With the emergence of environment-friendly paradigms, many countries around the world have enacted various laws to take care of environmental pollution-related problems. The goal of these environmental laws and regulations was to properly respond to rapid environmental pollution. Because of the simultaneous enactment of these laws on diverse pollution sources, however, a variety of problems, including an unclear correlation among these laws, have occurred. As a result, workers have found it hard to collect and use the related laws and regulations. Therefore, this study proposes a metadata-based information retrieval method for the efficient search of environment-friendly laws and regulations. The laws and regulations were structured using metadata from users, business stage, topic and department. These were obtained through semantic analysis on environment-friendly laws and regulations, and then an intelligent retrieval approach was utilized. To verify the retrieval plan, a test case was conducted, and improvement in retrieval accuracy against the conventional system was confirmed. It appears that the proposed plan will improve productivity in the construction industry by improving accuracy in retrieving environment-friendly laws and regulations.

Korea actively endeavors to improve the national marine environmental laws and regulations. Along with the growing global concern on the importance of marine environment, the concern is also increasing nationwide in Korea. These institutional changes in Korea have implications in that it has started to internalize the Sustainable Development Principle and the Precautionary Principle in the form of 'law' and 'policy.' The enactment efforts for conservation and sustainable use of marine environment will continue as the legal demand of public for coastal erosion prevention and climate change mitigation increases. This calls for robust revision for more logical framework and coherence of marine environment laws and regulations as well as efficient implementation of policies. In addition, it is strongly required that the systematical research and survey as well as the robust reversion of laws and policies should be taken accordingly for the effective conservation of marine environment.

Korean Government has established a lot of S&T laws to promote National Science and Technology since established the Ministry of S&T and the S&T Promotion Law in 1967. There are more than ninties of S&T related laws to support Government's S&T policies recently. Even though Korean Government has enacted plenty of S&T related laws are required to be reformed. In this paper, firstly, we define what is S&T related law and the relationship between S&T related law system. Secondly, we investigate the problems of S&T related law with respect to several aspects such as historical, executing, international environment, and systematic aspects. Finally, we suggest the directions of S&T law reform. We conclude that S&T laws need to be merged and abolished in some areas such as various council system and S&T incentive system especially related to UR restriction.

Many legislations have been implemented in order to manage the subsurface environment in Korea. However, there was no control tools for managing subsurface environment so effectively. In this study, many laws and regulations were analyzed for extracting Korean subsurface environment management plan. Korean government need to 1) establish the basic paradigm for building the subsurface space, 2) establish the clear subsurface environment management systems, 3) establish the regulations related with subsurface space compensation, 4) prepare the human health and ecosystem related legislations.

An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.

Purpose - The purpose of this study is to compare and analyze the ordinances of other local governments to propose implications and improvement plans for the ordinances of Chuncheon City. To this end, cases of overseas legislation related to youth labor rights, domestic laws and major policies of the central government were reviewed. Design/methodology/approach - This study mainly utilized literature research methods. In addition, it was based on foreign laws and case analysis, domestic laws and ordinances, and preceding research and data related to government policies. Findings - Chuncheon city ordinances are superior to those of other local governments. However, the details of the establishment of the implementation plan, the actual condition survey, and the establishment of the consultation system are included in the project contents of Article 6, so it is not concrete and clear. And there were no articles related to the labor environment check. Research implications or Originality - It is proposed to make the contents of the establishment of an implementation plan, survey, and consultation system as independent provisions. It is also proposed to establish a new article related to the youth labor environment check. In addition, it is desirable to establish detailed regulations by establishing the ordinance enforcement regulations.

Recently, the system that can eliminate discrimination and barrier to disabled, ensure the substantial independence of disabled and help participation in community of disabled is required. Therefore, the purpose of this study is 'construction of the Barrier-free environment' which members of societies included the disabled can live safely in the daily living environment. To achieve this result, this study is shown establishment and complementary direction of the policy related convenient facilities by comparing between domestic and international policy of the convenient facilities. The results of this study are as follows; Firstly, among the conflicting part between related laws and design standards shold be constantly supplemented. Secondly, policy to promote convenient in residential part is needed. Thirdly, composition of the organization that can support professional housing reconstruction is required. Fourthly, from early stage of policy making, not only opinion reflection of users but also maintenance of convenient facilities, continuous maintenance plan and making a policy for verification system is needed. Finally, when the revision of the existing policies or new policies undergo, 'Barrier-free perspective' should be considered.

As recently, 'International convention for the control and management of ship's ballast water and sediments' was adopted, it is necessary to accept the international convention in Korea The movements of foreign countries for ship's ballast water control and management were investigated, and domestic environment-related laws were reviewed and compared regarding the discharge of industrial wastewater and ship's ballast water. Alternative measures of domestic legislation were suggested for acceptance of the international convention.

Recently, artificial intelligence (AI) technology has progressed rapidly, and industries using this technology are significantly increasing. Further, analysis research using text mining, which is an application of artificial intelligence, is being actively developed in the field of social science research. About 125 laws, including joint laws, have been enacted under the Ministry of Oceans and Fisheries in various sectors including marine environment, fisheries, ships, fishing villages, ports, etc. Research on the laws under the Ministry of Oceans and Fisheries has been progressively conducted, and is steadily increasing quantitatively. In this study, the domestic research trends were analyzed through text mining, targeting the research papers related to laws of the Ministry of Oceans and Fisheries. As part of this research method, first, topic modeling which is a type of text mining was performed to identify potential topics. Second, co-occurrence network analysis was performed, focusing on the keywords in the research papers dealing with specific laws to derive the key themes covered. Finally, author network analysis was performed to explore social networks among authors. The results showed that key topics have been changed by period, and subjects were explored by targeting Ship Safety Law, Marine Environment Management Law, Fisheries Law, etc. Furthermore, in this study, core researchers were selected based on author network analysis, and the tendency for joint research performed by authors was identified. Through this study, changes in the topics for research related to the laws of the Ministry of Oceans and Fisheries were identified up to date, and it is expected that future research topics will be further diversified, and there will be growth of quantitative and qualitative research in the field of oceans and fisheries.
