  • This study beings from solving problems of permanent rental housing with environmentally-friendly planning factors to raise quality of life. Environmentally-friendly planning factors of permanent rental housing are derived from the study of references and green building certification systems of other countries. Surveys of inhabitants and experts give weights on these factors. Inhabitants do are focussed natural ventilation, life cycle cost, operation and maintenance cost. This reflects their interest in indoor amenity and a burden on the cost. Experts put more weights on pedestrian spaces considering the old and feeble persons and block planning. Besides, T-test pointed out that there are meaningful differences in land use between inhabitants and experts. Though inhabitants' opinion has priority because they are real user, experts' opinion which has the variety and the view in the long term should be reflected.

  • Objectives: This study was to examine the experts perception on the operation of the national health promotion fund and related policies, and to obtain the perspective on the improving governance of the fund. Methods: Experts opinion survey was recruited 120 experts who were public health officials, and members of board in academic societies related to health promotion and health policy, and 60 experts participated in the survey. Results: Most health care experts agreed that the current allocation of health promotion fund was not optimal with its lack of allocation on promoting healthy lifestyle and R&D for health promotion, while the majority of the fund was being spent on supporting national health insurance. Thus, establishing governance system and control tower for the fund was viewed as critical. Also the status of deliberation committee should be raised to higher position where it can hold practical authority to plan and evaluate fund spending. Conclusions: The priority of health promotion fund spending should be more on improving health such as modifying life-style and spreading healthy habits, rather than on disease management or subsidizing health insurance. It is recommended that change from to environment in health promotion policy regime is required to establish effective governance system for the fund operation.

  • The third-person perception phenomenon can consistently be found in opinion poll news, but it remains unknown what determines the degree of the third-person perception (TPP) about specific election poll news. We investigated how respondents' preferred candidate's status in the poll affects the perceived impact of polling news on both themselves (PMI1) and on others (PMI3) as well as TPP (PMI3 - PMI1). We also examined the effect of subjective political knowledge and the perceived level of political knowledge of others on TPP. An online experiment was conducted in the context of a gubernatorial election in South Korea, in which the leading candidate in the poll and the question order (self-question first vs. other-question first) were manipulated. The results indicated that PMI1 and PMI3 were greater when the respondent's preferred candidate was leading in the poll. TPP did not differ depending on subjective knowledge, but it was greater when the others were non-experts (vs. experts). Lastly, question order was found to be a method factor that affected both PMI1 and PMI3. The theoretical and practical implications of these findings are discussed.

  • The Delphi method is widely used for long and middle range forecasting in management science. It is a method by which the subjective data of experts are made to converge using statistical analysis. The Fuzzy Delphi Method(F.D.M.), anew application of the Delphi method using Triangular Fuzzy Numbers(T.F.N.), can help to predict the uncertainty, synthesize the opinion and calculation of those assumed dissemblance index and fuzzy distance. Furthermore, the programming of the F.D.M. process to feed paper and data back to experts can make them more accurately predict the various information.

  • This study tried to find out alternatives adjusting basic fare using customer survey. But it merely verified that train fare decision is made by government's role and market status. Also, it has a limitation deciding resonable fare of KTX that average cost and marginal cost calculation is impossible because Korean National Railroad does not follow 'Activity Based Costing'. It is rational fare decision that performing survey to railroad experts and general customers, and compare two results. Summarizing results of this study, 1. The hypothesis 'Experts' perceived fare level of KTX is higher than that of general customer. 'is carried. It suggests that following experts' opinion with general customer's is very rational method to decide fare level. 2. The hypothesis 'Experts expect lower level of fare discount rate than general customer.' is carried. 3. It is hard to decide priority among many kinds of discount for difference of two group's preference. However, following recent research project is maximized by discounting fare 30$\%$ on 40$\%$ of total passenger and expand number of discount kinds step by step are desirable.

  • This study analyzed the evaluations of instructors and experts on flipped learning-based engineering in order to suggest improvement strategies. This study was conducted with 8 engineering courses which participated in the flipped learning course development project of C university from 2017-2018. As a result of the analysis, the instructors and experts pointed out that the pre-learning was not performed and checked effectively. In this regard, the instructors suggested the students' burden of pre-learning, the lack of understanding about flipped learning, and the experts suggested the lack of instructional strategies to facilitate pre-learning. In addition, the instructors and the experts pointed out that the courses were still instructor-centered. The instructors evaluated that they operated the instructor-led course by themselves. In addition, the experts suggested that there was not enough instructional strategies to activate the learner-centered activities. The number of the students and the lecture room environment that were not appropriate for the learner- centered class were the evaluation opinions of both the instructors and the experts. In addition, the professor suggested the lack of understanding and preparation of the flipped learning of the instructors and the learner as the main opinion, and the experts pointed out that the online learning system and classroom was not linked for pre-learning, classroom learning, and the post-learning. Based on these results, suggestions for improvement of flip learning based engineering course were suggested.

  • This research was done to develop a standard management checklist for duck farmers. To this end, experts in commercial duck farming participated in making a blueprint for a standard management checklist. This expert group consisted of ten members which included the researcher, a professor, an extension advisor and leading farmers in commercial duck farming. By collecting knowledge on commercial duck farming from these experts, a management performance index was made, and checking factors were designated. As a result of this expert survey, management outcome indicators and subdivision evaluation indicators were established. To confirm these results, a first stage Delphi expert survey was carried out. As a result, the experts were not in agreement with the farming scale of 1 - 4 levels and 2 levels in the management outcome indicators. Additionally, the experts were not in agreement on the choice of feed in the feeding management and the cooperative management system as well as the utilization of agricultural information in managing the business. The factors that did not have the same opinion among experts were surveyed by a second Delphi survey asking whether experts approve the requested value. As a result of the second Delphi survey, all factors have an approval rate that have a value of more than 90%. Finally, a standard management checklist was established based on the research result.

  • This study uses expert analysis as a method of research to identify the value of hanok in rural landscapes. To do so, the study conducted the Delphi method and the AHP survey twice. First, the Delphi method was used on experts who have either studied rural landscape, regional development, hanok or have adequate knowledge in such areas, concerning the definiton of sustainable rural landscapes, the role of hanok in rural landscapes, the problems rural hanoks face, and the preservation and utilzation of rural hanok. Based on this, the AHP survey was conducted. The survey results showed that sustainable rural landscapes are 'landscapes in which the transformation proces coexists from traditonal to modern times.' The role of the rural hanok was shown to be 'the forming of landscapes that expres the historical flow of the vilage.' In the subsequent survey of rural landscapes, the order of import limitationance of hanok was regionality, historicity, harmoniousnes, eco-friendlines and familarity. However, a may be that this study is based on expert opinion which may not be regarded as universal. Therefore, future research on the basis of this study wil have to be conducted in a way to identify the value of hanok in rural landscapes from the perspective of various groups.

  • The advance of digital contents industry shifts the focus of consumptions; from analogue to digital ones. It gives significant impact on individual life as well as overall society and culture, and it leads to the increased consumption of digital contents. Nevertheless, current digital contents industry fails to secure the sufficient consumer protection systems including relevant rules and laws which regulate the distribution, use, and other transaction activities of digital contents and the efforts, on the part of contents providers, to provide information to consumers and to protect them. Digital contents, by its nature, is different from the existing products so that its nature is likely to cause unique consumer problems totally different from the offline transactions and the electrical transactions of existing products. This study, therefore, aims to identify the possible problems which may be incurred by consumers in their use of digital contents, specify the types of consumer damages, and provide the underlying materials to improve the systems related to digital contents and take legally complementary measures for consumer protection. To identify the types of consumer damages, this study analyzed the results from consumer counselling cases, experts opinion survey, and FGI. For consumer damage cases, this study analyzed the consumer complaints received by open consumer counselling sites of the Korea Consumer Agency and Seoul Electronic Commerce Center. For experts opinion survey, it conducted questionnaire survey of the group of experts from digital contents manufacturers or providers, and those who treated consumer damages directly. For FGI analysis, it organized a panel of students and employees who had used digital contents to understand the types of consumer damages. The results of this study can be summed up as follows. Based on the results from consumer counselling cases, experts opinion survey, and FGI analysis, the consumer damages related to digital contents can be classified, in their nature, into economic or financial damages (25 cases), emotional or psychological ones (15 cases), time-related ones (7 cases), physical ones (4 cases), and privacy-related ones (i.e. leakage of personal data)(3 cases). More specifying the types of damages, damages can be subdivided into contract-, charge-, maintenance-, use-, individual-related ones and other ones. Among them, both contract- and charge-related damages appeared only in the economic or financial damages, whereas user-specific individual damages appeared only in physical and emotional or psychological ones. On the other hand, maintenance- and use-related damages and other ones were observed in both categories of economical or financial damages and time-related ones.
