This paper shows how to compensate the skew from the traffic sign included in the natural image and extract the text. The research deals with the Process related to the array image. Ail the process comprises four steps. In the first fart we Perform the preprocessing and Canny edge extraction for the edge in the natural image. In the second pan we perform preprocessing and postprocessing for Hough Transform in order to extract the skewed angle. In the third part we remove the noise images and the complex lines, and then extract the candidate region using the features of the text. In the last part after performing the local binarization in the extracted candidate region, we demonstrate the text extraction by using the differences of the features which appeared between the tett and the non-text in order to select the unnecessary non-text. After carrying out an experiment with the natural image of 100 Pieces that includes the traffic sign. The research indicates a 82.54 percent extraction of the text and a 79.69 percent accuracy of the extraction, and this improved more accurate text extraction in comparison with the existing works such as the method using RLS(Run Length Smoothing) or Fourier Transform. Also this research shows a 94.5 percent extraction in respect of the extraction on the skewed angle. That improved a 26 percent, compared with the way used only Hough Transform. The research is applied to giving the information of the location regarding the walking aid system for the blind or the operation of a driverless vehicle
The Naeseong Stream is a meandering sand-bed stream flowing through mountains and has so long maintained its geomorphological uniqueness characterized by extensive braided bare bars. Recently, its long-lasting landscape has been changed due to encroachment of vegetation. In this study being a part of long-term monitoring research morphological changes of the 56.8 km long study reach of the Naeseong Stream, which occurred during the period of 2012 - 2016 were analyzed. Airborne LiDAR and terrestrial cross-section surveys were carried out. Hydrological and on-site investigation data were also collected. Among the main four sites, two bend reaches showed point bars enlarged, while along the other two straight reaches mid-channel bars were either newly formed or increased in area and height. At the highest deposition point of each bar, vertical changes which were caused by one or two times of sediment deposition amounted to 0.6 - 1.4 m. On the contrary channel bed degradation was not obvious. Overall morphological changes in the study reach were attributed to deposition of sediment which occurred during the flood in July 2016 on the bar surfaces vegetated during the precedent dry seasons. These kind of geomorphological processes are thought to be the same as those related to the existing mid-channel islands along the mid- and downstream reach of the Naeseong Stream.
This study extended the Lee et al.'s (2015a) solution which improved the existing analytical solution for prediction of the residual pore water pressure into progressive wave and flow coexisting field. At this time, the variation of incident wave period and wave length should be incorporated to Lee et al.'s (2015a) analytical solution, which does not consider flow. For the case of infinite thickness, the new analytical solution using Fourier series was compared to the analytical solution using Laplace transformation proposed by Jeng and Seymour (2007). It was verified that the new solution was identical to the Jeng and Seymour's solution. After verification of the new analytical solution, the residual pore water pressure head was examined closely under various given values of flow velocity's magnitude, direction, incident wave's period and seabed thickness. In each proposed analytical solution, asymptotic approach to shallow depth with the changes in the soil thickness within finite soil thickness was found possible, but not to infinite depth. It is also identified that there exists a discrepancy case between the results obtained from the finite and the infinite seabed thicknesses even on the same soil depth.
The experimental study was carried out to investigate propagation distance of flood wave due to levee breach in a flat inundation area without obstacle. Hitter solution was considered to formulate the experimental results and a representative form was written referring to existing researches. As a result of experiments, it was found that the propagation velocity of the wave front in inundation area was significantly influenced by the initial water level in a channel, which was similar to flow in a channel due to dam break. An empirical formula was also suggested using the experimental results. The dimensionless propagation distance L can be written as the power function of dimensionless time T Coefficients k and m were varied with the dimensionless time T whereas k and m in Ritter solution were 2 and 0, respectively. The variation of coefficients in the relationship between L and T was influenced by the water depth in the inundation area and the fact proved that the changing points of L in the slope of relationship between L and T are the same to those of relationship between the dimensionless maximum water depth in the inundation area, $h_{max}$ and L.

A river fishway is a hydraulic structure enabling fish to overcome stream obstructions such as dams and weirs. The main aim of this paper is to investigate the collectibility of upstream-migrating fishes and hydraulic problems in pool-and-weir type fishway which has been established for upstream-migration at Namgang weir in the downstream of Namgang dam, and to grope for improvement measures which pool-and-weir type fishway can be switched to pool-and-partial weir type fishway through hydraulic field experiment. Exsisting fishway had problems which upstream-migrating fishes can not take a rest due to the seiche and vortex phenomena in pools and migrate to upstream because of height difference in entrance pool. In order to prevent hydraulically the seiche and vortex phenomena and establish rest area for fishes in each pool, we carried out hydraulic field experiments. In the fishway, it was to improve pool-and-weir into pool-and-partil weir, to decrease the height difference in entrance pool, and to reduce oriffice velocity of each pool. Also, we investigated fishes collectibility of after improving fishway for 6 days in September 2013. To resolve chronic problems(seiche-vortex phenomena and rest area for fishes), as weirs were remodeled into partial weir only which central part of weirs was part of non-overflow weir, we confirmed results that pool-and-weir type fishway could be switched to efficient pool-and-partial weir type fishway with relatively simple construction and low cost. Type-B which has the closed oriffices and the parts of non-overflow has the ideal conditions, but this conditions are limited to fishway of Namgang weir used in this study. Representative Ice-habor type fishway is pool-and-partial weir type fishway which has together parts of overflow and oriffices, and has excellent ability of upstream-migration. To switch from pool-and-weir type fishway to pool-and-partial weir type fishway, the size of oriffice has to be regulated by the discharge of fishway and the dimension on parts of non-overflow and overflow in weirs. Entrance pool is important facility which upstream-migrating fishes have to not only be collect but also charge with energy. In this study, entrance-pool is temporary and roughly-built, but fishes gather together more than the case of no entrance-pool. In the case of fishway which was protruded to downstream, as entrance of fishway turns toward or parallels to weir, the collectibility of fishway was excellent by attraction water.
This study was conducted to analyze field inspection results of erosion control facilities within national forests and to suggest maintenance and management plan of erosion control facilities. The objects amounted to a total of 1,628 locations, comprising 308 erosion control dams and 1,320 erosion control areas (1,269.05 ha). The field inspections were conducted during March-June each year. The erosion control dams inspected were constructed during 1991-2005, with 96.4% of them, or 297 dams, constructed in or after 2000. The erosion control areas were constructed during 1986-2005, with 68.6% of them, or 903 areas, constructed in or after 2000. As for erosion control dams, there were 205 concrete erosion control dams and 68 concrete with boulder pitching erosion control dams, respectively, with 296 out of a total of 308 erosion control dams in a good condition. As for erosion control areas, there were many erosion control structures using stone masonry works and gabions, with 1,245 out of a total of 1,320 (94.3%) erosion control areas in a good condition. Overall, erosion control facilities within national forests were in a good condition, amply fulfilling their functions. As for erosion control facilities in a bad condition, they must be made to accomplish the goals of erosion control works through supplementation and repairs without fail. In addition, for the systematic maintenance and management of existing erosion control facilities and erosion control facilities constructed in the future as part of erosion control works, the construction of an erosion control facility management system is urgently needed.

A methodology for the probabilistic determination of active storage capacity of an impounding reservoir is proposed with due considerations to the durations and return periods of the low flow series at the reservoir site. For more reliable probabilistic analysis the best-fit stochastic generation model of Monte Carlo type was first selected for the generation of monthly flow series, the models tested being the Month Carlo Model based on the month-by-month flow series (Monte Carlo-A Type), Monte Carlo Model based on the standardized sequential monthly flow series (Monte Carlo-B Type), and the Thomas-Fiering Model. Monte Carlo-B Model was final1y selected and synthetic monthly flows of 200 years at Hong Cheon dam site were generated. With so generated 200 years' monthly flows partial duration series of low flows were developed for various durations. Each low flow series was further processed by a nonsequential mass analysis for specified draft rates. This mass analysis furnished the storage-draft-recurrence interval relationship which gives the reservoir storage requirement for a specified water demand from the reservoir during a drought of given return period. Illustrations are given on the application of these results in analyzing the water supply capacity of a particlar reservoir, existing or proposed.
The lack of sufficient flood data being kept across Korea has made it difficult to assess reliable estimates of the design flood while relatively sufficient rainfall data are available. In this regard, a rainfall simulation based derivation technique of flood frequency curve has been proposed in some of studies. The main issues in deriving the flood frequency curve is to develop the rainfall simulation model that is able to effectively reproduce extreme rainfall. Also the rainfall-runoff modeling that can convey uncertainties associated with model parameters needs to be developed. This study proposes a systematic approach to fully consider rainfallrunoff related uncertainties by coupling a piecewise Kernel-Pareto based multisite daily rainfall generation model and Bayesian HEC-1 model. The proposed model was applied to generate runoff ensemble at Daechung Dam watershed, and the flood frequency curve was successfully derived. It was confirmed that the proposed model is very promising in estimating design floods given a rigorous comparison with existing approaches.
Water quality and ecological environment in the Han River estuary was analyzed using the longterm water quality monitoring data from National Fisheries Research and Development Institute (NFRDI) and the existing data collected in this area. Based on the salinity distribution and changes of current direction in the lower Han River and its estuary, boundaries of the estuary were identified and also, distribution patterns of the phyto- and zooplankton, benthos, ichthyoplankton and fish were discussed related with the salinity changes in the macrotidal subestuary of Han River. Seasonal and spatial distribution of salinity suggested that the direct impact of freshwater be limited to the Incheon North Harbour all the year round and even extended to the southern area of Gyunggi Bay near Palmi island during limited time, usually in summer. Upper limit of salt water intrusion through the Han River is likely to be Singok underwater dam located Gimpo, Gyunggi Province, and normally limited to much lower part of the river, Jeonryuri, Gimpo. Biological boundaries of the Han River estuary exceeded the physical boundaries based on the salinity distribution. Many estuarine species in plankton and fish were found at the totally freshwater or saltwater depending on the seasons and tidal cycles. Some estuarine ichthyoplanktons showed extremely limited distributions in the estuary whereas adult fish revealed wide ranges of salinity adaptation. Critical environmental issues in the Han River estuary and its drainage basin are likely to be 1) pressure on development-promoted district for new town in the drainage area of the estuary, 2) reduction of tidal flat by reclamation, 3) pollutant input through river from municipal sewages and industrial wastes, and 4) ecological barrier between river and terrestrial systems by the military wire fence and riverside road.

This study presents a framework for optimum scale determination for small hydropower development in a river basin. The framework includes the construction of hydrology and topography data, the simulation of hydropower operation, the economic analysis, and the determination of optimum scale of the small hydropower. The optimum scale of design flow and facility are determined by Net Present Value among economic analysis indices. The investment cost is estimated by the cost function derived from the construction cost of existing small hydropower plants. The benefit from power generation is estimated by the price announced by government. The presented framework is applied to the two potential sites in Cho River basin for the dam and run-of-river type of plants. Finally, the sensitivity analysis for a design flow and scale of the plant is performed for the each site. The usage of the framework presented in the study is highly expected for the estimation of potential hydropower resources or the decision support tool for a proprietor by estimating the optimum scale and economical feasibility in advance.
