해적행위의 본질, 발생현황 및 조직.기술적 대응 방안에 관한 연구 (Piracy: Its Nature, Development and Countermeasures)

  • Sea transportation has long been a vital component of the transport systems of the world. The great majority of imports and exports to and enlarge their national merchant marines. This effort is meant partly to arrest earlier trends of having their trade carried by ships from outside the region and partly to promote regional integration and improve the national balance of payments. However, sea transportation has been exposed to various types of threats on the high seas, in coastal waters and in port areas. Piracy is any robbery or other violent action, for private ends and without authorization by public authority, committed on the seas. Because piracy has been regarded as an offense against the law of nations, the public vessels of any state have been permitted to seize a pirate ship, to bring it into port, to try the crew(regardless of their nationality or domicile), and, if found guilty, to punish them and to confiscate the ship. Piracy has occurred in all stages of maritime history. The increased size of merchant vessels, the improved naval patrolling of most ocean highways, the regular administration of most islands and land areas of the world, and the general recognition by governments of piracy as an international offense resulted in a great decline in piracy in the 19th and 20th centuries. Piracy has, however, occurred in the 20th century, and the practice of hijacking ships has developed into a new form of piracy. The number of incidents of sea piracy against ships reported was 229 in 1997. Since 1991, 1,051 such acts have been reported. The purpose of this research is to examine the origin and development of the piracy to understand the current situation of such violence on the seas. In addition, what should be done by international community will be presented to prevent the piracy in the future.

A Study on the Effects That SMEs' Response to Non-Tariff Barriers Exerts on Export Performance: Focusing on Technical Barriers to Trade

  • Purpose - This study analyzes the effects that the response to the technical barriers to trade (TBT), which are used by various countries as means to restrict imports, exerts on exports at a time when protectionism is emerging in the face of a global economic downturn. TBT has been widely used in developed countries for the safety and protection of their people. Recently, the use of TBT as a tool of protectionism has increased considerably in developing countries as well. Therefore, this study analyzes the South Korean SMEs' response and export performance. Design/methodology - To analyze SMEs' response to TBT and their export performance, this study conducted empirical analysis through statistical analysis. To this end, the research established a theory based on previous research and designed its hypothesis and research model. To verify the hypothesis and research model, factor analysis addressing validity and reliability was performed using SPSS 25 and AMOS 26, and the structural equation model was analyzed. Findings - This study found the causal relationship between the independent variable, the mediating variable, and the dependent variable adopted against the theoretical background to have little or no effect, in contrast with previous studies. In a break from previous studies, all hypotheses were rejected for innovation strategic competencies, one of the sub-factors of the independent variable, which is believed to be a result of the lack of practical research related to TBT. Originality/value - Previous studies performed analysis using trade statistics or macro data. A number of such studies analyzed the relationship between technical regulation and trade volume. This study differs from previous studies in some respects, because it analyzed the export performance of companies by establishing a hypothesis and implementing a research model with the factors analyzed in previous studies. In addition, a new attempt has been made by classifying the TBT response factors into technology competencies, human resource competencies, and innovation strategic competencies, and utilizing technology innovation and the export support system as mediating effects.

석유화학 액체화물의 환적과 수출입 물동량 관계연구 (A Study on the Relationship between Transshipment and Import-Export Volume of Petrochemical Liquid Cargoes)

  • 우리나라는 항만 인프라가 뛰어나며, 석유화학단지를 보유하고 있기 때문에 동북아 오일 허브의 가능성이 충분하다. 특히 부가가치가 높은 STS(해상환적작업)는 국가 경제에 크게 기여하고 있다. 본 연구에서는 화학공업생산품, 석유정제품, 그리고 원유를 전국, 부산, 울산, 그리고 여수/광양 물동량으로 분류하였다. 그리고 이들 간의 수입, 수출 및 환적의 그랜저 인과관계를 살펴보았다. 단위근 검정을 위하여 ADF, PP, KPSS를 적용하였다. 또한 VAR모형과 Toda and Yamamoto의 확장된 VAR모형을 활용하여 분석을 실시하였다. 그 결과 각 지역에 따라 그랜저 인과관계 유무에 차이가 있는 것을 발견하였다. 또한 컨테이너와 비컨테이너로 구분해서 분석한 결과 화물 종류에 따른 차이가 나타났다. 따라서 항만에 대한 정부의 정책이나 인센티브제도와 같은 지원은 획일화 보다는 지역, 화물의 종류, 화물의 운송 형태 등에 따라 차별화가 요구된다.

Visualization, Economic Complexity Index, and Forecasting of South Korea International Trade Profile: A Time Series Approach

  • Purpose - The recent growth of South Korean products in the international market is the benchmark for both developed as well as developing countries. According to the development index, the role of international trade is indeed crucial for the development of the national economy. However, the visualization of the international trade profile of the country is the prerequisite of governmental policy decision-makers and guidance for forecasting of foreign trade. Design/methodology - We have utilized data visualization techniques in order to visualize the import & export product space and trade partners of South Korea. Economic Complexity Index (ECI) and Revealed Comparative Advantage (RCA) were used to identify the Korean international trade diversification, whereas the time series approach is used to forecast the economy and foreign trade variables. Findings - Our results show that Chine, U.S, Vietnam, Hong Kong, and Japan are the leading trade partners of Korea. Overall, the ECI of South Korea is growing significantly as compared to China, Hong Kong, and other developed countries of the world. The expected values of total import and export volume of South Korea are approximately US$535.21 and US$ 781.23B, with the balance of trade US$ 254.02B in 2025. It was also observed from our analysis that imports & exports are equally substantial to the GDP of Korea and have a significant correlation with GDP, GDP per capita, and ECI. Originality/value - To maintain the growth rate of international trade and efficient competitor for the trade partners, we have visualized the South Korea trade profile, which provides the information of significant export and import products as well as main trade partners and forecasting.

  • Food goods traded between Korea and Japan during the first term of the Cho Sun era included Omija (fruit of the Maximowiczia chinensis), Jat (pine nuts), Insam (Jinseng), rice, and beans as exports ; and pepper, sugar, and medicinal stuffs as imports. The trade between Korea and Japan was a result of Japanese envoies' visiting. The official number of Japanese envoies who had exchanges with Koreans were two thousand people a year. Once the Japanese entered Korea, they did not need to pay for their living expenses for the length of their visit because the Cho Sun government bore the whole expense. The Cho Sun government gave formal receptions to them, which included daily meals as well as banquet style meals. The daily meals included Jo-ban (breakfast), Jo-seok-ban (breakfast and dinner), and Ju-jeom-sim (lunch). Meals were served four times a day. The banquet style meals included Sam-po-yeon (a banquet that was held in Sam-po), Kyong-joong-young-jeon-yeon (a farewell banquet, and a welcome banquet that was held in Seoul), Jyu-bong-bae (to offer a guest a drink by day), No-yeon (a banquet that was held on the street), Kwol-nae-yeon (a banquet that was held within the Royal Court). It also included Ye-jo-yeon (a banquet that was held in Ye-jo), and Myong-il-yeon (a banquet that was held on a national holiday). The banquet style meals were composed of Ceon-tack (to set a table for dinner), Sang-hwa (a flower that was put on the food), Kwan-hwa (to offer a flower when a banquet was held), Ju-5-jan (the fifth wine glass), Dae-seon (meat), and music.

  • The bill of lading serves to link imports and exports. It is the last document issued in the export process and is the most important document before import and export as it is the first document required for importers to take over goods. Transfer the right to the goods to be transported to another person through endorsement. The role and importance of the bill of lading has already been suggested in many previous studies and the trading partners are fully aware of it. In addition, all countries and international organizations recognized the importance and enacted various laws and systems in relation to possible legal problems and they have become customary in practice. However, trade fraud that exploits the characteristics of the bill of lading may occur. In order to solve this problem, various attempts related to the electronic rights transfer of the bill of lading began to be carried out, and many institutions and companies are still trying to develop a new system. As a result of these efforts, electronic bills of lading, such as bolero, appeared, and electronic bills of lading, which can transfer rights in an electronic way, appeared. Therefore, this study intends to present the feasibility of the introduction of smart bills of lading after examining the current status of electronic bills of lading and the introduction of block chain technology-based bills of lading.

  • Food goods traded between Korea and Japan during the middle period of the Cho Sun era included Insam (Jinseng), rice, beans, honey, perilla oil, starch, adlay, walnuts, pine nuts, jujubes, hazelnuts, and dired chestnuts as exports ; and pepper as imports. The number of Japanese envoies that visited regularly was one thousand five hundred people a year. The receptions that were held for them during the middle period equaled those of the first term of the Cho Sun era, but these receptions were only held in Pu-san. The expense of daily meals was broken down into 8 grades ranging from \129,300 to 2133. The daily meals included Jo-ban (breakfast), Jo-seok-ban (breakfast and dinner), and Ju-jeom-shim (lunch) for the Japanese who visited regularly. During the course of a year, the total amount spent on daily meals was put at a billion won. The banquet style meals included Ha-seon-da-rye (a welcome tea party), Ha-seon-yeon (a welcome banquet), No-cha-yeon (a banquet that was held on the street), and Ye-dan-da-rye (a drink banquet that was held when silk was offered as a gift). It also included Byeol-yeon (a banquet out of the dordinary), Sang-seon-yeon (a farewell banquet), and Myong-il-yeon (a banquet that was held on a national holiday). The banquet style meals were composed of Ceon-tack (to set a table for dinner), Sang-hwa (a flower that was put on the food), Kwan-hwa (to offer a flower when a banquet was held), Ju-9-jan (the ninth wine glass), Dae-seon (meat), music, and Jung-bae-rye (a banquet that was held again after a banquet). The Cho Sun government held banquets forty five times for the Japanese, the food expense for the banquets was put at two hundred and thirty million won.

한-이스라엘 간 FTA 체결에 따른 협력기회 확대 연구 (Study on Expansion of Cooperation Opportunities according to FTA between Korea and Israel)

  • 본 논문은 한국과 이스라엘 사이에 체결하였던 자유무역협정(FTA)의 발효에 앞서 이스라엘에 대한 대외 교역과 산업들 그리고 한국과의 협력 관계들을 살펴보았다. 아울러 이를 보다 용이하게 확대 시킬 수 있는 여러 방안들을 고찰하였다. 이스라엘은 기초 소재 및 정보기술(IT) 분야 등에 높은 기술력을 보유하고 있다. 한국은 이스라엘에 자동차, 무선통신기 등을 주로 수출하고 있으며 이스라엘로부터 반도체 관련 장비와 항공 부품 등을 수입하고 있다. 더욱이 양국은 2019년 8월에 무역 협정을 체결하였고 이에 따라 향후 상호간 교역 확대를 기대하고 있다. 따라서 양국 간의 협력 기회를 증대하기 위하여 현재 한국이 필요한 기초 과학 및 스마트 모빌리티 등에 대한 상호 협업을 통해 기술을 이전하고 공동 개발을 보다 확대해야한다. 또한 이스라엘의 SOC 산업과 연관된 한국의 건설 및 자재 기업들의 현지 진출이 가속화되어야한다. 아울러 인큐베이팅 시스템을 확대하고 다양한 정보 공유와 지역 전문가 육성을 위해 국가 차원에서 많은 지원을 제공해야 한다.

  • 국제무역에서 운송수단의 선택은 일반적으로 화물의 운임이 가장 큰 직접적인 영향을 주지만 그 외 세계경기의 상황과 글로벌 무역규모 그리고 환율 등의 외부변수에 의해서도 민감하게 반응한다. 따라서 국제무역에서 해상 및 항공운송 수출입의 변화에 이러한 외부적 요인 등을 고려하여 어떠한 관계 또는 영향이 있는지를 실증분석을 통해 살펴보고 시사점을 도출하고자 한다. 최근과 같이 환율의 변화가 심할 경우 해상 및 항공운송에 미치는 영향에 대한 분석은 중요한 주제이며 어떠한 운송수단이 환율변화에 더 민감하게 반응하는지에 대한 분석도 필요하다. 본 연구에서는 2000년 1월~2017년 3월까지 월별 자료를 이용하여 환율의 변화와 국내외 경기수준이 해상 및 항공운송에 미치는 동태적 영향을 분석하기 위해 벡터오차수정모형을 이용하였으며, 충격반응함수 및 예측오차 분산분해도 함께 분석하였다.

물동량 기반의 한국 정기선 운임지수 개발 (Development of Korean Container Freight Index Based on Trade Volume)

  • 본 연구의 목적은 전 세계 항만 물동량을 기준으로 가중치를 적용하여 한국 중심의 새로운 정기선 운임지수를 개발하는 것이다. 이를 위해 선행연구와 전문가 자문 등을 바탕으로 운임지수 산정에 필요한 항로 및 지역의 설정, 운임 기준 및 물동량 가중치의 부여 등의 조건을 결정하였다. 이를 바탕으로 한국 정기선 운임지수의 항로별, 지역별 및 종합 지수를 산출하고 상관분석과 Granger 인과분석을 통해 지수의 신뢰성과 유의성을 검증하였다. 한국 정기선 운임지수의 산출결과 다음과 같은 연구결과를 도출하였다. 첫째, 한국 정기선 운임지수는 운임시장 전반적인 특성을 반영하며, 지역과 항로의 기준으로 구성되어 각각의 시장 상황을 판단하는 지표로 활용될 수 있다. 둘째, 수출과 수입항로를 구분하여 별도의 지수로 개발함으로써 실제 운임차이가 존재하는 시장 여건을 반영할 수 있다. 셋째, 종합 운임지수는 수출과 수입을 포괄한 전 세계 유일한 지수로 부산항 중심의 한국 해운시장 동향을 파악하는 가장 기본적인 지표로 활용 가능하다.
