Ten years have passed since my last visit to Korea on the occasion of the International Symposium on High Speed Rail Systems organized by the Korean Transport Institute in October 1989. At that time, it was the objective to introduce the maglev and VHSR (very high speed rail) systems with their different areas of application and to discuss them with local partners against the background of the Seoul-Pusan HSR project. Congratulations on the success of the Centennial seminar. I am much pleased to be invited to the memorable seminar and I would like to express my sincere gratitude to Korean members' hospitality. We present formula for detecting influential observations on the smoothing parameter in smoothing spline. Further, we express them as functions of basic building blocks such as residuals and leverage, and compare it with the local influence approach by Thomas (1991). An example based on a real data set is given.

In order to adapt today's short product life cycle and rapid technology changes., integrated systems should be extended to support PDM (Product Data Management) or CE(Concurrent Engineering). A PDM/CE environment has been developed and a prototype is Presented in this paper. Features of the PDM/CE environment are 1) integrated product information model (IPIM) includes both data model and integrity constraints, 2) database systems are organized hierarchically so that working data C8Mot be referenced by other application systems until they are released into the global database, and 3) integrity constraints written in EXPRESS are validated both in the local databases and the global database. By keeping the integrity of the product data, undesirable propagation of illegal data to other application system can be prevented. For efficient validation, the constraints are distributed into the local and the global schemata. Separate triggering mechanisms are devised using the dependency of constraints to three different data operations, i.e., insertion, deletion, and update.

Design analysis and computer experiments (DACE) model is widely used to express efficiently nonlinear responses in the field of engineering design. As a DACE model, kriging model can approximately replace a simulation model that is very expensive or highly nonlinear. The kriging model is composed of the summation of a global model and a local model representing deviation from the global model. The local model is determined by correlation coefficient with the pre-sampled points, where the accuracy and robustness of the kriging model depends on the selection of proper correlation coefficients. Therefore, to achieve the robust kriging model, the range of the correlation coefficients is explored with respect to the degrees of the global model. Based on this study we propose the proper orders of the global model and range of parameters to make accurate and robust kriging model.

Therefore, robustness of the correlation coefficient is explored with respect to degrees of the global model. Then we propose the range of correlation coefficient to make correct and robust kriging model and the influence of the correlation coefficients on the degrees of global model with respect to the nonlinearity of the pre-sampled responses.

The trend towards forming economic blocs coupled with global economic arrangements such as DDA and FTA increase pressure on the liberalization of the agricultural sector. South Korea is taking part in the DDA negotiations. Once the DDA negotiations are implemented, the extent of liberation of the agricultural market is expected to be wider and timing of market opening is sooner than those effects of the UR agricultural agreement. A reduction in tariff rates and the government subsidy will follow, accordingly. However, many analysts in the agricultural sector express deep concern over a negative development in local agricultural market as demonstrated in China where the local market was dominated by imported agricultural products. This study aimed to investigate progress that China made in favor of the agricultural industry, including environment-friendly agricultural policy, and suggest ideas to drive the development of the agricultural industry in a better direction in Korea by comparing the two countries.

The convection heat transfer on horizontal circular tube is studied as a conjugated heat transfer problem. With uniform heat generation in a cylindrical heater placed in a cross flow boundary condition, heat flow that is conducted along the wall of the heater creates a non-isothermal surface temperature and non-uniform heat flux distribution. In the present investigation, the effects of circumferential wall heat conduction on convection heat transfer are investigated for the case of forced convection around horizontal circular tube in cross flow of air and water. Non-dimensional conjugation parameter $ K^*$ which can be deduced from the governing energy differential equation should be used to express the effect of circumferential wall heat conduction. Two-dimensional temperature distribution$ T({\gamma,\theta})$ is presented. The influence of circumferential wall heat conduction is demonstrated on graph of local Nusselt number.

The wall conduction number which can be deduced from the governing energy equation should be used to express the effect of circumferential wall heat conduction. It is demonstrated that the circumferential wall heat conduction influences local Nusselt numbers of one-dimensional and two-dimensional solutions.

기존의 장면전환 검출의 문제점들을 줄이고 복잡하고 다양한 실세계의 영상변화를 가장 일반적이고 표준화된 방법으로 분석하고 분할하며 표현할 수 있는 기법을 제안하고자 한다. 본 논문에서는 새로운 로컬 컬러 ${\lambda}^2$-테스트를 제한하는데 이는 기존의 ${\lambda}^2$-테스트와 로컬 컬러 히스토그램을 결합한 방법이다. 이 방법은 급진적 장면전환과 점진적 장면전환을 모두 검출할 수 있는 강건한 방법을 제시하여 기존에 장면전환 검출 방법이 안고 있던 문제를 해결하였다.

During the Covid-19 pandemic's first term of April-June 2020, the general public throughout Indonesia became familiar with the slang term "local lockdown." This term emerged in response to disorderly implementation of the half-hearted government policy called Pembatasan Sosial Berskala Besar (PSBB). In villages around the country, people started to build portals to restrict "strangers" or "outsiders" from entering their village areas. These portals were also meant to publicly signal the villagers' fear of the spread of the virus. This paper will discuss two things: first, how fear was produced, using frameworks drawn from Giorgio Agamben's notable works State of Exception and Homo Sacer, and how governance reproduces it; and second, how people come to accept the state of emergency and then publicly express their acceptance of the situation. Critical discourse analysis is applied to read government policy and its reception. The research took place at Rempoah, Kedungmalang, and Pabuwaran villages in Banyumas, the southern regency of Central Java, Indonesia. The villagers' responses to the government's policy are visually represented through written warning signs.
