경관평가 기반 수변구역의 경관관리 전략 - 경안천 수변구역을 대상으로 - (Landscape Management Strategies Based on Landscape Assessment of Riparian Buffer Zone in the Han River: Focused on Gyeongan Stream)

  • We need to use aesthetic landscape assessment(ALA) as the means of riparian buffer zone(RBZ) management. This study verified the political validity of designation policy of RBZ and land purchase policy. The purpose of this study was to propose RBZ landscape management strategies through ALA of RBZ in Gyeongan Stream for the better attractive and healthy riparian landscapes. The natural type landscape units(LUs) covered 40.9% of the entire area and the cultivated land type LUs covered 20.58%. Landscape assessment consisted of landscape quality and landscape integration assessment. The criteria for assessing landscape quality(LQ) were naturalness, interest, uniqueness, and landscape function. LQ was ranked into five grades using a matrix. The landscape integration assessment consisted of an inner integration assessment in each LU and outer integration assessment among LUs. To review the propriety of designating the riparian area and the riparian ecological belt, differences in ecological appraisal and aesthetic valuation were reviewed through a t-test, Oneway ANOVA, and logistic analysis. The results of ALA, 29.15% of the entire area scored at grade 1 in LQ, while 31.95% scored at grade 5, indicating that grade 5 areas occupied a high share. Surveyed areas were divided into designated RBZ and undesignated RBZ. Results indicated that designated RBZ scored grade 1 in LQ took up 33.2% of the total, significantly higher than the 23.3% taken up by undesignated RBZ. When examined according to buffer distance, grade 1 areas within 50m took up 50.2% of the total area, lower than the 32.7% at buffer distances of 500m-1km. Results indicated a 1% statistically significant difference. Accordingly, analysis was undertaken for the expansion of designation of the riparian area and the selection of appropriate land for formation of a riparian ecological belt, and was designated at priority 1 and 2 for land purchase. This study can also contribute to the formation of a riverine eco-belt through discovery of design factors for upgrading the ecology, aesthetics, and landscape of the riparian area and application in determining land purchase priorities.

수계 오염총량관리제와 환경영향평가제도의 통합운영방안 (Integration of Total Pollution Load Management System and Environmental Impact Assessment related System)

  • The total pollution load management system of watershed has been implemented upon Special Law pertaining to the Han River Watershed Water Quality Improvement and Residents Support, Special Law pertaining to the Nakdong River Watershed Water Management and Residents Support, Special Law pertaining to the Youngsan River Watershed Water Management and Residents Support, and Special Law pertaining to the Seomjin River Watershed Water Management and Residents Support in Korea since 2002. But many other similar systems with total pollution load management system of watershed are being operated separately or independently, even though its purpose is nearly same with those of the total maximum pollutants load management in Law on Water Quality Environmental Protection, environmental impact assessment(EIA) in Law of Impact Assessment on Environment, Transportation and Disaster and Pre-environmental assessment of Environmental Policy Act. Therefore the contents of total pollution load management system of watershed and many other related systems could be overlapped and at some times have inconsistency among them. This study suggests first the integrated operation of total pollution load management system of watershed, EIA, pre-environmental assessment, urban planning, and sewage planning and secondly EIA system development by integration of EIA and pre-environmental assessment and strategic environmental assessment(SEA).

중소기업의 환경적 지속가능성과 혁신지향성이 사회적통합 및 기술통합을 통해 지속가능성 성과에 미치는 영향 연구 (A Study on the Impacts of SMEs' Environmental Sustainability and Innovation Orientation on Sustainability Performance through Social Integration and Technological Integration)

  • 본 연구는 지속가능경영을 위한 중소기업의 주요 요인 중 환경적 지속가능성과 혁신지향성 그리고 통합활동을 중심으로 지속가능성 성과에 미치는 영향에 대해 실증분석하고 시사점을 제공하고자 한다. 연구수행을 위해 국내 제조 중소기업의 부서장급 이상 임원과 대표로 전문 리서치회사를 통하여 획득한 366부를 최종분석에 사용하였으며, SmartPLS 3.0과 SPSS 25를 활용하여 연구가설을 검증하였다. 분석결과 환경적 지속가능성이 사회적통합과 기술통합에 유의한 영향을 미치고, 혁신지향성이 사회적통합과 기술통합에 유의한 영향을 미치는 것으로 확인하였다. 또한, 사회적통합과 기술통합 요인이 중소기업의 지속가능성 성과에 유의한 영향을 주는 것으로 확인하였다. 이러한 연구 결과를 바탕으로 이론적 시사점과 실무적 시사점 및 향후 연구 방향을 제시하였다. 본 연구 결과를 참조하면 제조 중소기업들이 지속가능성 성과를 달성하기 위한 혁신지향성, 사회적통합 및 기술통합 관련 전략을 수립하는데 도움을 받을 수 있을 것으로 기대한다.

환경영향평가와 비용편익분석의 연계를 위한 분석 틀 설계 및 적용 (Design and Application of an Analysis-frame Linking EIA and CBA)

  • This paper aims to design a policy-assessment tool liking the Environmental Impact Assessment(EIA) and the Cost Benefit Analysis (CBA). As a step towards the incorporation of environmental and economic considerations, the approach used herein takes the form of integrating quantitative information on environmental benefits and costs associated with implementing the project into the existing framework of the EIA. Our case study is an project appraisal of a solar energy plant. It is confirmed that the technique is operational, however, there are certain limitations for a complete assessment. The difficulty mainly originated from the omission of important information from each step of the valuation process. Alternatively stated, some environmental services are not identified, nor quantified, and nor monetized in the process. More case studies are warranted in the future along with elaboration in methodology of techniques. In addition, the construction of a database on environmental values will be required to accumulate reliable and systematized data. These are the necessary conditions to improving quality in application of techniques as well as providing comprehensive and balanced information to decision makers.

  • 환경영향평가 연구의 목표(국가환경정책법에 명시)는 개발사업에 대한 여러가지 인자들(생태적, 경제적, 사회적)을 사업이 결정되기 전에 고려하여 사업이 진행되도록 허용하는 것을 확보하는데 있다. 말하자면, 목표는 환경영향평가를 계획과 정책과정에 통합하는데 있다. 국가환경정책법이 시행된 지 25년이 된 오늘날에 그러한 통합의 방향으로 진행의 정도에 관해서 문의하는 것은 적절하다. 이글은 미국의 대평원지역에서의 자원개발사업과 관련하여 계획과 정책과정에서의 환경영향평가에 대한 역할을 검토한다. 특히 에너지 추출 및 변환사업과 관련한 사회경계적 영향과 사업평가, 지방과 지역계획, 주정책개발에서의 환경영향평가에 대한 역할을 설명한다.

대규모 공공투자사업의 경제적 타당성 평가와 환경영향평가 통압 방안 - 새만금 간척사업을 사례로 - (Integration of the Feasibility Assessment Procedure and EIA of the Big Public Investment Project : In the Case of the Saemangeum Reclamation Project)

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

Spatial Price Competition in the Korean Retail Gasoline Market

  • This paper analyzes competition among service stations in the Korean gasoline market. We consider spatial differentiation as a source of product differentiation as well as the characteristics of the stations and vertical contracts between refiners and retailers as factors causing changes in equilibrium prices in the Korean gasoline retail market. The effect of the government's price disclosure policy on the retail market competition is also analyzed. Moran's I test indicates that the prices of neighboring gas stations are spatially correlated in the market. It is also found that gasoline prices for vertically integrated stations are much lower than those for independent stations. In addition, unbranded stations charge lower prices than branded stations but also induce branded stations to price more competitively. Meanwhile, the government's price disclosure policy did intensify price competition in the retail gasoline market. It is inferred that the price disclosure policy contributed to retailers gaining more bargain power in price negotiation with refiners, causing an eventual increase in retail prices.

기후기술 융·복합 사업모델 평가를 위한 지표 개발 (Development of Indicators for Assessment of Technology Integrated Business Models in Climate Change Responses)

  • Climate technology applied to address climate change requires a comprehensive review such as environmental and social acceptability in addition to economic feasibility. Not only mitigation and adaptation technologies, but also integration of climate technologies into a business model with other relevant technologies including ICT, finance, and policy instruments could enhance technical, economic, and environmental performances to respond to climate changes. However, many climate projects (and business models) are currently not designed to consider adequately complex climate?related issues. In addition, there is a lack of research on assessment systems that can comprehensively evaluate business feasibility of such models. In this study, we developed a system consisting of nine major indicators in four fields to assess climate technology-based business models. Each indicator was weighed using the analytic hierarchy process (AHP) for systematic assessment of business models. The process can be utilized as a tool to guide improvement of climate technology business models.

통합적 환경관리의 정책적 도입방안에 관한 연구 (Study on Policies for Integrated Pollution Prevention and Control)

  • 통합적 환경관리의 절차적 조직적 실체적 차원의 접근은 환경관리 측면에서 의사결정을 위한 개념적 기준으로서, 현재 우리나라의 환경법령 및 제도 개선을 위한 관점으로서도 유용하다. 따라서 오염물질 배출시설에 대한 통합적 규제를 위한 법적 제도적 방안에 대한 연구도 절차적 조직적 실체적 측면에서 이루어져야 할 필요가 있다. 먼저, 절차적 측면에 대한 연구는 제도적 유연성을 확보하고 보다 실질적인 환경보호를 위하여 다음과 같은 연구를 필요로 한다. 첫째, 허가신청 이전에 기업과 담당 행정기관 사이의 협의를 통하여 허가절차를 간소화할 수 있도록 '사전협의제도'에 대한 연구를 수행할 필요가 있다. 둘째, 전문적 지식을 보유한 전문가 집단인 working group의 자문을 통하여 허가절차상 행정목적과 기업의 이익이 상호 조화를 이룰 수 있도록 해야 한다. 셋째, 지역환경에 대한 영향을 고려하고 민주적 정당성을 확보하기 위하여 배출시설에 대한 정보공개와 주민참여제도가 마련될 필요가 있다. 다음으로, 조직적 측면에 대한 연구는 집행조직 및 기술조직의 구성 및 운용과 조직 상호 간의 적절한 권한 배분을 위하여 다음과 같은 연구를 필요로 한다. 첫째, 집행조직 및 기술조직의 구성 및 운용방안과 구성원의 자격요건에 대한 연구를 수행하여야 한다. 둘째, 통합적 배출시설규제를 위한 각 조직 내지 기관 간의 적절한 권한배분에 대한 연구가 이루어져야 한다. 마지막으로, 실체적 측면에서 산업별 특성을 고려한 BAT의 선정 및 BREF 작성을 위한 연구를 수행할 필요가 있다. BAT는 현재 매체별로 도입되어 있으나 이를 통합적으로 고려하기 위해서는 허가기준을 설정함에 있어 BAT를 어떠한 방법으로 적용할 것인가를 살펴보아야 하며, 기업의 BAT 채택을 유도하기 위하여 자율환경관리 및 경제적 유인수단, 총량규제 등에 관한 연구가 병행되어야 한다. 더불어 현재 우리의 배출허가 법령이 허가갱신제도를 갖추지 않고 있으므로 이를 도입하기 위한 방안을 지속적으로 연구할 필요가 있다.

  • Science & Technology(S&T) is the most important thing to attain competitiveness in the 21st century. Our traditional S&T policies have been forcused on hardware infra structure. We should consider software of S&T to enhance effectiveness. S&T Should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy should consider nonmaterial factors which include social, environmental and culture. Under this background, The purpose of this paper is to seek new S&T policy. Therefor this paper deals with how we can prepare for the future S&T policy and classify the change of S&T policy of korea. In addition, Recent construction sector integration and fusion technologies in various areas of research and planning system is being maintained by the system. Past experience of conservative management in this emerging technology-driven technology commercialization in management of technology through the convergence of various technologies and to find synergies to secure the future of construction technology because it is a need.
