey method was utilized. The study population for survey includes the aged believer over 65 years old, pastors, and architecture and/or interior design experts. The questionnaire was devised while consulting existing regulations regarding convenience facilities in general. Results: It is found that the perception to significance of installation standards for convenience facilities is different among survey constituents. Specifically, while the older believer group is perceived that installation standards for the small group meeting room of 'other facility' is comparatively more important, the pastor group and the expert group perceive that the 'intermediate facility' and 'inner facility' are more important. Implications: Participants involved in an improvement project of churches' convenience facilities may have a different perception about their importance due mainly to the degree of usage and the difference of perspectives. This study, therefore, can be used as a reference point for prioritizing improvement works of churches' convenience facilities for the elderly.

The Traceabailty Method of Standard for Urban Transit Facilities (도시철도시설 표준화기준 추적성 관리방안 연구)

  • Urban transit consists of signaling system, railway systems, power facilities systems and the other complicated facilities and the standards notify the standardizations, safety standards, performance standards and quality certification standards according to the Urban Transit Act. The government notifies and recommends these standards to improve the performance, safety and maintenance efficiency of urban transit. Now, we need to manage the records and traceability of the standards because they have reciprocal relations with the others so that, if some standards have been changed it could make some problems to the others. As a result, in this research, we suggest the way to manage the traceability of the standards by using the computation support tools.

  • Recently, fires in logistics warehouses in Korea are continuously increasing. In addition, the need for fire safety in logistics warehouses is emerging. So, it is believed that it is necessary to establish standards for vent facilities under effective smoke control for the evacuation safety of residents in logistics warehouses. Therefore, this paper compares the standards related to combustion facilities in Korea, the United States, and Japan, and applies the design method to logistics warehouses of domestic materials to predict smoke drop time and use it as a basic data for improving domestic smoke facilities standards.
