In this study, the nucleate pool boiling heat transfer coefficients (HTCs) and critical heat flux (CHF) for a smooth and square flat heater in a pool of pure water with and without carbon nanotubes (CNTs) dispersed at $60^{\circ}C$ were measured. Tested aqueous nanofluids were prepared using CNTs with volume concentrations of 0.0001%, 0.001%, and 0.01%. The CNTs were dispersed by chemically treating them with an acid in the absence of any polymers. The results showed that the pool boiling HTCs of the nanofluids are higher than those of pure water in the entire nucleate boiling regime. The acid-treated CNTs led to the deposition of a small amount of CNTs on the surface, and the CNTs themselves acted as heat-transfer-enhancing particles, owing to their very high thermal conductivity. There was a significant increase in the CHF- up to 150%-when compared to that of pure water containing CNTs with a volume concentration of 0.001%. This is attributed to the change in surface characteristics due to the deposition of a very thin layer of CNTs on the surface. This layer delays nucleate boiling and causes a reduction in the size of the large vapor canopy around the CHF. This results in a significant increase in the CHF.
Considering possible legal and policy problems with regard to the Cheju Strait, a central issue is whether the Cheju Strait should be treated as Korean territorial sea or an international strait The claim that the strait is territorial sea has been based on the use of a straight baseline method of dermarcation With the use of straight baseline, Korea claims that the breadth of the Cheju Strait is only 20.7 miles at its narrowest point and therefore the strait becomes the territorial sea of Korea. The consideration cf marine pollution has weighed heavily in claiming the Cheju Strait as territorial sea. Pollution resulting from the accidents cf tankers caused by fire, collision, or stranding in the Cheju Strait and the Korea Strait would be enormous, affecting the entire coastal waters of the south coasts cf Korea's mainland and Japan's Tsushima Islands areas. Catastrophic pollution in the Cheju Strait could also come from the accidents cf large-size oil tankers passing through the Korea Strait from the Malacca Strait Although the Korean government considers the geographic and socioeconomic conditions sufficient to justify Korea's claim of the Cheju Strait as territorial sea, it believes that declaring it so would raise considerable legal conflicts with maritime states. In view of the legal difficulties and the need to meet the problems arising from the growing vessel traffic in the Cheju Strait, the sea lanes and traffic separation schemes may be considered an alternative to the internationalization of the Cheju Strait Even if the Korean government dose not do so, the regime of innocent passage should be applied to vessels passing through the Strait and should not suspend innocent passage through the Strait. Therefore, the Korean government needs to have a more legal, pragmatic, functional and managerial approach than a purely sovereign and selfish approach to the solution of legal matters of the Cheju strait For this purpose, the UN Convention on the Law of the Sea would serve as a guide and also self-restraint and cooperative approaches would become norms governing the resolution of the law of the sea issues in the Cheju Strait.

Nanostructured high strength metastable Al-, Mg- and Ti-based alloys containing different amorphous, quasicrystalline and nanocrystalline phases are synthesized by non-equilibrium processing techniques. Such alloys can be prepared by quenching from the melt or by powder metallurgy techniques. This paper focuses on one hand on mechanically alloyed and ball milled powders containing different volume fractions of amorphous or nano-(quasi)crystalline phases, consolidated bulk specimens and, on the other hand. on cast specimens containing different constituent phases with different length-scale. As one example. $Mg_{55}Y_{15}Cu_{30}$- based metallic glass matrix composites are produced by mechanical alloying of elemental powder mixtures containing up to 30 vol.% $Y_2O_3$ particles. The comparison with the particle-free metallic glass reveals that the nanosized second phase oxide particles do not significantly affect the glass-forming ability upon mechanical alloying despite some limited particle dissolution. A supercooled liquid region with an extension of about 50 K can be maintained in the presence of the oxides. The distinct viscosity decrease in the supercooled liquid regime allows to consolidate the powders into bulk samples by uniaxial hot pressing. The $Y_2O_3$ additions increase the mechanical strength of the composites compared to the $Mg_{55}Y_{15}Cu_{30}$ metallic glass. The second example deals with Al-Mn-Ce and Al-Cu-Fe composites with quasicrystalline particles as reinforcements, which are prepared by quenching from the melt and by powder metallurgy. $Al_{98-x}Mn_xCe_2$ (x =5,6,7) melt-spun ribbons containing a major quasicrystalline phase coexisting with an Al-matrix on a nanometer scale are pulverized by ball milling. The powders are consolidated by hot extrusion. Grain growth during consolidation causes the formation of a micrometer-scale microstructure. Mechanical alloying of $Al_{63}Cu_{25}Fe_{12}$ leads to single-phase quasicrystalline powders. which are blended with different volume fractions of pure Al-powder and hot extruded forming $Al_{100-x}$$(Al_{0.63}Cu_{0.25}Fe_{0.12})_x$ (x = 40,50,60,80) micrometer-scale composites. Compression test data reveal a high yield strength of ${\sigma}_y{\geq}$700 MPa and a ductility of ${\varepsilon}_{pl}{\geq}$5% for than the Al-Mn-Ce bulk samples. The strength level of the Al-Cu-Fe alloys is ${\sigma}_y{\leq}$550 MPa significantly lower. By the addition of different amounts of aluminum, the mechanical properties can be tuned to a wide range. Finally, a bulk metallic glass-forming Ti-Cu-Ni-Sn alloy with in situ formed composite microstructure prepared by both centrifugal and injection casting presents more than 6% plastic strain under compressive stress at room temperature. The in situ formed composite contains dendritic hcp Ti solid solution precipitates and a few $Ti_3Sn,\;{\beta}$-(Cu, Sn) grains dispersed in a glassy matrix. The composite micro- structure can avoid the development of the highly localized shear bands typical for the room temperature defor-mation of monolithic glasses. Instead, widely developed shear bands with evident protuberance are observed. resulting in significant yielding and homogeneous plastic deformation over the entire sample.
The power of media has always been problematic in the countries of full press freedom. Originally, the media used to be an effective vehicle for communication within human beings. However, it exerts an overwhelming power toward human society. Through applying the well-known four dog models in terms of media function, this study attempts to examine how the press media in South Korea transformed themselves into another powerful independent organization or institution after regime shift in 1987. The whole editorials of four sampled newspapers were analyzed through frame analysis model. The ChosunIlbo, known as a conservative and pro-government paper, shows to take the role of supporting chaebol policies under Roh TaeWoo Administration. However, it criticizing sharply against the chaebol policies of Roh MooHyun Administration. The JoongangIlbo, known as a pro-chaebol paper, appears anti-government position through the entire four administrations in terms of chaebol policies. Particularly, it reveals hostile editorial coverage during the Roh MooHyun Administration. However, KyunghyangShinmun, currently known as a liberal paper, viewed somewhat complicated positions (see text in more detail) because of its ownership turbulence during the past twenty years. On the other hand, Hangyoreh, regarded as a progressive paper, keeps in supportive attitude consistently against the four sampled administrations as far as regulating each government policies for chaebols.

Seasonal changes of topography, sediment grain size and accumulation rate in the Gomso-Bay tidal flat, west coast of Korea, have been studied in order to understand the seasonal accumulation pattern and preservation potential of the tidal-flat sediments. Seasonal levelings across the tidal flat show that the landward movement of both intertidal sand shoals and cheniers accelerates during the winter and typhoon periods, but it almost stops in summer when mud deposition is instead predominant at the middle and upper tidal flats. Seasonal variations of mean grain size were largest on the upper part of middle tidal flat where summer mud layers were eroded during the winter and typhoon periods. Measurements of accumulation depths from sea floor to basal plate reveal that accumulation rates were seasonally controlled according to the elevation of tidal-flat surface. The upper tidal flat where the accumulation rate of summer was generally higher than that of winter was characterized by a continuous deposition throughout the entire year, whereas in the middle tidal flat, sediment accumulations were concentrated in winter relative to summer and were intermittently eroded by typhoons. The lower tidal flat were deposited mostly in winter and eroded during summer typhoons. Can cores taken across the tidal flat reveal that sand-mud interlayers resulting from such seasonal changes of energy regime are preserved only in the upper part of the deposits and generally replaced by storm layers downcore. Based on above results, it is suggested that the storm deposits by winter storms and typhoons would consist of the major part of the Gomso-Bay sediments.
We analyzed a time series composed of the annual precipitations of Seoul based on the measurements of a Korean raingage and a modern raingage. The precipitations measured with a Korean raingage for the period of 1771 to 1907 are followed by the precipitations with a modern raingage for the period of 1908 to 1990. The latter part of the time series of annual precipitations were obtained from a book for annual precipitations of Korea by Korea Meteorological Administration and the former from Wada's table 1 for monthly precipitations reproduced from the daily rainfall measurements by a Korean raingage for the period of the Yi Dynasty. In our analysis three different precipitation regimes clearly stand out of the entire period. In order to define objectively the period of each precipitation regime we made a time series of 9 year moving averages from the above time series. By taking into account the shapes of the moving average time series and by using a threshold value of annual precipitation 1050 mm, we defined three precipitation regimes of wet period 1(WP1), dry period (DP), and wet period 2 (WP2). The WP1 and WP2 show very similar characteristics in out statistical analyses. On the other hand, DP is very different from the two periods in many statistical aspects. The strong similarities of the WP1 and WP2 regimes in the magnitudes of statistical parameters and in the shapes of their power spectrum distribution are supporting very positively the soundness of precipitation amounts measured with a Korean raingage in spite of numerous conceivable errors which might have been introduced into measurements of precipitation due to changes of observation site and environment, the scale of units employed, and urbanization of Seoul, etc. However, the annual precipitation amounts are not enough to examine throughly the characteristic of precipitation variations during the two regimes. It is definitely necessarly to recover the daily amounts of precipitation, based on two or three times measurements of rainfall with a Korean raingage, scattered in various ancient documents such as the official diary of 'Seungjeong-weon'
The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

Phytoplankton controls marine ecosystems in terms of nutrients, photosynthetic rate, carbon cycle, etc. and the degree of its influence on the marine environment depends on their physical size. Many studies have been attempted to identify marine phytoplankton size classes using the remote sensing techniques. One of successful approach was the three-component model which estimates the chlorophyll concentrations of three phytoplankton size classes (micro-phytoplankton; >20 ㎛, nano-; 2-20 ㎛ and pico-; <2 ㎛) as a function of total chlorophyll. Here, we examined the applicability of Geostationary Ocean Colour Imager (GOCI) to the mapping of the phytoplankton size class distribution in the East Sea. A fit of the three-component model to a biomarker pigment dataset collected in the study area for some years including a large harmful algal bloom period has been carried out to derive size-fractioned chlorophyll concentration (CHL). The tuned three-component model was applied to the hourly GOCI images to identify the fractions of each phytoplankton size class for the entire CHL. Then, we investigated the distribution of phytoplankton community in terms of the size structure in the East Sea during the harmful Cochlodinium polykrikoides blooms in the summer of 2013.
The search for materials that serve as good shields for radiation has become very important in light of the increasing exposure to ionizing radiation in various vital sectors. The aim is to search for novel materials with better radiation shielding properties that are stable, nontoxic, and abundant and environment friendly. The solidstate reaction approach has been used to synthesize a few ceramics, including BaZrXTi1-XO3, Ba1-XLaXTiO3 and Ba1-XLaXZrXTi1-XO3 (with x = 0.10) i.eBaZr0.10Ti0.90O3 (BZT), Ba0.90La0.10TiO3 (BLT), and Ba0.90La0.10Zr0.10Ti0.90O3 (BLZT). The density of the prepared samples varies from 6.3471 to 11.6003 g/cm3. The X-ray diffraction technique, shows strong peaks to confirm the crystalline structure of prepared ceramic samples. Using the G-P fitting approach, the advanced radiation shielding parameters (build-up factor) have been evaluated in the photon energy region of 1.5 keV-15 MeV. It is observed from the results that exposure buildup factor (EBF) and energy absorption buildup factor (EABF) are maximum for BLZT and has the minimum value for BZT in the entire photon energy regime. The results of this work should be useful in radiation shielding applications such as in industry, medicine, and nuclear engineering.
To estimate potential use of fly ash in reducing $CH_4$ and $CO_2$ emission from soil, $CH_4$ and $CO_2$ fluxes from a paddy soil mixed with fly ash at different rate (w/w; 0, 5, and 10%) in the presence and absence of fertilizer N ($(NH_4)_2SO_4$) addition were investigated in a laboratory incubation for 60 days under changing water regime from wetting to drying via transition. The mean $CH_4$ flux during the entire incubation period ranged from 0.59 to $1.68mg\;CH_4\;m^{-2}day^{-1}$ with a lower rate in the soil treated with N fertilizer due to suppression of $CH_4$ production by $SO_4^{2-}$ that acts as an electron acceptor, leading to decreases in electron availability for methanogen. Fly ash application reduced $CH_4$ flux by 37.5 and 33.0% in soils without and with N addition, respectively, probably due to retardation of $CH_4$ diffusion through soil pores by addition of fine-textured fly ash. In addition, as fly ash has a potential for $CO_2$ removal via carbonation (formation of carbonate precipitates) that decreases $CO_2$ availability that is a substrate for $CO_2$ reduction reaction (one of $CH_4$ generation pathways) is likely to be another mechanisms of $CH_4$ flux reduction by fly ash. Meanwhile, the mean $CO_2$ flux during the entire incubation period was between 0.64 and $0.90g\;CO_2\;m^{-2}day^{-1}$, and that of N treated soil was lower than that without N addition. Because N addition is likely to increase soil respiration, it is not straightforward to explain the results. However, it may be possible that our experiment did not account for the substantial amount of $CO_2$ produced by heterotrophs that were activated by N addition in earlier period than the measurement was initiated. Fly ash application also lowered $CO_2$ flux by up to 20% in the soil mixed with fly ash at 10% through $CO_2$ removal by the carbonation. At the whole picture, fly ash application at 10% decreased global warming potential of emitted $CH_4$ and $CO_2$ by about 20%. Therefore, our results suggest that fly ash application can be a soil management practice to reduce green house gas emission from paddy soils. Further studies under field conditions with rice cultivation are necessary to verify our findings.
