A Case Study on the Higher Educational Institute Accreditation System in Australia TEQSA and Hong Kong HKCAAVQ (호주 TEQSA와 홍콩 HKCAAVQ의 고등교육기관 평가인증 사례분석)

  • Qualitative management and certification of higher education and higher education programs are important in Australia and Hong Kong. The purpose of the study is to analyze the higher educational Institute accreditation in Australia and Hong Kong and to provide basic data for the domestic evaluation accreditation system For this purpose, the analysis was conducted based on the analysis framework of Kis(2005), which was modified by the researchers in Tertiary Education Quality and Standards Agency(TEQSA) and Hong Kong Council for Accreditation of Academic and Vocational Qualifications(HKCAAVQ). The quality assurance approach in Australia and Hong Kong is common as 'accreditation' and focuses on other evaluation methods, evaluation data, nature of the report, evaluation purpose, evaluation result, and follow-up evaluation. Australia and Hong Kong had separate evaluation agencies for accreditation of higher education qualifications, degrees, and educational programs, and were performing accreditation at the independent institutions. Australia and Hong Kong do not agree with the evaluation standards of higher education institutions because of different academic system and qualifications system from Korea. Higher education institutions need to consider international interchange in terms of exchanging higher education human resources between countries. It is also necessary to conduct evaluation of higher education institutions with reference to higher education quality management standards.

Can irregular bridges designed as per the Indian standards achieve seismic regularity?

  • One of the major developments in seismic design over the past few decades is the increased emphasis for limit states design now generally termed as Performance Based Engineering. Performance Based Seismic Design (PBSD) uses Displacement Based Design (DBD) methodology wherein structures are designed for a target level of displacement rather than Force Based Design (FBD) methodology where force or strength aspect is being used. Indian codes still follow FBD methodology compared to other modern codes like CalTrans, which follow DBD methodology. Hence in the present study, a detailed review of the two most common design methodologies i.e., FBD and DBD is presented. A critical evaluation of both these methodologies by comparing the seismic performance of bridge models designed using them highlight the importance of adopting DBD techniques in Indian Standards also. The inherent discrepancy associated with FBD in achieving 'seismic regularity' is highlighted by assessing the seismic performance of bridges with varied relative height ratios. The study also encompasses a brief comparison of the seismic design and detailing provisions of IRC 112 (2011), IRC 21 (2000), AASHTO LRFD (2012) and CalTrans (2013) to evaluate the discrepancies on the same in the Indian Standards. Based on the seismic performance evaluation and literature review a need for increasing the minimum longitudinal reinforcement percentage stipulated by IRC 112 (2011) for bridge columns is found necessary.

The Standardization of Sound Quality evaluation method for the vehicle interior noise (차량 실내 소음에 대한 음질 평가 방법의 표준화)

  • The vehicle noise is classified into interior and radiated exterior noise. And it influences on consumer‘s vehicle decision and traffic noise environment very much. In case of the vehicle exterior noise, it is related with traffic noise and in case of the interior noise, it is related with driver’s and passenger‘s sensitivity quality. Because these influenced on drivers and traffic environment, so standards are restricted by the laws and regulated for the measurement. But, the existence standards measuring the only sound pressure level are limit to reflect consumer’s sensitive aspects. Therefore in this study, the recent standards and laws were searched about domestic and abroad papers and the testing mode for the sound quality (SQ) evaluation was constructed about the vehicle interior noise. Finally, we aimed at the standard establishment to evaluate the vehicle interior SQ using statistics method.

A Study on the Design Characteristics Evaluation of Ubiquitous Element in the Library (도서관에서의 유비쿼터스 요소의 디자인 특성 평가 연구)

  • Ubiquitous technology is currently being introduced to libraries at the fastest speed as compared to other spaces. However, the introduction of ubiquitous technology to the existing analog space is causing problems despite such intelligence of libraries as the design standards for ubiquitous spaces have not been arranged yet. This researcher analyzed and evaluated the characteristics of design from the ubiquitous aspect of the ubiquitous environment-oriented libraries that are still at their initial stage. The subjects for this study were the National Library of Korea, Myongji University Bangmok Library, and Yonsei University Library. The definition and characteristics of the ubiquitous environment libraries were examined through literature review and the standards for design analysis were derived by analyzing previous studies. Case analyses were conducted to evaluate the design elements in the ubiquitous environment libraries based on the field observation, photographing, and interviews with managers. As a result, functionality, safety, cognition and convenience were derived based on the investigation and analysis of previous studies; informativeness, playfulness, security, and simplicity which are the design characteristics were found. As a result of the case studies, while functionality and safety are met in most of the standards for design analysis, universality was very low. Care for minorities is need in a library as it is a space used by many unspecified individuals.

  • In order to guarantee the safety of the facility systems, one of the essential components is information on mechanical properties of materials used for the construction. However, acquisition or accumulation of the mechanical property data in industrial fields is limited because this operation does not yield profit, excepting few materials production companies. Corresponding to the urgent needs and poor economical features, the MOCIE has founded the National Center for Standard Reference Data in the KRISS and also designated the Data Center of Mechanical Properties for Metallic Materials (DCMP) as a principal operating section. The DCMP plays roles of collection, edition and evaluation of the mechanical data and development of reference standards. In this study, several functions of the DCMP and standardization procedures of mechanical properties data will be introduced the prospective of standard reference researches will be discussed based on active feedbacks from industrial fields.

The Development of a Client Health Status Outcome Evaluation Instrument in Home Care (가정간호대상자의 건강상태 결과 평가도구 개발)

  • Purpose: This study was to develop a client health status outcome evaluation instrument, and examine content validity, reliability, construct validity, and the acceptability of this instrument. Method: A preliminary list was made of such key information as standards, criteria, indicators and measures, by means of a broad review of literature within the field. After determining the preliminary instruments, the study sought to obtain examination, consensus, and modification of two groups of experts in the home-care field. Finally, the instrument examined content validity, reliability, construct validity, and the acceptability of this instrument. Result: The tool was considered of 13 criteria, 48 indicators, and 167 detail measures. The content validity index of the tool was above 0.8 according to the expert group. Regarding the reliability of the evaluators of standards 1 and 2, the degree of agreement between evaluators was high(96.4% through 98.2%). Construct validity in this study, the difference in the mean score between the baseline point and the follow up point of each of standards 1 and 2 was significant, and the mean score of the follow up point was more than that of the baseline point. After examining the acceptability of this instrument with practice managers and home care nurses in home care institutions, a positive opinion was given of this instrument, and it was indicated that to be useful and applicable in home care practice. Conclusion: The results of evaluating client outcome will contribute to overall outcome-based quality improvement and service marketing in home care by providing a constant gauge of home care effectiveness.

  • Stabilizing the operation of dual fuel diesel engines is very important. The shipbuilding industry is rapidly growing, but gear components requiring reliability are still imported from other countries. The reasoning for this is three-fold. Firstly, it is compulsory that all ships must use devices that meet the performance standards specified in the Safety of Life at Sea (SOLAS) and the convention of MARine POLlution (MAPOL) to prevent pollution caused by ships. Secondly, most ships must comply with the ship classifications specified by ship owners. Therefore, it is specified that key engine gear components must be inspected and authorized for the quality and performance specified by the Ship Register Authority. Thirdly, it is essential that devices (engine gear) for human safety in ships comply with quality standards specified in the regulations and rules by the government. The Ship Register Authority's strict quality standards and approval requirements contribute to the reduction of motivation towards new investment and technology development by device component manufacturers. Therefore, this study aims to develop a method for using infrared thermography to examine gear reliability in order to ensure gear component reliability and national competitiveness in the global market.

  • According to Korean nuclear code requires Periodic Safety Review(PSR) every 10 years should be perform for operating reactor, and selects the eleven PSR safety factors. Among them the review objective of the environmental impact is to determine whether the operator has an adequate programme for surveillance of the environmental impact of the nuclear power plant based on current safety standards. In this paper, the environmental impact in PSR of Wolsong Unit 1 was reflected current safety standards as of the evaluation date. As a result, all items generally satisfied the standards, and the staff also verified that the population dose due to the operation of Wolsong Unit 1 was controlled safely as of the evaluation date.

A Study on Requirements and Application of Quality Process Audit and the Effect of Establishing the Defense Quality Management System (품질공정심사의 요구사항과 적용사례 및 국방품질경영시스템 구축 효과에 대한 연구)

  • In this paper, we investigate the requirements of QPA(Quality Process Audit), which is a process quality audit system for secondary defense contractors, compared with those of DQMS(Defense Quality Management System). And evaluate whether the deployment of QPA meets the DQMS certification requirements through the case example of Company H. The evaluation items of QPA are composed of five categories such as Material Management, Incoming Inspection, Manufacturing Process, Product Evaluation, and Packaging Management. The QPA requirements are mainly related to the chapter 7(support) and chapter 8(operation) of DQMS standards. In this view point, QPA can be expected as an effective audit for suppliers preparing for DQMS certification. In the case example, we evaluate the results and effects of improvement due to QPA and compare it with the case of DQMS. QPA can be used as appropriate quality management standards of secondary and tertiary defense contractors and can provide the basis guidelines for the preparation of implementation steps in DQMS certification.
