국가직무능력표준(NCS: National Competency Standard)의 개선방안에 관한 연구 (A Study on Improving National Competency Standard)

  • In Korea, primary school (also junior high school) is compulsory and free since 2004. But it looks high school is also compulsory, as over 80% of adults has a high school diploma currently. For 20 years improving high school education is only education-oriented, rather than occupation-oriented. And, the mismatch between the occupational requirement and the lesson from school is getting larger. To resolve this issue, the Korean government builds and utilizes National Competency Standards(NCS) to realize a competence-oriented society. With NCS, the government enables to run of a work-study program and tries to suggest the fundamental solution to improve occupational ability and the unemployment of young people. However, the prejudice against the education level and occupation is still engrained, and it is hard to match the education-career-qualification based on NCS. Therefore, we study NCS from the definition to the utilization, suggest an improving method to flexibly utilized the standards in the fields, and continuously improve and develop the NCS.

국소배기장치의 규제개선에 관한 연구 (A Study on Regulation Improvement of Local Ventilation System)

  • 국소배기장치를 설치하려는 경우 환경부 허가를 받더라도 고용노동부 허가를 새로 받아야 한다. 이는 대기환경보전법 뿐만 아니라 산업안전보건법 제48조2에 따른 제조업 유해위험방지계획서를 착공 15일 전까지 제출하도록 되어 있기 때문이다. 현행 환경부 대기환경보전법에서는 국소배기장치의 오염원을 대기 중으로 배출되는 부분만 규제하고 산업현장 내에서의 근로자 안전보건에 관한 내용은 산업안전보건법 등 고용노동부 소관 법률로 관리된다. 환경부의 승인을 받은 것임에도 고용노동부의 불승인 사례가 증가하여 생산지연 및 추가 개선비용에 따른 사업장의 불만이 커지고 있다. 또한, 화재 폭발의 위험성이 큰 국소배기장치의 경우 화재 폭발에 의한 중대산업사고 위험성이 증가하고 있다. 원인은 배풍량, 제어속도, 반송속도, 덕트구경, 화재폭발 위험성 등의 설계가 미흡했기 때문이다. 이는 국소배기장치 승인기준 및 절차는 대동소이 하나 산업안전보건법에서 근로자의 안전보건 및 화재 폭발에 대한 심사항목이 추가되어 있기 때문이다. 본 연구에서는 환경부와 고용노동부에서 이원화 되어 있는 국소배기장치 설치 승인기준을 비교 분석하여 합리적인 제도운영 방안을 모색하고자 한다.

독일 산재보험제도의 적용방식과 시사점: 자원봉사자와 특수형태근로종사자 중심으로 (Coverage Method in German Workers' Compensation Insurance and Policy Implications: Focusing on Volunteers and Persons in Special Types of Employment)

  • 산재보험의 현안 이슈 중의 하나는 인적 적용 범위에 관한 것이다. 우리나라에서는 근로기준법상의 근로자 개념과 산재보험법상의 근로자 개념을 일치시켜 적용하면서 사회적 보호 필요성이 제기되는 집단에 한정해서 특례규정을 적용하여 임시적으로 문제를 해결하여 왔다. 본 논문에서는 독일 사회법전과 문헌 연구를 통해 자원봉사자와 특수형태근로종사자 중심으로 독일 산재보험의 적용 방식을 분석하고 시사점을 도출하였다. 독일에서는 우리나라와 달리 의료기관이나 사회복지시설의 자원봉사자, 공공기관과 교회의 자원봉사자, 시민보호를 위한 자원봉사자, 생명구조 활동자, 헌혈자 및 장기 기증자 등을 법률에 의한 당연가입대상자로 적용하고 있다. 국가가 공익 목적의 자원봉사 활동을 적극 지원하여 자원봉사가 활성화되어 있으며, 이러한 지원의 일환으로 자원봉사 활동 관련 재해 위험을 산재보험제도를 통해 보호하고 있다. 산재보험의 적용대상이 종속적 고용관계에 있는 근로자에서 출발하여 확대되는 배경과 과정을 자원봉사자 중심으로 독일 문헌에 기초해 정리하였다. 본 연구를 통해 다음과 같은 시사점을 도출하였다. 첫째, 독일 산재보험제도는 종속적 고용관계에 있지 않은 사회적 취약집단에게 재해 보호 서비스를 제공할 수 있다는 것을 보여준다. 둘째, 사회복지 분야 자원봉사자에게 재해 보호 서비스를 제공할 필요가 있으며 적용방법으로 산재보험제도를 활용하는 것이 바람직하다. 셋째, 사회복지 분야 자원봉사자를 산재보험 당연가입대상자로 설정하여 제도를 운영할 필요가 있다. 넷째, 특수형태근로종사자에 대해서는 우리나라가 독자적인 해결방안을 강구해야 한다.

장애인 사회보장수급권의 실효성 기준에 관한 연구 (Standards on the Effectiveness of the Rights to Social Security of People with Disability)

  • 본 연구는 장애인 사회보장수급권의 실효성 기준에 관한 연구이다. 시민권론과 기본권론 그리고 장애인 복지 논의들을 결합하여 장애인 사회보장수급권의 실효성을 가늠할 수 있는 기준을 마련함으로써, 장애인을 위한 사회보장이 명목적이지 않고 실효적으로 존재하기 위해 요구되는 구체적인 지침을 제시하는 데 그 목적이 있다. 일반적인 사회보장수급권의 실효성 논의를 토대로 사회보장수급권의 4대권리 영역과 5대 일반원칙을 도출하고, 이를 장애인의 3대 사회보장 영역에 적용할 수 있도록 확대하였다. 또한 장애인 집단의 특수성을 반영한 구체적인 기준을 설정하였다. 각 기준들을 개별 법률에 적용하는 동 기준의 측정치는 '높다'와 '낮다'이다. 이러한 장애인 사회보장수급권의 실효성에 관한 기준 연구는 다음과 같은 함의가 존재한다. 첫째, 정책적 측면에서 동 기준은 장애인 사회보장 제도의 수준에 대한 객관적인 인식을 가능하게 한다. 둘째, 이론적 측면에서 동 연구는 학제간 연구를 통해 일반적인 사회보장수급권의 실효성에 대한 논의를 보다 확장시킴과 동시에 장애인 사회보장수급권의 실효성 기준을 구체적으로 제시함으로써 실증 연구의 토대를 마련하였다.

연구활동종사자 작업환경측정 결과 및 제도개선 방향 (Work Environment Measurement Results for Research Workers and Directions for System Improvement)

  • Objectives: The characteristics of research workers are different from those working in the manufacturing industry. Furthermore, the reagents used change according to the research due to the characteristics of the laboratory, and the amounts used vary. In addition, since the working time changes almost every day, it is difficult to adjust the time according to exposure standards. There are also difficulties in setting standards as in the manufacturing industry since laboratory environments and the types of experiments performed are all different. For these reasons, the measurement of the working environment of research workers is not realistically carried out within the legal framework, there is a concern that the accuracy of measurement results may be degraded, and there are difficulties in securing data. The exposure evaluation based on an eight-hour time-weighted average used for measuring the working environment to be studied in this study may not be appropriate, but it was judged and consequently applied as the most suitable method among the recognized test methods. Methods: The investigation of the use of chemical substances in the research laboratory, which is the subject of this study, was conducted in the order of carrying out work environment measurement, sample analysis, and result analysis. In the case of the use of chemical substances, after organizing the substances to be measured in the working environment, the research workers were asked to write down the status, frequency, and period of use. Work environment measurement and sample analysis were conducted by a recognized test method, and the results were compared with the exposure standards (TWA: time weighted average value) for chemical substances and physical factors. Results: For the substances subject to work environment measurement, the department of chemical engineering was the most exposed, followed by the department of chemistry. This can lead to exposure to a variety of chemicals in departmental laboratories that primarily deal with chemicals, including acetone, hydrogen peroxide, nitric acid, sodium hydroxide, and normal hexane. Hydrogen chloride was measured higher than the average level of domestic work environment measurements. This can suggest that researchers in research activities should also be managed within the work environment measurement system. As a result of a comparison between the professional science and technology service industry and the education service industry, which are the most similar business types to university research laboratories among the domestic work environment measurements provided by the Korea Safety and Health Agency, acetone, dichloromethane, hydrogen peroxide, sodium hydroxide, nitric acid, normal hexane, and hydrogen chloride are items that appear higher than the average level. This can also be expressed as a basis for supporting management within the work environment measurement system. Conclusions: In the case of research activity workers' work environment measurement and management, specific details can be presented as follows. When changing projects and research, work environment measurement is carried out, and work environment measurement targets and methods are determined by the measurement and analysis method determined by the Ministry of Employment and Labor. The measurement results and exposure standards apply exposure standards for chemical substances and physical factors by the Ministry of Employment and Labor. Implementation costs include safety management expenses and submission of improvement plans when exposure standards are exceeded. The results of this study were presented only for the measurement of the working environment among the minimum health management measures for research workers, but it is necessary to prepare a system to improve the level of safety and health.

채용시장 직무와 역량 간 미스매치 해소를 위한 플랫폼 개발 (Development of a Platform to resolve the Mismatch between Job and Competence in Recruitment Market)

  • The purpose of this study is to develop a recruiting platform resolving the mismatch between corporate job and job finder's competence in recruitment market. For this, we investigated technological trends and limitation on recruit platform. Based on the findings, this study investigates the trends and directions related to recruiting platform evolution and identified critical success factors and development strategies for successful development of recruiting platform. Two development strategies include employment of online resume and construction of database assessing job finder's competence. We also proposed target system architecture incorporating job database, competency assessment form, capability oriented resume. To analyze user requirement national competency standards and core job capability evaluation model were analyzed. Next, we designed integrated database, user interfaces, and dynamic functionalities using the forms developed in earlier stage. Finally, we assessed the fidelity of form item, integrity of database, and the usability of interface to evaluate the effectiveness of the system.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

  • In the Public Notice No. 2019-15 of the Ministry of Employment and Labor, the safety net and regulations on them have been deleted. The performance criterion of the debris net, which also functions as a horizontal safety net in the regulations on the criteria of occupational safety and health, is unclear. When installing a debris net that also functions as a horizontal safety net, a net that meets the performance criteria of KS F 8082 must be installed in accordance with KOSHA C-31-2017. The Korean Standard Specification for Construction Works, which specifies debris net and horizontal safety net, should be revised as soon as possible.

  • The purpose of this research is to identify the effect of quality circles activities upon quality circles performance and business performance. Empirical results indicate that quality circle activities influence on quality circles performance in both individual and enterprise level, Quality circles performance influences on not employment satisfaction but customer satisfaction, business performance (profitability and market values) of companies with quality circles is higher than that of companies without quality circles. In conclusion, quality circle activities influence on quality circles performance that effect on business performance.

  • After the financial crisis, the spread of indirect employment, which is an outsourcing method, is gradually becoming common in our society, and the risk of harm is relatively high or the proportion of simple jobs is high. Simple workers have a higher proportion of non-manufacturing industries such as the service industry, and production workers are intensively used in the manufacturing industry. In Article 63 of the Occupational Safety and Health Act, contractors must take necessary safety and health measures. In addition, due to the expansion of the scope of contracts under the Occupational Safety and Health Act, it is necessary to review the appropriateness of industrial accident prevention measures and implementation standards.
