A Collaborative Reputation System for e-Learning Content (협업적 이러닝 콘텐츠 평판시스템 연구)

  • Reputation systems aggregate users' feedback after the completion of a transaction and compute the "reputation" of products, services, or providers, which can assist other users in decision-making in the future. With the rapid growth of online e-Learning content providing services, a suitable reputation system for more credible e-Learning content delivery has become important and is essential if educational content providers are to remain competitive. Most existing reputation systems focus on generating ratings only for user reputation; they fail to consider the reputations of products or services(item reputation). However, it is essential for B2C e-Learning services to have a reliable reputation rating mechanism for items since they offer guidance for decision-making by presenting the ranks or ratings of e-Learning content items. To overcome this problem, we propose a novel collaborative filtering based reputation rating method. Collaborative filtering, one of the most successful recommendation methods, can be used to improve a reputation system. In this method, dual information sources are formed with groups of co-oriented users and expert users and to adapt it to the reputation rating mechanism. We have evaluated its performance experimentally by comparing various reputation systems.

  • Since 2006, type 1 diabetes in Finland has plateaued and then decreased after the authorities' decision to fortify dietary milk products with cholecalciferol. The role of vitamin D in innate and adaptive immunity is critical. A statistical error in the estimation of the recommended dietary allowance (RDA) for vitamin D was recently discovered; in a correct analysis of the data used by the Institute of Medicine, it was found that 8895 IU/d was needed for 97.5% of individuals to achieve values ${\geq}50nmol/L$. Another study confirmed that 6201 IU/d was needed to achieve 75 nmol/L and 9122 IU/d was needed to reach 100 nmol/L. The largest meta-analysis ever conducted of studies published between 1966 and 2013 showed that 25-hydroxyvitamin D levels <75 nmol/L may be too low for safety and associated with higher all-cause mortality, demolishing the previously presumed U-shape curve of mortality associated with vitamin D levels. Since all-disease mortality is reduced to 1.0 with serum vitamin D levels ${\geq}100nmol/L$, we call public health authorities to consider designating as the RDA at least three-fourths of the levels proposed by the Endocrine Society Expert Committee as safe upper tolerable daily intake doses. This could lead to a recommendation of 1000 IU for children <1 year on enriched formula and 1500 IU for breastfed children older than 6 months, 3000 IU for children >1 year of age, and around 8000 IU for young adults and thereafter. Actions are urgently needed to protect the global population from vitamin D deficiency.

  • The rule based system is inference engine which can correspond quickly to new business model change and improvement requirement by dealing with the business know-how and expert knowledge as well as business process of enterprise and has been trying to apply to the various industries. As a part of application cases for rule-based system, we develop and implement the rule-based insurance product recommend and design system for the efficient decision making of insurance product in insurance industry which is sensitively affected by needs of customers, various kinds of product, and environment changes. The process of fuzzy inference of the developed system helps to recommend and design the proper Insurance product using the information of the present customer and the previous members. This approach is expected that it will be the core technology for the recommendation and design of the tailored insurance product by deciding and corresponding needs of various kinds of customer quickly in future insurance industry.

Comparing the Outplacement Programs for the Retiring Employees in Corporations (기업 퇴직근로자 전직지원프로그램 비교분석)

  • The purpose of the study was to compare the outplacement programs for the retiring employees in Korea corporations. We expect that this study will make contributions for increasing the quality of outplacement programs. We conducted the expert interviews and literature review and set a comparing criteria in terms of goal, target audience, program process and contents, operation process. We selected 6 different programs, which were KT, Samsung Electrounic, A consultancy firm specialized in outplacement, Korea labor foundation, and Korea international trade association. In results, we suggested the necessity of programs revision, the decrease of service recipient per a consultant, recommendation of alternative career path, and update of the programs for the service recipients who lacks of motivation. We also suggested that human resource department and chief executive officers made attentions for the outplacement programs as well as the government input more budget on the programs and consulting for the retirng employees.

Determination of Defined Daily Dose of Medicines using Nominal Group Technique and Analysis of Antibiotics Use in National Insurance Claim Data: Focused on Antibiotics without DDD of WHO (수정 델파이 기법을 이용한 의약품의 DDD(일일상용량) 결정과 항생제 사용량 분석: WHO 일일상용량이 없는 항생제를 중심으로)

  • Objectives : It is necessary to monitor consumption of drugs in order to enhance promote appropriate use of drugs. Defined Daily Dose(DDD) of World Health Organization(WHO) has been used for evaluating the amount of medicine use. However, DDD of some drugs must be determined for drugs in Korea which are not listed by WHO. Our formulary follows ourself classification and DDD of some drugs must be determined since they exist only in Korea. This study was aimed to determine DDD value using RAND Appropriateness Methods and evaluate the amount of antibiotics use using DDD value. Methods : J01 antibiotics of WHO anatomical therapeutic chemical(ATC) classification were extracted from drug formulary. Antibiotics list without DDD was identified to determine their DDD with comprehensive review of references and recommendation of experts. defined. Review of reference was executed. of Expert panels were comprised of clinical pharmacist and clinical doctors. Modified Delphi Method was applied by survey and consensus meeting. Amount of antibiotic use was calculated by DDD/1000 inhabitants/day in the national level using health insurance claim data. Results : The result of 1 round, DDD values of 28 ingredients were determined from the first round of consensus meeting. With 2nd round meeting, 3 ingredients were deleted and DDD of 17 ingredients were decided. Analysis of antibiotic use in health insurance claim data showed 22.97 DDD/1000 inhabitants/day in 2003 year. Conclusion : This study can contribute to the establishment of DDD assignment and thus quantifying drug uses.

Assessment of The Priority Order of Monitoring Devices on Maintenance for The Long-Term Safety of Existing Fill Dam (기존 필댐 장기간 안전관리를 위한 계측항목 유지보수 우선순위 산정)

  • Although readjustment of monitoring system for existing fill dam maintenance is needed by the sustainable increasing of the abandonment rate of monitoring devices by malfunction through the life-cycle of dam, monitoring plans for long-term dam safety has relied on the experience and the opinion of minor expert group without systematic and quantitative analysis on the failure modes and the priority order of monitoring devices on maintenance. In this study the priority order of monitoring devices of existing 5 fill dams was evaluated quantitatively based on the preceding study (Andersen et al, 1999) and the result recommended the establishment of real-time monitoring system for seepage, pore pressure and crest settlement as the readjustment plan for existing fill dam monitoring system. This readjustment plan matches well with the recommendation of PWRI (1984), JCOLD (1986) and the results from Bagherzadeh-Khakkahali and Mirghasemi (2005).

A Study on Personalized Search System Based on Subject Classification (주제분류 기반의 개인화 검색시스템에 관한 연구)

  • The purpose of this study is to design, implement and evaluate a personalized search system using gathered information on users to provide more accurate search results. For this purpose, a hybrid-based user profile is constructed by using subject classification. In order to evaluate the performance of the proposed system, experts directly measured and evaluated MRR, MAP and usability by using the Korean journal articles of science and technology DB. Its performance was better than the general search system in the area of "Computer Science" and "Library and Information Science". Especially better results were shown when tested on ambiguous keywords. Evaluation through in-depth interviews proved that the proposed personalized search system was more efficient in looking up and obtaining information. In addition, the proposed personalized search system provided a variety of recommendation systems which proved helpful in navigating for new information. High user satisfaction ratings on the proposed personalized search system were another proof of its usefulness. In this study, we were able to prove through expert evaluation that the proposed personalized search system was more efficient in information retrieval.

  • Today, demand for job training of married immigrants is increasing. This research aims to propose developmental Edu-Tech based on the demand for education contents and the characteristics of multicultural family. Based on analysis such as FGI(focus group interview) and expert interview, this paper presents a four methods for development of EduTech for multicultural people, such as language skills, the recommendation technology of customized training contents, contents design based on gamification and user experience design. This research contributes to the direction of the method to use EduTech as a tool for gaps in education and welfare state.

Job Stress Levels in Environment Impact Assessment, and Related Factors Including Expert (환경영향평가 전문가의 직무스트레스 수준 및 관련 요인)

  • A number of recent studies have shown that occupational stress is closely associated with increased fatigue and decreased job satisfaction. This study was designed to assess stress in workers in the field of EIA (environment impact assessment) from July 2009 through september 2009, and questionnaires were uesd to analyze the stress scores and identify the primary factors influencing stress in this occupation. The number of respondents was 272 working in the Capital (Seoul and Kyunggido), Chungcheongdo, Jejudo area. A structured questionnaire was used to evaluate the participants' socio-demographics, job-related factors, health-related behaviors, occupational stress, reaction factor (self-perceived fatigue, job satisfaction) and buffer factor (social support). Occupational stress and self-perceived fatigue were assessed using the Korean Occupational Stress Scale-Short Form (KOSS-SF) and the Multidimensional Fatigue Scale (MFS), respectively. The analysis revealed a strong correlation between occupational stress, job satisfaction, and social support, with occupational stress being associated with an increased risk of fatigue and decreased job satisfaction. In the multiple regression analysis(stepwise), the main factors influencing occupational stress were found to be job satisfaction, supervisor, fatigue, working time, no. of personnel, career. The results of this study suggest that occupational stress is a determinant predictor of self perceived fatigue and job satisfaction. Thus, a strong recommendation is made for a stress management program for reduction of occupational stress, and for the development of relevant experts on the health and quality of life of environment impact assessment workers.

South-South Collaborations: A Policy Recommendation Model for Sustainable Win-Win Infrastructure Partnerships Based on Sino - Ghana and Nigeria Case.

  • Infrastructure procurement has been a major engagement route between China and Africa. This contributes immensely to the gradual infrastructure development seen on the continent. However, maturing discourse purports that these infrastructure collaborations lack intentionality in the continuous development of strategic guidelines and policies for effective implementation despite their uniqueness and criticality. This study proposes that an efficient approach to policy recommendations is through the political and economic analysis (PEA) of these partnerships using public-private partnership (PPP) optics. Unquestionably, these partnerships are representative of the concept of diplomatic transnational public-private partnership (DT-PPP) where infrastructure is procured through the collaboration of public (African governments) and private sector (Chinese state-owned corporations) who provide the managerial, financial, and technical resources for the project implementation. Given the quest for sustainable win-win, this study identifies strategies towards the realization of win-win in the implementation (i.e enablers of win-win) such that fairness and co-benefit, as well as interests, will be achieved. Thus, based on the PEA framework, case scenarios from Ghana and Nigeria using expert interviews identify the criticalities and best practices for the realization of these enablers at the development phase. Findings indicate more effort is required of the public sector (African host countries) in terms of people, structure/institutions, and the implementation processes. Recommendations include improvement of environmental management structures, contract administration procedures, external stakeholders/local community engagement mechanisms, knowledge and technology transfer procedures, and sector-based project operation and maintenance culture and systems. Additionally, actors must have emotional intelligence, good problem-solving abilities, and overall ensure cordial relationships for continued bilateral cooperation.
