A Study on the Current Status and Services of Energy Performance Certificates in Healthcare Building - Focused on UK and Korea (의료기관의 에너지효율등급 현황과 서비스에 관한 연구 - 영국과 한국을 중심으로)

  • Purpose: Medical center has consumed the energy about twice the average value of building types. So, many countries have tried sustainability and energy reduction for building types through eco friendly certificate. This study investigate the eco friendly building certificate and energy performance certificate focusing in UK and Korea, and search the characteristics of status and services of certificates. Methods: BREEAM openbook and EPC open data have been studied in UK, and green building performance certificate and EPC data in korea have been analyzed. Results: UK has eco friendly building certificate focusing on healthcare, and EPC shows the standard, benchmark reference value, so lead to the CO2 emission reduction. Primary health center and hospital show the higher value due to the dwelling unit. like a patient bed. Korea doesn't have green building certificate yet on healthcare, and EPC shows not the reference data, but the primary energy consumption. Korean cases just like in UK, clinic, public health, and outpatient center show the lower value compared to medical center, nursing home and general hospital. Implications: In Korea, it is needed for energy efficiency to have reference data information like a standard and benchmarking value for new design and construction.

  • To establish effective policies for reducing CO2 emissions in the building sector, it is essential to analyze the feasibility of regulations. In this regard this study seeks to analyze the effectiveness of Energy Performance Certificate (EPC), Display Energy Certificate (DEC), and Minimum Energy Efficiency Standard (MEES) regulations implemented in the UK. In particular, it analyzes the effectiveness in terms of mandatory issuance of the building energy rating certificates (i.e., EPC and DEC) and the minimum energy performance regulations (i.e., MEES regulation) of the building. To this end, the effectiveness of the system implemented in the UK was analyzed using 31,915 EPC and 31,715 DEC data. The analysis found that the CO2 emissions of properties due to the EPC and DEP issuance obligations decreased further in 2022 than in 2013. It was also found that starting in 2018 when the MEES regulation was implemented, the CO2 emissions by property type continued to decrease. This is because property owners were highly motivated to improve building energy performance due to the implementation of the MEES regulation. Therefore, it is expected that the findings of this study will serve as important basic data for the policymakers of the government to develop more effective building energy performance improvement policies.

  • The first of korean 750kW gearless type wind turbine is developed. The wind turbine is designed, manufactured and tested by GE regulation and obtained the design certificate by GL. And the performance test is being performed at the demonstration site now. This paper presents the history of development and performance test for 750kW gearless type wind turbine.

  • In this paper, we analyzed the elements of measurement uncertainty on electrical performance test which are the most important things in photovoltaic module performance test. Repeating the performance test by 6 men, the measurement uncertainty could be calculated. In this experiment, Solar Simulator (A-Class pulse type) used for domestic certificate test of PV module is Pasan IIIb (Balval, Switzerland). The possible elements of the measurement uncertain that could effect electrical performance test of PV module are reference cell, spectrum correction, error from measurement repetition, test condition, stability and uniformity of artificial solar simulator. To find the measurement uncertainty, 6 men repeated the test by 10 times. And the results were that numerical average value was 124.44W and measurement uncertainty was $124.44W{\pm}0.36W$ with 95% confidence level for 125W PV module(KD-5125).

  • Presently, various building certification systems are being enforced in Korea. However, people are in confusion and have an aptitude to waste time and money because these certification systems for buildings have very similar criteria. After investigating the foreign certification systems and domestic certification systems for the building, it is required that some of similar building certification systems are integrated.

  • Purpose: The purpose of the research is to find difficulty levels of LEED credits in each LEED level based on credits achievement in order to find important of LEED-HC credits to gain LEED-HC. Methods: The individual credits of LEED-HC v.2009 scorecards from USGBC website are analyzed. With achieved scores rate of LEED credits per each Level, all credits are reassembled in 4 different ranges (A~D); easy (A), easy-moderate (B), moderate-hard (C) and hard (D) to achieve scores. Results: 1) Achieved point rate in LEED-HC specific credits are low. These credits need to be reviewed carefully. 2) In 88 projects, 37 projects are gained Silver level which is more than projects in certification level. In order to encourage to gain LEED-HC level, Average Achieved rate to earn Certificate level needs to be risen. 3) Credits in range D rarely affect to gain platinum level. EAc1 (24 points) are critical to gain Silver and Gold level. However, EAc1 points are not effective to achieve Certificate level. Implications: This research will provide a fundamental back data to set up Korean Green building rating system for Healthcare.

  • In this paper, I performed the IEC test in crystalline photovoltaic module described in test standard. And sometimes I changed the test sequence and impact factors for testing modules. Comparing the current test trees in IEC 61215, some ideas are suggested in proper test sequence to guarantee the long-term durability for 25 years..   • Plenty of efforts have been made in the traditional architecture of Korea, Hanok, to develop various elements such as restoration, the introduction of new design, and energy-saving while systemic setups on standard and evaluation of eco-friendly energy design of Hanok are lacking. If we evaluate energy performance based on current standards without reflecting unique features of Hanok on the system, Hanok will be included in the very low grade among the residential buildings being included in the approval system of eco-friendly architecture or the unique features will be modified and the burden of increased construction cost. Therefore, this study is to prepare the basic reference for the introductory evaluation system by evaluating the energy performance level of NEO-Hanok based on the current building energy rating system. The result for NEO-Hanok based on the building energy rating system, we propose the rating standard with scorecard elements of NEO-Hanok by considering the necessity of identity and standard for NEO-Hanok. As a result of infiltration test to check the tightness, it was measured as 10.81 times/h (50 ACH). As we switch from the main insulation for the wall from the glass wool 64k(0.035W/mk) to rigid polyurethane foam first class first unit (0.024W/mk), the result was slightly increased from the first demand quantity rating yield $249.8kWh/m^2{\cdot}yr$ to $235.0kWh/m^2{\cdot}yr$. Current certificate system is focused more on the heating load than the cooling load, it is disadvantageous for Hanok, which has less cooling energy consumption in summer. The rating result from the target building study is level 4.

  • Design, manufacture and operate the 700W Solid oxide fuel cell system suitable for housing. Except for BOP not produced domestically, most of the domestic BOPs were applied as much as possible. Finally, the system size was 350 liter. System performance was electric efficiency 44.64%, thermal efficiency 40.99%, total efficiency 85.62% at certificate authority. The system was operated for 4,500 hours, this operation time include automatically system on/off, E-stop for emergency stop, load trip for blackout and inverter error. There were that the system on/off were 26 times. System performance remains intact after system on/off.
