  • Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

  • The Korean government has promoted rural development projects aimed at bridging the gap between cities and rural areas. However, prior research in assessing available rural projects was mainly focused on only part of the agricultural area, evaluation of project types and improvement measures, analysis of operating management policies, and measuring levels of importance by sub-project categories, and yet the study found a little study on residents' satisfaction of the project who is the direct and fundamental beneficiary. In particular, comparative studies on rural and fishing village residents were insufficient. Thus, the present study chose village residents from Chodo-ri where the Ministry of Oceans and Fisheries held the Customized Capacity Empowerment Project from the Gangwon Fishing Village Specialized Support Center and Songgye-ri where was the project area for rural revitalization project to navigate changes on both perception and satisfaction of the village residents before and after the education.

  • This study was conducted to investigate the correlation between diabetes empowerment, health perception, and diabetes self-care behaviors with diabetes for the elderly in the community, and to identify the factors affecting diabetes self-care behavior in the elderly with diabetes. A survey was conducted on 80 diabetic elderly people over the age of 65 who were registered at a local public health center. The mean age was 71.15 years, and 41 males and 39 females were included. Diabetes self-care behavior showed a significant positive correlation with economic status (r=.245, p=.029) and diabetes empowerment (r=.406, p<.001), but health perception (r=.127, p=.263) did not show a significant correlation. As a result of this study, diabetes empowerment and economic status of the diabetic elderly were found to be significant influencing factors on diabetes self-care behavior in the diabetic elderly, and the explanatory power of the model was 19.6% (F=10.623, p<.001). Therefore, if a community program is developed to improve the diabetes empowerment of the elderly with diabetes in the community and economic support policies are also provided at the level of public health, it will be possible to improve the self-care behavior of the elderly with diabetes in the community.
