Analysis of 2012 Spring Drought Using Meteorological and Hydrological Drought Indices and Satellite-based Vegetation Indices (기상 및 수문학적 가뭄지수와 위성 식생지수를 활용한 2012년 봄 가뭄 분석)

  • This study is to analyze the 2012 spring drought of Korea using drought index and satellite image. The severe spring drought recorded in May of 2012 showed 36.4% of normal rainfall(99.5mm). The areas of west part of Gyeonggi-do and Chungcheong-do were particularly serious. The drought indices both the SPI(Standardized Precipitation Index) and WADI(WAter supply Drought Index) represented the drought areas from the end of May and to the severe drought at the end of June. The drought by SPI completely ended at the middle of July, but the drought by WADI continued severe drought in the agricultural reservoir watersheds of whole country even to the end of the July. On the other hand, the results by spatial NDVI(Normalized Difference Vegetation Index) and EVI(Enhanced Vegetation Index) data from Terra MODIS, both indices showed relatively low values around the areas of Sinuiju, Pyongyang, and west coast of North Korea and Gyeonggi-do and Chungcheong-do of South Korea indicating drought condition. Especially, the values of NDVI and EVI at Chungcheong-do were critically low in June compared to the normal year value.

Security of Upland Irrigation Water through the Effective Storage Management of Irrigation Dams (관개용 댐의 효율적 저수관리를 통한 밭 관개 용수 확보)

  • In Korea, upland irrigation generally depends on the ground water or natural rainfall since irrigation water supplied from dams is mainly used for paddy irrigation, and only limited amount of irrigation water is supplied to the upland area. For the stable security of upland irrigation water, storage level of irrigation dams was simulated by the periods. A year was divided into 4 periods considering the irrigation characteristics. Through the periodical management of storage level, water utilization efficiency in irrigation dams could be enhanced and it makes available to secure extra available water from existing dams without new development of water resources. Two study areas, Seongju and Donghwa dam, were selected for this study. Runoff from the watersheds was simulated by the modified tank model and the irrigation water to upland crops was calculated by the Penman-Monteith method. The analyzed results showed that relatively sufficient extra available water could be secured for the main upland crops in Seongju area. In case of Donghwa area, water supply to non-irrigated upland was possible in normal years but extra water was necessary in drought years such as 1998 and 2001.

  • Benefits of the next generation geostationary meteorological satellite observation (e.g., GEO-KOMPSAT-2A) are qualitatively and comprehensively described and discussed. Main beneficial phenomena for application can be listed as tropical cyclones (typhoon), high impact weather (heavy rainfall, lightning, and hail), ocean, air pollution (particulate matter), forest fire, fog, aircraft icing, volcanic eruption, and space weather. The next generation satellites with highly enhanced spatial and temporal resolution images, expanding channels, and basic and additional products are expected to create the new valuable benefits, including the contribution to the reduction of socioeconomic losses due to weather-related disasters. In particular, the new satellite observations are readily applicable to early warning and very-short time forecast application of hazardous weather phenomena, global climate change monitoring and adaptation, improvement of numerical weather forecast skill, and technical improvement of space weather monitoring and forecast. Several policy plans for expanding the application of the next generation satellite data are suggested.

Runoff Characteristics of Refractory Organic Matters from Kyongan River Watershed during Rainfall Event and Dry Season (경안천 유역의 강우 시, 비 강우 시 난분해성 유기물질 유출 특성)

  • This research investigates the runoff characteristics of refractory organic matters from Kyongan river watershed. Samples were taken 27 times during dry season, 4 times during rain events and analyzed into flow rate, Dissolved Organic Carbon (DOC), Particulate Organic Carbon (POC), Refractory Dissolved Organic Carbon (R-DOC), Refractory Particulate Organic Carbon (R-POC). R-DOC during dry season was the lowest in winter and showed a rising tendency in spring and R-POC changes less than R-DOC. The mass loading of Refractory Total Organic Carbon (R-TOC) in summer takes approximately 80% of 1 year mass loading. During rainy season, EMC of R-DOC was similar to R-DOC in dry season. But maximum EMC of R-POC was 12 times higher than that of R-POC in dry season. Results of the survey show that enhanced management of R-DOC in dry season and R-POC in rainy season is needed.

The PRISM-based Rainfall Mapping at an Enhanced Grid Cell Resolution in Complex Terrain (복잡지형 고해상도 격자망에서의 PRISM 기반 강수추정법)

  • The demand for rainfall data in gridded digital formats has increased in recent years due to the close linkage between hydrological models and decision support systems using the geographic information system. One of the most widely used tools for digital rainfall mapping is the PRISM (parameter-elevation regressions on independent slopes model) which uses point data (rain gauge stations), a digital elevation model (DEM), and other spatial datasets to generate repeatable estimates of monthly and annual precipitation. In the PRISM, rain gauge stations are assigned with weights that account for other climatically important factors besides elevation, and aspects and the topographic exposure are simulated by dividing the terrain into topographic facets. The size of facet or grid cell resolution is determined by the density of rain gauge stations and a $5{\times}5km$ grid cell is considered as the lowest limit under the situation in Korea. The PRISM algorithms using a 270m DEM for South Korea were implemented in a script language environment (Python) and relevant weights for each 270m grid cell were derived from the monthly data from 432 official rain gauge stations. Weighted monthly precipitation data from at least 5 nearby stations for each grid cell were regressed to the elevation and the selected linear regression equations with the 270m DEM were used to generate a digital precipitation map of South Korea at 270m resolution. Among 1.25 million grid cells, precipitation estimates at 166 cells, where the measurements were made by the Korea Water Corporation rain gauge network, were extracted and the monthly estimation errors were evaluated. An average of 10% reduction in the root mean square error (RMSE) was found for any months with more than 100mm monthly precipitation compared to the RMSE associated with the original 5km PRISM estimates. This modified PRISM may be used for rainfall mapping in rainy season (May to September) at much higher spatial resolution than the original PRISM without losing the data accuracy.

  • Extending the success of the Tropical Rainfall Measuring Mission (TRMM), the spaceborne measurement of precipitation by Global Precipitation Measurement (GPM) is initiated. The GPM consists of a core satellite which will have a dual-frequency precipitation radar (DPR) and a constellation of small satellites equipped with microwave radiometers. The GPM is inherently a global program. Responding to the GPM plan, many other nations are much interested in participating in the GPM team or simply utilizing GPM products aiming at the development of meteorological technology. Korea can fully function its role if Korea is selected as a CAL/VAL site for the GPM because Korea maintains a well-established dense rain gauge network (AWS), precipitation radars, and the Haenam super site for surface observation. In this feasibility study, the necessities of the GPM project in the context of academical and social backgrounds and associated international and domestic activities are investigated. And GPM-related core technologies and application areas are defined. As a result, it is found that GPM will represent a great opportunity for us because of its ability to provide not only much enhanced three-hourly global rain products but also very useful tools for the enhancement of weather forecasting capabilities, management of water resources, development and implementation of monitoring techniques for severe weather phenomena, agricultural managements and climate application. Furthermore, rain retrieval and CAL/VAL technologies obtained during the involvement in the international GPM project will serve as basic knowledges to run our own geostationary satellite program.

Enhanced Method for Environmental Benefit via Application of Low Impact Development (LID) Technique in Tram Design (트램 설계시 LID 기법 적용을 통한 환경편익 증대 방안)

  • Reduced greenhouse gas effect induced by LID (Low Impact Development) technique application in tramway construction was quantified to increase environmental benefit as part of an overall economic assessment. In addition, by application of penetration type permeable blocks, the effect of the urban water cycle was examined as a special assessment item in the policy analysis. The carbon emission ratios of the permeable turf block, according to the turf coverage rate (100%, 50% granite, and 50% HDPE), against the concrete track construction were -184.7%, -127.3%, and -116.3%, respectively. The carbon emission ratios of permeable blocks with granite and HDPE were 30.1% and 52.5%. In the case of the penetration type permeable block, it was possible to store rainfall in the block until 90mm/hr of rainfall intensity (94.3% of water reserve rate); therefore, this method was effective as part of the urban water cycle system. As a result, an increased environmental benefit from LID technique application is expected in tramway construction; this needs to be considered as a policy factor in AHP analysis.

Risk Assessment of Levee Embankment Integrated Erosion and Seepage Failure Factor (침식과 침투영향을 고려한 하천제방의 위험도 평가)

  • In this study the risk integrated erosion and seepage failure factor and combined risk of the levee embankment were assessed. For the research of the reliability, the risk assessment of erosion, seepage and both of them combined for the levee embankment were conducted using discharge curve and stage hydrograph generated by stochastic rainfall variation method during typhoon and monsoon season. The risk of erosion was evaluated using tractive force and the seepage analysis was performed by selecting representative cross sections for SEEP/W model analysis. And the probability of seepage failure was assessed with MFOSM analysis using critical hydraulic gradient method. Unlike deterministic analysis method, quantitative risk could be obtained and the characteristics of realistic rainfall variation patterns as well as a variety of factors contributing to levee failure could be reflected in this research. The results of this study show significantly enhanced applicability for the combined risk. As this model can be employed to determine dangerous spots for levee failure and to establish flood insurance linked with flood risk map, it will dramatically contribute to the establishment of both efficient and systematic measures for integrated flood management on a watershed.

Enhancement of Physical Properties and Efficacy of Pesticide Spray Solution by Addition of Adjuvants (Adjuvant에 의한 농약살포액의 물리성 개선 및 약효증진 효과)

  • This study was carried out to elucidate the effects of adjuvants on physicochemical properties and pest control efficacy of pesticide spray solution. Spray droplet sizes of pesticide solution decreased by addition of adjuvants even though its effect varied according to the pesticides. The adhesive effect of pesticides sprayed on target crops by addition of adjuvants varied according to the properties, the application methods, and the spray volume of pesticides. Wash-off of the deposited amount of active ingredients of the solution of tricyclazole WP and fenobucarb EC by simulated rainfall after spraying on rice plants dramatically reduced by adding adjuvants. The retained amount of active ingredients of the pesticides were $1.5{\sim}4.1$ times higher than those without adjuvants when subjected to simulated rainfall 6 hours after spraying. Addition of adjuvants to the propanil EC spray solution enhanced the control efficacy in barnyard grass, Echinocloa crus-galli Beauv. by $8{\sim}30%$, which showed a potential to reduce pesticide use.

Characteristics Evaluation of Non Point Source Treatment Facilities in Construction Site (건설 현장 내 비점오염원 처리 시설의 제거 특성 평가)

  • This study was conducted to investigate characteristics of the non-point source pollution under construction and evaluate available pollution control methods. Suspended solid loading is high when soil disturbs by rainfall and this phenomenon is much more severe at the initial stage of construction than at the final one. There are three methods available for erosion and sediment control, which are check dam, silt fence, and geotextile. Check dam and silt fence are for control of suspense solids and geotextile is for preventing soil erosion during rainfall. They can be installed as temporary control facilities at construction sites. From the comparison of those methods, it was found that geotextile method was the most efficient for the runoff control of non-point source pollution. Check dam and silt fence can remove suspense solids by pore spaces to some degree, but the removal of pollutants mainly occurs through sedimentation. Because the temporary control facilities have limited removal efficiency of pollutant, they often cause civil claims and contamination of water environment. Hence, using a pressurized filtration system along with temporary control facilities, highly enhanced treatment efficiency was anticipated. In addition, the loading capacity of these techniques depends on filtration velocity and input loading. And their pre-treatments are necessary for efficient operation.
