Safety Levels Apportionment in Railway System

  • The creation of a single European rail transport market it is important to increase confidence between the actors on the market and between member states who shall ensure that railway safety is generally maintained and, where reasonably practicable, continuously improved. For this purpose the European railway safety directive introduces a mechanism to adopt a Common Safety Targets (CST) expressed in risk acceptance criteria for individuals and for society. This paper focuses on the apportionment of safety targets for European railway system. We develop a generic approach based on the Functional Hazard Analysis (FHA), to analyse the safety of railway systems for a unified European network and to comply with the CSTs required by the European railway Safety Directive. We suggest to combine the FHA technique with the functional railway architecture to allocate the safety targets to the railway functions.

  • The development of the European Railway Traffic Management System (ERTMS) began in 1989 as part of the European Union policy to establish a unified and interoperable railway route in Europe. It is a trend that ERTMS/ETCS(European Train Control System) is becoming an international standard in the railway signaling system. As the solution to this situation, the domestic railway signaling field is also at a time when it is more necessary to develop the technology of the train control system considering interoperability. The European Railway Agency (ERA) has proposed B3R2 (Baseline 3 Release 2) for new ETCS-equipped trains after 2020.12.31. In Korea, Baseline 2.2.0 to 2.3.0d on Gyeongbu Line, Honam Line, Jeolla Line, and Gyeongchun Line was installed and now is under operating. As the Baseline upgrade continues, technical considerations and economic considerations are an occurring trend. In this paper, we analyzed the main functions and compatibility of the currently distributed European standard ERTMS/ETCS Baseline 3 and presented a plan to apply the domestic KTCS(Korean Train Control System) Baseline in the near future.

  • Rotem Company has designed and manufactured a railway vehicle body according to the European standard EN 12663, which applies to all railway vehicles within the EU(European Union) and EFTA(European Free Trade Association) territories. EN 12663 specifies the loads vehicle bodies shall be capable of withstanding, identifies how material data shall be used and presents the principles to be used for design verification by analysis and test. The structural design of railway vehicle bodies depends on the loads they are subjected to and the characteristics of the materials they are manufactured from. However, the structural requirements of EN 12663 are very different from those of existing Korean and Japanese regulations and standards. Therefore, in order to fulfill the structural requirements, Rotem Company has carried out Finite Element Analysis (FEA) and has performed load tests on the vehicle body according to EN 12663. This research contains the results obtained by the analysis and the load tests. The analysis is carried out using I-DEAS Master Series 8 and specially designed test jigs and equipment are used for the load tests.

  • The railway industry is constrained by barriers within itself, which prevent it from competing effectively with other means of transportation, particularly road transportation. Therefore, many countries have adopted the policies that aim to remove barriers to providing international transport services by creating a common framework for railway industry. Recently, the European Union has produced the European Interoperability Directives, which aim to remove the technical problems involved in running trains between member states. In this respect, it is important to harmonize the technical requirements and specifications of Korea railway industry. This paper presents an action plan for the advancement of railway technical specifications in Korea. For this, the railway law and regulations of other countries are reviewed. Also the technical problems and operational barriers of railway industry are analyzed in Korea. This will help transportation agencies to resolve the technical problems of criteria in Korea railway industry.

  • Railway safety is one aspect of the transport service quality delivered to passengers, employees and third parties. To improve safety by a cultural shift from a deterministic to a risk based approach, European Railway Agency (ERA) introduces common and transparent methods to monitor safety performance and set targets and establishes safety management systems. The objective of this study is to review the common safety performance management method of the ERA(European Railway Agency) for it's application to the Korea railway. For this end, the risk assessment models were developed based on the accident scenarios and domestic railway accidents had been investigated and quantitative and qualitative analyses was performed using the developed information system.

  • The primary objective of this paper is to investigate the corridor of Eurasia High-Speed Railway Network from the governmental view of the Republic of Korea, whose High-Speed Train has been recently operated. The country is also expected to figure out the changes of Eurasia infrastructure system under the assumption that Trans-Korean Railway is connected to the Continent. As a result of research, the corridor connecting the TKR to TSR seems to be more attractive to the Republic of Korea than that of the TKR-TCR under the current economic and operational environments. However, even in a case, the railway linkage through the TSR between Europe and Asia should remain a supplementary means of the sea transportation route. Lastly, TSR may need a program of structural reforms, in order to continuously provide preferable services like the Pan-European Transport Network (PETN) which is currently initiated by the European Union, such as to improve outdated infrastructure (railway, bridges, signal systems, etc.), to simplify and to standardize the process of custom clearance and internal tariffs, and ultimately to construct a uniform management system for the corridor linking the TKR to TSR.

  • CEN/TS 45545 is Europe consolidation standard for fire safety on railway behicles. This is based on the International Union of Railways(UIC) and different European countries. It is intended to protect passengers and staff in railway in the event of a fire on board. It will be prepared in 2012. Based on this consolidate standard, they are going to make single market, for raising technical competitiveness, technical innovation and globalization of that standard. For this reason, European academies, manufacturers, and sub-manufacturers confer and stady animated about CEN/TS 45545. In Korea, get out the safety assessment for ues incombustible interior material, the needs of quantitative analysis on fire protection, demand on recognition of fire protection scenario, and define about fire load analysis are becomin more and more important. Therefore, this paper will estimate and compare Flammability, Smoke Density, Toxicity Index( this is the key point for appraised fire safety performance of material) between CEN/TS45545 and fire standards on railway vehicle. Then suggest criteria for fire safety on railway vehicles.

  • At present, European railways in U.K., Sweden, and Belgium have taken serious efforts to improve railway services by implementing a service evaluation system. Not only do they measure the service-related performance of a railway system, but also operate an incentive system according to the results of service-related performance. This performance evaluation system can be also used to provide basic data for other policies such as fares, subsidies and track user charges etc. After the restructuring process of Korean national railways, therefore, although it is expected to face many difficulties in the future, it is desirable to implement a performance evaluation system for securing the long-term growth of Korean railway industry.

The Globalization Trend of Railway Signalling Safety Standards and its Counterplans (철도신호 안전성 규격의 세계화 추세와 우리의 대응)

  • As the European Union has strengthened and computerized signalling systems have been widely used, the European common standards for the safety of railway signalling systems such as EN 50126, EN 50128, ENV 50129, EN 50159 began to be published from 1996 in CENELEC. At that time, a safety guideline, 'Safety Guidelines for Computerized Train Control and Protection Systems' was published in Japan. The Korean National Railroad also published a safety recommendation for the train control systems with taking into account the Korean railway conditions. Now the preparations for IEC/TC9 Standards are well underway and these standards correspond to CENELEC Standards referred above. These movements and activities are to cope with many technical and operational changes and to reflect the globalization trend of railway sectors along with the computerization of signalling devices. In this connection, this paper studies the globaliztion trend in the safety standards for railway signalling systems and discusses the counterplans for the trend.
