New Regulatory Formulation Approaches for IMO Maritime Safety Regulations (국제해사기구 해사안전규정의 새로운 제정방향에 대한 연구)

  • The present SOLAS Convention has maintained safety regulations in a largely prescriptive form and this has become overly prescriptive now. The prescriptive rules do not properly reflect technical advances and changing environments in the maritime sector in a timely manner. The purpose of this study is to provide preliminary research to lay a foundation for the development of a new regulatory framework based on safety performance which is not a prescriptive rule making bases. This study reviewed the concept and characteristics of a minimum requirement, the implications of safety regulations in terms of strategic, commercial and technical aspects, the compensative correlation between constructional requirements and operational measures, the concept of safety with regard to final stage confirmation of functions, expansion of implementers and objects of safety regulations, and the balance between safety and environmental protection requirements. Based on these research, 10 principles for the rule formulation process has been suggested such as consideration on the hardware requirements and software requirement, the multi-stage approval concept, new safety concerns for complex shipboard systems, considerations on the human element, regulatory impact assessments and measures to reduce administrative burdens.

A Study on Importance Setting of Activation Elements in Domestic Tourist Destinations Regeneration Consequent on the Cause of Stagnation or Decline (정체·쇠퇴원인에 따른 국내 관광지 재생 활성화 요소의 중요도 설정 연구)

  • Currently, 230 domestic tourist destinations have been designated, established, and operated in accordance with the Tourism Promotion Act. According to the results of preceding research, more than 30% of them have been getting into the stagnation or decline stage. This is becoming a burden to local governments operating and managing tourist destinations, making it necessary to seek resolution measures. Thus, this study determined the activation elements of stagnant/declined tourist destinations regeneration to deal with problems of domestic stagnant or declined tourist destinations and also to regenerate rational and sustainable tourist destinations. This study conducted a survey with experts based on causes for stagnation and decline of domestic tourist destinations suggested by preceding research. Based on the survey results, the activation elements of stagnant/declined tourist destinations regeneration were drawn through the Delphi Technique and Analytic Hierarchy Process. And then the priority and weight of the drawn activation elements of stagnant/declined tourist destinations regeneration were drawn for the sake of reasonable project progress of tour site regeneration. In the results of the analysis, as activation elements of stagnant/declined tourist destinations regeneration, a total of seven upper-attributes, 23 sub-attributes, and 66 detailed-elements were drawn. It would be possible to raise the efficiency of projects and rational decision-making when executing future tourist destinations regeneration projects by using the activation elements drawn. Also, the drawn elements could be applied to the actual tourist destinations regeneration projects as measures for the stagnant/declined domestic tourist destinations' contribution to the vitalization of local economy based on sustainability, prohibition of thoughtless development of domestic tourism projects, and also efficient use of tourism resources.

  • The national land use plan that targets the whole national land and all kinds of urban plans that targets a city or a part of city must be performed continuously now and after that. Therefore, the importance of land use plan, that is included in those plans, is very big and crucial. This study scrutinizes the detail zoning land suitability analysis which bases on urban basis plan and the GSIS application plan about allocation, applied various basic theory which is arranged in that course to study area, and try to develop the land use suitability analysis system, a application system The programing language used in system development is the AML of ARC/INFO. On this study, the results divide into four parts. First, we develop the land use suitability analysis system and can simplify and automatize a complicated analysis course and this system will be more useful to the land use suitability analysis. Second, the analysis range is expanded, considering the circumstance environmental factor of planning area outside. So we can implement more comprehensive analysis. Third, we apply a precedency conception and a legal restrictive element that base on urban characteristics and urban space structure theory to this study, develop a computerized method about distributive method, and can allocate the detail zone in the various ways. Finally, the next studies that can clear the detail zone suitability criteria and the correlation of the relationship of materials are essential to improve the accuracy and confidence in this analysis.

Design and Implementation of Space Time Point for Real-time Public Transportation Route Guidance (실시간 대중교통 경로안내를 위한 Space Time Point 모델의 설계와 구현)

  • Recent environmental concerns have made interest in environment-friendly transportation means such as walking, biking, and public transportation. However, since it is difficult to move long distance by walking or biking, their scope of application is rather limited. On the other hand, public transportation can solve traffic congestion, a recent social issue, though its usability may depend on its time schedule. Currently available information services on public transportation in the Web do not reflect well such traits of the public transportation; thus, in some cases, they may provide wrong information to end users. To solve such problems and provide information based on timetable of public transportations, this paper proposes a STP(Space Time Point) data model. Unlike existing space-time data models, this model recognizes the bottommost element of an object as a point and structures these points in hierarchical way to define an object. In particular, It can make it possible to implement a variety of dynamic spatial objects changing object information according to time. An objective of this study is to design a STP model for bus and subway based on timetables of public transportation in Daejeon area and builds a system to provide path navigation. With the designed navigation function, a path from the Daejeon National Cemetery to Hannam University was searched by time slot. The result showed that the system provided different paths by time, as the system guided different paths when bus operation was limited in midnight. As existing data model could not provide such results, it is confirmed that the system can provide path navigation based on real-time traffic information. It is expected that based on such functionality, it is possible to provide additional functionalities by applying diverse data models such as real-time transport information or traffic history information.

  • Closed-circuit television(CCTV) is a facility that forms the backbone of the ubiquitous services provided by the Integrated Management Center of the Ministry of Land, Infrastructure and Transport and the Integrated Control Center of the Ministry of the Interior. However, it is installed and managed according to different laws, as it is operated and managed by each department. Moreover, because there are no regulatory grounds for unified management of CCTV, each municipality responsible for the actual management manages it based on the individual standards of each department. Thus, the purpose of this study is to develop a standardized management form to establish an integrated management plan. The author inspected the existing situation by examining the legal system and public data and through hands-on worker interviews, and discovered the managed element by reviewing the specifications of the bidding system. The management form for integrated management comprises the above requirements along with the management histories and linkage of intelligent facilities. A uniform management form for integrated management containing specifications of the CCTVs installed by various departments is created, and is easily searched for facilities to check requirements for joint use. The result of this study can contribute to building the database of facility management system for integrated management of facilities at the integrated management center as well as for a detailed simulation of the selection of location of CCTV depending on the CCTV's specifications.

A Study on the Optimum Cross-section and Tendon Profiles of 60 m span Half-Decked PSC Girder Bridge (Half-Deck을 포함한 60 m 경간 PSC 거더의 단면 및 텐던 프로파일 최적화 연구)

  • This study focused on development of 60 m span PSC girder considering not only structural performance, but also economical efficiency and constructability including from the improvement of cross-section to the tendon profiles in sequence. Bulb-T type cross section was derived from optimization and actual possibilities to design a bridge were assessed through cross section evaluation. Tendons were also arranged efficiently so that the girder could resist the service load effectively. After developed girder was applied to a sample bridge, result of finite element analysis proved all load steps were satisfied with the allowable stress. Furthermore, it seemed that sufficient redundancy will be available to design a bridge safely. Based on these, a full-scale 60 m span girder was fabricated and 4 point bending test was performed. An initial crack occurred over twice of the service load in this experiment, which establishes adequate structural performance. 60 m span Half-Decked PSC girder developed in this study has a lower height for the given span which resulted from cross section improvement and efficient tendon layout. This girder also has not only the structural advantage, but also advantages in economical efficiency and constructability.

The Influence of Experiential Marketing for the Agricultural 6th Industry on the Revisit Intention (농업6차산업 체험 마케팅이 재방문의도에 미치는 영향)

  • In this study, we intend to test whether experience variables such as sense, feel, think, relate, and action experiential activities of farming village can be usefully applied to revisit intention. As a result, we found that the sense, relate, and action experiences were adopted, while the feel and think variables were rejected, leading to the conclusion that Schmitt's (1999) experiential marketing theory was also applied to 6th industry experience marketing activities in rural areas. Therefore, the significant effect of rural experience activities on revisiting intention is thought to be related to the fact that they stimulated sensitivities by drawing attention and interest of consumers during the 6th industrial experience configuration, and to the environmental facilities connected to the experience site. The Feel experience has been rejected due to limitation of development of emotional element from the 6th industry certification business experience program, leading to the necessicity for development of a program that can stimulate the consumer's emotions. The reason why the Think experience was rejected is that the experience of the rural area 6th industry did not create surprises or curiosity, and thus does not meet the expectations of consumers. In case of relational experience, experiential marketing through social organizational relationship formation is expanding, and in case of behavioral experience, experience of 6th industry constitutes experience related to interaction with others and lifestyle.

Fatigue Capacity Evaluation of Hinge Type Connection System for a Hybrid Truss Bridge (복합 트러스교 힌지형 격점 구조의 피로 성능 평가)

  • To replace a steel box bridge for constructions of medium span bridges in Korea, the Hybrid Truss Bridge (HTB) is being considered as an alternative bridge type. The core technology of HTB is the connection joint that links the concrete slabs and steel truss pipes. Various construction companies in Japan have developed unique connection systems and applied to the real bridge constructions after verifying their performances through the experimental evaluation. In this study, the fatigue test of a hybrid truss girder has been performed in order to verify the newly proposed hinge type connection joint`s static and fatigue capacities. Through this fatigue test results, it is founded that the structural detail to improve the fatigue capacity should be developed. The hinge connection system with circular ribs has been proposed by means of structural finite element analyses. And then the fatigue test for this connection joint has been performed and it is proved that this connection joint has enough fatigue capacity. Finally, it is expected that the hinge connection system with circular ribs developed by in this study can be easily applied to the real bridge.

A Study on the Improvement of User Management for Decrease of Vandalism in Tourism Destinations (관광지의 훼손행위 감소를 위한 이용자 관리)

  • The purpose of this paper is to devise a user management plan for tourism destinations in parts of park and open green spaces to prevent resource damage through depreciative behavior by tourists. Also, the possibility of the introduction of user management has been considered in order to complement this in these kinds of park and open green spaces. As explained in prior results, tourists have had the opportunity of taking part in many experiences which furnish cultural and historical information, but have never had experiences which furnish information in utilization and management such as prohibited behavior at tourism destinations, responsibility for damage, etc. The furnishing of information on utilization and management plays an important role in understanding responsibility in resource damage. For example, groups who have been given information on utilization and management appear to be much more responsible toward resources and environmental damage. For this reason, this must be a very important element for preventing damaging behavior at tourism destinations. Tourists can be made to understand that tourism destinations can be very seriously damaged by users. In order to control these damaging behaviors which occur from other users and to meet the needs of the tourism destinations being visited, it is necessary to establish a user management plan.

A Study on Analysis Method of Asphalt Plug Joint using FEM (유한요소 해석을 통한 Asphalt Plug Joint의 분석 방법에 대한 연구)

  • Asphalt Plug Joint(APJ) is a new type of expansion joint that it's application are increased in USA as well as several European countries. APJ's' advantages are cheap construction and maintenance costs, and simple construction and securing of excellent flatness. However, APJ's usability is hindered because it showed a problem of premature failure. Research for solving this problem has been progressed, and FEM analysis among existing researches was peformed. However, the behavior of APJ was insufficiently analyzed and the reliability of the analysis was much low, since the material showing complicated behavior was oversimplified, Therefore, a material model was proposed and its effectiveness was confirmed by comparing it with actual behavior in order to improve the reliability of FEM analysis in this paper. ABAQUS program was used for FEM analysis, and an elasto-plastic model and a viscous-plastic model as the material model of APJ were suggested on the base of experiment results of APJ material performed by Bramel et al. The elasto-plastic model was defined by time-independent analysis since it didn't consider time and strain rate, and the viscous-plastic model was defined by time-dependent analysis since it considered. Influence of various elements affecting the behavior of APJ was investigated, and it was confirmed that the time-dependent analysis showed better result closed to actual behavior than the time-independent analysis.
