The FTA utilization rate in Korea current, compared with the developed countries, utilization rate is low overall. In particular, in the case of Korea-ASEAN FTA, etc. remain at 30% level, improvement of FTA utilization has emerged as a matter of urgency. In addition, the proportion receiving the FTA preferential tariff trade companies have also been assessed as weak, improve the utilization ratio is in the policy issue of maximum. In this study, in order to increase the utilization of FTA trading enterprises, and analyzes were performed in reality. And to understand the FTA bottleneck matters of trade enterprises, and was also studied improvement plan consulting and education FTA utilization of trading partners. This has a purpose to provide data useful measures making to improve the utilization of FTA government. It is expected that the contribution of export expansion trade companies that take advantage of the FTA as a result of this study, enhancement of FTA policy, to strengthen the support base of FTA policy.

The performance of FTA has a close relationship with the application of FTA by exporting companies. However, most existing literatures focus on the study of policies and economic results of FTA. Moreover, these researches based on a presupposition that exporting companies could make good use of FTA. Actually, these assumptions are clearly contrary to the reality of FTA application of exporting companies in Korea and the results are significantly differ from the performance of FTA. Based on the investigation of utilization of FTA, applied by export companies in Korea, this study tries to find out the most efficient strategies of the application of FTA. And the objective of this study is to propose some practical suggestions for export companies based on the case an alysis which will help them to improve performances of Korea-ASEAN FTA application. As the prior investigation of CEO's characters, application of FTA, and the implement of FTA, we got the fact that among lots of marketing strategies, Korea-ASEAN FTA is used extensively by large export companies. However, most of small and medium-sized export enterprises would like to choose conventional tariff, such as Lower tariffs and zero tariff as the main marketing strategies. In other words, because of lacking of human resources and infrastructure, the application of Korea-ASEAN FTA strategy is hard to achieve.

This study made an analysis of the effects of performance and learning orientation for the existing FTA on the intention to use a trilateral FTA among Korea, China and Japan. The results of the empirical analysis of Small and Medium-sized Enterprises(SMEs) located in Gwangju and Jeonnam provinces are as follows. First, there is a positive correlation between the effects of performance for the existing FTA and intention of a trilateral FTA. This result suggests that SMEs' performance feedback can be used as an asset of corporate experience and will be helpful to increase the intention to use a trilateral FTA by contributing to have sustainable competitive advantage of companies. Secondly, there is a positive correlation between the SMEs' learning orientation about FTA and intention to use a trilateral FTA. This result indicates that SMEs have more learning orientation for FTA. They actively acquire and diffuse information. These activities can be helpful for having prior knowledge and absorptive capacity. In conclusion, this study is considered to provide useful theoretical and practical implications that can contribute to enhancing the using intention of a trilateral FTA by explaining the significance of performance feedback and learning orientation.

Recently, FTA may go beyond the agreement of the two countries, and also FTA is tinged aspects of Mega FTA between the economic sphere, under the situation that FTA and the business model are mutually intertwined in convergence industrial environments. Since South Korea came into force in 52 countries and 15 cases of FTA, South Korea have completed FTA network with the United States, as well as ASEAN and most of OECD member countries, and South Korea is now a critical time to take advantage of the FTA to determine the South Korea's economic performance. This paper examined the previous studies of FTA utilization and analyzed practical usages and problems of SMEs' FTA utilization. Through analysis, this paper suggests that the Training Plans of SMEs' Origin Management Specialist for the Improvement of FTA Utilization is as follows: to build up the effective management system of origin supports, to enrich the origin management competency, to reinforce the operation of supporting system, and to strengthen practical capacity of Origin administrative staff. Based on the results, it is expected to provide the policy implications for the FTA utilization in the future.

This study was intended to confirm a positive correlation between a understanding and utilization and performance results of the FTA in Gangwon-do. To this end, eighty-six companies(90% SMEs) which participate in both import and export were surveyed regarding their understanding and utilization of the FTA, and current performance was analyzed. The research results are as follows. First, we found a positive correlation between 1) a company's global orientation (as measured in export density as a percentage of profit) and 2) its competitiveness (as measured in annual sales), and a company's degree of utilization of FTA provisions. Second, we found that increased awareness of the provisions of Korea's FTAs was positively correlated with the degree to which companies were able to benefit financially from Korea's FTAs. Third, however, at the time of this study's completion, FTA utilization was not yet positively correlated with statistically significant performance results. Therefore, to increase the utilization and performance of FTA, the Korean government have to make a efficient business models for each industry and support the small and mid-size businesses including Gangwon province's SMEs.

This study aims to find implications of Korean FTAs and to suggest policy recommendations to facilitate the utilization of FTAs based on the field survey of more than 1,000 trading firms According to the survey, most of the trading firms have utilized FTAs more than once and had agreed that the FTAs have contributed to expansion of their business and trade with partners. However, still a number of firms responded that they have never used FTAs. Even those who are utilizing FTAs expressed difficulties in conforming to the complex rules of origin verification processes and lack of practical information on how to use FTAs. Therefore, government policies need to be more focused on elevating FTA utilization rate and meeting the practical use of FTAs by trading firms. In addition, trading firms were found to express preference to potential FTA partners with large economies in the East Asia and were in the opinion that future FTA agreements should be approached in a way that can reflect the practical interest of the firms.

The Mega-FTA is intended for emerging economies, including developed economies, to expand economies of scale in a single market. The Bilateral FTA shall take into account the relevant industries and the inter-country related industries to adjust the origin standard and preferential tariff rates. Therefore, certain competitive industries can expect foreign investment and re-investment in the domestic market as well as expansion of the market in the region. However, the mega-FTA should expand the size of the economy under the same preferential tax rates for many Partner countries. The Mega-FTA can maximize the effectiveness of the agreement by making use of the competitive advantages of the participating countries. In the mega-FTA, Cumulative Criteria should be appropriately used as a supplemental standard of origin. The Cumulative Criteria is an important FTA utilization factor that determines the success of the mega-FTA. Using FTA, Korea should export locally produced materials using cheaper labor force in FTA partner country. In addition, in order to prepare the Mega-FTA, which allows full cumulation, it is necessary to encourage the overseas transfer of low-cost structure materials processing industry so that the material suppliers can be transferred to the area where production cost is lower and raw material supply is easier.

This study wished to construct and propose correct Korea-USA FTA business model in Food Industry for FTA practical use maximization. First, the application item of Wholly Obtained Criterion may have to construct Wholly Obtained Criterion FTA practical use strategy. This strategy is to export to FTA country concerned after process domestically made main material. Second, the application item of Change in Tariff Heading may have to construct Change in Tariff Heading FTA practical use strategy. This strategy exports to FTA country concerned after that process that receives tariff cut(Cost reduction) benefit, and satisfies Change in Tariff Heading importing main material from third country (The FTA conclusion country).

Service trade is very important in Korea Economy. The world economy is changing with the FTA. Lots of FTAs are going on between countries and economic blocs in the world economy, as the battle field of FTA. Therefore, Service trade should be activated in FTA. The conclusion of this study are as follow. First of all, the government quickly create a service-related laws. and establish the principles and criteria for recognition systems. Also, Exports should change developed countries. and the government should establish a policy for attracting investment to expand overseas markets in FTA. The field of service trade is very important for the growth of the Korea Trade. If we neglect to increase the competitiveness of service trade, we can not expect the growth of the Korea trade. We should strive to strengthen the competitiveness of service trade.

The purpose of this paper is to investigate the roles and effects of FTAs (Free Trade Agreements) in agroindustrialization, and to navigate its implication for the government support for the utilization of FTAs in the agriculture sector. The paper, in particular, is based on a case of contract farming, which has often referred as the key factor of agroindustrialization. By doing this, this paper has the importance academically in enhancing the study of FTA utilization to the study of agroindustrialization, and practically in exploring the implication for the FTA implementation policy that provides fundamental solutions to the issues of agriculture sector. As the results of this study, it is highlighted that the role of government that intermediates, monitors, and controls the equal and the fair relationship between the agribusiness firms and farms is essential for the further progress of agroindustrialization under the keen competition created by FTAs.
