With the emergence of environment-friendly paradigms, many countries around the world have enacted various laws to take care of environmental pollution-related problems. The goal of these environmental laws and regulations was to properly respond to rapid environmental pollution. Because of the simultaneous enactment of these laws on diverse pollution sources, however, a variety of problems, including an unclear correlation among these laws, have occurred. As a result, workers have found it hard to collect and use the related laws and regulations. Therefore, this study proposes a metadata-based information retrieval method for the efficient search of environment-friendly laws and regulations. The laws and regulations were structured using metadata from users, business stage, topic and department. These were obtained through semantic analysis on environment-friendly laws and regulations, and then an intelligent retrieval approach was utilized. To verify the retrieval plan, a test case was conducted, and improvement in retrieval accuracy against the conventional system was confirmed. It appears that the proposed plan will improve productivity in the construction industry by improving accuracy in retrieving environment-friendly laws and regulations.
Biotech crops can only be commercialized after they receive safety approvals, which require thorough risk assessments of their release to the environment. Environmental release experiments are indispensable for environmental risk assessments, and each country has been preparing its own regulations for the safety management of experiments on the environmental release of biotech crops in confined fields. In this study, we compared and analyzed the safety management regulations of the environmental release of biotech crops in Korea, USA, Japan, European Union, and China. Each country had safety management regulations for the environmental release of biotech crops, and these regulations were generally not much different from the Korean regulations. However, there was a difference amongst the USA, Japan, and China in regulations for isolation distances to prevent gene diffusion through pollen-flow during environmental release experiments of biotech crops. In order to establish the isolation distance regulation suitable for the Korean environment, relevant data were collected and presented. For setting the isolation distance for environment release of biotech crops, it is suggested to refer to the isolation distance information provided in the Guidance of Seed Management in Korea. The results of this study are expected to help establish the safety management of biotech crops in Korea.
Many legislations have been implemented in order to manage the subsurface environment in Korea. However, there was no control tools for managing subsurface environment so effectively. In this study, many laws and regulations were analyzed for extracting Korean subsurface environment management plan. Korean government need to 1) establish the basic paradigm for building the subsurface space, 2) establish the clear subsurface environment management systems, 3) establish the regulations related with subsurface space compensation, 4) prepare the human health and ecosystem related legislations.
For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.
These days the international environmental regulations of the developed countries, especially from the EU, are rapidly changed to the regulations of product-based environment from a conventional end-of-pipe environmental technology. Especially the motive in this paper come from the EU's electrical and electronic equipment environment regulation. It may affect much to whole export of Korea Firms Integrated product policy has the potential to increase not only competitive power in today's global market, but also trade compatibility between countries. Furthermore it is important to make a contribution to sustainable development. CEOs must change their notions about firms' environmental policy from the end-of-pipe approach to the sustainable approach to improve company's competitive power. As emphasized a paradigm of naw environmental management by EU' environmental directives, the company must establish clean production system to save resources and reduces pollutant. Also Korean Company constructs a systematical network to collect EU' environmental regulation information which are changing rapidly. Large company will cooperate with small and medium-sized firm for their win-win strategy in the field of environmental management. Also it is necessary to make the domestic regulations of product-based environment to meet the international environmental regulations.
This study discusses the features of the lighting and ventilation regulations for residential buildings in Hong Kong. Given the compact built environment and public concerns about the environmental quality of housing, various lighting and ventilation regulations have been enacted in Hong Kong. The application of building regulations on the micro scale and incentive systems on the macro scale are present, and the governments' calls for more active participation of the private sector and use of the building environmental assessment tools were also noted. Unlike South Korea, however, Hong Kong was found to adopt more performance-based standards, consider the external factors of the lighting and ventilation conditions together with the indoor elements, and provide specific design guidelines. Notwithstanding the different climatic conditions and socio-political contexts of Hong Kong and South Korea, these findings provide some policy implications for the South Korean government in its efforts to achieve a healthy environment for high-rise, high-density housing. It is suggested that the South Korean government adopt more on-site measurement methods to reflect the environmental conditions accurately and broaden the scope and scale of the implementation of the lighting and ventilation regulations with more specific, practical planning and design guidelines.
This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.
The main purpose of the green buildings by reducing energy consumption and carbon footprint of the building society, global as to ensure the sustainability of the building and the environment. In this paper, we consider a rule of application of PRICE(Parametric Review of Information for Costing and Evaluation) model to the environment of Korean defense industry. The PRICE model which is a computer model to estimate the cost of an acquisition program, was developed for the regulation of defense acquisition program in the United States. Therefore, it is essential for us to figure out how we can adopt it under our defense acquisition regulations. We will give an alternative method to apply the PRICE model to the mapping problem between two regulations.

Background: The study analyzes penalties imposed on organizations for breaching safety and health regulations. The research questions are as follows: what are the commonly breached safety and health regulations? How proportional are penalties imposed on organizations for breaching health and safety regulations in the United Kingdom? Methods: The study employed sequential explanatory mixed research strategies for better understanding of health and safety penalties imposed on organizations. Actual health and safety convictions and penalties data for 10 years (2006 to 2016) were obtained through the United Kingdom Health and Safety Executive (HSE) public register for convictions. Overall, 2,217 health and safety cases were analyzed amounting to total fines of £37,179,916, in addition to other wide-ranging penalties. For thorough understanding, eight interviews were conducted with industry practitioners, lawyers, and HSE officials as part of the study qualitative data. Results: Findings show that the Health and Safety at Work (HSW) Act accounted for 46% of all HSE prosecution cases in the last decade. This is nearly half of the total safety and health at work prosecutions. Moreover, there is widespread desire for organizations to comply with the HSW Act, but route fines are seen as burdensome and inimical to business growth. Conclusion: A key deduction from the study reveal significant disproportionality concerning penalties imposed on organizations for breaching safety and health regulations. On aggregate, small companies tend to pay more for health and safety offenses in a ratio of 1:2 compared to large companies. The study also reveals that the HSW Act accounted for nearly half of the total safety and health at work prosecutions in the last decade.
