Functional residual capacity (FRC) is an important diagnostic parameter measured using $N_{2}$ analyzer. Since $N_{2}$ analyzer is expensive as well as cumbersome for use of noisy vacuum pump, the FRC measurement becomes possible only in large well-equipped hospitals. The present study introduced a new $TN_{2}$ wash-out technique to measure FRC by $O_{2}/CO_{2}$ analysis, which is relatively cheaper and much simpler to apply. Slower $O_{2}$ response was compensated for high frequency to be coincided with $CO_{2}$ response, thereby enabled indirect, but accurate $N_{2}$ concentration measurement. FRC was estimated by continuous integration of expired $N_{2}$ volume obtained with air flow signal. Experiment with 3 L syringe, a standard calibration device recommended by the American Thoracic Society, demonstrated less than 1% error at 0, 1, and 2 L. Correlation coefficient was almost ideal, guaranteeing linear estimation of FRC. The present technique is inexpensive and simple to apply, thus should he of great convenience.
This paper proposes a call admission control(CAC) method for wireless networks, which is based on the upper bound of a possibility distribution of handoff calls dropping rates. The possibility distribution is estimated in a fuzzy inference and a learning algorithm in neural network. The learning algorithm is considered for tuning the membership functions(then parts)of fuzzy rules for the inference. The fuzzy inference method is based on a weighted average of fuzzy sets. The proposed method can avoid estimating excessively large handoff calls dropping rates, and makes possibile self-compensation in real time for the case where the estimated values are smaller than real values. So this method makes secure CAC, thereby guaranteeing the allowed CDR. From simulation studies we show that the estimation performance for the upper bound of call dropping rate is good, and then handoff call dropping rates in CAC are able to be sustained below user's desired value.

By comparing two images, which are captured with the same scene at different time, we can detect a set of outliers, such as occluding objects due to moving vehicles. To reduce the influence from the different intensity properties of the images, an intensity compensation scheme, which is based on the polynomial regression model, is employed. For an accurate detection of outliers alleviating the influence from a set of outliers, a simple technique that reruns the regression is employed. In this paper, an algorithm that iteratively reruns the regression is theoretically analyzed by observing the convergence property of the estimates of the noise variance. Using a correction constant for the estimate of the noise variance is proposed. The correction enables the detection algorithm robust to the choice of thresholds for selecting outliers. Numerical analysis using both synthetic and Teal images are also shown in this paper to show the robust performance of the detection algorithm.
UWB signal with high resolution capability can be used to estimate ranging and positioning in wireless personal area networks. The clock frequency differences of nodes have serious affects on asynchronous ranging methods to estimate locations of mobile nodes. The specification of high rate UWB describes successive TWR method with the estimation of a relative clock frequency offset. In this paper, we complete the ranging equations using relative frequency offset and time information, and propose a method to estimate the exact frequency offsets. We evaluate the ranging algorithms with simulation. The results show that the performances of the algorithms using frequency offsets are very close without noise. But, at noise environment, the method of exact frequency offsets shows better performance than that of relative frequency offsets.
H.264/AVC is the newest video coding standard of ITU-T VCEG and the ISO/IEC MPEG, offering a significant performance improvement over previous video coding standards. However, the computational complexity of H.264/AVC is drastically increased because of new technologies such as intra prediction, variable block size, quarter-pels motion estimation/compensation, etc. In this paper, we propose a fast intra prediction scheme which has two step processing. The first step is a fast block size decision which can be calculated only in one block without considering all cases of $4{\times}4$ block and $16{\times}16$ block. The complexity of the intra prediction can be reduced by using boundary difference values of macroblock. After selecting the block size, we can make mode decision using the neighbouring reference pixels and representative pixels of the block in the second step. The experimental results show that the proposed algorithm saved on the average 41.5% encoding time without any significant PSNR losses.

The sensorless control based on the flux linkage of PM synchronous motors has excellent position estimation characteristics at low speeds. However, a limitation arises because the integrator of flux estimator is saturated by the DC offset generated during the analog to digital conversion(ADC) process of the measured current. In order to overcome this limitation, HPF with a low cutoff frequency is used. However, the estimation performance is deteriorated (Ed- the verb deteriorate already includes the meaning of 'problem') at high speed due to the low cutoff frequency, and increasing the cutoff frequency of the HPF induces further problems of phase leading and initial starting failure at low speeds. In this paper, the cutoff frequency of HPF was synchronized to the operation frequency of the motor: at low speeds the cutoff frequency was set to low in order to reduce the phase leading of the estimated flux, and at high speeds it was set to high to raise the DC offset removal performance. As a result, the operating range was increased by 200%. Furthermore, a phase compensation algorithm is proposed to reduce the phase leading of the HPF to less than 1.5 degrees over the full operating range. The proposed sensorless control algorithm was verified by experiment with a PM synchronous motor for a washing machine.

We searched out court rulings on medical affairs through court library search sites and specialized articles on medically relevant judgments sentenced in 2016. And we selected and analyzed the judgements of the court we considered important as follows. In relation to the medical civil judgements, (1) In the case of applying surgery for female infertility during cesarean section operation but it has not been done, we expressed the regret for the lack of judgment in the process of entering the medical contract, introducing the rights infringed and the scope of compensation, (2) We pointed out that the ruling on the medical malpractice estimation goes out of limit of negligence estimation doctrine, and that the court asked very high degree duty of the traditional Korean medicine doctors to cooperate with Western medicine doctors. (3) In the case of admitting hospital's 100% responsibility, we pointed out the court overlooked the uncertainty and good intention of the medical practice. (4) Additionally, We introduced the cases admitted the hospital's responsibility in the accident related to the psychiatric patients in closed ward. Relating to a medical criminal ruling, we analyzed the supreme court decision about whether the dentist's Botox injection on the patient's face is a medical practice within the scope of the license from the viewpoint whether it is within the possible range of the word. And, concerning decisions on healthcare administration, (1) we analyzed the case about when medical personnel operate multiple medical institutions, whether it is possible to get back medical care costs under the National Health Insurance Law, (2) We commented on the ruling regarding explanation obligation in terms of object, degree, subject of explanation as a prerequisite for permissible arbitrary uninsured benefits. Finally, we reviewed the decision of the Constitutional Court about the Article 24 of the Mental Health Law, which it had allowed for a mental patient to be hospitalized forcibly by the consent of two guardians and a diagnosis of a psychiatrist. Also we indicated the problems of the revised Mental Health Law.

Objectives : To propose the referential data to evaluate the health impacts of Vietnam veterans' children whose father were exposed to herbicides in Vietnam War. Methods : Vietnam veterans who visited to Pusan Veteran Hospital for medical care were recruited from April to October, 1998. They were 71 and asked about their own combat history, symptoms and illness, and health status of their 182 children. The informations were collected by direct and phone interview. Exposure estimation was also performed as exposure score depending on year and unit of participation, and personal episodes related to exposure to herbicide in the war. It classified into three groups; lower(<18.0), moderate(18-53), high$(\geq53)$ exposure group. Results : The mean age and the period into the combat of the veterans were 52.8 years and 15.0 months. The mean exposure score was $18.1{\pm}9.9$, and mainly distributed in lower (46.5%) and moderate(52.1%) exposure group. Most(90.1%) of them were diagnosed as sequelae(21 cases) and suspected sequelae(43 cases) of the herbicides by Korean veteran's hospital diagnostic criteria. The major sequelae was peripheral neuropathy 13 cases, chloracne 5 cases, and the major suspected sequelae was hypertension 20 cases, diabetes mellitus 18 cases, liver disease 12 cases, central neuropathy 11 cases, etc. About birth, 42.2% and 16.9% experienced spontaneous abortion and stillbirth, respectively. The mean exposure score was higher in stillbirth experience group(p<0.05). About half of the children(90 cases, 49.5%) hold the abnormal health status: those were skin pigmentation 38 cases, rash 23 cases, congenital anomaly 15 cases, general weakness 12 cases, purpura 8 cases, visual disturbance 8 cases, etc. These health problems had no association with father's exposure level(p>0.05). Conclusions : These results were depend on their own answers, and expectation for compensation did not excluded, therefore, this study may have limitations: inaccuracy of informations due to recall bias and response bias. Nevertheless, through this study, we could image the fundamental aspect for health impacts of Vietnam veterans' children for preparing the national control program and policy. A large scale epidemiologic study with valid exposure assessment on the health impacts of Vietnam veterans' children is recommneded.

With the increase in occurrence frequency and severity of natural disasters due to climate changes arising from global warming, damage in the landscaping field is rising. This leads to legal disputes, and is increasing social and economic damage, too. Especially even though landscape trees which are highly affected by external environments, suffer lots of damage from natural disasters, there is no specific scope of disaster criteria and thus it brings plenty of problems of damage restoration and compensation. Therefore, this study aims to suggest that gives ways to improve related criteria for damage of landscape trees from natural disasters. For this objective, this study analyzed damage cases of landscape trees and precedents, and compared Korean and Japanese legal systems and criteria regarding natural disasters with each other. The analysis result showed that opinions of experts have a great deal of influence on judgment results, since there is no definite legal basis on damage from natural disasters in the landscaping field. This implies the need for a professional and objective appraisal process. According to the comparative analysis of Korean and Japanese legal systems and criteria regarding natural disasters, Korea lacked in laws and criteria on natural disasters of landscape plants in Korea, whereas there were concrete disaster assessment standards of landscape trees in Japan. For improving natural disaster-related systems and criteria in the landscaping field, therefore, this study presented 'Revision of related laws', 'Revision of appraisal and loss assessment criteria', 'Revision of standard specification of landscaping project', 'Compulsory insuring against disasters', 'Reasonable fulfillment of contract', and 'Compulsory cost estimation for disaster restoration', as improvement plans.
