  • This study discusses what determinants are important to enter the worldwide railroad market. Survey analysis is used to decide the determinants of export in the international railroad markets. The Study finds that with price factors, non-price factors such as technological innovation and technological transference are important, too. For manufacturing, market experience and know - how, financing and supports in the government level in the areas of strategical alliance and regulation are essential. For non-tariff factors, technical risk and characteristics of markets are considered.

  • The Purpose of this Article is to analyze the special settlement and electronic settlement system in the international trade. First, Factoring is a fast, easy and flexible way to improve a company's cash flow and generate working capital for the company. Factoring can be short-term or part of an ongoing financing program. New companies can benefit as well, since there is no requirement for a long-term credit history. Second, Forfaiting is a method of trade financing that allows exporters to obtain cash and be free of all risks by selling their medium term receivables on a 'without recourse' basis. Forfaiting can be an alternative to export credit or insurance cover, especially for those transactions in which the export credit agency is not open to a particular country and/or bank. Third, The Bolero System is jointly financed by SWIFT(Society for World International Financial Telecommunications) which handles most of the electronic funds transfer for banks, and the Through Transport Mutual Assurance Association(the TT Club), a mutual insurance association most of whose members are drawn from the Multimodal transport industry or transport intermediaries. Fourth, TradeCard is a payment and settlement system that is an alternative to letters of crdeit. That is, TradeCard is a business-to-business e-commerce infrastructure that enables buyers and sellers to conduct and settle international trade transactions securely over the Internet.

Policy-based Loans to Korean SME Exporters and the Intensive Margin of Exports

  • This study examines the extent to which policy-based loans to SME exporters affect their export performance (the intensive margin of exports). We also investigate the heterogeneous export effects of policy-based loans that may depend on firm- and industry-specific characteristics, such as credit ratings, debt-to-assets ratios, firm size and age. To do so, we conduct a survey, of 1,000 Korean SMEs, that collect information on firm-level exports and policy-based loans. The main empirical findings strongly support that SMEs that receive policy-based loans tend to increase their export volumes. However, these loans' positive impact on exports are only valid for SME exporters with credit scores of 12 or greater (that is, SMEs that have difficulty accessing the external financial market). The estimation results with respect to SMEs' dependence on external financing imply that policy-based loans for SMEs in sectors that are heavily dependent on external finance are effective in that they are instrumental in increasing these firms' exports. These empirical findings emphasize the importance of the external financial market to SME exporters who face various up-front investments that are related to their exporting activities.

Risk-sharing Strategies on EPC Contracts: Lessons-learned from Sabine Pass Liquefaction Project

  • 'Sabine Pass Liquefaction Project (SPL Project)', a case study in this report, is the first construction project of a U.S. liquefaction facility for shale gas export overseas. This study analyzes the SPL Project to give understanding and a guideline to Korean EPC companies by benchmarking about effective risk-sharing strategies on EPC contracts. This study consists of three parts. The first summarizes the liquefaction process adopted on the SPL Project, named the 'ConocoPhillips Optimized Cascade Process', and compares it with other competitive liquefaction processes. The second introduces the unique features of the SPL EPC contract by comparing it with two other EPC forms of contracts: a FIDIC Silver Book for onshore plant projects and a contract of an offshore oil production (FPSO) project. The third focuses on the complexity of project financing (PF), especially lenders control and impact on the EPC contract such as covenant provisions to constrain variations and changes on the EPC Contract. From these conclusions, it is anticipated that this case study can provide a guideline for successful performance of Korean EPC contractors overseas.

A Study on the Development of the Export Factoring in UK and US (영미 수출팩토링 제도에 관한 연구 - 한국에의 시사점을 중심으로-)

  • The country using factoring actively today is England. The history of factoring could throw back to the Middle Ages, but modern factoring was developed in colonial age of the United States and it was known throughout England in 1960s. At the beginning, it performed mercantile agent who works in local area in order to get rid of uncertainty and inconvenience of a distant trade, but it was getting developed into a today's factoring system which focusing more on financial function. The factoring is called 'account receivable financing' in the United States and it is started out as sales agent and getting developed to 'del credere agent' who guarantee the payment. The activities of factors have been expanded to not only consignment sale and payment guarantees but also advance financing service. However, at the end of the 19th century, the direct sales(direct marketing) was expanded by the development of telecommunication and transportation technology, and then the marketing service by factor was degraded, but the collection of payment and advance finance had been maintained until now and developed into today's factoring system. Especially, the establishment of Uniform Commercial Code in 1931 had formed the basis for activating factoring in the United States through preparing a legal basis of factoring. Due to changes of international trade environment, most of commercial bank in Korea have to deal with export factoring as a trade finance service and it is desirable to specialize as a financing for small and medium company.

The Influence of Export Promotion Programs on SMEs' Export Performance: Focusing on Promising SMEs in Export (수출유망중소기업 지원프로그램이 수출성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the impact of export promotion programs (EPPs) on the export performance of small- and medium-sized enterprises (SMEs), with a specific focus on the influence of EPPs for promising SMEs in the export market. Using data on SMEs provided by the Industrial Bank of Korea (IBK), we conducted a fixed-effects model analysis from 2016 to 2019. Our study shows that EPPs have a positive and significant relationship with export intensity. Further analysis reveals that SMEs utilizing the financing support system provided by EPPs tend to improve their export growth and financial performance relative to their counterparts. While EPPs can assist SMEs with their internationalization efforts, their similarity and redundancy are recognized as potential limitations. This study complements the existing literature that has mainly focused on surveys and cross-sectional analysis by specifying the research subject to promising SMEs in export, and analyzing the effects of the export promotion program supported by IBK Industrial Bank. The results of this study are expected to provide implications for improving SMEs' export capabilities.

Community Economic Development Policy of the USA Local Governments and its Implication to Korean Local Community Economic Development (미국 지방자치단체의 지역사회 경제개발 정책변화가 우리 나라 지역사회 경제개발에 주는 정책적 함의)

  • The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

Relationship Banking and Exports: Evidence from SMEs in the Korean Stock Markets (관계금융이 중소기업의 수출에 미치는 영향에 관한 연구)

  • This study explores the role of relationship banking for the exports of SMEs (small and medium sized enterprises) in Korea. Using a sample of SMEs listed on the Korean stock markets between 2004 and 2018, I find that relationship banking has a positive impact on exporting behaviors of SMEs. This result indicates that relationship banking is suitable for SMEs to raise their funds in the export decision-making since the incentive for banks to obtain soft information enhances SMEs' access to external finance. In particular, through further analysis considering financial constraints, I find that the positive impact of relationship banking on exports is amplified for financially constrained SMEs. In addition, the positive impact on exports is also amplified for export starters. Finally, relationship banking provides benefits for SMEs' export decision-making regardless of the financial crisis. To sum up, relationship banking may be useful means of financing for Korean SMEs whose creditworthiness cannot be assessed only by hard information. As the role of finance in international trade has recently been highlighted, this study provides insightful evidence that relationship banking may enhance exports of SMEs as a source of trade finance.

  • We have more risks in international trade market than in the domestic business market because economic activities are going on with business transactions in different countries. K-sure's Refund Guarantee System is the most important system for Korean Small and Middle Shipbuilding Industries' business, but Korean exporters of Shipbuilding Industries are more interested in export financing through K-sure rather than its financial supporting services. The export insurance becomes more important service for international trade business and it its count as the only one indirect way of supporting export business because export insurance is accepted internationally under the WTO system. Also, it is the only measure that can cover emergency risk, credit risk, exchange risk which cannot be covered by private insurance. As the major risk manager for Korean exporters, the K-sure needs to provide an integrated risk management service for customers. Korean exporters can take more challenges in ever competitive international trade market and we can witness promotion of export in the future which is essential to Korea's economic growth.

  • Among various export financing, Receivable Assignment is very important. Various countries make use of this method. But Korean law system have shortage of legal structure. This paper looks into Receivable Assignment relation to legal structure. And this paper analyze not only detail Korean civil law system about bond and receivable but also comparative other civil law system. Especially, Korean civil law of bond compare Germany civil law of bond or Japanese civil law of bond. In the context, This paper compares Korean civil law system about bond with International standard rule about bond. For example, It is UN convention on the Assignment of Receivables in International Trade and Principles of International Commercial Contract(PICC). This is good for the commercial party in terms of financing and receivable assignment. Thus this paper will establish Korean legal system direction. There are argument on method of making article and modifing article. The purposes of this paper is to examine revitalizing of Receivable Assignment. And this paper deals with improvement of International Commercial Activation.
