Economic impacts of linking carbon markets among Korea, China and Japan (한중일 탄소시장 연계의 파급효과 분석)

  • A linkage of emissions trading schemes among Korea, China and Japan demonstrates overall increase in gross domestic product (GDP). However, it also demonstrates reductions in household consumption, and the impact of integration could be very unbalanced between the countries. In particular, the reductions in domestic marginal costs are high in both Korea and Japan. Therefore, household consumptions in the two countries decrease despite increases in GDP because Korea and Japan will be purchasers of emissions rights. China, on the other hand, will experience the opposite. The unbalanced impacts on real household consumptions are intensified when emission credits are allocated via paid auctions instead of free allocation. This was demonstrated to be the case because the circumstances of three countries are intensified when using a paid emissions credit allocation scheme, and their differences could potentially hinder the cooperation between the three countries. Under the free allocation scheme, the emission trading schemes' unbalanced impacts on consumption could be mitigated, but unavoidable negative impacts of free allocation schemes are also serious. Based on the analysis results, Korea, China, and Japan will individually face complicated impacts if their carbon markets are integrated. Although the GDP of three countries will increase as a result of carbon market integration, the benefits of integration will surely be unbalanced, and the three countries will experience negative impacts in terms of actual consumption or employment. In particular, increases in income and consumption, reductions in employment, and energy dependence by credit purchasers (Japan and Korea) and production reduction and possibility of offshoring faced by revenue producing countries (China) could serve as a barrier to carbon market integration. To maximize the positive influences of carbon market integration while reducing the risks of negative side effects, the development and application of complimentary policy tools, such as import duties or discounts for emissions credits, are required.

Economic Analysis on a PV System in an Apartment Complex (공동주택 태양광발전 시스템의 경제성 평가)

  • This study analyzes the economies of photovoltaic systems in an apartment complex of 1,185 households, in cases of feed-in tariff and subsidy for solar home program of the government. When including the revenue only from electricity sales, NPVs of subsidy and that of feed-in tariff are -560 million KRW and -87 million KRW respectively. With the avoided social cost included without the revenues from CERs, NPVs of subsidy and feed-in tariff are -556 million KRW and -84 million KRW respectively. With the revenues from CERs, NPV of subsidy is -526 million KRW and NPV of feed-in tariff is -54 million KRW. As results of sensitivity analysis based on the changes in capital costs and discount rates, while all scenarios with subsidy including the revenues from CERs are not commercially viable, all scenarios with feed-in tariff exclusive of the revenues from CERs are commercially viable when discount rate is less than 7.2% or capital cost is less than 6,840 thousand KRW/kW. In the cases that include the avoided social cost, while all scenarios with subsidy including the avoided social cost as well as the revenues from CERs are not commercially viable, all scenarios with feed-in tariff are commercially viable without the revenues from CERs when discount rate is less than 7.2% or capital cost is less than 6,856 thousand KRW/KW. The results indicate that the changes in discount rates do not influence the revenues from CERs, but the revenues from electricity sale. Considering that the number of apartment complex and the positive environmental and social benefits from PV system, government needs to promote its diffusion.

Revision of related Regulations and Construction Standards for the Use of Information on Underground Facilities Quality Level (지하시설물 품질등급 정보의 활용을 위한 관련 규정 및 건설기준 개정 방안)

  • The computerization project for underground facilities in Korea began in earnest after the city gas explosion in Seoul in 1994, and the Daegu subway explosion in 1995. As such a large-scale gas explosion accident caused enormous economic loss including human casualties and potential benefits, the need for computerized for efficient management of underground facilities was greatly emphasized in society. Meantime, computerization of underground facilities has been carried out according to the basic plan for building national geographic information system. In this study, problems were identified based on the current status of construction and management of underground facility information, as well as laws and regulations, and directions for establishing quality standards were presented. In addition, construction work standards such as 「Public Survey Work Regulations」, design standards, standard specifications, and technical specifications, gas technology standards, design standards, and communication works so that underground facility information can be linked and utilized in construction work by examining the linkage of the underground facilities, the targets that can be used for quality level information on underground facilities were derived, and a proposal to revise the construction standards was presented. In the future, if the quality standards are established, it is expected that the accuracy and utilization in the construction field will be increased.

Conflict Structure Analysis on the Construction of stork Eco-Village in Yesangun Using Q methodology (Q 방법론을 이용한 예산 황새마을 조성사업의 갈등구조 분석)

  • Ecotourism has the potential to boost the energy of a village as it pays keen attention to the ecosystem and the residents of the village. It is empowered by participation of and cooperation among stakeholders who are closely involved in ecotourism. However, many of them express difficulty in striking a right balance between development and conservation with regard to promoting ecotourism. Against this backdrop, this research paper investigates the structure of conflict that the stakeholders, especially those in Stork Village in Yesan County, South Chungcheong Province of Korea, experience during the process of establishment of government-led ecotourism. In addition, this study examines the problems of government-led ecotourism model and how they can be addressed. To analyze conflict structure, this paper used Q methods and found out that the budget-related stakeholders are largely divided into four groups as who; a) complain about how business profits are distributed; b) secure profits by expanding programs; c) consider human settlement, and; d) broaden people's participation. The biggest contributor to the conflicts is found that compensation was given discriminately to different jurisdictions. The second finding is that residents became less cooperative when the financial compensation did not live up to their expectation. For instance, they would demand the tourism facility physically expanded, repeatedly complain about the process of the work, and even accuse the government of degrading ecosystem. In other words, unless the compromise is reached with the residents regarding financial compensation, it could be difficult to encourage their participation and develop as a program-oriented tour. Lastly, the tour program needs to induce voluntary participation of the residents and deliver proper information on ecosystem and natural resources so as to last as sustainable ecotourism. The success of ecotourism will be subject to the cooperation of stakeholders in a region, conservation of our fragile ecosystem, and realization of sustainable growth through sharing economic benefits. This study looks into the cause of the conflicts of ecotourism sites and their structure. If this paper can bring about cooperation of stakeholders, the management and operation of ecotourism sites would be more sustainable.

Biofiltration Efficiency of Saccharina japonica for Integrated Multi-Trophic Aquaculture (IMTA) (다영양입체양식을 위한 다시마(Saccharina japonica)의 생물여과효과)

  • To determine whether the seaweed Saccharina japonica can effectively utilize dissolved nutrients from Sebastes schlegeli fish cultures, a laboratory experiment was conducted in a static system for 7 days at ESFRI, NFRDI in Korea. The experiment included an S. schlegeli monoculture system and an S. schlegeli-S. japonica IMTA system. Saccharina schlegeli density ($415{\pm}24g$; mean${\pm}$SE) remained the same in all treatments, whereas seaweed density varied across treatments of 0, 0.5, 1, 2, and 3 kg (control and T1-T4, respectively). During the experiment, nutrient ($NH_4^+$ and $PO_4^{3-}$) concentrations were measured at 24-h intervals. $NH_4^+$ concentration of the control group increased from $0.117{\pm}0.021mg/L$ at the start of experiment to $5.836{\pm}0.904mg/L$ at the end of experiment. $NH_4^+$ concentrations of each treatment were $3.004{\pm}0.040$, $2.086{\pm}0.133$, $1.642{\pm}0.121$ and $0.775{\pm}0.007mg/L$ in T1, T2, T3, and T4, respectively, at the end of experiment. The concentration of $PO_4^{3-}$ exhibited a similar trend to $NH_4^+$ concentration. $NH_4^+$ and $PO_4^{3-}$ concentrations significantly decreased with increased S. japonica thallus density each day (P<0.05). The nutrient removal efficiency (NRE) and nutrient uptake rate (NUR) showed different relationships with changes in thallus density; NRE increased but NUR decreased as thallus density increased. Based on measured concentrations of $NH_4^+$ and S. japonica weight, regression analysis defined the relationship between as an exponential function, $Y=3.8165e^{-0.505X}$ ($R^2$ = 0.9552). Our results demonstrated that S. japonica can function as an efficient component in IMTA with environmental and potentially economic benefits for fish hatcheries.

Identifying Cost and Benefit Items of Investment Projects to Offer New Public Services By the Use of Food Waste Disposers and the Direct Input of Feces in Sewers (주방오물분쇄기 사용 및 수세분뇨의 직투입에 따른 「새로운 공공하수도 서비스」제공을 위한 투자사업의 비용과 편익 항목 식별)

  • Our study identifies a cost and a benefit incurred in implementing an investment project to offer new public services by use of food waste disposers and direct input of feces in sewers. This is done with identifying costs of each processing division and benefits of the project by objective statistical data and engineering perspective. In summary, cost items identified are as follows: there are house laterals, removal of septic tanks, etc. for sewer pipes system. As to water quality conservation, cost incurs in storm water outfalls and divert chambers, sewage storage tanks, equipment to treat sewer overflows, and so on. With respect to sewage treatment plants(STPs), there are so many items as increase of contaminant loads in influent of STPs, and other items. There are benefit items in health improvement due to odor mitigation, increase of energy productivity, saving cost of food waste treatment and cleaning septic tanks, etc. These estimates will be used as a basic data for its economic effect.

The Conservation Value of Coral Communities in Moonseom Ecosystem Protected Area (문섬 등 주변해역 생태계보호구역 내 산호군락지의 보전가치)

  • The Korean government has been trying to conserve a marine ecosystem that has been shifting due to climate change. As part of this effort, the government designated seventy-seven marine species that have been disappearing and deserve to be protected as endangered managing them specially. To generate basic data to guide policy for these endangered species, their value must be measured. OOf the species declared endangered, coral is particularly threatened by climate change, and its management is important. Accordingly, understanding the potential value of reefs, can be an effective way of proving the benefits of continuous management to decision makers and the general public alike. To this end, we have applied the contingent valuation method (CVM), an economic technique of for valuing a environmental and non-market goods such as a coral reef. A national face-to-face survey of 1,000 randomly selected households was conducted in order to determine the public's willingness to pay (WTP) for conserving coral reefs. A one-and-one-half-bound (OOHB) model was adopted to interpret WTP responses, and a spike model was employed to deal with zero WTP responses. The results show that the conservation value of a coral reef can be estimated at 3,016 won per household per year, statistically significant at the 1 % level. Expanding values to the national population gives an annual value of 58.9 billion won. We can conclude that the public is willing to pay a significant amount to conserve coral reefs.

A Cost-Benefit Analysis on the Introduction of EU REACH to Korea (EU 신화학물질정책(REACH) 도입에 대한 비용편익 분석)

  • This study conducted a regulatory impact analysis regarding the introduction of the Korean version of REACH(Registration, Evaluation and Authorization of Chemicals). The direct cost of the Korean REACH is estimated at a total of 101 billion Korean won over the 11 year period. The cost includes pre-registration, testing, registration, Chemical Safety Assessment(CSA) and Chemical Safety Report(CSR), evaluation, and the authorization costs of 15,223 chemical substances produced and imported more than 1 ton per year in Korea in 2006. With regard to the benefit, the only public health benefit is included in the estimation. Based on the available foreign and domestic data, this study estimated that the economic values of public health benefits are in the range of 33.2~138.6 billion Korean won if only the savings of the National Health Expenditures are considered and it reaches 203.9~1,640.3 billion Korean won if the willingness to pay(WTP) for disease prevention is included. This study proved that the Korean REACH passed the cost/benefit criteria. The benefit-cost ratio of the Korean REACH, however, is estimated to be lower than its EU counterpart. Thus it is suggested that a rigorous study to reduce the costs to industry be required before the Korean government introduces the Korean REACH.

An Automated OpenGIS-based Tool Development for Flood Inundation Mapping and its Applications in Jeju Hancheon (OpenGIS 기반 홍수범람지도 작성 자동화 툴 개발 및 제주 한천 적용 연구)

  • Flood inundation map has various important roles in terms of municipal planning, timely dam operation, economic levee design, and building flood forecasting systems. Considering that the riparian areas adjacent to national rivers with high potential flood vulnerability conventionally imposed special cares to justify applications of recently available two- or three-dimensional flood inundation numerical models on top of digital elevation models of dense spatial resolution such as LiDAR irrespective of their high costs. On the contrary, local streams usually could not have benefits from recent technological advances, instead they inevitably have relied upon time-consuming manual drawings or have accepted DEMs with poor resolutions or inaccurate 1D numerical models for producing inundation maps due mainly to limited budgets and suitable techniques. In order to efficiently and cost-effectively provide a series of flood inundation maps dedicatedly for the local streams, this study proposed an OpenGIS-based flood mapping tool named Open Flood Mapper (OFM). The spatial accuracy of flood inundation map derived from the OFM was validated throughout comparison with an inundation trace map acquired after typhoon Nari in Hancheon basin located in Jeju Island. Also, a series of inundation maps from the OFM were comprehensively investigated to track the burst of flood in the extreme flood events.

Floating Photovoltaic Plant Location Analysis using GIS (GIS를 활용한 수상 태양광 발전소 입지 분석)

  • Global consumption of fossil fuels continues to increase. As developing countries use fossil fuel as much as the existing fossil fuel using countries, the total amount of fossil fuel consumed has risen. The finite fossil energy depletion insecurity have become serious. In addition, fossil energy is caused by environmental pollution, economic and social problems remain in assignments that need to be addressed. Although solar power is clean and has many benefits, there are several problems in the process of installing a solar power plant. To solve these problems, floating photovoltaic plants has emerged as an alternative. This floating photovoltaic plants location analysis has not been made yet. In this study, the conditions of the floating photovoltaic plants location is analyzed with the Analytic Hierarchy Process using the terrain and climate factors. The score is assigned to the attribute information of each factor by the classification table. After multiplied by the weight the result is analyzed by visualization of the score. As the result, the score of the northen part of Gyeongsangbuk-do province is higher than the southern part of Gyeongsangbuk-do province. Especially Andongho lake in Andong City and the reservoir in Yeongyang-Gun are extracted as the optimal location. The score of the river boundary is low not the center of the river stream. It is expected that this study would be a more accurate floating solar power plant location analysis.
