This paper presents an adaptive rate control scheme for streaming-based content sharing service. This scheme delivers multimedia contents from a user device to another device or seamlessly redirects streaming service across heterogeneous user devices. In the proposed scheme, a streaming server adjusts video quality level according to the network and client status. Our scheme is different from other rate control schemes, because the video quality at the server is decided not only based on the available bandwidth, but also based on the device characteristics and bandwidth requirement at the access network. We also propose a bandwidth estimation method to achieve more equitable bandwidth allocations among streaming flows competing for the same narrow link with different Round Trip Times (RTTs). Through the simulation, we prove that our scheme improves the network stability and the quality of streaming service by appropriately adjusting the quality of the video stream. The simulation results also demonstrate the ability of the proposed scheme in ensuring RTT-fairness while remaining throughput efficient.

The objective of bridge construction cost allocation is to distribute in a fair and rational manner the bridge construction costs among those vehicles using the bridge. In most bridge construction cost allocation studies, bridge construction costs are mainly distributed according to traffic load(gross vehicle weight), without any consideration of bridge capacity requirements(the number of lanes). In this paper, a bridge cost allocation method for considering both traffic capacity and traffic loads is developed. The proposed method is based on cooperative game theory, particularly two concepts known as the Aumann-Shapley (A-S) value and Shapley value. This method can help to analyze the impact of traffic capacity costs. By applying the proposed method to an example, traffic capacity cost is found to be high so that traffic capacity should be considered to allocate the bridge construction costs to vehicle classes in a more equitable manner.

We often overlook the importance of several safety issues such as identification of patients, timeout procedure, hand hygiene, handoff communication, and many others. This ignorance, along with many other issues, leads to medical error being ranked as a third leading cause of death in the U.S. Consequently, quality improvement (QI) has become one of the major subjects in healthcare despite a relatively short history. Improving quality is about making healthcare safe, effective, patient-centered, timely, efficient, and equitable. Understanding the need and methodology of QI as well as participation is now essential for physicians. Although basic QI methodology has not changed, one of the most fascinating changes in recent QI is conducting large-scale QI projects through multicenter networks. Prospective multicenter QI projects utilizing the Korean Neonatal Network are a substantial initiation of pediatric QI in Korea. The Korean Pediatric Society should set ambitious goals for QI activities for every primary care pediatrician and pediatric subspecialist.

Intelligent Manufacturing Systems (IMS) Program is an industry-driven and government-endorsed initiative which assists and encourages the formation of international research consortia to address technical and other emerging manufacturing challenges in the 21$^{st}$ century$^{[1]}$ . The IMS initiative places special emphasis on the establishment of R＆D projects which demonstrate equitable cooperation, including the protection of intellectual property. In this explanatory paper, a brief overview of the IMS Program is described, together with abstracts of some selected projects and a research result of Globeman21 project. The IMS prospective is also given.n.

The writer has attempted in the present article first to investiqate whether shipping industry is poor countries' business more favourable to them, compared to wealthy nations in terms of comparative cost of operation and to analyse how can developing conntries afford to maintain a modern fleet; secondly to examine the economic aspect of the situation created by the UNCTAD V held in May this year, at which passed a resolution demanding "the right of all countries to an equitable participation in the carriage of cargoes generated by their own trade"; and thirdly to adduce conclusions. The article contains six chapters; chapter I is the introduction on the subject under examination; chapter II provides background information on the structure of the industry and of the operating cost of ship; chapter III addresses itself to the legal backgrounds of ensuring free transfer of resources among nations and free competition of shipping; chapter IV deals with the recent development of shipping nationalism of developing countries at the UNCTAD; chapter V discusses division of labour in shipping and in particular the survival mechanism of high-cost countries; and chapter Ⅵ sets forth conclusion.onclusion.

Change is inevitable and is a reality of construction projects. Most construction contracts include change clauses and allowing contractors an equitable adjustment to the contract price and duration caused by change. However, the actions of a contractor can cause a loss of productivity and furthermore can result in disruption of the whole project because of a cumulative or ripple effect. Because of its complicated nature, it becomes a complex issue to determine the cumulative impact (ripple effect) caused by single or multiple change orders. Furthermore, owners and contractors do not always agree on the adjusted contract price for the cumulative Impact of the changes. A number of studies have attempted to quantify the impact of change orders on project costs and schedule. Many of these attempted to develop regression models to quantify the loss. However, regression analysis has shortcomings in dealing with many qualitative or noisy input data. This study develops ANN models to classify and quantify the labor productivity losses that are caused by the cumulative impact of change orders. The results skew that ANN models give significantly improved performance compared to traditional statistical models.

The electric utility industry around the world is undergoing a revolutionary transition from vertically integrated monopoly structures to a competitive structures. Competition in an open transmission access(OTA) makes the market participants access easily the transmission system in a non-discriminatory and equitable manner. The competitions of suppliers and customers make the electric market price change every hour. This paper presents a web program in the internet environment with a function of optimal power flow(OPF) calculation. The Web program gives the nodal marginal cost and the congestion charge using the shadow prices resulted from OPF. This web program is realized by a Perl and JAVA languages, and using the common gateway interface(CGI).

The orbit and frequency spectrum allocation for the communication and broadcasting satellite services are coordinated between the concerned parties according to the Radio Regulations of International Telecommunication Union (ITU). Currently, the geostationary orbit is filled with too many satellites for the commercial or military uses. In addition, a number of near earth satellite programs are being introduced. As each country claims for the space orbit and spectrum, the limited space resources are being exhausted. In this paper, the current situations in the worldwide satellite orbit demand are discussed, and some ideas on the peaceful, efficient and equitable use of space resources are proposed.

정보격차 해소를 위한 정보접근의 평등권이 사회적으로 중요한 이슈가 되고 있으며, 특히 정보소외계층인 장애인의 삶의 질과 문화적 향수권에 대한 사회적 관심이 점차적으로 높아지고 있다. 도서관도 이러한 사회적 추세에서 예외일 수는 없으며, 장애인에 대한 도서관의 서비스는 그 지역사회의 공공 서비스에서 핵심이 되어야 한다. 본 연구에서는 국가적 차원에서 장애인을 위한 도서관 서비스의 표준화 정책을 개발하는데 있어서 참고하여야할 정책방향을 제시한다.
