The records management system in Korea has a short history of about 20 years. However, the system is relatively stable. This compressed development has been mainly in public records. This is because the laws and regulations related to private records management were insufficient. Fortunately, Two local permanent records management institutions have recently been established. Therefore, interest in the management of local records has been growing. The Management of private records is an important part of the management of local records. The collection of private records is based on ordinances established by local governments. This study aims to analyze the ordinances of local governments, which are the legal basis for the collection and management of private records. The subject of analysis is the ordinance related to the management of private records that are currently established in Korea. The progress of the study analyzed the current state of the ordinance, the background of the ordinance, and the contents of the ordinance regarding the management of private records. The results of this study can be used as basic research for reference in the enactment of the ordinances related to the management of private records in the future since the ordinances for collecting and managing private records in Korea targets.
RRecords management has focused largely on public records in south korea with a relatively low progress in the collection and management of private records with the enactment of Public Records Act in 1999. This study set out to categorize the records of the Coalition for Democratic Reunification and the People's Movement(DRPM) and develop them into a group collection. For this study, literature reviews, analysis and reorganization of records content, development of a classification system, and expert evaluation were carried out. The findings of this study will contribute to greater efficiency in the search of records about the DRPM by developing a classification system to recategorize its records of various sources and enable their easy access and utilization in a digital archive. In addition, the basic structure of producer-oriented classification can be suggested as an example of the organization of a group collection.
The Industrial Classification is a systematic taxonomy of industrial activities and the Standard Industrial Classification is used in all country by their own a consistent classification method. Therefore, it is employed to analyze current status of industry affairs using statistical investigations in terms industrial activities for making industrial policies and to compare industrial activity among countries. Since the Second Industrial Revolution, the need for the homogenous standard of industrial classification among countries emerged as the economic and industrial exchanges between the countries have became more active. In 1940, Colin Clark who british economist divided the industry into the first (primitive), second (processed), and third (service) industries. Based on this, the United Nations Office for Statistics (UNSD) established International Standard Industry Classification (ISIC) in 1948, which most countries invoke it. ISIC(International Standard Industry Classification) and the standard industry classifications of countries have reached the present after several revisions since the enactment of the Act. In the 2000s, the standard industry classification is amended to reflect the emergence of new industries and changes in industrial structure, mainly featuring the creation and segmentation of sections in the tertiary industry domains. It also shows that primary and secondary sectors are shifting to tertiary industry. In this study, the causes of these common phenomena are systematically identified and the problems present classification systems have been analyzed. Also proposed is the direction of formation of the industrial classification system from a service economy point of view and the conceptual model of the new classification system. In the future, it is necessary to validate the proposed model through this study and to carry out various new classification system studies.
A urban regeneration project of Korea has been promoted highly attaching to physical reforms, but without fulfilling the basic goal of reactivating city functions through concerning overall areas. Moreover, the general rule and its system of urban regeneration project which would provide roles of public and civilians as well as facilitate cooperative urban regeneration, are currently missing. Thus, social stratum continuously requests a framework act for urban regeneration project called Control Tower, to be a guide to the evidently right path to step up. The research analyzes the current status and problems of urban regeneration projects in Korea to examine the necessity of Control Tower, and to bring up the way to move on for its efficiency presented below: First, the law should be declarative; possess general, prospective influences on laws and systems related to urban regeneration. Second, the nonbinding guideline on a urban regeneration project should be suggested to reflect the conditions by the regions. Last, propulsions should be framed such as administrative principles of strengthening publicity and connection of urban regeneration projects, a committee and fund to promote the former, and a research for problem solution.

The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition.

This study suggested the necessity of the management of R & D management records produced from government-supported science research institutes (the so-called "gwagichulyeon") and of a record management manual (item). As such, it gathered rules with regard to record management, conducted a survey, and interviewed general R & D managers. As a result of the research, the ratio of the arrangement of R & D managers to R & D management departments is 100%; however, the ratio of the arrangement of record managers is 33.3%-50%, and the ratio of the arrangement of record management departments is 23.1%, which was poor. The enactment ratio of record management rules is 26.4%, and 73.7% of institutes has managed their records under the provision only of document management rules or only of office management rules. R & D management records has been collected according to an institute's capability without a prescribed collection scope, and the conditions with regard to the omission, damage, and loss of records were poor. There are institutes that did not comprehend the production status of R & D management records. Thus, as a response, this study suggested a record management manual (item) established for the arrangement duties of record managers and record management departments as well as for notifications on the status of R & D management records. In addition, this study produced a standardized collection scope and described how to manage R & D management records.
Since enactment of the Product Liability Act(PLA) on July 2002, Enterprises in Korea should be insured the Product Liability under the Act. Therefore they had to make a special team and organize it to match with the Act. However, some enterprises didn't follow and prepare the team for the dispute resolution. For example, in America, many enterprises had been attacked the PLA and in Japan, as well. but Korea is rare for the PLA. Thus, this is to research the PLA for protecting the disputes. Upon this study, 1 would like to suggest some issues and a revision of the PLA. Those are the purpose of my research. In this study, it consists of 5 chapters for achieving the purpose of the research. Introduction of this study is mentioned in Chapter 1, and Chapter 2 is for outline of the PLA in Korea. At Chapter 3, the cases are analyzed in the disputes of importers to address important things we have to check. After the analysis, resolution methods in general on import practices are suggested at Chapter 4. Also, this study is summarized at Chapter 5 including further research. In this research, 1 find out complex of Product Liability insurance and issues related with PLA. For protecting the issues and disputes; importers should prepare a agreement of arbitration during the preparation of contracts. Nothing can be better than prevention on any disputes, but they can be happened sometimes without any intentions or by mistake. Solving these issues, the resolution methods of this research are the most valuable. The mediation and the negotiation do not force any legal matters. So, the dispute through them does not have a positive resolution, and the effectiveness of them is very low. Due to the resolution of issues, arbitration is a desirable resolution. In Korea, most people do not know about the arbitration due to the lack of understanding of arbitration. Currently arbitration related with Product Liability has not been followed up promptly because procedures and judgement from a court take for a long time. In sum, in order to solve the disputes properly, they should be supported by the arbitration system to concrete essential objectives, so to speak, protection of the victim and the improvement of arbitration. In addition, the systematic arrangements would be required to carry out all the methods above mentioned. Those are for manufacturers, importers, and customers for the dispute resolution.
Information technology(IT) is changing rapidly based on growth of internet and computer businesses. Therefore, computer programs and softwares are distributed to computer users promptly for their productivity increase and efficient work. So, in the distribution, the softwares will be copied or released through network or other methods which are not authorized by the program owners. In that case, copyright dispute is incurred and various issues are come out due to infringement of the software copyright. Thus, the purpose of this study is to research infringement cases of the software copyright and how to settle the dispute which is related with software programs. To achieve the purpose of this study, this research consisted of 5 chapters. At chapter 1 introduction, it mentioned necessity of this study, purpose and how to research this study, and at chapter 2 dispute factors indicated and summarized for technical resolution. At chapter 3, infringement cases of software copyright analyzed and studied upon intellectual property(IP) related laws. And methods of dispute settlement discussed and suggested to chapter 4 for copyright and intellectual property protection. Also, it emphasized importance of arbitration to resolve the issues timely and avoid time and economical consumption. Of course, arbitration law has to be matched with the trend of technology development for effective settlement. At chapter 5 conclusion, it summarized this research and suggested further research for empirical test of economic value of the software copyright upon the aspect of business, law, and engineering. In this study, the results are 1) IP related laws have to be enacted or revised to meet technical changes for the protection of software copyright on time. The enactment or the revision of law takes a long time, therefore, to deal the dispute effectively, 2) arbitration law has to be utilized efficiently in order to resolve issues and settle the dispute promptly. It is suggested the dispute settlement through arbitration to save time and economic matters for legislation, and to harmony with the technology trends. 3) Recognition of software copyright is to be improved by users and enterprises for development of software related industries and intellectual property protection. In conclusion, the protection of software copyright is important than any other things in the field of IT because of the development of industry and intellectual property related laws. The development is for areas of business, law and engineering, so research and practices are to be combined with the areas so that it could resolve the dispute settlement and IP protection effectively.
As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.
This study analysed the complicated introduction process of IPTV in Korea, based on the rent seeking theory which is one of an useful economic theory for explaining the dynamic interaction between government and entrepreneurs. Rent seeking theory describes the possibility of lobbying for economic regulations or regulatory capture which refers to collusion between firms and the government agencies assigned to regulate them. The introduction of IPTV(Internet Protocol TV) in Korea was the most controversial policy issue since the beginning of new media business of cable TV in 1995. In addition to the ordinary conflict between the old and new entrepreneurs, IPTV caused the bureaucratic conflicts between the Ministry of Information and Communication and the Korean Broadcasting Commission (Two regulation agencies were merged into KCC(Korean Communications Commission) in 2008). Through the process all related policy players, including the government, pursued their own rent, and it caused vicious circle of continuous rent seeking and mutual distrust among players. Finally, all-directional lobby of pre-IPTV companies brought about the successful entrance to IPTV market and the enactment of IPTV special law which includes deregulation compared to the existing Broadcast Act. Considering the convergence trend of media related laws it means going against the times. Until now, the conflict phenomena occurring in broadcast industry were mostly explained based on the sociological conflict theory. However, the result of this study shows the usefulness and necessity of rent seeking theory because it gives an economic explanation of conflict behavior.
