IMO의 선박기인 CO2 배출 규제 동향 및 고찰 (Recent International Development on the Technical and Operational Measures of IMO's CO2 Emission Control From Ships)

  • 국제해사기구의 해양환경보호위원회에서 CO2 배출량 감축의 지구적 노력에 동참하기 위해 최근 선박에서 대기로 방출하는 CO2의 양을 지수화 하고자 하는 논의가 활발히 진행중이다. 그 대표적인 지수로서 신조선 설계 건조시에 적용하는 에너지 효율지수(EEDI : Energy Efficiency Design Index for new ships)와 현재 또는 건조 후 항행시에 운항선에 적용되는 에너지 효율지표(EEOI : Energy Efficiency Operational Indicator), 그리고 운항선의 에너지 효율관리 계획(SEEMP : Ship Energy Efficiency Management Plan)등이다. 본 지수는 선박을 설계 건조시부터 각 선박당 CO2의 배출값을 산정하고 운항시에도 CO2배출을 개량하고 이를 감축하는 방안을 모색하도록 유도하는 조치가 될 것이다. 향후 3년내에 발효될 수 있는 임박한 CO2선박 배출 규제를 조사 분석하고 향후 발전방향을 모색해 보고자 한다.

공동주택 건물의 상수도 절감량에 따른 CO2 배출량 저감효과에 관한 연구 (A Study on the CO2 Emission Reduction Effect relating to the Water Usage Reduction in Multi-family Residential Building)

  • The current world wide interest in environmental issues has moved from energy conservation to $CO_2$emission reduction. Recently, according to the increase in demand for water resources, insufficient potable water circumstance is supposed, unless there are corresponding in crease in water conservation and water recycling. This study has attempted to analyze $CO_2$emission reduction by water saving strategies like installation water saving devices, rain water harvesting and grey water system. To do this, this research investigates applicable water conservative strategies by literature review and calculated total water saving. The results show that (1) firstly, the water usage and $CO_2$ emission could be reduced up to 44%, (2) $CO_2$ emission reduction by water saving devices and rainwater harvesting system is about 47.7%, and (3) water usage and $CO_2$ emission reduction by grey water system is about 66%. In the future, this paper will be utilized for water management from the early design stage to maintenance stage of water glutton building.

Predicting the Effectiveness of National Energy R&D Investment in Korea: Application of System Dynamics

  • Korea government established the energy technology development plan (2011-2020) and declared to be a leader of the green energy technologies. The plan aims for 10% market share in the green energy industry, 12% energy efficiency improvement, and 15% greenhouse gas reduction. In order to achieve these goals, the government has tried to calculate the whole scale of national energy R&D investment, annual budget and specific expenditures for new technologies by computer simulation. The simulation modules include the R&D investment model, GDP model, energy consumption and $CO_2$ emission model by System Dynamics. Based on these simulation modules, I tested various scenarios for effectiveness of energy R&D investments until 2020. The results show that Korea should increase national energy R&D investment to 2.3 billion U.S. dollars, and switch the investment from electricity and nuclear power to the renewable energy.

Methods to Reduce Greenhouse Gas for University Buildings to Make a Low-Carbon Green Campus - With Case Study on the 'E' University -

  • University buildings are energy-guzzling facility that consume more than 10,000TOE within a campus annually. Even the consumption is on an upswing trend. Behind such high consumption are there cheap power rates for education facility, lack of high-efficiency equipment and ever-increasing use of various information equipment. Being keenly aware that greenhouse gas emission increases due to such rise of energy consumption, the present study carried out a case study. In the case study, the study chose the buildings of E university from top 10 universities that consume energy most in Seoul and examined the current status of their energy consumption and greenhouse gas emission. And then it set the reduction target of greenhouse gas by year. Putting aside a middle and long-termed strategy for later endeavor, it first established the 1st year's implementation plan (2014) for energy saving and greenhouse gas reduction with limited budget and according to greenhouse gas reduction target. The plan is specified as follows. Targets for energy saving are mainly divided into two sectors: machine equipment and electric equipment. 7 ideas were proposed. Three ideas to improve machine equipment are to replace with high-efficiency boilers and chillers and to adjust the position of the cooling tower. By doing so, it was estimated that energy could be saved by 176.34TOE in total and greenhouse gas could be reduced by 370.771t$CO_2$-eq. Four ideas to improve electric equipment include the replacement with LED lights, LED emergency lights and high-efficiency motors and the installation of motion sensors. It was calculated that such replacement could conserve 1,076.08TOE (electric energy) and reduce 2,181.420t$CO_2$-eq (greenhouse gas).

건물에너지 효율등급 제도를 이용한 시나리오별 목표 온실가스 저감방안에 관한 연구 (A Study on Finding Ways to Reduce the Emission of Target Greenhouse Gases for Various Scenarios Utilizing the Building Energy Efficiency Rating)

  • The international community is paying close attention to the climatic changes caused by the meteorological anomalies. In response to such phenomena, after the adoption of the United Nations Framework Convention on Climate Change in 1992, efforts to actively respond to the meteorological changes are proliferating all over the world; even in the Republic of Korea, the issue to tackle the meteorological changes has emerged as a top-priority national agenda. In the year of 2008, after the declaration of the low-carbon, green-growth paradigm by the government, the UNFCCC COP15 has announced a 30% reduction target of the emission of the greenhouse gases by 2020 as compared to the "Business As Usual, BAU" and has also confirmed, as a commitment plan to achieve reduction in the emission of greenhouse gases, the reduction target of greenhouse gases for all sectors, industries and years. (26.9% for buildings) Since the construction of the new apartment houses in the year of 2001, the "Building Energy Efficiency Rating", has been applied to newly constructed building complexes, built in 2010; the accumulated emission reduction has been evaluated at around 450,000toe and the accumulated carbon dioxide emission reduction is at $826,000tCO_2$ And through the prediction of these values under various scenarios (New construction, new construction / expansion of existing uses, when transferred to 1stgrade), the effects on the degree of reduction of greenhouse gases by the increased certification of the Building Energy Efficiency Rating are an alyzed and it is our aim to express the importance of the certification system capable of carrying out a quantitative evaluation of the building energy in order to establish the strategy to reduce the emission of carbon dioxide.

RORO선을 이용한 수출입컨테이너화물의 연안운송에 의한 온실가스 배출량 삭감에 관한 연구 (Study on the reduction of green house effect gas emission by RORO ship coastal transport of import-export container cargo)

  • 본 논문에서는 RORO선을 이용한 연안운송에 따른 CO₂가스 배출량과 NOx가스 배출량의 삭감 효과에 대하여 고찰한다. 먼저 국내 CO₂가스 배출량과 수출입 컨테이너화물의 물동량에 대하여 고찰한다. 다음에 RORO선의 특성, CO₂가스 배출량 기준과 NOx가스 배출량 기준에 대하여 고찰한다. 또한 경인지역과 부산항 사이의 수출입 컨테이너 화물의 운송에 있어서 도로운송을 연안운송으로 전환한 경우의 CO₂가스 배출량과 NOx가스 배출량 삭감 효과에 대하여 계산한다. 마지막으로 RORO선의 적재율과 연안운송 분담율 변화에 따른 CO₂가스 배출량과 NOx가스 배출량 변화에 대하여 조사한다. 본 논문의 결과를 통하여 수출입컨테이너 화물의 운송을 도로운송으로부터 RORO선을 이용한 연안운송으로 전환하는 것이 CO₂가스 배출량 삭감에는 효과적이나 NOx가스 배출량 삭감에는 큰 효과가 없는 것을 확인하였다.

국가 에너지 R&D의 중장기 효과평가를 위한 인과지도 분석 (The Long-Term Effect of Energy R&D Investment Based on Causal Loop Diagramming Analysis)

  • This article aims at revealing the dynamic relationships between the energy R&D investment and economic growth in Korea. To achieve this goal, we reviewed the effects of energy R&D investments and tried to make the holistic interconnections for describing the feedback loops between energy R&D and economic system. Energy R&D investments develop the renewable energy, energy efficiency and $CO_2$ emission reductions technologies for accomplishing the national strategic targets. The rapid obsolescence of technologies makes the inefficiency and negative effects in governmental energy R&D investments.

Real Time Monitoring of Energy Efficiency Operation Indicator on Merchant Ships

  • International Maritime Organization (IMO) proposed the Energy Efficiency Operation Indicator (EEOI) in 2005 and the Energy Efficiency Design Index (EEDI) in 2008 so as to address emission concern and regulation. Likewise, Ship Energy Efficiency Management Plan (SEEMP) and Greenhouse Gas (GHG) monitoring and management are also becoming an issue lately. This paper introduces the energy efficiency design index (operation indicator) monitoring system (EDiMS) software can continuously monitor $CO_2$, $NO_x$, $SO_x$, and PM values emitted from ship. The accurate inventory of ships GHG can be obtained from base of emission result during the engine shop test trial and the actual monitoring of shaft power and ship speed. In addition, the ability to store all exhaust emission and engine operation data can be applied as the useful tool of the inventory work of air pollution and ship energy management plan for the mitigation or reduction of ship emissions.

LEAP 모형을 이용한 도로교통부문의 온실가스 감축잠재량 분석 - 저탄소차협력금제도, 연비강화, 운전행태개선을 중심으로 - (Analysis of GHG Reduction Potential on Road Transportation Sector using the LEAP Model - Low Carbon Car Collaboration Fund, Fuel Efficiency, Improving Driving Behavior -)

  • This study the efficiency of greenhouse gas reduction of 'low carbon car collaboration fund' and its alternative 'control of average fuel efficiency and greenhouse gas', and 'improving driving behavior' were analyzed by using LEAP, long term energy analysis model. Total 4 scenarios were set, baseline scenario, without energy-saving activity, 'low carbon car collaboration fund' scenario, 'fuel efficiency improving scenario', and 'improving driving behavior' scenario. The contents of analysis were forecast of energy demand by scenario and application as well as reduction of greenhouse gas emission volume, and the period taken for analysis was every 1 year during 2015~2030. Baseline scenario, greenhouse gas emission volume in 2015 would be 7,935,697 M/T and 13,081,986 M/T in 2030, increased 64.8%. The analysis result was average annual increase rate of 3.4%. The expected average annual increase rate of other scenarios was, 'low carbon car collaboration fund' scenario 1.7%, 'fuel efficiency improving' scenario 3.0%. and 'improving driving behavior' scenario 3.4%. and these were each 1.7%, 0.3%. 0.3% reduce from baseline scenario. The largest reduction was 'low carbon car collaboration fund' scenario, and there after were 'fuel efficiency improving scenario', and 'improving driving behavior' scenario.

시멘트산업공정에서의 $CO_2$배출량 저감을 위한 청정기술 적용에 관한 연구 (A Study on the Reduction of $CO_2$ Emission by the Application of Clean Technology in the Cement Industry)

  • 시멘트공정 내 청정기술인 폐기물 재자원화 및 에너지회수공정을 이용하여 $CO_2$발생량 저감을 위한 타당성을 연구하였다. 원료투입물 대체방법으로써 용융슬래그를 시멘트 클링커 제조용 주원료로 사용하기 위한 전과정평가(life cycle assessment: LCA)를 실시하였다. 이를 통하여 시멘트소성로 내 탈탄산 과정에서 발생하는 이산화탄소의 양을 60% 이상 줄일 수 있었다. 이전 연구에서 환경영향평가 실시 후 우선순위로 선정된 시멘트 공정의 에너지효율 개선 및 대체에너지를 적용하여 현 시점에서 가장 빠른 시일 내에, 가장 경제적인 방법으로, 탄소중립적 에너지소비체계로의 전환을 위해 화석연료로 분류된 천연가스를 사용하여 가장 효율적인 녹색전략으로 $CO_2$배출량 저감을 위한 연구를 수행하였다.
