The purpose of this study is to examine international trends in performance evaluation of public libraries. We examined major theoretical models for performance evaluation and its measurement guidelines and tools in the literature. We also conducted case studies to investigate actual practices in major regional public library systems in the United States. In-depth interviews with library staff were conducted in three large U.S. public library systems along with analyses of both internal and public documents. The results of the study inform that the most noticeable trend of performance evaluation was to assess the impact of public library in the lives of citizens and the society. Guidelines and methods to measure intangible impact were developed in both international and national levels. These efforts were also found at the local library levels. While the outcome and impact measures were found to be direct reflections of strategic goals of the library systems, actual impact measures have yet to be refined in actual library practices.

This research reports the results from the pilot evaluation of academic libraries in Korea conducted from September through November 2010 to test the applicability and feasibility of an evaluation model and evaluation indicators developed by this research team. In the first and second stages of this pilot evaluation, quantitative and qualitative indicators were respectively used, and in the third stage a survey for user satisfaction was conducted. Out of 58 applicants which applied for this evaluation, a total of 9 libraries were selected as excellent libraries for each group classified according to the size of a library(large, medium, and small) in 3 areas of specialization and 1 library was awarded the best performed library. Despite such limitations as the use of experimental indicators and a pressing schedule, there were some positive effects including the use of formal statistics, an objective assessment of current status of academic libraries, and the improved interest of university administration in academic libraries.

This study was to investigate the usefulness of the measures of the Korean Public Library Operation Assessment. The analyzed data were collected through a fulfillment degree of the evaluation indicators and the opinions of librarians for public libraries evaluation indicators. Same time, the comparative analysis of public library statistical indicators and evaluation indicators was performed. Based on the results of the analysis, I was selected assessment items that need to delete and modify. The improvements proposed in this study will provide a direction for the improvement of the Korean Public Library Operation Assessment. And may be applied to improve the process of the public library evaluation.

The purpose of this study is to develop the evaluation indicators of school libraries in Korea. To do this, the indicators were extracted from an analysis of seven foregoing studies. The draft of evaluation indicators was made after reviewing the validity of each indicator according to the criteria: quantifiability, objectivity and possibility of obtaining evaluation materials. The feasibility of the standards and measures used by the Committee on Library and Information Policy was examined to improve the validity of new indicators. To decide the distribution of marks for evaluations, the opinions of teacher librarians and professionals on the importance of indicators was surveyed, the evaluation indicators used by the Committee on Library and Information Policy were analyzed, and an intensive review was done by professionals. A draft of an evaluation index with thirty indicators in six categories is proposed.

This study was implemented to verify the validity and effectiveness of the current evaluation indicators by analyzing the content and result of the current survey for evaluating a small library, based on the achievement rate of each index. To this end, questions, included in evaluation indices for the small library were reviewed, and survey data from a total of 19,476 libraries during the past 3 years from 2018 to 2020 were investigated to analyze the evaluation scores, differences and achievement rates of each item. It was proposed to delete or add some indicators of the current evaluation category, and to raise supplementally the need for qualitative assesment. Based on the research results, the following implications are suggested. First of all, the evaluation of small libraries should focus on the quality of the services they provide rather than the library environment. Second, demonstrable systematic indicators should be designed and then clearly explained to resolve the ambiguity of the terms used. Third, for better analysis, it is necessary to distinguish evaluation items between public and private small libraries and the assessment process should be done by the local government. Lastly, qualitative evaluation items that can measure users' satisfaction should be added.

The purpose of this study is to bring out the most reasonable and feasible evaluation methods of research library collection in Korea. At the very outset, writer tried to define the purpose and the necessity of collection evaluation. Writer described a collection evaluation is to gain the data for decision making on selection policy, weeding and storage project, and explained it is one of the procedures of a collection development system operation of being explained as repeated three procedures through a collection development plan, an implimentation of the set plan(selection process) and a collection evaluation. Writer also pointed out the fact many libraries in Korea are apt to by pass or overlook this important process. Writer then defined the criteria of a collection evaluation as the measurement of the proportion of library holding's capability to meet users' demands and that of the degree of total collection's utilization. Writer introduced and analysed seven existing collection evaluation methods and concluded the method by a survey of users' needs and opinion and the method by a circulation survey are the most feasible and reasonable methods that can be applied. Writer also added that using above two evaluation methods together can enhance the effectiveness of collection evaluation.

This study is to develope the usability evaluation criteria for improving quality of user services in digital library website. It compared and analyzed major eight studies concerning usability evaluation of library website in foreign and domestic. This study intends to review the quality factors of library service for the disabled using user-centered approach. For the empirical review of quality factors, Nine quality factors were drawn after analyzing the current library service quality factors and the standards of library service for the disabled. Using these factors, The survey for identifying importance of factors and the qualitative evaluation of service cases were performed in this study. As a result of this survey, the most critical but relatively weak quality factors were facility, collection and staff factors. And the qualitative evaluation results of service cases indicated that the reading culture program and the information service factors were critical.

Outcome indicators measuring public libraries´ impact on the community and individual community members have a great utility on the accountability improvement better management and role enhancement. This study identifies such areas of demonstrating public library impacts as economic value, social contribution, and information literacy, by literature review. A framework pertinent to develop public library outcome indicators is suggested for implementing outcome based evaluation in an individual public library´s environment.
