A Study on the Optimal Development Direction of the Land Management Information Systems (토지종합정보망시스템의 고도화 구축 방안에 관한 연구)

  • The purpose of this study is to analyze the optimal development direction of the land management information systems in Korea. In order to produce a new LMIS model the existing model of Tulloch(1996) was evaluated. Analysis of the land management information systems(LMIS) is focused on the period of 1998 and 2001. The main results of the study are as follows: First, the government should involve GIS(Geographic Information Systems) into the e-government. Second, the KLIS(Korea Land Information Systems) is required technological and legal infrastructure for the service using optimized land management information systems as combining LMIS and PBLIS(Parcel based Land Information Systems). Third, the spatial data of the LMIS can be promoted by ensuring reliable IT environments. Forth, optimized LMIS should be revised to reflect the new technological environment and collaborative relationship between LIS and GIS boundaries and between LMIS, urban infrastructure, and related information sectors. Fifth, In terms of services LMIS is required focusing end users rather than supplier focused strategy.

Measurement of Transient Electric Field Emission from a 245 kV Gas Insulated Substation Model during Switching

  • The transient fields generated during switching operations in a Gas Insulated Substation (GIS) are associated with high frequency components in the order of few tens of MHz. These transient fields leak into the external environment of the gas-insulated equipment and can interfere with the nearby electronics. Measurements of the transient fields are thus required to characterise the interference caused by switching phenomena in such substations. In view of the above, E-field emission measurement during a switching operation has been carried out for a 245 kV GIS model, using a resonant dipole antenna and D-dot sensor. The characteristics of the E-fields i.e., frequency spectra and their levels have been analysed and are reported in the paper. Suitability of the measurements has been confirmed by comparing frequency spectra of the measured and computed transient fields.

  • This Paper reports that a new remote sensing techlique focused on a narrow and long strip target (e.g. 15m wide and 100km long) has been specifically developed for pipeline ROW (Right-Of-Way) recovery monitoring. With video it was possible to isolate the maior vegetation communities of the narrow pipeline ROW with acceptable spatial precision by visual or quantitative methods. It was particuarly useful when used to assess a variety of spatial patch dynamics for ROW recovery through digital change-detection techniques in a GIS environment. The main conclusion of this paper is that VSM is a realistic operational technique for a pipeline ROW application. The results also indicate that VSM could be extensively used for other examples of linear thematic mapping.

Topographic Factors Computation in Island: A Comparison of Different Open Source GIS Programs (오픈소스 GIS 프로그램의 지형인자 계산 비교: 도서지역 경사도와 지형습윤지수 중심으로)

  • An area's topography refers to the shape of the earth's surface, described by its elevation, slope, and aspect, among other features. The topographical conditions determine energy flowsthat move water and energy from higher to lower elevations, such as how much solar energy will be received and how much wind or rain will affect it. Another common factor, the topographic wetness index (TWI), is a calculation in digital elevation models of the tendency to accumulate water per slope and unit area, and is one of the most widely referenced hydrologic topographic factors, which helps explain the location of forest vegetation. Analyses of topographical factors can be calculated using a geographic information system (GIS) program based on digital elevation model (DEM) data. Recently, a large number of free open source software (FOSS) GIS programs are available and developed for researchers, industries, and governments. FOSS GIS programs provide opportunitiesfor flexible algorithms customized forspecific user needs. The majority of biodiversity in island areas exists at about 20% higher elevations than in land ecosystems, playing an important role in ecological processes and therefore of high ecological value. However, island areas are vulnerable to disturbances and damage, such as through climate change, environmental pollution, development, and human intervention, and lacks systematic investigation due to geographical limitations (e.g. remoteness; difficulty to access). More than 4,000 of Korea's islands are within a few hours of its coast, and 88% are uninhabited, with 52% of them forested. The forest ecosystems of islands have fewer encounters with human interaction than on land, and therefore most of the topographical conditions are formed naturally and affected more directly by weather conditions or the environment. Therefore, the analysis of forest topography in island areas can be done more precisely than on its land counterparts, and therefore has become a major focus of attention in Korea. This study is focused on calculating the performance of different topographical factors using FOSS GIS programs. The test area is the island forests in Korea's south and the DEM of the target area was processed with GRASS GIS and SAGA GIS. The final slopes and TWI maps were produced as comparisons of the differences between topographic factor calculations of each respective FOSS GIS program. Finally, the merits of each FOSS GIS program used to calculate the topographic factors is discussed.

Update Protocols for Web-Based GIS Applications (웹 기반 GIS 응용을 위한 변경 프로토콜)

  • As web-based services are becoming more and more popular, concurrent updates of spatial data should be possible in the web-based environments in order to use the various services. Web-based GIS applications are characterized by large quantity of data providing and these data should be continuously updated according to various user's requirements. Faced with such an enormous data providing system, it is inefficient for a server to do all of the works of updating spatial data requested by clients. Besides, the HTTP protocol used in the web environment is established under the assumption of 'Connectionless'and 'Stateless'. Lots of problems may occur if the scheme of transaction processing based on the LAN environment is directly applied to the web environment. Especially for long transactions of updating spatial data, it is very difficult to control the concurrency among clients and to keep the consistency of the server data. This paper proposes a solution of keeping consistency during updating directly spatial data in the client-side by resolving the Dormancy Region Lock problem caused by the 'Connectionless'and 'Stateless'feature of the HTTP protocol. The RX(Region-eXclusive) lock and the periodically sending of ALIVE_CLIENTi messages can solve this problem. The protocol designed here is verified as effective enough through implementing in the main memory spatial database system, called CyberMap.

  • Spatio-temporal distributions of nighttime fishing fleets were described with the aid of geographic information system (GIS) technology in the East Sea, using daily mean composite images of the Defense Meteorological Satellite Program (DMSP) /Operational Linescan System (OLS) in 1993 and 1994. We selected a study area from 30$^{\circ}$N to 44$^{\circ}$N in latitude and from 124$^{\circ}$E to 142$^{\circ}$E in longitude in order to describe the monthly and seasonal changes of nighttime fishing fleets. The OLS images of nighttime visible band provide useful information about the spatio-temporal distribution of the fishing fleets. Density areas of nighttime fishing fleets were around Tsushima/Korea Strait. the east coast of the Korea Peninsula, the coast of Honshu, and around Yamato Bank.

  • This study suggested an improved algorithm of urban energy consumption estimation on the urban planning stage which concerns calculation accuracy. The results are as follows. (1) Urban energy consumption was estimated and managed per unit space using E-GIS DB which contains facility information per mesh. (2) Urban energy consumption was reflected by the urban facility classified and standardized by the characteristics of energy use. (3) Calculation accuracy of energy consumption was approached by separately suggested as summer algorithm reflecting urban heat island on summer energy use and winter algorithm reflecting heating system normally used in Korea.

  • Recently, rising of the convergence of technologies such as IT, GIS, GPS, and Sensors is developing the new information environment which enables man-to-man, man-to-object and object-to-object to exchange information anywhere and anytime. The Korean government has made great efforts to implement the virtual government with development of the next generation technologies continually and dynamically. These efforts for implementing e-government can be summarized by the citizen centered, integrated services, the customized personalization, the intellectual services, and the integration and cooperation between each offices for providing those services. Therefore, we wish to present the model of wide-area intelligent information systems which can provide services to form the future of this virtual government with GIS infrastructure in this study.

  • Considering constantly increasing number of internet users and information-oriented society with high speed internet network, the application of computer technology is considered to be valuable in urban planning. Particularly, since using Geographic Information System (GIS) is expected to be the best method to convey the information related to the urban planning. Therefore, this study aims at the development of participation system by using GIS and Internet. The system consists of Basic Module, Disposal Module and Decision Support Module. Each module is designed for expressing planning information and processing database, opinion statement and convenience of citizens, and the effectiveness of administration process and decision making. These are connected each other in a basic and simple form, i.e. Java Script and HTML, and the system was realized through data process, Map date and PostGIS for Mapping, and PHP. Last but not least, this system has been tested on the internet and the result indicated its convenience and availability in actual use concluding that participation system has enough application value on urban planning process.

  • Current management endeavors towards the urban residential environment lack in specific evaluation criteria and relevant strategies. This study attempts to systematically evaluate the quality of the residential environment and to zone areas that need improvement. In the case of the Changshin -dong area, three steps were performed in GIS analyses. First, the quality of residential en¬vironment was evaluated in terms of four environmental objectives-- i.e. safety, health, convenience, and amenity. Second, for the areas that do not satisfy any of the four requirements above, zonig was conducted in terms of housing quality, infrastructure, and housing density. Finally, relevant strategies for improvement were assigned to those areas. The approach presents a shift from a current method that manily relys on experts' intuition or biased judgement, to a more systematic and logical one. Such an approach is expected to be useful for establishing other urban developmental strategies.
