A Study on the Improvement Plan of Construction Noise Monitoring (공사장 소음모니터링 개선방안에 관한 연구)

  • Noise generated from Construction site has been raised most civil complaints to 64.4 % among the environmental pollution in 2011. Therefore, local government recommends and prescribes that construction sites over a certain scale install sound level meter for noise monitoring. For example, Seoul has implemented a 24 hour noise monitoring system, with real time communication, to the large construction sites more than 10,000 $m^2$ from the end of August 2012. But it is difficult to use noise measurement data for the construction noise assessment, since the installation standards and technical specifications for construction noise monitoring system are not presented. In this paper, we proposed noise monitoring system improvement plan including technical specifications and installation standards using the investigating results of the problems of current noise monitoring system and the foreign cases.

An Analysis on Traffic Noise at Pusan Shopping Districts by Leq, Lr, TNI Ratings (Leq, Lr, TNI 평가법에 의한 부산시 주요 상가변의 소음도 분석)

  • To evaluate the degree of traffic noise at the main shopping districts, 30 sites, in Pusan and produce the basic data of traffic noise counterplan, this research was conducted. Noise rating methods utilized were Leq(equivalent continuous sound level), Lr (rating sound level) and TNI (traffic noise index). As the results, all sites passed beyond Korean Environmental Noise Standard 70 dB(A) in Leq and 46.7% sites fell under 'widespread complaints'step, 40.0% 'threat of community' action'step, 13.3% 'vigorous community action'step by Lr ratings, and 30.0% sites were over acceptable TNI criteria of 74. Therefore, traffic noise at Pusan shopping districts was very severe.

Comparative Evaluation between Environmental and Media ADR in terms of Legal Reservation of Compensation Clause (배상 규정의 법률유보 관점에서 환경과 언론 ADR 비교)

  • Media ADR is currently emerging as one of successful cases in South Korea while environmental ADR was known not to satisfy both defendants and offenders. Thus, this paper is intended to present proper remedies for typical compensation schemes of environmental ADR by comparing the two ADRs regarding legal reservation of compensation clause. It was found that the media ADR helped clients achieve a more fast and easy dispute resolution by providing compensation standards based on various categories such as types and scopes of compensation. However, the compensation scheme of environmental ADR brought out public complaints and inadequate services due to inconsistency and instability in terms of legal reservation. The results indicate that the compensation clause based on the reservation of laws in media ADR could be used not only as a checklist to confirm limitations of environmental ADR, but also as realistic evidences to adjust the compensation standard systematically that is under development and requires remodelling. As a result, the research findings have opened the new possibilities of "the quality assurance of environmental ADR based on the domestic legislation", proposed as an initial aim of this paper.

Review of National Standards for Allowable Limit of Blast Vibration on Structures (구조물에 대한 국외 발파진동 허용 규제기준 분석)

  • Blast-induced ground vibration nay cause an environmental impact such as neighbour's complaints or damage on adjacent structures and facilities. Complaints associated with blasting have often become a target of public grievances. One of the difficulties to solve the problem is that we do not have a national standard for the acceptance level of blast-induced ground vibration. A peak particle velocity criterion, which was suggested for urbane underground construction, has often been widely used. Efforts have been made to establish more rational criteria. It seems that differing cultures have often differing thresholds of the toleration of vibration, and that technical data or rational grounds for establishing the limits are hardly provided. In this paper, national standards for allowable limit of blast vibration were presented and discussed.

Analysis of habitat characteristics of mosquitoes in Danwongu, Ansan city, Korea, based on civil complaint data

  • Climate change due to global warming and changes in land use increase the development time and distribution, as well as the abundance, of mosquitoes, thereby negatively affecting human life and health. In this study, we investigated the habitat characteristics of mosquito occurrence sites in Danwon-gu, Ansan city, Korea, based on a daily record of civil pest complaints lodged at the Danwon-gu Community Health Center. We considered two types of factors (natural and artificial) known to affect mosquito occurrence. We confirmed a total of 554 cases of mosquito occurrence from March 2014 to August 2017. The total study area was $49.11km^2$, with urban areas constituting the largest proportion. Additionally, we investigated habitat preferences of mosquitoes in terms of terrain factors; generally, mosquitoes occurred at low elevations and on low slopes. Regarding the preference of oviposition sites, mosquitoes occurred at higher rates near streams and crops lands. The rate of mosquito occurrence tended to increase in areas with dense human populations. Regarding climatic factors, the rate of mosquito occurrence increased in areas with high temperature and low precipitation.

  • Recently, electric vehicles are gaining popularity among many domestic and foreign users due to their eco-friendly advantages of reducing fine dust and environmental greenhouse gases. As the demand and supply of electric vehicles increase, the demand for electric vehicle charging infrastructure is also growing together. Many users are experiencing inconvenience due to poor charging infrastructure, which makes them hesitant to buy electric vehicles. Research on the user experience of chargers in apartment complexes, a common residential type in Korea, is being conducted somewhat, but research on the design of electric vehicle charging devices in public places is insufficient. The purpose of this research is to identify user requirements and complaints based on the product design of the electric vehicle charger in public places and propose a new electric vehicle product design concept that meets the requirements. The research method understood the charging base and status of electric vehicles in public places through literature research and examined and analyzed the characteristics and problems of product design cases that improved the charging problem of electric vehicles recently released in the market. It is intended to identify and analyze the problems of the charging device product design through user interviews, a qualitative research method, and based on this, it is intended to propose a user-centered product design concept that improves major complaints.

  • The various plants including power plants have been increased near downtown in accordance with the policy objective of rising the power feed rate and development projects. As a result of these various plants near residential area, noise damage complaints has been raised very often. The power plant is included with the range of environmental impact assessment project. Nevertheless, environmental noise issues regarding construction of these power plants have arisen. Accordingly it is time to consider the environmental and social issues of plants noise in accordance with the government's policy objectives of increased power production. In this study, we reviewed the current noise impact assessment and we also sought solutions to these issues. In order to minimize the problem of noise impact on neighborhood and residents, we intended to propose alternative method of 3D simulation in dealing with these issues.

  • HVAC transmission lines must be designed to satisfy environmental regulations. Therefore it is necessary to pre-evaluate environmental problems for transmission line designer using prediction program. In this study, environment design software, TLCALC 2001 for transmission lines was developed as a comprehensive window program. It has 6 modules that are audible noise, radio noise, television noise, magnetic field, electric field and conductor surface gradient TLCALC 2001 solved a few problems in use of the existing foreign tools and took several advantages. Experienced designers can get the results of calculation within about 15 minutes. Because the use of TLCALC 2001 is easy and practical, this program will be usefully applied to the environmental friendly design and construction of HVAC transmission lines. In the future, it is expected that public complaints and social environmental cost will be reduced by the use of TLCALC 2001.

In the future, it is expected that public complaints and social environmental cost will be reduced by the use of TLCALC.

A Study on the Characteristics and Distribution of the Time-Spatial Occurrence of Offensive Odors -Gangwon Province - (악취의 시공간적 발생 특성 및 분포도 분석 - 강원지역을 대상으로 -)

  • Objectives: This study is aimed at offering basic data for making plans for offensive odor management after researching offensive odor occurrence and characteristics in Gangwon Province. Methods: The data used in the study is based on offensive odor data analyzed by the Gangwon Institute of Health and Environment from 2012 to 2019. The data were reclassified by year, month, facility, and region to identify characteristics of occurrence. Finally, a distribution map of offensive odors was created using ArcGIS. Results: The highest monthly frequency of offensive odor occurrence falls in June, August, and July, and the summer season and third quarter are the highest. According to the latest eight-year data for Gangwon Province, complaints about offensive odors in county areas are more frequent than those in city areas. There are many offensive odor complaints in Wonju, Cheorwon, and Heongsung. The main offensive odor emission facilities are livestock and waste treatment (recycling) facilities. Complaints about offensive odors are relatively lower the Yeongdong area than Yeongseo area, which is considered to be the result of characteristics of land-sea breezes and geographical factors. Offensive odors from livestock facilities count for an average of 53.9% of the total, and the inadequacy rate of livestock facilities averages 36.9%. Conclusions: To maintain a clean environment in Gangwon Province, it is strongly recommended that an offensive odor reduction plan for livestock facilities be established. Areas with a high density of offensive odor occurrence should be identified and systematically managed with short- and mid-term measures. If offensive odors is managed using GIS, it is possible to identify the characteristics of occurrence by time and space and also by facility. In addition, since systematic data management is possible, it is believed that a rapid response to offensive odors, prediction of their spread, and efficient management are possible.
