대도시지역에 적합한 사면관리프로그램 (Slope Management Program of Available to an Urban Area)

  • In general, a damage that occurs due to landslide or slope failure in urban areas is larger than that in rural areas. In order to reduce the damage, a program is necessary to categorize slopes based on properties and to manage them systematically. Based on the above necessity, a slope management program which is applicable to slope management in an urban area has been developed at Hwangryung mountain in Busan as a target area. The program has a function of systematic slope information constructed by slope ID number of each slope or sub-region of a mountain, making a slope data sheet, analysis and grouping of slope stability, and establishment of a data base. It can also be utilized practically by end users due to the convenient input, edition, printing, management and operation of slope data. For practical utilization of the developed program, a research related to construction of the slope management system for a regional area is demanded to be performed continuously. The supply and utilization of a web based slope management system would contribute to damage reduction.

전문가와 비전문가의 환경 및 과학기술 위험에 대한 위해도 인식 차이 (Differences of Experts and Non-experts in Perceiving Environmental and Technological Risks)

  • Objective : The objective of this study was to examine how experts and the public perceived various environmental and technological hazards based on psychometric paradigm. Methods : We conducted a survey that included 30 hazards and 10 risk attributes. Subjects of this study were 214 people with three groups; (1) experts (55 people), (2) graduates( 78 people), (3) under graduates (81 people). Factor analysis was used to confirm the common risk attribute from 8 risk attributes. Also, multiple regression analysis was used to identify factors influencing on perceived risk and benefit of hazards. Results : This study revealed that experts tend to be more tolerant than graduates and under graduate students for the 30 hazards. Using factor analysis, two main factors were identified: factor 1, commonly called "Dread Risk", and factors 2, commonly called, "Unknown Risk" in the literature. We identified that environmental hormone concentration and global warming ranked high in both dread risk and unknown risk. Multiple regression models were used to test the association of perceived social risk and perceived social benefit with two main factors. Dread risk had significant explanatory power on perceived social risk and benefit. We identified that the experts were less likely to perceived dread risk and know more information about the hazards. Conclusions : There were differences of risk perception between experts and lay people. Especially, experts' perception of risk was commonly lower than other people's perception.

Automated Safety Planning of Scaffolding-Related Hazards in Building Information Modeling (BIM)

  • Scaffolds are frequently used in construction projects. Despite the impact on the entire safety, scaffolds are rarely analyzed as part of the safety planning. While recent advances in BIM (Building Information Modeling) provides opportunity to address potential safety issues in the early planning stages, it is still labor-intensive and challenging to incorporate scaffolds into current manual jobsite safety analysis which is time-consuming and error-prone. Consequently, potential safety hazards related to scaffolds are identified and presented during the construction phase. The objective of this research is to integrate scaffolds into automated safety analysis using BIM. A safety checking system was created to simulate the movements of scaffolds along the paths of crews using the scaffolds. Algorithms in the system automatically identify safety hazards related to activities working on scaffolds. Then, the system was implemented in a commercially available BIM software program for case studies. The results show that the algorithms successfully identified safety hazards that were not noticed by project managers of the projects. The results were visualized in BIM to facilitate early safety communications.

Developing a short standard questionnaire for assessing work organization hazards: the Healthy Work Survey (HWS)

  • Background: At present, no short standard questionnaire exists for assessing and comparing major work organization hazards in the workplaces of the United States. Methods: We conducted a series of psychometric tests (content validity, factor analysis, differential-item functioning analysis, reliability, and concurrent validity) to validate and identify core items and scales for major work organization hazards using the data from the 2002-2014 General Social Surveys (GSSs), including the Quality of Worklife (QWL) questionnaire. In addition, an extensive literature review was undertaken to find other major work organization hazards which were not addressed in the GSS. Results: Although the overall validity of the GSS-QWL questionnaire was satisfactory in the psychometric tests, some GSS-QWL items of work-family conflict, psychological job demands, job insecurity, use of skills on the job, and safety climate scales appeared to be weak. In the end, 33 questions (31 GSS-QWL and 2 GSS) were chosen as the least, but best validated core questions and included in a new short standard questionnaire (called the Healthy Work Survey [HWS]). And their national norms were established for comparisons. Furthermore, based on the literature review, fifteen more questions for assessing other significant work organization hazards (e.g., lack of scheduling control, emotional demands, electronic surveillance, wage theft) were included in the new questionnaire. Thus, the HWS includes 48 questions in total for assessing traditional and emerging work organization hazards, which covers seven theoretical domains: work schedule/arrangement, control, support, reward, demands, safety, and justice. Conclusions: The HWS is a short standard questionnaire for assessing work organization hazards which can be used as a first step toward the risk management of major work organization hazards in the workplaces of the US.

Existing test data for the Act on Registration & Evaluation, etc. of Chemical Substances

  • Objectives In this study, the possibility of using existing test data provided in Korea and elsewhere for the registration of chemical substances was examined. Data on 510 chemical substances that are among the first subject to registration under the "Act on the Registration and Evaluation, etc. of Chemical Substances (K-REACH)" were analyzed. Methods The possibility of using existing data from 16 reference databases was examined for 510 chemical substances notified in July 2015 as being subject to registration. Results Test data with the reliability required for the registration of chemical substances under the K-REACH constituted 48.4% of the required physicochemical characteristics, 6.5% of the required health hazards, and 9.4% of the required environmental hazards. Conclusions Some existing test data were not within the scope of this research, including data used for registration in the European Union (EU). Thus, considering that 350 of these 510 species are registered in EU Registration, Evaluation, Authorisation & Restriction of Chemicals, more test data may exist that can be utilized in addition to the data identified in this study. Furthermore, the K-REACH states that non-testing data (test results predicted through Read Across, Quantitative Structure-Activity Relationships) and the weight of evidence (test results predicted based on test data with low reliability) can also be utilized for registration data. Therefore, if methods for using such data were actively reviewed, it would be possible to reduce the cost of securing test data required for the registration of chemical substances.

Mitigating Hazards by Better Designing a Recycling Program: Lessons Learned from South Korea

  • As an effort of mitigating hazards, pro-environmental programs have been vigorously activated with regard to solid waste recycling. It is beneficial for both the environment and resource saving, but implementation and enforcement are hard to achieve voluntarily. The South Korean Government first implemented the Deposit Refund System (DRS) and later the Extended Producer Responsibility Program (EPR) to reduce waste and encourage recycling in South Korea. Un-der the DRS, producers would pay for recycling the wastes of the products. The government then repealed the DRS and implemented the EPR program. Under this program, the producers recycle as much as the Ministry of Environment determines or pay a penalty for an excessive amount of the waste. In the broader perspective of disaster management, such policy programs can mitigate environmental hazards. This paper compares those two programs that facilitated the level of recycling, focusing on how such programs regulate producers and how they were operated from the perspective of implementation and enforcement.

Significance of biogenic silica on paleoenvironmental studies in South Korea

  • Paleoenvironmental evolution in South Korea is investigated on the basis of fluctuations in biogenic silica content in sediments from Cheollipo coast on western shore. The biogenic silica measurement was done by alkaline extraction technique. The concentration of the biogenic silica in the Cheollipo coastal sediments is generally low, with an average of 1.2 %. The proxy of biogenic silica records in Cheollipo sediments implies the significant difference of bio-productivity on Korean Peninsula in comparison with those in lacustrine sediments in interior terrestrial continent of the Eurasia.

  • Purpose: The purpose of this study is to verify the effectiveness of the Environmental Hazards Exposure Prevention Program for Mothers with Young Child (EHEPP-MYC) and to provide basic data for environmental health projects in the community. Methods: EHEPP-MYC was developed based on the protection motivation theory. A quasi-experimental design was applied to evaluate the effectiveness of the program. The number of study participants was 30 in the experimental group and 31 in the control group. The intervention applied to the experimental group consisted of lectures as the main method, current affairs programs, discussions, booklets, animations, and practical training. The program was held twice a week for a total of 4 sessions of 60 minutes each. The effect of applying the program was measured three times through surveys (before, immediately after, and two weeks after the intervention) and analyzed through repeated measures ANOVA. Results: The EHEPP-MYC had significant effects on preventive behavior, perceived severity, perceived vulnerability, self-efficacy, response efficacy, and response costs at three time points. Conclusion: EHEPP-MYC has been shown to be effective in promoting environmental hazards prevention behaviors among mothers of young child. EHEPP-MYC can be used as baseline data for projects developing programs to prevent exposure to environmental hazards and improve the environmental health of communities.

Holocene Paleosols of the Upo Wetland, Korea

  • The Upo wetland, the largest natural wetland in Korea, is located in Changnyeong-gun, Gyeongsannam Province ($35^{\circ}33'$ N, $128^{\circ}25'$ E), and 70 km upstream from the Nakdong River estuary. Unlike most other Korean wetlands that have been destroyed under the name of economic development, the Upo wetland has been able to preserve its precious ecosystem throughout the years. Thanks to increased public awareness about natural wetlands and environmental conservation, the Korean Ministry of Environment designated the Upo wetland an 'Ecological Conservation Area' on July 26th, 1997. On March 2nd of the following year, the Upo wetland (8.54 $\textrm{km}^2$) was designated a 'Protected Wetland' in accordance with the international Ramsar Treaty. A 4.49m long (from 9.73 to 5.24 m in altitude) UP-1 core ($35^{\circ}33'05"N$, $128^{\circ}25'17"E$), recovered in the marginal part of the Upo wetland, is divided into eight buried paleosol units of different ages on the basis of the abundance of color mottles and vertical color variations (Aslan et al., 1998). Radiocarbon datings suggested that the paleosol profile represent the last 5700 years. The entire section of the core was more or less subjected to pedogenetic processes, and shows very weak to moderate soil profile development. These Holocene paleosols are therefore regarded as synsedimentary soils of deluvium (deposits formed by floods) origin (Sycheva et al., 2003). Unit 1 to 5 paleosols are generally silt-rich and exhibit moderate profile development. The boundaries between the units are somewhat distinguishable, but not so clear cut. This is due to variable repeated combination of accumulation, denudation and soil forming processes within various periods. Mottle textures gradually decrease in abundance with increasing clay content in Unit 6, which results in weak profile development. The lower boundary of Unit 6 lies around about 2000 yrBP, the beginning of Subatlantic in Korea (Kim et al., 2001). Abrupt sediment textural change is detected in Unit 7, which is interpreted to indicate the human activities on the Upo wetland. Unit 8 represents the recent soil forming processes. The preliminary results of this ongoing study imply the primary factor for pedogenetic processes is the water table fluctuations related to the sedimentary textures like grain size distributions, and the geomorphological stability of the Upo wetland.o wetland.
